MISSION
Solidarités International is an international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees. Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Mali, Niger, Mauritania, Chad, Democratic Republic of the Congo, Ivory Coast), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan), in the Middle East (Syria and Lebanon) and in Haiti.
The conflict between Northern and Southern Sudan is known as the longest war in Africa, brought on by a long history of colonial policies of British and Egyptian influence, marginalization by powerful northern regimes and cultural and traditional clashes. Six and half years after the signing of the Comprehensive Peace Agreement (CPA) signed in Nairobi in January 2005, South Sudan became the youngest country in the World on July 9th 2011. A new highlight for a country familiar with extreme figures : among others, a challenging environment with only 60 km of asphalt road in a country bigger than France, a complex social environment with more than 60 ethnic groups and dialects and a high level of illiteracy.
On a humanitarian point of view, the country can be characterized by the acute needs of its population in having access to basic services, due to the lack of infrastructure, and lack of qualified persons to run these structures (hospital, schools, etc.). These needs have been compounded by massive influxes of returnees from North to South Sudan, numbering an estimated 400,000since October 2010.
The deputy head of mission is officially based in Juba.
He/she is responsible for supervising and coordinating SOLIDARITES INTERNATIONAL programs in the country of assignment.
MAIN TASKS
Strategic orientation
- Organize diagnostic missions and analyze humanitarian needs in the country of intervention
- In coordination with the HoM, develop a program strategy consistent with the association’s policies and population’s needs
- Define a plan of action for putting this strategy in place
- Be proactive in proposing new activities based on the context evolution
- Coordinate the development of projects and the drafting of proposals to donors
Coordination and programs monitoring
- Ensure that all programs are implemented in coherence with the annual country strategy, SOLIDARITES INTERNATIONAL technical requirements and financial donor criterias
- Ensure that programs are relevant to the population’s needs
- Ensure that project management, monitoring and evaluation tools are used correctly
- Ensure that quality criteria and indicators are monitored and leads to decision making
- Ensure that the programs’ context monitoring is done properly and leads to decision making: adjustment of activities or result shifts according to the evolution of the context
- Ensure that the programs evaluations’ recommendations are taken into consideration and that corrective measures are put in place
- Ensure that human, financial and logistical resources meet activities completion requirements. Suggest changes if necessary
- Prepare, formalize and implement the contingency plan of the mission in close link with the Emergency Preparedness and Response team
Institutional knowledge building
- List and summarize SOLIDARITES INTERNATIONAL and other actors’ intervention methods/techniques and experience
- Monitor new implementation techniques and approaches in the country of intervention. Share information with the relevant headquarters departments
- Update and disseminate procedures, guides and tools, in particular program implementation, monitoring and evaluation tools
Reporting / communication / representation
- Consolidate internal reports and supervise the preparation of donors reports and amendments
- Support the HoM in discussing the programs with donors
- Lead the proposal writing process and work with the other coordinators (field and in capital) to prepare the required documents (narrative, logframe, annexes, check of the coherence between budget and narrative)
- Ensure that all mission documents are of the required quality and delivered on time
- Ensure that all programs reporting is in line with standard formats and procedures
- Represent the organization in external meetings / sessions when asked and/or delegated to do so
Team management
- Support and manage the 5 field coordinators in their work on programs follow-up (briefing, debriefing, leadership, objectives, performance review, etc.)
- Ensure that his/her team respect SI internal regulation and code of conduct
- Ensure a smooth communication and work between the Field coordinators and the “technical coordinators
- Brief all expatriates on SOLIDARITES INTERNATIONAL programs
- Initiate and lead programs workshops if necessary
- Upon request from the HoM, lead / chair the coordination meetings
- Set up training sessions in light of operational requirements
- Propose organizational chart adjustments in case of need, and contribute to implement these changes in coordination with the HoM
PROFILE
Experience:
- 2/3 years experience in a NGO
- Minimum experience of 2 years as program or field coordinator in a humanitarian organization
- Willing to become a HoM later on (in South Sudan or elsewhere)
- Excellent writing qualities
- A previous experience with SI and/or knowledge of South Sudan would be a plus
Language:
- Fluent writing and spoken English
Other desirable qualities:
-Extreme rigor, patience and ability to cope with high level of contextual volatility - Good computer skills (Microsoft office package and internet) - Good analytical and writing skills; - Adaptability to work in harsh environments;
STATUS
Salaried post: According to experience from 1700 euros gross per month plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 600 USD. Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
