About the mission:
SI is operating in South Sudan since 2006, and it developed activities in emergency and post emergency context, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors. SI plans to develop Food Security and Livelihoods project in 2014.
The mission budget is around 6 M€, with 1 operational base in Malakal (Upper Nile State), the EP&R flying team and the coordination team in capital. The team consists of 17 expats and 120 national staff.
About the job:
Under the supervision of the Logistics Coordinator, the Capital Logistician will:
Key components of the job:
- Maintain or improve the logistics structure of the base
- Be the main focal point for procurement on the mission, to supply bases, including mobile bases of Emergency Response team and coordinate procurement in Juba and from HQ
Key priorities:
Due to the volatile security context, challenging climate conditions and lacking infrastructure, the logistics department faces many challenges in providing support to all programmes.
The department needs to increase the capacities of national staff to be able to act more pro-actively in addressing program needs. A key staff (stock manager) recently resigned, a new one is being recruited and should be trained, and warehouse management is a key issue at Juba level.
There is a transition on-going in the management of the support to provide to the EPR team, to make it more efficient the log department in Juba is taking back some activities to provide quicker response to the needs on the field. Due to the nature of EPR programs, some needs cannot be foreseen and need urgent response from logistics. Part of these changes still need to be adjusted, to make sure on the scheme for validation and information for the whole supply process.
Your profile
Experience
- Bachelor’s Degree (or equivalent) in Logistics, business, Technology, or Management
- 2-3 years of professional experience, including 1-2 years in the humanitarian environment
- 1 year of experience as Logistician in an NGO or similar compulsory
- experience in conflict/post-conflict contexts, with consequent experience in supporting emergency response is an asset
Skills
- Knowledge of supply chain management in hard to access locations
- Familiarity with budgets development and management
- Knowledge of SI logistics procedures is an asset
- High management abilities, in particular team management skills and capacities to provide distance technical support
- Pro-active approach, flexibility and adaptability to changing conditions
- Good individual organizational skills but also ability to work in team
- Good stress management
- Knowledge of mechanics, radio and satellite communication equipment is appreciated
- Knowledge of IT (hardware and software PC), computer maintenance and network set-up
Language
- Fluent in written and spoken English mandatory. Arabic/Juba Arabic will be added advantage.
Computer skills
- Good knowledge in MS Office package: MS Word, MS Excel, MS Power point, Microsoft Outlook. Good computer trouble shooting skills.
We offer
SI will offer you:
A salaried post: according to experience from 1800 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 700 USD.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)
