Background
The Danish Refugee Council has been in South Sudan since 2004 mainly working with returning refugees and internally displaced persons returning home after a long civil war. In 2012 DRC opened its operations in Upper Nile State (Maban County) to respond to the large influx of refugees coming from Blue Nile State in Sudan. DRC is the camp manager of the Yusif Batil camp where 35,000 refugees are currently living and also carries out protection and GBV activities in four camps in Maban comprising a population of 105,000 refugees. In addition, DRC in Maban is managing a workshop and carrying out shelter and livelihood activities. In 2012 DRC in South Sudan merged with the Danish Demining Group bringing together DRC’s protection activities and DDG’s AVR (armed violence reduction) activities. DRC plans to open an office in Unity in 2013.
Key tasks and responsibilities
The Compound Logistics Officer is responsible for the smooth implementation of DRC’s internal logistics, as it pertains to order/transport/receive supplies from Juba as well as the smooth functioning of DRC’s compound including the residence compound. He/she works under the supervision of the Finance and Administration Manager, and maintains close contact with DRC Juba Logistics.
Key responsibilities
Responsible for local procurement in Maban and Malakal (except for camp management local procurement in and around the refugee camps) and for ensuring that all procurement is carried out strictly in line with DRC policies and procedures
Places all DRC Maban orders with DRC Juba Logistics, including tracking and providing regular updates to requestors
Recruits, trains and supervises all logistics staff, ensuring that DRC policies and procedures and donor regulations are being adhered to at all times
Maintains an updated asset inventory of DRC Maban’s assets
Maintains an updated stock report of DRC Maban’s store in Bunj
Organizes compound improvement and maintenance initiatives
Supervises security guards, compound staff, cooks, cleaners and washers in the DRC compound and residence
Supervises the smooth running of DRC’s compound and residence, with a particular focus on maintaining high standards of hygiene as well as accountability for all staff working in the compound
Organizes accommodation for visitors/staff on mission
Any other tasks assigned by the finance and administration manager
Qualifications
A. Minimum 3 years of humanitarian work in deep field locations
B. Excellent analytical and communication skills
C. Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders
D. Proven ability to work and live in very basic living conditions in deep field locations
E. Ability to work under pressure, with minimal supervision, and in a culturally diverse team
F. Advanced university degree or diploma in Logistics or the equivalent practical experience
G. 3 years of Professional work experience with logistics, stock management, and procurement
H. Experience with managing residence compound for 30+ staff is an asset
