The Programme
Coffey implements a multi-year project funded by the UK Conflict, Stability, Security Fund and managed by the British Embassy Juba. We provide a diverse range of technical support to the Joint Monitoring and Evaluation Commission (JMEC) and the Ceasefire and Transitional Security Arrangements Monitoring Mechanism (CTSAMM) in South Sudan.
JMEC, was inaugurated in November 2015. Its remit, under the terms of the Agreement on the Resolution of the Conflict in the Republic of South Sudan (ARCSS) is to monitor and oversee all aspects of the implementation of the peace agreement. The mandate of the CTSAMM is to monitor compliance by the warring Parties and armed groups, either under their control or invited to support them, to the Revitalised Agreement on the Resolution of the Conflict in South Sudan (R-ARCSS) signed by South Sudanese warring Parties in Addis Ababa, Ethiopia, September, 2018. The CTSAMM monitors the warring Parties through its Monitoring and Verification Teams (MVTs) located in 12 of the most conflict affected areas of South Sudan.
The Position
The communications officer will to enable CTSAMM to respond better to communications and information-sharing needs in the ongoing crisis facing South Sudan since December 2013, to lead awareness raising efforts and support improved accountability of all the actors involved.
The communications officer will provide on-going support to the CTSAMM HQ Communications Team and CTSAMM HQ staff. This will include press releases, communiqués, conducting interviews, providing verbal or written briefings as agreed.
Amongst other tasks he/she will be expected to:
- Advise the CTSAMM Chairperson, Deputy Chairperson, Chief of Staff and CTSAMM primary staff on strategic communications and media relations, including the consistent reporting of compliance to, or violations of, the Permanent Ceasefire Agreement to key stakeholders/audiences.
- Disseminate and publicise violation and other relevant reports.
- Contribute to the formulation of the CTSAMM strategic communications plan.
- Maintain close links with local and international media and press agencies in South Sudan.
The duration of the initial contract will be up to 31 March 2019. The officer will work on regular deployments to Juba, of no more than 8 weeks in Juba continuously. The pattern of deployments will be agreed between the officer, CTSAMM and Coffey.
The Person
Key requirements:
- 5 years’ experience in a professional communications role, strategic communications, press office
- Experience of working with senior stakeholders and journalists
- Relevant higher education qualification
- Fluent written and spoken English
- Experience of working in highly diverse teams.
- Understanding and experience working in fragile states, in the region/South Sudan preferable
