Job Summary: The Health Project Manager will offer technical and Project oversight and guidance in the areas of maternal, newborn and child health as part of an upcoming integrated health Projects in the Republic of South Sudan. Amref is recruiting for a Project Manager- Health to join a dynamic team based in South Sudan. The Project seeks to improve coverage, access and quality of integrated primary health care services focusing on prevention, care and treatment; reproductive, maternal, newborn, and child health (RMNCH); family planning; nutrition; malaria prevention and treatment; and interventions to improve the management and performance of health systems that support those services. The project will operate over a five-year period.

The Health Project Manager is a pivotal position and will provide technical leadership and oversight in the development, focusing and implementation of RMNCH activities across the country. S/he will work closely with the Head of Programme and other Project technical staff to ensure technical quality of the intervention design and implementation. The Health Project Manager will also work closely with the Ministry of Health (MOH), States Ministry of Health (SMOH) and County Health Departments (CHDs) in identification and provision of technical support; and ensure standard procedures in quality of care are adhered to during training and implementation.

This position will ensure the technical and methodological soundness of activities and, in collaboration with the Project team and partners, support the design of service delivery strategies, based on sound and current scientific evidence.

Key Duties and Responsibilities:

  • Play a lead role for strategic planning and work plan development; work with MOH, States Ministry of Health (SMOH) and facility health teams to ensure Programmatic efforts to improve health services; and design, align and implement Project strategies and activities which support integration and quality improvement of primary health care services.
  • Make sure that there is timely implementation of all Project inputs related to health services delivery, including planning and implementing assessments, Project site quality improvement interventions, strengthening follow-up and supervision, advocacy, demand creation, capacity-building and M&E across Project sites, in close coordination and collaboration with MOH, SMOHs, CHDs and Project staff.
  • Provide mentoring and capacity building at the individual and organizational level in health services delivery including focused antenatal care; essential and basic and/or comprehensive emergency obstetric and newborn care; postpartum and postnatal care. Develop, test, harvest and scale up a variety of facility- and community- based approaches to improve services delivery and utilization using quality improvement approaches.
  • Advocate with national, regional and community-level health institutions to raise awareness about their role in improving health outcomes in. maternal, new-born and child health

Qualifications, Skills and Experience:

  • The applicant should possess a good Bachelor of Medicine and Bachelor of Surgery degree with Master’s degree in Obstetrics and Gynaecology, Paediatrics and/or Public Health.
  • At least five (5) years’ experience and demonstrated practical skills in Project management role at national, sub national, clinical and community level.
  • Previous experience managing quality improvement interventions and technical/institutional capacity building Projects primarily through a technical assistance approach.
  • Excellent track record and experience interacting with the district health system and good knowledge of the community support structures.
  • Knowledge of the Boma Health Initiative, and Basic Package of Health and Nutrition Services for South Sudan is added advantage.
  • Demonstrated in-depth understanding of the South Sudan health care system.
  • Excellent analytical, communication and report writing skills
  • Previous experience serving as Project Director or senior level management
  • Demonstrated experience and knowledge in establishing Project systems and overseeing Project start-up and close-out
  • Previous experience working in South Sudan, with an intimate understanding of the local health system, gaps, and opportunities, and solid relationships at government agencies
  • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving Project needs
  • Experience in effective personnel management, coordination, and decision-making skills
  • Demonstrated skill in organizing resources and establishing priorities.
  • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships at various levels with partners, donors, other Projects, high-level host-country government counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector in African contexts
  • Experience implementing a USAID and DFID funded Project and therefore conversant with these donors’ financial and Programmatic rules and regulations
  • In-depth knowledge of either DFID or USAID Programming, regulations, compliance and reporting requirements
  • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
