Child Protection in Emergencies Specialist
Jonglei State – South Sudan
Nonviolent Peaceforce (NP) is a dynamic international, non-governmental organization which works to reduce violence and protect civilians in situations of violent conflict and its aftermath, mostly through the deployment on the ground of multinational teams of civilians.
In South Sudan, NP has 9 field teams in 6 states, providing thematically focused protection programming in child protection, gender based violence protection and prevention, displacement (IDPs, refugees and returnees, inter-communal violence reduction and conflict early warning/early response). This young country programme is growing rapidly responding to the dynamic, high needs environment in South Sudan.
We are looking for experienced and enthusiastic CPiE specialists to embed in a mobile, emergency response team serving conflict-affected communities in the restive Jonglei State. You have experience working in rapidly changing environments, working and living in remote locations and are able to proactively work with little supervision. You have a genuine commitment to the protection of children and working at the community level with a focus on supporting and working through local structures. You can easily identify vulnerabilities and the needs of children affected by conflict and are able to design rapid response strategies for locations with limited facilities. You are skilled at mobilizing community support and are willing to both design and directly implement programming. You have experience with identifying unaccompanied and separated children, Family Tracing and Reunification, setting up foster-care arrangements within communities and enhancing protective environments for conflict affected children.
You are someone who is skilled at building trusting relationships across differences and facilitating dialogue. You are someone who is not deterred by the complexity of conflict; you are able to analyze conflict dynamics and the impact of conflict on children; you are motivated and unendingly persistent in finding and implementing protection and violence prevention strategies. You will be responsible for working together with other protection international and national colleagues to directly implement the project and to participate in reporting and documentation. You know that in displacement settings, violence and physical insecurity significantly increases and that children repeatedly bare the brunt of the impact. You are comfortable living and working in a remote, physically demanding environment, living full time in a tented compound environment with can enjoy a simple diet.
The successful candidate combines creativity, innovation and demonstrated knowledge of child protection, child protection in emergencies and violence prevention. S/he is experienced and skilled at converting protection, violence reduction and conflict analysis theory into practical, locally appropriate solutions that effectively increase the safety and security of civilians affected by violent conflict. S/he has excellent interpersonal skills and flair for connecting and building trust with people from a wide variety of backgrounds. S/he is solutions focused, strategic and is driven by a keen interest and personal commitment to in civilian protection. JOB PURPOSE:
As a member of NP’s mobile Jonglei Emergency Team (JET), the Child Protection in Emergencies Specialist will identifying CPiE needs, making response recommendations and lead implementation of CPiE programming in emergency locations.
KEY OBJECTIVES/RESPONSIBILITIES:
• Assess risks and vulnerabilities for children in emergency conflict affected and displacement settings in Jonglei State
• Provide training in CPiE/CRNA tools for community members and local partners
• Produce and submit assessment reports and recommendations to the state level Child Protection Working Group
• Lead development of strategic response plans for CPiE
• Conduct emergency FTR in remote locations
• Coordinate and facilitate enhanced protective environments for conflict affected children
• Organize and arrange for suitable foster care families for separated and unaccompanied children
• Identify and report the presence of CAAFG to relevant partners and authorities, participate in response and support strategies for appropriate response
• In partnership with JET Monitors all protection issues and coordinates with concerned local authorities and NGO to ensure that relevant protection partners are fully informed on the situation of refugees in the region;
• Provide protection services at registration, distributions and transit points, with specific focus of supporting vulnerable children (child headed households, children without appropriate care, wounded/ill children etc)
QUALIFICATIONS AND COMPETENCIES:
A. Education, Knowledge and Experience
• Post secondary education and/or training in child protection, child protection in emergencies, social work, community mobilization or similar
• 3 -5 years’ work experience in child protection in humanitarian settings, with specific experience in programming in emergency context
• Demonstrated successful experience in working in complex security environment.
• Demonstrated experience working with civil authorities, UN agencies, partner organizations, state and non-state armed actors, negotiation and mediation
• Demonstrated ability to live, work and solve problems independently and effectively in remote, highly challenging locations
• Demonstrated ability to analyze conflict, security and political contexts and the impact of such on the safety and security of children
B. Skills
Independent Judgment/Analytical: Ability to set priorities, solve problems and analyse data
Ability to manage information with discretion
Demonstrable conflict analysis skills, identify entry points and design prevention and protection strategies

Information Technology: Good skills in Microsoft Office applications. Hardware IT skills a definite asset
C. Other Specialized Requirements
• This posting is physically demanding. The team is mobile, traveling to various emergency locations (generally conflict related emergencies however at times emergencies arising from natural disasters such as flooding or famine) as access permits and needs demand, living in tents, with no electricity or running water with limited access to communication infrastructre. Some of the accompaniment work will require walking through rough terrain for 6-8 hours in a day.
• This field site is a complex security environment where conditions change rapidly – experience in insecure environments is essential to success in this position
• Ability to contribute to setting camp, outdoor skills, water purification, establishing basic santitation and security, basic maintenance skills
• Arabic language skills considered a significant asset
