JOB CONTEXT:
Sudan was the theatre of a violent civil war between the South (Christian) and the North (Muslim) which lasted for about 50 years and completely destroyed the South’s infrastructures. In 2005, the country was divided in 2 different authorities (one for the North and the other for the South). In 2011, a referendum took place to decide on the independence of Southern Sudan who voted massively for the Independence. Relations are still tense and disputes regarding birders and oil revenues are frequent.
After 2 years of relative stability (despite interclanics issues), a political clash raised on December 16, 2013 lead to a current instable period for the country and the government. More than 800,000 people have been displaced inside South Sudan and more than 250,000 people have fled to neighboring countries, especially Kenya, Sudan and Uganda, as a result of the conflict.
Internal displacement, repatriation and intertribal violence in South Sudan have left a negative impact on the population’s mental health.
In this context, Handicap International started in 2014 a 48 months Mental Health project that aims to develop different models of interventions to improve the mental health of individuals and communities and to prevent any risk of stigma of people living with mental health problems (discrimination, stigmatization, social exclusion or imprisonment): ‘‘Touching Minds, Raising Dignity. Stop the stigma of people living with mental health problems’’ in 4 countries in crisis and post-crisis (Togo, Lebanon, Madagascar, South Sudan). The program takes place in four countries where Handicap International (HI) has been active for several years. The four countries have in common the fact of being traversed by chronically situations of social , economic and political crisis resulting precarious socio- sanitary conditions , weakening public infrastructure in general, undermining the capacity of "living together " everyone , yet growth engines . It is in this context of chronic crises HI chose to develop different models of interventions to improve the mental health of individuals and communities. These models of interventions, all defined from institutional contexts, partnership- and local professionals, designed to meet the needs of people living with mental health problems to prevent any risk of stigma , that it takes the form of discrimination , stigmatization , social exclusion or imprisonment.
This 48 months project started in 2014 with a total budget for South Sudan actions of 570,000 Euro, funded by the French Development Agency (AFD) (60%) and co-funded by European Union from 2016.
The project is currently being implemented in Juba, Central Equatoria state with a flexibility according to emergencies and in close collaboration with our local partners.
