AECOM International Development (AISS) implements the Viable Support to Transition and Stability (VISTAS) program for the USAID Office of Transition and Conflict Mitigation (OTCM). The VISTAS program designs and implements activities with local partners through an in-kind grant mechanism to prevent the further spread of communal violence and rising tensions in critical areas where conflict may have national implications. In support of these goals, the program will seek to increase space and tools to manage conflict and tensions; to build cross-line interdependency to promote peaceful coexistence; to promote a more informed community; and to engage communities in trauma awareness that lay the foundation for individual and community healing and reconciliation.
PRINCIPAL DUTIES AND RESPONSIBILITIES
The Juba-based Monitoring and Evaluation (M&E) Manager directly manages the Juba-based M&E Coordinator. Additionally, the M&E Manager technically supports the field-based M&E Specialists. The M&E Manager works directly with the Director of Reporting, Research and Evaluation (DRRE) and collaborates with the Senior Management Team (SMT) to develop, monitor, evaluate and recommend performance measures at the program level, as well as with the Regional Program Managers and M&E Specialists for regional and individual activity level M&E efforts. The M&E Manager serves as the lead on ensuring that all program activities are effectively monitored throughout the program cycle, and that resultant data is then usefully processed and managed for VISTAS reporting and analysis.
Reporting to the VISTAS DRRE, the M&E Manager’s responsibilities include:
- Overseeing the M&E process for hundreds of activities on USAID’s flagship program in South Sudan
- Lead training of VISTAS staff on M&E processes, including integrating M&E into activity development and implementation
- Manage and provide guidance to one Juba-based M&E Coordinator and four field-based M&E Specialists responsible for the monitoring and evaluation of all VISTAS activities
- Ensure high-quality documentation of the Activity Evaluation Form (AEF) – the VISTAS final evaluation form - and other activity monitoring an evaluation tools.
- Develop, refine and integrate monitoring and evaluation tools that support active learning and responsive adaptation during grant implementation. This includes designing cluster evaluations and review current data collection methodology including interview questionnaires
- Conduct analyses across program offices to determine lessons learned and best practices to inform future programming and strategy
- Work with the DRRE to identify program level impact
- Conduct field visits and participate in rolling assessments of program activities and program objectives
- Manage external M&E consultants hired to provide additional M&E services to VISTAS
- Update the M&E plan over the life of the program
- Support a culture of responsive monitoring and active learning through adoption of new technology appropriate to the South Sudan context in concert with USAID requirements
- Other duties as assigned
MINIMUM QUALIFICATIONS, EXPERIENCE AND COMPETENCES:
At least five years’ experience in data collection and project monitoring & evaluation, USAID / OTI M&E experience is preferable - candidates with USAID / OTI M&E experience will be given preference.
A minimum of five years’ experience working in a developing country or in a project based environment
Experience in GIS technology management and mapping skills is an asset.
A university degree (Master’s is preferred) in a relevant field
Experience in designing and implementing monitoring and evaluation activities for fast-moving programs in complex environments, experience in South Sudan is an asset
Experience using theories of change to advise programming in rapidly changing contexts.
Experience managing diverse, field-based teams
Fluent written and spoken English
Ability to multi-task and balance a host of competing demands
Comfort in individual field travel to remote areas
Proactive self-starter with the ability to work effectively as a member of an international team
Experience designing programs and/or grants
Flexible, creative, and prepared to work against ever-changing deadlines in a demanding work environment
Strong qualitative and quantitative research and analytical skills
