Danish Red Cross seeks Community Based Health Programme Delegate for South Sudan
Danish Red Cross (DRC) is seeking an experienced Programme Delegate for South Sudan to manage the Community Based Health Programme.
DRC has for a number of years been funding a Community Based Health Programme in South Sudan. The programme is implemented by our partner South Sudan Red Cross (SSRC).
Currently the programme is being implemented in Wau and Jur River Counties in the Western Bahr el Ghazal State (WBEG). It is now the plan to expand the programme to also include areas in Eastern Equatorial state (EES).
The overall programme objective is to improve the health of the targeted vulnerable communities especially in the field of hygiene and prevention of communicable diseases - with special focus on women and children under 5.
Responsibilities
The Programme Delegate main responsibilities will be provision of technical assistance and guidance to SSRC in implementing and expanding the Community Based Health Programme .
The Programme Delegate will be working very closely together with SSRC project coordinators and should ensure that project implementation incl. administration and monitoring is on track and that all activities are coordinated with other stakeholders, not least the local authorities.
Experience and qualification
You have:
• Minimum 3 years of programme management experience, including budgeting and financial monitoring.
• Experience with organizational development and capacity building.
• Minimum 2 years of relevant experience in working with Community Based Health Programmes/Projects.
• Longer term field experience from developing countries, preferably in Africa. Work experience from fragile states or fragile environments is an asset.
• The ability to work in a highly complex and rapidly changing environment in a country in transition.
• The ability to adapt to a potentially difficult security situation (none family duty station)
• A relevant academic background at Master degree level with good analytical skills, excellent presentation, coordination and facilitation skills.
• Experience and skills in training and mentoring and building skills in staff and not least volunteers.
• Proven experience in project planning and report writing
• Excellent communication and networking skills.
• Excellent English speaking and writing skills.
• Possess a valid driving license.
• Experience with DANIDA and/or EU specific funding, hereunder implementation and reporting procedures is an asset.
• Experience from the Red Cross/Red Crescent Movement and working in post-conflict areas is an asset.
Employment Conditions
Date of commencement is 1 May 2013 or soonest thereafter. Length of contract is 2 years with possibility of extension. Duty station is Torit in Eastern Equatorial State in South Sudan (2½ hours drive from Juba) with frequent travels to programme areas (as well as to Juba).
You will report to the Danish Red Cross, Head of Region for East Africa and Horn of Africa based in Kampala, Uganda and closely coordinate with the DRC Country Coordinator in South Sudan, based in Juba.
The salary including all allowances and pension will be between DKK 39,674.21 to 41,341.10 depending on qualifications and experience.
South Sudan is a non-family duty station. The security situation in South Sudan is volatile and can change quickly, however, Torit is - at least for now - considered one of the more peaceful places in South Sudan. Torit is a medium sized rural town with only basic facilities.
