Description of the assignment: Short-term assignment to conduct a drug use, HIV and TB situation and needs assessment in selected prison settings in South Sudan.

Period of assignment/services (if applicable): 24 working days (with 4 additional travel days) within the span of six weeks to start upon contract’s signature.
Duty Station: Home-based with mission to Juba, South Sudan
Under the guidance of UNODC Project Coordinator based in Juba and technical assistance from a technical working group composed of UNAIDS, UNMISS HIV/AIDS Unit, UNMISS Corrections Advisory Unit, National Prison Service, and Ministry of Health with support from the UNODC HIV Project Officer based in Cairo, the consultant will therefore undertake the following tasks in three selected prison settings in South Sudan: 1. To ascertain the prevalence of HIV, tuberculosis and drug use among prison population; 2. To assess the knowledge, attitudes, behavior and practices of prison population in relation to HIV and tuberculosis and drug use. 3. To identify specific risk behaviors associated with the transmission of HIV/AIDS and TB among prison staff and prisoners 4. To determine the availability and quality of prison health services and also of HIV and TB prevention and care services to prison populations 5. To review the legal and administrative frameworks to identify areas for improvement of service provision. 6. To facilitate a dissemination meeting to brief stakeholders on the draft assessment report and recommendations before it is finalized. Detailed Activities include: - Develop a proposal of the assessment including methodology, sample size and time frame for its implementation in consultation with UNODC and the technical working group - Facilitate and coordinate the development, pilot testing and finalization of the assessment instruments and tools - Lead the data collection process in consultation with the working group - Develop the draft situation assessment with recommendations - Facilitate dissemination of draft situation assessment and present the data as well as recommendations in a workshop - Finalize situation assessment based on feedback from partners and national stakeholders Deliverables:
- A proposal of the assessment including methodology, sample size and time frame for its implementation
- Finalized assessment instruments and tools
- Draft situation assessment with recommendations
- Facilitate dissemination of draft situation assessment in a workshop
- Finalized situation assessment based on feedback from partners and national stakeholders
- REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS I. Academic Qualifications: • Advanced university degree in Public Health, Epidemiology, Nursing, Medicine or other relevant academic background in the field of health.
II. Years of experience:
• At least 5 years of relevant professional experience in undertaking epidemiological assessments on HIV and/or TB.
III. Competencies:
• Practical experience in undertaking HIV/TB epidemiological assessments is required • Prior working experience on healthcare services/activities in prison settings is preferable • Working experience in Africa is required and South Sudan is preferable. • Up-to-date knowledge and practical experience of UN programmes, policies, guidelines and procedures, as well as with UNODC’s criminal justice and healthcare in prison programming an asset. • Fluency in spoken and written English is required. • Working knowledge of Arabic will be an advantage. • Ability to travel within South Sudan.

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS. Interested individual consultants must submit the following documents/information to demonstrate their qualifications: 1. Proposal/Letter of interest: (i) Explaining why they are the most suitable for the work (ii) Provide a brief methodology for undertaking the prison assessment 2. Financial proposal The financial proposal must include the total requested lump sum amount for the 24 working days and 4 travelling days. The lump sum must include all related costs for the assignment, including professional fees, per diem, travel and insurances, and medical exam to be undertaken if age is above 62. The financial proposal shall include a breakdown of this lump sum amount (number of anticipated working days, all envisaged travel (such as but not limited to all travel to join duty station/repatriation travel), per diems/daily allowances). Fee Breakdown should be attached under a separate sheet.
