Field Office Zalingei covers a geographic area in Central Darfur State consisting of 8 localities including the volatile, Jebel Marra region. It is a highly complex and challenging operational environment which requires UNHCR operation to maintain a delicate balance between delivery of its protection mandate while maintaining cordial working relations between the host government (HG) and a highly politicized IDP population. As a result of the protracted (decade long) displacement and encampment of the majority of the population and the resultant suspicion and hostility between the host government and the IDPs, the IDPs in three of the five camps namely: Hamidiya, Hassa Hissa and Khamsa Degaig have since 2009, not allowed any HG officials entry in to the camps. The above have led to inadequate provision of the rights of girls in particular and children in general.
