More than two decades of fighting in South Sudan decimated already-meager basic services and systems to protect women and girls from violence. Years after the end of the war, reconstruction programmes have been slow to address the human rights of women, and the legacy of conflict has resulted in a heavily militarized society in which violence is common. Within this context, IRC South Sudan seeks to address gender-based violence by providing services, challenging gender inequalities, promoting women’s rights, and creating social, political, and economic environments in which women are empowered to enjoy these rights.

SCOPE OF WORK: The Women’s Protection and Empowerment (WPE) Manager is responsible for ensuring smooth implementation of daily project activities and that the goals and objectives of the program are met. S/He will provide supervision and direction to the WPE project team, with an emphasis on coaching and mentoring national staff to build their capacity. S/He will also collaborate with key staff in Health and Protection to ensure that IRC programming for women and girls adheres to international standards, best practice, and the guiding principles around survivor’s such as ensuring their physical safety, guaranteeing confidentiality, respecting their wishes, rights, and dignity, and practicing non-discrimination.

The position is based in Rumbek, Lakes State with regular travel to Juba to attend programmatic and sub-cluster meetings as well as to undertake advocacy and represent IRC as requested with key stakeholders.

RESPONSIBILITIES: Programmatic • Provide ongoing leadership to the project team and oversee implementation and coordination of activity plans to ensure targets are met. Ensure compliance of program operations with Strategic Plan, Design, Monitoring and Evaluation guidelines and IRC’s global programming principles. • Develop and ensure monitoring and evaluation systems are in place which can be used to demonstrate project impacts and inform ongoing program design. • Support staff and partners through training and guidance to ensure programming meets GBV best practice and guiding principles that prioritizes the security of beneficiaries and staff. • Work with partners, government, and other NGOs and UN agencies to establish appropriate systems to ensure survivors can access services in a timely and confidential manner. • Oversee the operation of the Women’s Resource Center and work to achieve sustainable and community-owned management mechanisms by developing sound partnerships between IRC, government ministries and local organizations. • Develop, conduct, and supervise trainings on key GBV tools, case management, basic counseling, clinical management of rape, GBV basics, and key GBV resources for partners, community members, and service providers. • Develop key partnerships with local actors and establish partnership agreements and plans based on thorough assessments and conversations. • Participate in conducting relevant assessments in Lakes and other states in Southern Sudan • Ensure successful implementation of the EA$E program through supervision of staff, monitoring of VSLA groups, training economic empowerment community workers, and coordinate with NY Technical Unit. • Coordinate with WPE teams in other states to carry out national campaigns and develop an IRC South Sudan WPE strategy to meet the needs of GBV survivors. • Work closely with IRC’s protection team in Rumbek to implement holistic programming and promote human rights.

Grant Management • Manage and oversee all WPE grants; develop and maintain work, spending and procurement plans for multiple projects. Participate in all WPE Grant Opening, Mid-Term and Closing meetings. • Prepare internal and external reports within agreed deadlines using IRC and donor formats. • Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to IRC and donor regulations; review monthly Budget vs. Actual and expenditure sheets, feed corrections back to Finance. Bring any over/under expenditure issues to the attention of the DDP and the Grants department in a timely manner and jointly develop corrective plans. • In coordination with DDP, Grants Unit and HQ Technical Unit and WPE Coordinator, participate in the development of proposals and concept notes for expanding IRC’s WPE portfolio in South Sudan. • Build staff capacity in writing activity and monthly reports to ensure accurate monitoring and documentation of activities.

Inter-Agency Coordination • Coordinate and support the Ministry of Social Development, Lakes State to organize and conduct monthly Gender/GBV Sub-cluster working group meetings in Rumbek. Coordinate State level working group meetings/activities with the National GBV Sub-cluster through the sharing of information and meeting notes. • Represent the WPE program in Lakes State with donors and other key stakeholders in collaboration with the DDP and WPE Coordinator. Participate in appropriate national and state-level Working Group Meetings and other coordination meetings, providing the WPE Coordinator, Deputy Director Programs, and Field Manager with regular updates. • Develop and maintain effective working relationships with all stakeholders - including community leaders, NGOs, UN agencies, community based organisations and other IRC sectors to enhance multi-agency and multi-sectoral cooperation and coordination. • Ensure that information from the coordination meetings is shared internally and with other sectors, as appropriate. • Liaise with other GBV agencies to plan and provide joint trainings, support development of the GBV South Sudan Strategy and workplan, and undertake relevant advocacy. • Ensure GBV response and prevention are incorporated into other sectors and humanitarian activities, through trainings, advocacy and other mentoring or support.

Administration • Recruit national staff in conjunction with Human Resources Department and Field Manager. Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the WPE program. • Supervise WPE staff and volunteers directly, as well as interns and consultants as needed. • Ensure Performance Management System documentation is in place and followed up regularly. • Recommend and implement a capacity building plan for project staff. • Ensure WPE staff understands and follows IRC and donor Policies and Procedures.

Other • Work with the country program, technical unit, and Emergency Response Team to put contingency plans in place as needed based on changing political and security environment. • Undertake other relevant tasks as requested by the Deputy Director Programs.

REQUIREMENTS: • Master’s degree in gender studies, health, social work, humanities or other related discipline. • 2+ years program management, with at least 1 year GBV program management experience, including supervision of national staff and experience preferably within a humanitarian or post-conflict environment. • In-depth understanding of the roots causes of GBV, related international standards, and GBV prevention and response strategies. • Experience in humanitarian or emergency environments preferred. • Good interpersonal and team building skills and knowledge of participatory approaches. • Community education/training experience, particularly with low-literate beneficiaries. • Fluency in English. Excellent oral and written communication skills. Excellent computer skills. • Additional qualities: ability to multitask, handle pressure, improvise, and be a good team player.
