War Child Holland’s programme in South Sudan
The Republic of South Sudan became the world's newest nation in 2011. Due to decades of conflict and mass displacement of communities during the war, access to basic services is severely limited and the country has some of the lowest rankings in human development indicators. In the end of 2013 a severe internal conflict broke out which caused the displacement of 1.3 million people.
War Child Holland has been working in South Sudan since 2006. The programme has been focused on the consequences of decades of conflict and its purpose is to ensure that children, youth, communities and government are able to promote awareness on child rights, protect children from abuse, exploitation and all forms of violation of their rights. The programme has been achieving this by ensuring a protective environment for children and promoting access to good quality basic education in the Central and Eastern Equatoria States. War child is not working in the heat of the current conflict, but the number of IDP’s are increasing in the States we are working in. IDP’s are included in the programme in the EES and the number of activities for this group should be extended. War Child Holland in South Sudan has its country office in the capital Juba and field offices in Yei and Torit.
Objective of the job
You ensure that financial and Human Resources supporting processes are running effectively and efficiently to enable programme staff and partners to carry out the War Child Programme, to report to donors and to enable head office to have a timely and transparent insight into the financial and Human Resources status, risks and forecast of the country programme. You reliably generate management information for stakeholders. You report to the Country Director (CD). You are a member of the Country Management Team. You are the line manager of the finance and human resources staff. Essential functional relations are with: Country Director (CD), Field Program Manager(s) (FLM), and support departments at Head Office e.g. Finance and Operations Support (Finance, Control, Procurement and Legal), International Programmes Support and Human Resources.
Your challenge
1. Financial Management & Administration
• Ensures financial management policy and guidelines are followed by War Child and by implementing partners;
• Ensures proper financial grant management: budgeting, financial reporting, forecasting and keeping relations with financial contact person of the donor (in close collaboration with Grant Manager if available in Country);
• Ensures accurate and correct bookkeeping and other financial records and its timely compilation into monthly financial report for HO;
• Is involved in proposal development for donors to ensure proper budgeting and reporting;
• Manages money incoming and outgoing transfers and bank relations;
• Advises the CD and FLM on financial management;
• Uses the software and formats as determined by HO;
• Reports the relevant developments in the field to the support department at HO;
• Review monthly bank reconciliations and report any inconsistencies;
• Review and understand all budget guidelines and instructions of various donors. Ensure compliance with all donor financial procedures and guidelines for audits, prepare for financial donor audits and annual audits;
• Monitor individual budget lines and alert budget owners and project team and Country Director about any significant over- or underspending or problematic spending practices;
• Prepare and revise budgets and forecasts for projects and the programme;
• Work with War Child Finance Officers to hands-on manage all aspects of day to day finance department activities, support and train the local finance staff in the country, review appropriate accounting coding.
2. Budgeting and Accounting for Local Partners
• Support, train and develop local partners’ capacities in accounting and accountability;
• Review on behalf of Field Location Manager(s) all reports from and payments to local partners with proper and adequate back-up documentation and report any inconsistencies to the Field Location Manager(s).
3. Human Resource Administration and Policy
• Ensures that the National Staff HRM policies (HRM instruments and systems), following the War Child policies, are in place and adhered to;
• Ensures proper HR administration throughout the mission and enhances HR administration (including salary payments, personnel files, etc.);
• Ensures that HR administrative policies and practises are in line with local legislation. Ensure compliance with all local government taxation and labour regulations concerning employment contracts;
• Advises the national and international line managers on HR management, administration and policies;
• Reports relevant developments on HR administration and policies in the field to the support department at HO;
• Manages NGO registration, contracts, work permits and visa;
• Directly responsible for all administrative aspects of local staff management and recruitment in accordance with War Child national staff policy and that of the Labour Law of the applicable country. This includes set up of non-technical job descriptions and assisting with the editing of technical job descriptions, posting adverts, overseeing interviews of local hires;
• Ensures that standard salary scale and per diem policies are approved, in place and updated;
• Ensures that all staff is trained in, and adheres to War Child financial policies and procedures.
4. Capacity building staff & local partners
• Build capacity of the support staff in the country office through on-the-job training as well as trainings and workshops.
5. Management of staff
• Manages the finance and HR support staff at the country office and provides technical supervision to support staff in the different field locations;
• Manages his/her staff by guiding, coaching, instructing and motivating;
• Makes sure that support staff is being trained;
• Conducts appraisals, team development and discusses career perspectives with his/ her staff and provides input for appraisals of the support staff of the field locations;
• Prepares terms of references for staff in his/her departments.
Profile
Knowledge of financial administration (minimum BSc level) and HR administration;
A minimum of 5 years of relevant experience in a management position within a complex international organization;
At least 2-3 years of field experience with an International Non-governmental Organization in (post) conflict areas;
Proven experience in a similar position, in particular in financial and Human Resources administration and grant management;
Experience in HR administration and the development of HR policies;
Experience of working with automated accounting systems, experience with SAGE is an added value;
Proven experience in complex security contexts;
Proactive search for and utilize organizational resources;

Required: fluency in English (verbal and written).
