South Sudan: Consultant Gender-Based Violence Programming Specialist and Coordinator

Background

Addressing Gender-Based Violence (GBV) in emergencies is a core commitment for children. Child Protection Commitment 5 (Programming) underscores the importance of addressing violence, exploitation and abuse of children and women, including GBV, from both a prevention and response perspective.

Justification

As part of UNICEF’s Core Commitment for Children in Humanitarian Action, the Country office is expected to contribute to efforts to prevent and respond to GBV in South Sudan and to support to the GBV coordination structures within the Humanitarian Cluster Approach. UNICEF has been playing a leading role in GBViE response as UNS state coordinator and a focal point for WASH cluster to spearhead the GBV mainstreaming in the WASH cluster. The revised IASC GBV guidelines are launched and WASH/GBV programme, with support of USAID entering its second year of implementation, UNICEF requires additional human resources to spearhead GBV mainstreaming in WASH. In order to continue on the momentum and deliver expected results from USAID WASH/GBV programme, the consultant will work with the national WASH cluster and its working groups (Hygiene promotion working group, M&E technical working group and other relevant working groups) to ensure that the special needs of girls and women are adequately reflected in its standards.

UNICEF has been implementing the Communities Care programme, the global pilot programme aiming to transform the negative social norms to positive norms in Warrap and Central Equatoria States. The programme will continue on 2016 and several surveys and evaluation are expected. Partner capacity building was a major priority in this programme and ongoing regular technical support is required to sustain quality implementation of the programme.

Moreover, UNICEF has developed a capacity building plan for national GBV partners. Many of partners requires hands-on technical support on the ground to deliver quality services.

Specific Tasks

· Provide GBV partners with technical support to ensure quality GBV prevention/response services in Unity, Jonglei, WES, CES and Warrap.

· Work with the UNICEF WASH section and Cluster to develop tools, conduct training to further progress GBV mainstreaming according to the IASC GBV guidelines, WASH cluster minimum commitment to the AAP, Sphere standards and other relevant international, regional and national guidelines.

· Work with other sections of UNICEF or cluster to roll out IASC GBV guidelines as needed.

· Attend WASH cluster and its working groups to provide technical inputs.

· Support the GBV team to design and conduct GBV training for partners and potential partners as needed.

· Review and provide inputs for the relevant national guidelines from WASH and other sections to mainstream GBV.

Expected deliverables and payment schedule

Payment will be based on a monthly fee, paid upon deliverables.

Date

Deliverables

End of February

· Workplan drafted and approved by Chief of Child Protection, within one week of reporting for duty.

· IASC GBV guidelines for WASH component are incorporated into the WASH cluster work plan and monitoring system put in place.

· At least one technical support visit to a non-Juba based partner.

End of March

· Relevant training related to the IASC GBV guidelines and other relevant tools to mainstream GBV are conducted for WASH, GBV and other relevant actors, based on a schedule determined in consultation with supervisor during workplan development in February).

· At least one technical support visit to a non-Juba based partner.

End of April

· Key national guidelines (including at a minimum - WASH in School, CLTS guidelines and other guidelines related to IASC GBV guidelines to be determined in consultation with supervisor during workplan development in February).

· At least one technical support visit to a non-Juba based partner.

Reporting

The Consultant will report to the Child Protection (GBV) Specialist (P4)

DURATION

Three months

Expected background (Qualifications & Experience)

· Advanced university degree in Social Sciences, Public Health, Law or a related technical field is required;

· A minimum of five years progressively responsible professional work experience at the national and international levels in programme planning, management, monitoring and evaluation in gender-based violence and/or protection preferably in humanitarian settings.

· Advanced technical knowledge of theories, principles and methods in gender-based violence and social norms.

· Proven experience in designing, organizing and conducting training i.e. gender-based violence, human rights and protection especially in humanitarian settings.

· Prior experience in managing and engaging in community work especially social mobilization, facilitating community discussion

· Prior experience in working with WASH cluster or other clusters for GBV mainstreaming is an asset.

· Knowledge on the IASC GBV guidelines is required.

· Excellent spoken and written English.

Desirable

  • Prior working experience in conducting or participating in research especially related to sexual violence.
  • Knowledge on UNICEF policies on Child Protection, programme management, financial management.
  • Prior working experience in South Sudan or other African countries preferably in conflict or post-conflict settings.

General Conditions:**

· Terms of payment: Monthly payment upon completion of the deliverables.

· Note that final payment to a consultant is dependent on the completion of deliverables.
