KEY RESPONSIBILITIES

• To provide oversight and strategic lead for all project activities • To be responsible for the monitoring and evaluation of the project • To develop and implement a management framework for the project team • To build and performance manage an effective and technically unsurpassed team • To coordinate the provision of management strengthening support to programme. • To represent the project and develop and manage strategic relationships with key stakeholders • To exert influence and to advocate for the NGO’s key technical positions and promote best practice • To finalise and submit project reports • To manage a number of complex public, civil society and commercial sector partnerships. Oversee project partners inputs and subcontractors activities to deliver harmonized, aligned and effective outputs • To provide financial oversight and accountability of a multi-million pound project • To manage risks including financial, reputation and security in a challenging environment

REQUIRED QUALIFICATIONS Essential:
• Postgraduate and/or doctoral degree in international health or related discipline • Extensive international experience at senior management level working in public health, preferably malaria and/or neglected tropical diseases, in Africa • Proven leadership skills and team leading • Experience and understanding of a similar context to South Sudan • Experience in managing diverse teams • Demonstrated ability in effectively managing large partnerships • Experience in advocacy and policy influencing • Significant experience in project management, including financial management • Superior donor liaison and reporting • Excellent writing and presentation skills

Desirable: • Extensive human resource management • Experience and understanding of the context of South Sudan

Work Based Skills and Competencies:

Essential:
• Technical knowledge and skills in control of malaria and neglected tropical diseases • Familiar with public health principles • Familiar with monitoring and evaluation of large scale malaria control programmes • Good understanding of Aid effectiveness and utilisation of the principles in project design and implementation • Good understanding of Value for Money and application of the principles in programme design and implementation • Excellent writing, reporting and presentation skills • Strong analytical ability • Excellent project management and planning skills • Good budgeting skills • Good communication skills with a variety of audiences inside and outside the organisation • Able to delegate efficiently and technically support teams with no direct line management responsibility over them • Strong skills in negotiating with and engaging Ministry of Health Officials at all levels of the health system • Excellent personal and time management skills

Desirable: • Good understanding of cost effectiveness analysis • Excellent team management skills • Comfortable participating in health advocacy activities
