Head of Donor Relations and Projects Support Office

Vacancy Announcement Number 12-FO-LB-66 Grade P3 / P-4 Deadline for Applications 21 December 2012 Duty Station Beirut

Under direct supervision of the Director of UNRWA Affairs, Lebanon (DUA-L), the Head of Donor Relations and Projects Support Office will lead the Donor Relations and Projects Support Office. S/he will be responsible for supporting and coordinating project planning processes, managing donor relations and fundraising strategies for Lebanon Field, including Relief and Reconstruction operations for Nahr El-Bared Camp (NBC). In accordance with the established Agency policy and procedures, the incumbent will:

Primary Duties and Responsibilities • Support the project planning process and provides input, within the context of the Agency’s Strategic and Programme framework; build the Field capacity to assess, deliver, monitor and evaluate projects; manage the actual application of the Programme Management Cycle (PMC) for all Field projects; provide support to Programmes and Nahr el Bared Project team in carrying out all phases of PMC with due focus on project management; facilitate results-based project plans built on evidence and logical frameworks; incorporate efficient use of inputs, indicators of impact, outcomes and outputs; • Assist the DUA-L in directing and coordinating projects in the Field, including Nahr el-Bared relief and reconstruction operations, through integrated and cohesive project management framework; provide guidance to the Field Office to enhance quality of project management and ensure effective results from capacity and skill building; manage PMC training courses; integrate cross-cutting themes (gender, protection, social inclusion) with the Field-specific project planning process; • Plan and allocate resources of Nahr el-Bared relief funds in coordination with Programme managers (primarily Health, Relief and Environmental Health); monitor expenditure and projects implementation in compliance with plans; • Contribute to the overall development of Lebanon-based fundraising strategy and management of donor relationships including specific recommendations on Field resource mobilization; produce various fundraising documents including appeals and makes significant contributions to policy documents; manage relationships with key donors; provide a consistently high level of responsiveness and service to key donors; actively pursue innovative avenues of cooperation for funding opportunities by public and private donors; provide counsel to the Director of UNRWA Affairs, Lebanon and senior management accordingly; • Coordinate with the respective programme and project staff in Lebanon Field (including NBC) in order to develop strategy, and identify needs and relevant projects; ensure the review of all project outlines and proposals in the Field to make sure they are in line with agreed minimum quality standards, Field’s priorities, and Project Cycle Management (PCM) techniques; perform a high level monitoring of project performance to ensure that outputs and outcomes are delivered on time and on budget; update the status of projects implemented by the Field Offices and ensures that projects closure is done in a timely manner; • Verify adherence to donor stipulations, grant agreement guidelines and deadlines; ensure the timely submission of donor reports and submission of requests for reprogramming or extensions; advise on the implementation of Programme/unit when necessary to take corrective action; regularly inform the Front Office and Finance Department on projects’ status; • Promote and implement the Field donor relations strategy with results-oriented concrete actions; organize and participates in senior level missions in Lebanon accompanying the Director and keeping him/her updated on donor relations; participate in major meetings and conference discussions with senior government civil servants on the political level; prepare briefing notes for the External Relations and Communication Department (ERCD) and the Commissioner General’s Office over Lebanon projects, donor discussions and programmes/projects funding status; • Facilitate bilateral agreements and Memorandums of Understanding (MOUs) with local donors on behalf of the Field; negotiate and draft project proposals with donors in coordination with ERCD; analyze, review and edit project proposals and progress reports; draft correspondence for the purpose of fundraising and advocacy; • Ensure that Field Departments proactively coordinate with concerned HQ Departments, Field Offices and Liaison Offices on contributions, donor-funded projects and external relations activities and ensures timely follow-up.

Professional Knowledge and Experience • For grade P-3: A university degree in political science, international relations, programme management, business or public administration, law, economics, development studies or a similar discipline; • For grade P-4: Advanced university degree in political science, international relations, programme management, business or public administration, law, economics, development studies or a similar discipline; • For grade P-3: Six years of experience in humanitarian programme or project management as well as resource mobilization, fundraising and donor relations including a minimum of two years international experience at a management or coordination level. Sound knowledge of results-based management of humanitarian and development assistance programs, as well as monitoring and evaluation; • For grade P-4: Eight years of experience in humanitarian programme or project management as well as resource mobilization, fundraising and donor relations including a minimum of four years international experience at a management or coordination level. Sound knowledge of results-based management of humanitarian and development assistance programs, as well as monitoring and evaluation; • Excellent command of written and spoken English.

Competencies • Ability to establish and maintain effective working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity; • Strong communication skills, ability to handle details and present a persuasive case; • Excellent writing skills including reports, proposals and other documents for internal and external use; • Ability to develop clear goals, independently plan and prioritize own work, work well under tight deadlines and handle multiple concurrent activities; • Evidence of the utilization of planning tools and methodologies for assessment, design, monitoring and evaluation purposes; • Positive attitude and strong analytical, interpersonal, communication and coordination skills; • Ability to find creative solutions to problems and negotiate with and influence others; • An understanding of the culture and political complexity of the area; • Excellent computer skills.

Equivalency When the minimum requirements are not fully met, the Director of Human Resources may exceptionally substitute part of the unmet requirements with a combination of relevant academic qualification, additional professional training and progressive relevant work experience. NB: Work experience alone or formal qualifications with no relevant work experience are not considered an acceptable combination.

Desirable Qualifications • Experience in external relations, fund-raising and project management; • Knowledge of a second United Nations language;

Additional Information The incumbent will be required to travel regularly inside and outside the Agency’s area of operations.

Conditions of Service
UNRWA offers an attractive compensation package including annual salary starting at: for P-3 level $60,091 net tax free with dependents or $56,091 single, for P-4 level $72,467 net tax free with dependants or $67,483 single, plus post adjustment of 55.5% (subject to change without notice). Other benefits, subject to eligibility, include education grant, dependency allowance, home leave, pension fund, health insurance and 6 weeks of annual leave. All UNRWA duty stations (with the exception of Gaza and Syria) are family duty stations. Initial contract is for one year, with the possibility of further extensions subject to the availability of funds and the continuing need for the post.
