NRC in South Sudan is looking for an Information, Counselling & Legal Assistance (ICLA) Specialist to develop the ICLA portfolio and provide overall strategic direction to the ICLA programme in South Sudan. The ICLA specialist will be based in Juba, and will travel to field locations to prove technical guidance, quality assurance and capacity building of staff on legal and sector specific skills.

Job description

• Develop Information, Counselling and Legal Assistance (ICLA) strategy, technical guidance and Macro LFAs
• Contribute to fundraising, develop and revise funding proposals, budgets and donor reports
• Identify trends in technical standards and donor priorities
• Follow up on compliance with contractual commitments within the sector, ensure high technical quality and synergies in project implementation
• Provide technical direction and project implementation support
• Ensure that key learnings are extracted from ICLA implementation, and incorporate them in ICLA implementation and staff development processes
• Provide systematic training and build capacity of technical staff
• Represent NRC in relevant forums/clusters, including with national authorities and donors
• Promote the rights of IDPs/returnees in line with the advocacy strategy
• Continue to develop and be innovative in legal assistance programs – including Collaborative Dispute Resolution (CDR) as well as Housing, Land and Property (HLP) work.
• Develop innovative ways of implementing and strengthening thematic areas of Employment Laws and Procedures
• Strengthen Housing Land and Property and Legal Identity thematic areas in South Sudan.
• Support ICLA in the implementation of integrated programming, durable solutions and hard to reach ambitions in South Sudan

Qualifications

• Minimum first level university degree/bachelor's degree in law, human rights or relevant and related field.
• Minimum 4 years of experience within technical expertise area in a humanitarian/ recovery context
• Experience from working in complex and volatile contexts
• ICLA/Legal Assistance expertise
• Fluency in English, both written and verbal
• Knowledge of the context in South Sudan is an advantage
• Experience from advocacy work
• Experience with emergency and recovery work and how to link the responses is an advantage

We offer• Duty Station: Juba, South Sudan
• Travel: 30-40%
• Contract Duration: 12 months
