The Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 and South Sudan since 2006 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return.

NRC currently operates an integrated programme focused on all of NRC’s usual five core competencies: Education, Shelter, Water, Sanitation and Hygiene (WASH), Food Security and Livelihoods, and Information, Counselling and Legal Assistance (ICLA). The NRC South Sudan programme is implemented in Warrap, Northern Bahr el Ghazal and Central Equatoria states. NRC is also exploring the possibility of further expansion into Jonglei State in later 2013.

The ICLA programme has been active in South Sudan since 2004. The programme is implemented in accordance with the principles, scope and approach set out in NRC’s Programme Policy, while taking account of the local context.

The ICLA Project Manager (PM) reports directly to the Area Manager Alek on operational matters, project budget spending and the achievement of project deliverables. Decision making authority on key, over-arching technical ICLA issues, especially those which will affect more than one project, lies with the Programme Director. Job description ◾Capacity building of national staff, including coaching and mentoring of internal candidates for management positions, in accordance with the country operation’s policy guidance on national staff development (to be developed jointly with PMs) ◾Overall budget and technical responsibility for the quality and timely implementation of the ICLA project in Alek ◾Develop work plans and procurement plans for the implementation of each ICLA project in accordance with agreements with donors ◾Monitor, evaluate and suggest changes and improvements in programme procedures and materials based on observations and discussions with the ICLA staff and the Area Manager ◾In consultation with the PD and AMs, work closely with fellow CC Project Managers in other locations to develop common tools, share lessons learned and ensure consistency in programming ◾Contribute to the development of synergies among the different NRC core competencies ◾Design and conduct assessments so as to ensure that programming is effectively targeted and relevant ◾Prepare applications and budgets to relevant donors in accordance with deadlines and guidelines given by the Programme Unit in the CO and the applicable donor ◾Prepare monthly, quarterly or annual reports as required for AM, PD, NRC Oslo, donor, cluster, etc. ◾Provide the Programme Unit and the Protection and Advocacy Adviser in the CO with relevant documents to enable them to channel issues and questions to relevant advisers in NRC HQ. ◾Contribute to the development of NRC’s strategy, action plan and activities plan and priorities for the ICLA programme ◾Personnel responsibility for project staff, including ensuring compliance with NRC’s published safety and security procedures for staff while on field missions ◾Assess needs for further capacity building among staff ◾Development of common policy, systems, tools and guidance across the South Sudan ICLA programme in collaboration with other ICLA PMs and senior national staff. ◾Co-chair the state-level Protection Cluster, including facilitation of bi-weekly/monthly meetings, ◾Be a proactive member of the Area Management Team

Qualifications ◾Relevant educational background (preferably law degree) combined with relevant professional experience ◾Very strong understanding of protection principles and the rights of returnees, IDPs and refugees ◾At least three years’ experience in IDP /returnee related programmes ◾Experience in administration, finance, logistics and personnel management ◾Strong experience of legal, judicial and protection mechanisms, preferably as a practicing lawyer ◾Strong experience of legal assistance activities, in particular, legal case management ◾Experience of housing, land and property issues and working with formal justice and collaborative dispute resolution mechanisms ◾Experience of coordination and advocacy ◾Proven ability to manage a diverse team in a challenging environment in a pro-active and culturally sensitive manner ◾Experience in strategic thinking and planning skills, ability to set priorities, prepare manageable work plans and to evaluate progress ◾Strong communication, interpersonal, representation, negotiation and leadership skills ◾Ability to train, coach, and mentor staff to strengthen professional technical skills and confidence ◾Significant understanding of issues related to complex emergencies and humanitarian response ◾Political and cultural awareness and ability to critically analyse contexts and situations ◾Experience of working in areas with a volatile security situation and thorough understanding of security management issues ◾Fluency in the English language – written and verbal ◾Computer skills (common software programmes) ◾Strong writing skills and experience in report and proposal writing
