POSITION ANNOUNCEMENT

Position Title: Chief of Party, Strengthening Democratic Local Governance, Southern Sudan Reports to: Director, VTA

Effective with the release of this position announcement, Winrock International will be recruiting applicants for the position of Chief of Party, Strengthening Democratic Local Governance with the Volunteer and Technical Assistance Unit. The responsibilities, duties, and qualifications are described in the attached position description. Position is contingent upon receipt of donor funding.

POSITION DESCRIPTION

POSITION TITLE: Chief of Party, Strengthening Democratic Local Governance

LOCATION: Juba, Southern Sudan

UNIT: Volunteer Technical Assistance

REPORTS TO: Director, VTA

PROGRAM SUMMARY:

The Chief of Party (COP) is responsible for the implementation of the USAID funded Strengthening Democratic and Local Governance Program. The COP will be responsible for overall project management, including field team mobilization and leadership; development and implementation of workplans, operational budgets, and performance monitoring plans; coordination with USAID mission in Southern Sudan, government officials, and partner organizations, and ensuring achievement of project results and objectives. The COP will supervise key program staff an ensure accountability to Winrock policies and donor rules and regulations. He/she will be based in Juba, Southern Sudan. The position will require frequent travel to field location sites within Southern Sudan.

Position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES:

• Lead, organize and implement the SDLGP program in Sudan; • The Chief of Party will be principal point of contact for coordination with the donor and project partners; • Supervises performance of sub-contractors, sub-grantees, and project team; and builds strong collaborative relationships with all project partners; • Management of all project activities, including monitoring and evaluation; and timely preparation and submission of reports and other deliverables; • Supervision of internal control procedures and overall administrative systems; • Oversee all administrative support functions of the project and make daily operational decisions; • Work with local government officials to support capacity development;
• Primary representative Winrock International with U.S. and local government organizations; • Maintain Winrock’s registration status and provide support for accreditation and other administrative requirements for Winrock employees in the region; • Provide oversight and work closely with security team to ensure safe and secure support of all staff;

QUALIFICATIONS AND BACKGROUND:

Education: Master’s degree required, preferably in international development, public administration, or related field.

Work Experience: • 8-10 years’ experience required, preferably including technical and administrative experience overseas managing USAID-funded democracy and governance or rural development projects. • Experience must demonstrate the ability to work within and understand intricate government structures and to successfully administer programs under complex situations. • Technical and administrative experience in Africa is highly desired.
• Proven track record managing complex and integrated programs in a post-conflict environment.

Skills: • Excellent managerial skills, particularly related to managing complex institutional relationships and interactions among a variety of entities. • Previous experience with a clear understanding of results-based approach to USAID-funded project implementation, monitoring, and reporting. • The ability to supervise staff and coordinate programs with partners from a broad range of backgrounds and experiences. Must be comfortable in high level representational role. • Requires excellent communication skills and the ability to effectively manage a distributed multicultural team in several geographic locations within Southern Sudan; • Excellent interpersonal and oral and written communication skills in English
