BACKGROUND: The Republic of South Sudan has recently emerged from decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The 2005 Comprehensive Peace Agreement ushered in an era of post-conflict development efforts, which took on new dimensions following independence in July 2011. The security situation remains fragile and testing operational challenges abound. IRC operates in six of South Sudan’s ten states with programming in several sectors: health, protection, water and sanitation and gender-based violence. SCOPE OF WORK: Under the supervision of the Deputy Director for Operations (DDO), the Field Coordinator will provide overall leadership for Aweil Office operations. In addition, the Field Coordinator will supervise the National Field Manager in Panthou and provide technical and managerial support to both Panthou and Aweil field offices. The post requires 40% travel to Panthou field site.

SUPERVISORY RELATIONSHIPS: Direct supervision of Aweil based operations staff and Panthou Field Manager.

RESPONSIBILITIES

Security: Act as security focal point for Aweil Regularly review and update Northern Bahr el Ghazal security management plan in collaboration with the Field Coordinator in Malualkon and Field Manager in Panthou Implement NBeG security management plan in Aweil and Panthou Ensure staff are trained on, aware of and in compliance with IRC security policies and the NBeG SMP. Monitor the security situation in Aweil, including attending security briefings at Humanitarian Coordination Forums. Keep senior management in Juba and local staff informed of developments; Provide a security briefing on arrival for all new staff and visitors. Compile and submit weekly and monthly security reports to DDO Regularly check on hibernation kits, First Aid Kit and Fire Extinguishers in Aweil and Panthou Field Offices. Internal Controls and Compliance: Ensure Aweil office operates in accordance with IRC’s Logistics policies and procedures. Ensure procurement activities for IRC Northern Bahr El Ghazal State field offices (Panthou, Malualkon and Aweil) are done based on IRC procurement policies Work with Supply Chain Department in Juba to establish Authorized and Contracted Suppliers for all suppliers in Aweil town. Establish procurement committee and ensure market surveys are carried out quarterly. Review procurement plans with Program Managers on monthly basis and ensure procurement activities are done accordingly. Ensure there is proper procurement filing system in place. Ensure warehouse record keeping system is in place for incoming/outgoing materials. Ensure assets record keeping is in place and well documented. Develop quarterly assets disposal plan and ensure assets are disposed as per donor and government regulations. Carry out and document Monthly Pharmaceutical, fuel and other inventory spot-check in Aweil and Panthou and report discrepancy to the DDO. Ensure Contribution in Kind inventories are well documented and shared on monthly basis with Supply Chain Coordinator. Ensure stocks on closed grants are distributed within 30 days of grant closure. Ensure proper fleet and generator management system in placer (proper utilization of log sheets, fuel management, and maintenance). Ensure property tracking system is in place and reported on monthly basis. Staff Management: Supervise Aweil operations team (Logistics Manager, Field Finance Manager, Administrative and Field HR Manager and other support staff): including setting annual objectives and monitoring performance against set targets; conducting performance evaluations; and taking corrective action as and when required; identify training needs; provide coaching and mentoring; recruit qualified staff for open positions. Ensure Logistics, Finance and HR Managers travel to Malualkon and Panthou to provide technical support to Logistics, Finance and HR officers. Make recommendations to DDO and Senior HR Coordinators on contract extensions, promotions and disciplinary and grievance matters Ensure that performance evaluations for all staff are conducted on time, and review all evaluations for operations staff in Aweil and Panthou to ensure quality and consistency. Carry out random personnel checklist on monthly basis and share the assessment with Sr HR Coordinator and DDO. Ensure operations staff have leave plan and is well monitored. Ensure the IRC Way and IRCConnect sessions are carried out and documented for all staff and new hires. Finance and Budget Monitoring: Oversee all budget expenditures in Aweil and ensure they are allowable and allocable according to IRC and donor regulations; Conduct weekly cash count with finance officer/Manager; Review Monthly Budget vs. Actual reports and Budget Expenditure Plans with program staff, ensure that relevant action is taken in a timely fashion; Participate in budget development and revision processes. Assist Field Manager in Panthou to conduct budget analysis and provide recommendation to the DDO on the gaps. Ensure monthly operations expenditures are up to date, Ensure accurate cash projection is submitted on time. Ensure advances are liquidated on per IRC South Sudan Advance policy. Panthou Field Office support Support National Field Manager in Panthou to: Review and update field Operating Budgets to ensure they are accurate and realistic. Review Monthly Budget vs. Actuals reports and Spending Plans with program staff and report serious variances. Develop field site spending plans for operations. Develop the capacity of Field Manager to train Logistics, HR and Finance Officer on operational, compliance and internal control processes and procedures. Coordination / External Representation: Diplomatically represent the IRC to local government authorities, UN agencies, International Organizations, NGOs, donors and others. Attend coordination meetings and share notes with Field Coordinator in Malulakon, Field Manager Panthou and Program managers in all locations Reporting: Submit timely and accurate reports to the DDO, as required Review finance, logistics, HR reports to ensure accuracy before sending to Juba Systems Compliance and Improvement: Assure adherence to IRC global and South Sudan specific finance, logistics, IT, security, communications and HR/administration policies and procedures, the IRC Way. Other relevant duties as assigned. QUALIFICATIONS:

Relevant overseas humanitarian work experience in field coordination/management. Masters degree in related related field. Excellent analytical ability and problem solving, organizational and communication skills with ability to prioritize multiple tasks and work effectively in a demanding and ever changing environment; Demonstrated experience in the supervision of managers, technical experts and support staff and a commitment to building staff’s capacity. Training facilitation skills. A team-builder able to effectively train and coach. Working knowledge in IRC SC, HR and finance policies/procedures desirable; Excellent writing and communication skills; ability to interact in a multi-cultural environment. Excellent interpersonal skills; Demonstrated ability to work collaboratively; able to work independently as the situation may require.
