MISSION
Solidarités International is an international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 200 expatriates and 1500 local managerial staff and employees.
Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Mali, Niger, Mauritania, Chad, Democratic Republic of the Congo, Ivory Coast), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan), in the Middle East (Syria and Lebanon) and in Haiti.
The conflict between North and South Sudan is known as the longest war in Africa. On July 9th 2011 South Sudan became the youngest country in the World. On a humanitarian point of view, the country can be characterized by the acute needs of its population in having access to basic services, due to the lack of infrastructure, and lack of qualified persons to run these structures (hospital, schools, etc.). These needs have been compounded by massive influxes of returnees from North to South Sudan, numbering an estimated 400,000 since October 2010. This is the reason why South Sudan is considered as one of the most challenging humanitarian country in the world.
In South Sudan Solidarités International (SI) currently implements 3 kinds of programs:
Riverine populations along the Nile in Upper Nile targeting counties prone to natural disaster (namely flooding) with a DRR mainstreaming component
WASH Coordination: SI is also deeply involved in the coordination of the WaSH actors in Unity and Upper Nile States by being the State Focal Point for the WaSH cluster.
Emergency WaSH interventions in the camps welcoming Sudanese refugees in Upper Nile and Unity States (Yusuf Batil & Yida). These projects started respectively in June and July 2012 following the rapid assessments made by the WaSH Emergency, Preparedness and Response (EP&R) team that is in place since September 2011. In March 2013, SI opened a base in a new camp, Adjuong in Unity State.
Goal/purpose:
The EP&R Coordinator will work under the supervision of the Country Director based in Juba and will be a part of the coordination team.
The EP&R Coordinator is in charge of Solidarités International’s emergency activities and strategy in South Sudan and of the coordination of emergency activities (both internal and external) at the country level.
The general objectives of the position are:
- Maintain close monitoring of the humanitarian situation
- Team management of EPR operational and support staff including trainings
- Collaboration with support department at coordination level: log/admin and HR
- Proper organisation of all aspects related to the emergency WASH reponse
The specific objectives of the position are:
- Enhance coordination with key partners implementing same project: Oxfam GB, MEDAIR and PAH (Polish humanitarian organisation)
- To set-up the contingency planning and to pre-position material
- To design/implement the EPR stragtegy for the next project in term of beneficiaries target, coordination with EPR stakeholders, EPR approach
- To link/coordinate with the WaSH Coordinator on the refugee response
- To update EPR tools and guidelines
- To implement institutional knowledge building on SI experience on EPR in South Sudan
Global tasks:
- Humanitarian situation follow-up and emergency strategy making
- Conducting emergency response assessment and designing interventions
- Increasing water and sanitation access to the emergency affected populations in South Sudan.
- Support the implementation and follow-up of EP&R interventions and management of EP&R team
- External Coordination and Representation
PROFILE :
Education :
- Bachelor’s degree or higher in engineering, hydraulics, water resources management or similar field
Experience:
- At least one year of program management experience in implementing emergency response in conflict/post-conflict contexts
- At least one year experience in coordinating intervention with several partners
- Experience in the management of both international and national team
- Strong experience on project management
- Experience in representation and coordination with local authorities and key stakeholders
- Experience in coordination with humanitarian and UN actors
Technical skills:
- Experience in designing methodology and guidelines for emergency preparedness and response activities
- Understanding of humanitarian guiding principles and standards in emergencies.
- Understanding of the Humanitarian reform and ability engage in the cluster system
- Experience in training; ability to design and implement training sessions on emergency processes
- Working knowledge of WaSH emergency response: repair and maintenance requirement of hand pumps, establishing temporary water points, designing hygiene promotion sessions
- Working knowledge in project cycle management and monitoring activities
- Working knowledge in contingency planning and preparedness
- Experience in community mobilization and skills in developing the social aspect of water management
Language: Fluent writing and spoken English (reports written in English), Knowledge of Arabic is an asset
Other criteria:
- Active involvement in humanitarian activities and monitoring
- Autonomous, organised and flexibility
- Excellent communication skills and good ability for writing reports/documents
- Excellent reactivity, ability to improvise, to adapt
- Excellent management capacity even from distance
- Calm, patient and efficient even in difficult contexts
- Experience with Solidarités International is an asset
STATUT :
Salaried post: According to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 600 USD.
Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
