Background
Danish Refugee Council (hereafter DRC), established in 1956, is an international nongovernmental organization whose mandate it is to provide protection and promote durable solutions to displacement-affected populations throughout the world.
Danish Refugee Council (DRC) is a leading protection agency and has in conjunction with our specialist unit, Danish Demining Group (DDG), been operating in South Sudan since 2005; initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed. We are currently actively engaged in providing humanitarian services to both internally displaced persons (IDPs) and also refugees from Sudan, through 450 national staff, 60 expatriate staff and an annual budget of USD 20 million. Our main office is in Juba with 6 field offices in Ajuong Thok, Aweil, Bentiu, Maban, Malakal and Melut respectively
Overall Objective
DRC is looking for a Safety Adviser (SA) for its programmes in South Sudan. The SA is responsible for the development and implementation of the DRC Risk Management
System (RMS) in South Sudan, in close cooperation with Senior Management and Safety Focal Points, for both DRC and Danish Demining Group (DDG) programmes.
Tasks and Responsibilities
In accordance with DRC Safety policy, the SA will:
- Undertake and support others to undertake Safety Risk Assessments (SRAs) and support the implementation of mitigation measures
- Manage the Safety Level System (SLS) for the programmes and ensure they submit accurate and timely SLS assessments
- Lead the development and production of contextualized risk management policies, protocols and procedures in close collaboration with field teams and management.
- Facilitate programme access and continuity through the provision of timely, quality and informed advice
- Manage safety related information and provide regular analysis and reporting through situation reports and advisories
- Maintain relevant safety documentation, data and records (training register, incident tracking, maps, etc.)
- Produce daily, weekly and monthly safety information (including daily updates, weekly summaries and monthly trend analysis)
- Develop, support and facilitate/deliver safety-related training
- Mentor and provide technical supervision to DRC and DDG Security Focal Points and other staff with safety management responsibilities, including guards, radio room and national Security Manager.
- Coordinate the Crisis Management Team (CMT), and support programme Incident Management Teams (IMTs)
- Carry out quality control and compliance audits of safety-related policies, protocols, procedures and regulations, including MOSS audits
- Work with Team Leaders and the Grants manager to ensure that safety is adequately budgeted for, and to support proposal development and donor reporting requirements where applicable
- Represent DRC and DDG at inter-agency fora
- Act as the focal point for the procurement of safety-related equipment, facilities and other resources
- Act as a member of the country Senior Management Team
- Any other duties as directed by the DRC DDG Country Director who has the lead on Safety for DRC DDG in South Sudan
Reporting Arrangements
- The SA will report to the DRC DDG Country Director, with a technical reporting line to the Global Safety Adviser in Copenhagen HQ.
Qualifications and experience
- University or higher degree in relevant discipline
- At least 3 years’ experience working with NGOs and/or international agencies on similar duties
- Previous experience working in sensitive security/conflict environments is essential.
- INGO Security Management Experience with a proven ability to develop and implement effective and contextualized protocols and systems
- Ability to provide conflict analysis (written)
- Proven experience with delivering safety-related training to both national and international staff members
- Proven ability to prioritize tasks and meet deadlines under pressure
- Necessary Skills and Competencies
- Proven networking and relationship building skills.
- Analytical and communication skills for: the analysis of context and management acceptance; the development and implementation of Standard Operating Procedures and related documentation.
- Demonstrable Monitoring and Evaluation skills for a dynamic safety and security environment.
- Ability to assess and coordinate an effective decision making for response under pressure and at very short notice.
- Ability to develop and deliver relevant trainings to mixed ability groups sometimes through translators.
- Computer literate, able to use all common software packages.
- Be able to diffuse tensions and remain calm at all times and particularly following an incident
- Be sensitive to DRC’s values.
- Be able to encourage, motivate and guide team members to approach safety and security issues with confidence especially during crises.
- Be able to communicate effectively across DRC’s management structures.
- Be flexible to travel at short notice to difficult and risky areas.
- Proven ability to work effectively with minimal supervision.
- Stable and robust character, team-player with a good sense of humour.
- Excellent communication skills, and fluent in written and spoken English.
Conditions
Start: As soon as possible
Duty station: Juba, South Sudan with regular travel to other DRC/DDG bases in the
country as directed by the HQ SA or the DRC/DDG Country Director.
We offer
DRC will offer the successful applicant a one year contract renewable dependent on both funding and performance. You must be available to start work immediately and be willing and able to work in the field, in comfortable but basic accommodation. This position is offered at salary level A9 with R&R currently every 8 weeks (subject to review), in addition to standard five weeks of annual leave. En-suite accommodation in the DRC-DDG compound in Juba is provided.
