The Teacher Professional Development Program in South Sudan has an opening for a Teacher Training Advisor based in Juba, South Sudan. This position reports to the Chief of Party.

The Teacher Professional Development Program in South Sudan is a three year initiative where the project’s three key objectives are collectively designed to support effective implementation of an Education Support Network to deliver pre- and in-service training to Sudan’s untrained teachers. Each objective deals with a different supporting pillar to the network’s overall functioning. The objectives are: 1) Improved policy frameworks and management systems, 2) Improved teacher performance and 3) Increased access to curriculum-based teaching and learning materials.

ESSENTIAL FUNCTIONS - The person in this position is expected to communicate clearly and courteously; to develop and maintain positive relationships with clients, consultants, collaborators, co-workers, field sites, and funders; and to work respectfully with EDC colleagues. The job requires adherence to EDC policies & procedures.

Directing all aspects of technical assistance related to in-service teacher training design and implementation for the project, the Senior International Technical Advisor

• Coordinates all pre and in service teacher training activities that will increase in the number of trained and qualified teachers through an expanded and enhanced teacher training system
• Provides leadership and technical guidance to Teacher Training Institution Advisors
• Designs and coordinates County Education Center capacity building activities
• Designs and supervises teacher workshops
• Coordinates with the Curriculum and Materials Advisor to work with the MOE, SSIoE, and the University of Juba, with input from TTIs and CECs, to define teacher certification standards and a teacher career ladder to ensure reciprocal certification across states and minimum standards for the teaching profession Help central, state and local institutions translate standards for teachers’ performance into a reasonable and complementary division of responsibilities for teacher training and support that will allow the standards to exist in practice and not just on paper.
• Coordinates with the Curriculum and Materials Advisor to work with these stakeholders (above) to review teacher recruitment, deployment and conditions of work, in addition to certification, career paths and remuneration.

• Assists Chief of Party in development and implementation of work plan and research agenda, strategizing, setting technical priorities, and reviewing technical progress
• Establishes data collection strategies; improves data processing and reporting
• Develops and monitors technical deliverables
• Determines resource needs and oversees resource use
• Meets contractual obligations
• Implements regulatory compliance directives appropriate to the host country & funder
• Advises on monitoring and evaluation; oversees quality control
• Participates in decisions concerning training content and format
• Plans and manages information communication technologies
• Manages short-term consultancies
• Conveys organizational philosophy and values

The Senior International Technical Advisor

• Is responsible for partnering successfully with Chief of Party and home office project director and with Center, Business Services, expatriate and local staff
• Helps represent EDC and the project in the host country; liaises with government officials, civil society, other partners and clients, funders, and vendors
• Demonstrates diplomacy and leadership to foster an atmosphere of teamwork, productivity, creativity, fairness, equity, and innovation, in support of EDC’s commitment to diversity
• Negotiates and mediates effectively
• Interacts with large numbers of program participants or team members, guiding feedback exchanges, facilitating problem-solving, and providing expertise
• Troubleshoots problems and proposes solutions
• Oversees technical coordination; secures consensus about priorities and competing workload demands
• Assists in building staff cohesion across different activity areas
• Fosters excellent communications among all parties, including with EDC home offices • Travels
• Manages and coordinates activities of subcontractors and all partners to create synergy
• May supervise technical staff; directs and coordinates work of technical staff
• May organize and coach teams
• May oversee training programs, workshops, conferences, or other collaborations

QUALIFICATIONS - This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to work independently and effectively in groups; and strong interpersonal & organizational skills. Specific requirements:

• Master’s degree
• PhD preferred
• 10+ years related experience, including a minimum of 8 years supervisory/project management or program development experience
• Specific technical expertise relevant to the projects, programs and operations
• Outstanding leadership skills
• Excellent analytical skills and aptitude for details
• Capacity to work in difficult conditions and function well under pressure
• Proficiency in English and the host country language(s)
• Extensive international experience and experience in a developing country required
