DRC has been operational in South Sudan since 2005, working with the overall aim of achieving durable solutions for displaced populations. The Danish Demining Group (DDG) started Humanitarian Mine Action in 2006.

The main programme objectives (2018-2020) are:

• To save lives and alleviate suffering among displaced people and their hosts
• To reduce displacement related risks and support and facilitate solutions
• To promote peaceful, inclusive and resilient societies and address root causes to displacement

DRC operates across Upper Nile and Unity States, both of which are heavily affected by conflict and have high numbers of IDPs and refugees in need of humanitarian assistance. DRC has operational bases in Maban, Bentiu, Malakal, Aburoc, Leer and Ajuntoc supported by a country-office in Juba.

Overall purpose of the role:
The GBV Manager is in charge of the GBV programme in Maban refugee camps in Upper Nile State. The GBV Manager will be directly responsible for the implementation of GBV activities and GBV staff supervision in Maban. Responsibilities include daily direction and guidance to the staff and overseeing the project cycle management, reporting, staff development, proposal development, and implementation of activities. The GBV Manager is the lead for DRC in engaging with relevant actors in Maban County, as well as the focal person for the communication between DRC GBV Maban and the coordination mechanisms at county-level, in the refugee response, and has a direct communication line with the Protection Coordinator at national level. Whenever appropriate, he/she will collaborate with other protection and humanitarian actors and work towards mainstreaming GBV in other sectors as well as with other humanitarian actors by building capacity, increasing community engagement, and strengthening community mechanisms

To achieve the objectives of the position, the GBV Manager is in charge of the following tasks:

Programme Management:

  • Contribute to the design of GBV projects for the Area Office under the guidance of the Protection Coordinator, and responsible for planning and timely implementation of GBV protection activities, ensuring adherence to DRC policies and procedures.
  • Ensure GBV principles and guidelines are known and strictly followed by all GBV staff and ensure GBV activities are always implemented in accordance with international standards.
  • Overall responsible for rigorous application of project cycle management standards to achieve program quality in design, implementation, and monitoring; for example, strengthening data collection, in-depth reporting and analyses, monitoring accountability initiatives, and documenting the impact of DRC presence in the field.
  • Oversee the implementation of all GBV activities; providing specialised trainings for staff and the community, GBV Prevention approaches for the community, case management, economic empowerment initiatives, psychosocial support, and referral services.
  • Actively collaborating with the protection, shelter and camp management to seek program synergies and to ensure comprehensive assistance to the persons of concern.
  • Contribute to the strategic direction of the DRC Protection sector, particularly in strengthening and expanding DRC’s GBV programming, in close collaboration with the DRC Protection Coordinator.
  • Strengthen capacity and empower the GBV team to solve issues and take lead on specific activities.
  • Work with the Area manager, Technical Coordinator, Grants Manager and other Program team members to contribute to new project development, including preparation of narrative and budget proposals.
  • Lead the team in preparation of detailed Annual, Quarterly and Monthly Work plans and conduct regular project reviews.
  • Ensure timely and quality preparation and delivery of weekly, monthly, quarterly and annual progress and donor reports.
  • Spearhead all PSEA related campaigns/sensitizations and build the capacity of the GBV staff and partners on SEA in addition to actively participating in the interagency PSEA Taskforce at Maban level.
  • Work closely with other stakeholders (WASH, FSL, Education, Health etc) in Maban to ensure GBV is mainstreamed in all the sectors across the four camps.

Budgeting, Budget expenditure and Budget Tracking

  • The GBV manager is the budget holder for the GBV project and shall approve financial and procurement transactions within DRC set guidelines and ceilings and Donor contractual agreements.
  • Compile monthly cash monthly forecasts for the GBV project and track budget expenditures to ensure timely utilization of funds vis-a-vis work plans and implementation schedules, and adjust budget forecasts when needed.
  • Guide the team in preparation of procurement plans for GBV project activities and coordinate with the Area Office Logistics personnel for their submission to Juba for procurement and shipment to Field Office.
  • Track procurement plans on weekly and monthly basis and provide feedback to procurement offices at the Area and Juba offices for corrections and adjustments.

Human Resources and Administration:

  • Overall responsibility for managing the Area office GBV staff including ensuring positive and collaborative working relationships in line with DRC's Code of Conduct and assessing staff capacity to provide or recommend relevant training or coaching as needed.
  • Manage and lead the GBV Programme staff in coordination with the relevant support departments at the Area office and Juba. He/she must endeavor to create positive working relationships among the staff towards an effective implementation of project activities.
  • Initiate and take the lead in the recruitment of the GBV programme staff and, in coordination with the HR department, ensure that competent personnel are recruited for the program.
  • Conduct Performance planning and appraisal for staff, identifying areas for capacity building and training as well as nationalization. Contribute actively to the evolution of the country office nationalization strategy and policies.
  • Carry out GBV protection staff skills needs assessments, prepare annual capacity building and training plans in consultation with Area manager and HR Officer/Manager and oversee the execution of the plan.
  • Ensure timely and effective staff recruitment and induction processes, and regularly review staffing structures and staff deployment plans ensuring appropriate gender balance, paying sensitivity to ethnic contexts and expanding opportunities for nationalization.
  • Support the HR in ensuring all staff is well versed on the DRC's Code of Conduct, accountability, respectful dialogue with the IDPs, and prevention of sexual exploitation and abuse.

Coordination and Representation:

  • Represent DRC and actively participate in various cluster, coordination, and other meetings relevant to GBV protection issues. Liaise with partners, local authorities, and communities whenever it serves the objectives of the program in the area of protection.
  • Forge strong information and experience sharing relationships with protection teams in other DRC South Sudan locations.
  • Perform other relevant duties assigned by the Protection Coordinator or Area Manager.

Moreover, we also expect the following:

Essential qualifications:

  • He/she should have at least 5 years working experience with international humanitarian programs and project management, ideally in displacement situations, in the sector of Gender Based Violence;
  • He/she should have a Post- graduate degree in psychology, social work, law, or similar area; Certification as a psychosocial counsellor will be an advantage
  • He/she should have Proven advocacy skills and experience with engagement on protection issues within the humanitarian infrastructure; has knowledge of and experience in engaging the cluster system in IDP camps or coordination mechanisms in refugee camps; experience as a field cluster lead will be an advantage;
  • He / She should have Experience conducting GBV trainings and case management trainings for national staff;
  • He/she should have Experience using the GBV Information Management System;
  • He/she should have Knowledge of GBV Prevention tools and initiatives, such as SASA! is an advantage;
  • He/she should be experienced in project cycle management, including proposal writing, budget management, and donor reporting;
  • He/she should have excellent computer and IT skills, and strong protection data management skills;
  • He/she should possess Strong communication and writing skills;
  • He/she should have Strong team leadership and conflict resolution skills; cultural sensitivity, consensus team building, and adaptability will be considered a strong asset;

Desirable:

  • Consistently approaches work with energy and a positive, constructive attitude;
  • Prior experience in South Sudan an added advantage
  • Self-motivated and able to work with a minimum of guidance and supervision
  • Experience working in security-sensitive environments and enforcement of team security protocols is an asset.

Conditions

Availability: 1st June 2019

Duty station: Maban, Upper Nile State, this is a non-family and unaccompanied positon.

Reporting: Area Manager - Maban

Duration: 1-year contract possibility of extension, subject to performance and funding.
