The Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 and South Sudan since 2006 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return.

NRC currently operates an integrated programme focused on four out of NRC’s usual five core competencies: Education, Shelter, Food Security and Information, Counselling and Legal Assistance (ICLA). The NRC South Sudan programme is implemented in Warrap, Northern Bahr el Ghazal and Central Equatoria states. NRC is also exploring the possibility of further expansion into Upper Nile State in 2013.

The Education Programme, as with other NRC programmes, is designed to provide protection and durable solutions for IDPs, refugees and returnees in South Sudan, thereby contributing to the improvement of their living conditions and the development of viable and sustainable solutions.

NRC is currently contributing to the education sector in South Sudan by providing Basic Adult Literacy; non-formal and technical education; Intensive English Course for Teachers, Accelerated Learning Program (ALP); provision of emergency learning kits and construction of schools.

Job description ■Implementation and development of the Education project(s) in line with desired strategic direction, quality measurements and donor requirements ■Overall budget and technical responsibility for the Education project in Central Equatoria State ■Prepare applications, reports and budgets to relevant donors ■Ensure that education activities are in accordance with international norms and standards and meet regulations under INEE ■Capacity building of national staff, including coaching and mentoring of internal candidates for management positions, in accordance with the country operation’s policy guidance on national staff development ■Personnel responsibility for project staff

Personal qualities ■Ability to work under pressure, independently and with limited supervision ■Ability and willingness to work and live in a highly challenging environment ■Team spirit and solution oriented attitude ■Initiative, flexibility, creativity and resourcefulness; ■A good sense of humour ■Patience, adaptability, and the capacity to work with little infrastructure in difficult conditions, including transport limitations ■All employees of the Norwegian Refugee Council should be able to adhere to our Codes of Conduct and the four organizational values: Dedicated, innovative, inclusive and accountable

A health declaration will be required

Qualifications ■University degree in Education OR other relevant educational background (political science, international relations, etc.) combined with relevant professional experience ■Very strong understanding of protection principles and the rights of returnees, IDPs and refugees ■At least five years’ experience in IDP /returnee related programmes or international education, with a minimum of two years field work preferably in rural Africa ■Experience in administration, finance and budgeting, logistics and personnel management ■Experience working in complex emergencies or post-conflict settings ■Experience with teacher training programs, youth programming, non formal education and vocational skills programming ■Experience in project cycle management ■Proven ability to manage a diverse team in a challenging environment in a pro-active and culturally sensitive manner ■Experience in strategic thinking and planning skills, ability to set priorities, prepare manageable work plans and to evaluate progress ■Strong communication, interpersonal, representation, negotiation and leadership skills ■Ability to train, coach, and mentor staff ■Political and cultural awareness and ability to critically analyse contexts and situations ■Experience of working in areas with a volatile security situation and thorough understanding of security management issues ■Fluency in the English language – written and verbal ■Strong writing skills and experience in report and proposal writing

We offer ■Commencement: June 2013 ■Contract period: 18 months with possible extension ■Salary/benefits: According to NRC’s general directions. Please note that tax fees may occur for some countries. ■Duty station: Juba, CES, South Sudan. Frequent field travel within the state will be required and road conditions are generally poor. South Sudan is a non-family duty station. International staff live in modest shared accommodation.
