Length of mission : 4 months

JOB CONTEXT:
Since 2006, the context in South Sudan had evolved towards post-emergency and development, and the decision was made October 2008 to transfer the programme in South Sudan from the Emergency to the Development Department as of June 2009. Between 2009 and 2011, several projects in line with this strategy of shift were developed and progressively implemented. Anyway, considering the instability of the country, the program decided in 2013 to not close the door to emergency and to reframe its capacities to be able to manage both. Beginning of November 2013, the program will finalize its 3 years strategic framework (2013 – 2016), defining keys operational, managerial and financial milestones to reach.
Three weeks later, in December 2013, the country broke down in a violent internal war, still on going in 2015, driving the populations into a protracted crisis. Consequently, the program developed both approaches, by answering to the new emergency and by readjusting/keeping its long term projects.

At January 2016, the program includes
An emergency component with 2 projects:
o A specific approach in Juba IDPs camps: the Urban IDP project funded by HCR (under process)
o An emergency flying team going around the country according to the request from hosting organizations– funding by CHF, ADH and looking for funds from ECHO and MAE LUX

A long term component with:
o A Victim Assistance project based in Yei county up to 2016 funded by MAE Holland, including rehab, livelihood and advocacy components and having to develop next phase
o A Civic Inclusion project funded by EC – Europe Aid focusing on mainstreaming disability among development processes and support to DPOs.
o A psychosocial project in Juba Teaching Hospital and Juba Central Juba funded by AFD and EU, focusing on improving services to persons with mental health problems.

DESCRIPTION

Under the responsibility of the programme Director and with the support of HQ desks, the Emergency Coordinator will be responsible for:

  • Representation
  • Strategic development of the projects
  • supervision and monitoring
  • team management
  • Reporting

SPECIFICITIES/ Living conditions

You will be based in Juba, the capital, were leaving conditions are basics but acceptable.

South Sudan environment is characterized by:
(1) a capital, Juba, with major presence of INGOs and UNS, basic but acceptable leaving conditions (generator, water tanks, basic roads...) and high cost level.
(2) rural areas with very badly shaped roads, few infrastructure and NGO leaving in compounds.
The different sites of intervention are accessible by plane through WFP-run services. The security conditions are instable with a level 3 and areas under massive conflict.

The rainy season in South Sudan goes from May/June to September/October. During this period, movements are mostly limited since the roads are impracticable.

A special system of R&R is in place with time for rest out of the country every ten weeks around.

Regarding security conditions, this position is NOT accompanied.

CANDIDATE PROFILE:

You have:
• A Humanitarian master
• At least 4 years of professional experience in humanitarian context, preferably in emergency and in similar context (conflict)
• A previous experience in programme coordination or as an Emergency Project Manager or a Technical Coordinator
• An experience in insecure contexts
• Proven Project Management and Monitoring skills
• Proven managerial experience
• Proven representation experience
• Strong communication and reporting skills
• Strong organisational skills

You are fluent in English. French would be a strong asset

You are recognized and appreciated for your strong interpersonal and intercultural skills. Working under high pressure does not frighten you.

EMPLOYMENT CONDITIONS:

Salary: 2200€-2500€ gross salary/month + 457 Euros net/month expatriation allowance

50% of the medical cover taken in charge by HI + repatriation insurance
