The Norwegian Red Cross (NorCross) is a member of the world wide Red Cross/Red Crescent Movement working in the fields of relief and assistance and the development of sister Red Cross/Red Crescent societies. The Norwegian Red Cross has established regional- and country representations to ensure a proximity to key partners such as Red Cross / Red Crescent societies as well as donors and international partners.

The Country Manager for South Sudan is the overall responsible for Norwegian Red Cross supported programmes in the country. He/she represents the organization vis-à-vis the South Sudan Red Cross, the ICRC, the Federation, other Partner Red Cross /Red Crescent National Societies working in the region, the Norwegian Embassy and international donors and organizations present in the country.

The Country Manager reports to the Africa Regional Representative for the Norwegian Red Cross located in Nairobi, Kenya.

About the position:

  • Overall management of our humanitarian programmes in the country, ensuring that project planning, budgeting, monitoring and reporting is carried out in a timely and appropriate fashion in accordance with Norwegian Red Cross and our donor’s requirements, formats and standards.

  • Ensure close cooperation and coordination with the South Sudan Red Cross and other partners in country, providing guidance and support on program development, quality assurance, management and admin/finance.

  • Management of the country office in terms of security, fixed assets, financial assets and other resources in accordance with regulations.

  • Maintain and ensure efficient communication and coordination with the regional team, regional representative and headquarters (HQ)

  • Support and guide the Task Force in HQ with information and liaise with the Federation structure in case of emergency situations/ disaster response

  • Monitor and analyse of political, socio-economic and humanitarian trends within the country

  • Analyse plans and appeals linked to National Society, Federation, ICRC, advising HQ and regional office of suggested priorities.

  • Actively engage in application processes to Norwegian Agency for Development Cooperation (NORAD), Ministry of Foreign Affairs (MFA), EU and other donors.

  • Other tasks can be assigned as necessary.

  • In coordination with HQ, be available as a spokesperson for local and international media.

Qualifications & Personal Skills:

  • Relevant university degree at minimum master level

  • Minimum 5 years relevant field experience from a similar position in a humanitarian organization and experience with management of challenging security environments.

  • Work experience from the International Red Cross and Red Crescent Movement is a strong asset

  • In-depth knowledge of the Norwegian political and humanitarian environment

  • Demonstrated success in planning, project management and reporting

  • Proven skills in finance- and risk management

  • Strong analytical skills

  • Excellent cooperation skills in a multicultural environment

  • Strong communication skills

  • Ability to build and maintain a professional network

  • Fluency in English, oral and written
