Malteser International has been working in what is now South Sudan since 1996 – above all in the health sector. In recent years, the original focus on the care of patients with tuberculosis and sleeping sickness, and the provision of basic medical care has been shifted to include programs in the fields of Water, Sanitation and Hygiene (WASH) and Food and Nutrition Security (FNS). Malteser International is not only running transitional development programs but also scaled up an emergency response program since July 2016. The 11 projects are located in Juba, Wau, Rumbek, Yei, Maridi and in the surrounding areas with a volume of 2.4 million.

Country Logistic Manager
As Country Logistic Manager you will be responsible to ensure efficiency, accountability and transparency of all logistics operations of our operations in South Sudan. You will provide logistics guidance, advice and support to all program and field sites and the logistics staff in those locations as necessary or as requested. You will be managing an efficient and effective logistics service across all programs and field sites while ensuring and maintaining compliance with Malteser International and donor procedures, standards as well as rules & regulations.
Responsibilities:
Under the direct responsibility of the Country Coordinator, the Country Logistician will perform the following tasks:
- Provide technical support, monitoring, and oversight to all procurement and logistics activities in South Sudan humanitarian response and development projects
- Provide technical advice to managers and other colleagues on logistics policies and procedures, and feed into budgeting and procurement plans
- Ensure adequate logistical support systems and controls are in place for timely supplies and implementation
- Follow a coherent procurement strategy and ensure compliance with Malteser Logistic Guidelines, donor requirements, program duration and needs as well as delivery constraints
- Ensure adequate tender procedures are followed
- Provide anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, asset management)
- Ensure necessary authorisations / approvals are always obtained and monitor purchase and delivery of appropriate supplies in a timely and cost effective manner
- Provide training, guidance and capacity building to logistic staff as required to ensure that the logistics function performs efficiently and in line with Malteser logistic guidelines
- Create and/or maintain supplier’s database and standard price list for goods and services usually procured in South Sudan
- Contribute to the implementation safety & security guidelines and coordinate regular updates of evacuation and contingency plans and ensure preparedness
Qualifications:
- 3-4 years experience of undertaking a logistics role within an international NGO and within difficult operating environments, leading and driving the development and implementation of a logistics department’s strategy
- Relevant experience and skills in fleet management, procurement, project management, stock management
- Experience in administrative standards and requirements of donors
- Focused individual with capacity to plan and manage in a multiple deadline-working environment
- Excellent ability to lead a team, work in a team and to mediate
- Good organisational skills, flexibility, diplomatic and negotiation skills
- Fully computer literate (Microsoft Office, procurement software)
- Fluency in English (written and spoken), knowledge of German is an asset
Conditions:
- Starting date: as soon as possible, latest September 2018
- Duty Station: Juba, South Sudan– with frequent travels to the field locations
- Duration of contract: 12 months
- Salary according to qualification and experience, insurance package, accommodation in team house/apartment, R&R regulation, 30 paid leave days per year, 1 home flight per year
