- GENERAL DESCRIPTION
HealthNet TPO’s programme in South Sudan dates back to 1996. HealthNet TPO mission is to contribute to improving the overall health situation and supports the strengthening of health systems to ensure the provision of quality health care. HealthNet TPO aims to include and build the capacity of Sudanese organisations, communities and authorities. HealthNet TPO is implementing a wide health system strengthening and service delivery programme in the Greater Bahr el Ghazal region (3 counties) under the Health Pooled Fund and has recently secured funding for an innovative reproductive health programme (SHARP) to be implemented in the same area.
- PURPOSE OF POSITION
The Public Health/Reproductive Health Advisor is responsible for strengthening the institutional and operational technical capacity in the area of reproductive health in the health care system implemented by the County Health Departments HNTPO is active in the Bahr el Ghazal States.
- CORE RESPONSIBILITIES AND TASKS:
• Provide technical assistance to the County Health Departments across the two States in the development and implementation of practical approaches for strengthening Reproductive Health services delivered at health facility and at community level.
• Support the CHD in the implementation of the national strategies and frameworks for Sexual and Reproductive Health particular on EmONC, youth friendly sexual and reproductive health services, family planning and birth spacing.
• Support the States Ministry of Health towards capacity building in the CHD and the HF’s, using training modalities, and retention of qualified human resources for maternal health and family planning, including training of midwives and enhancing midwifery skills among other health service providers.
• Support CHDs in the preparation of annual work plans.
• Assist the CHDs in preparation and implementation of guidelines that include strategies to reach youth and rural populations with reproductive health and family planning services.
• Advise in and support the development, consensus building and introduction of effective coordination mechanisms for Reproductive Health in BPHS interventions.
• Advise in and ensure the realistic planning and implementation of basic services provision.
• Support and accompany the CHD in supervision visits and ensuring direct follow up activities on identified gaps.
• Responsible for the monthly, quarterly and annual project reports.
• Participate in the county level, and state level PH/RH meetings and related technical working groups.
• Liaise and maintain partnerships with partner NGOs, UN and donor community in the provision of coordinated technical support in the areas of Public Health and Sexual and Reproductive Health.
• If necessary, carry out any other tasks as can be reasonably be asked from the position by the Country Director.
- PROFILE
• Advanced degree in Public Health/ Reproductive Health or related discipline.
• Minimum of 4 years work experience in planning, management and implementation of health programmes, with a mandatory focus in Sexual and Reproductive Health in similar settings.
• Affinity with and proven experience / skills in institutional capacity development.
• Excellent written and spoken English is required, the ability to speak Arabic or any of the local languages in the Bahr el Ghazal region a distinct advantage.
• Results-oriented focus; keen drive and enthusiasm for delivering results.
• Experience and ability to live and work in diverse cultural contexts in a culturally appropriate manner.
• Strong computer skills with MS Outlook, MS Word, and MS Excel, including data analysis
• Flexibility and adaptability
• Good team-player, able to listen and motivate;
• Able to work with minimum supervision and be pro-active;
• Prepared to live and work in relatively remote and difficult circumstance.
• Working experience in South Sudan is a plus

This is an unaccompanied position based in Mapel, with frequent travel to other project locations in the Bahr el Ghazal States. The starting date is as soon as possible for the initial period of one year. Extension is based on performance and donor funding.
