Position title : Consultant - Light Vehicle Mechanic

II. ORGANIZATIONAL CONTEXT AND SCOPE
Under the overall supervision of the Head of Procurement and Logistics in South Sudan, and under the direct supervision of the Chief Mechanic, the incumbent will be directly responsible for repair of the Vehicles, light trucks, and generators of all IOM in a safe manner. The Light vehicle Mechanic is responsible for performing routine Testing, diagnosing, disassembling and replacing defective mechanical parts of a diesel - powered motor Generators and vehicles. Repairing and overhauling electrical components. Welding and cutting/joining metal parts and ensure that assets meet IOM specifications at all times. In particular the incumbent will:

III. RESPONSIBILITIES AND ACCOUNTABILITIES

  1. Examines motor vehicles to determine nature and extent of malfunctions or repairs required, locates malfunctions using test equipment, dismantles faulty assemblies (engine, gear boxes, injection pumps, transmission, differential) using tools, dismantles faulty assembly, repairs, tests and/or replaces parts of these assemblies, and assembles/adjusts and tests them prior to reinstalling on motor vehicles.
  2. Determines cause of electrical malfunction, using electrical test equipment, and repairs/replaces defective Components or parts conducts trouble shooting and fault analysis of all electrical circuits.
  3. Welds and cuts metal parts of a vehicle/equipment using gas flame, electric arc and other methods. Joining metal parts by soldering and brazing metal parts together as required. Fabricates or repairs parts of a motor vehicle as required.
  4. Repairs and overhauls engines, gear boxes, injection pumps, differentials, manual and automatic transmissions for different types of motor vehicles.
  5. Tunes motor vehicle engines to ensure efficient operation.
  6. Repairs and overhauls starters, generators, relays etc.
  7. Brake systems in motor vehicles.
  8. Aligns wheels, axles, torsion bars and steering mechanism and overhauls brake systems of automotive vehicles.
  9. Repairs leaf springs of motor vehicles.
  10. Test - operates repaired motor vehicles to ensure satisfactory performance.
  11. Keeps tools, equipment, and work area clean, organized, and in good working condition.
  12. Requests spare parts as needed for repairs/replacements by the mechanics.
  13. Knowledge on generator and trucks maintenance is an advantage

  4. Repairs, overhauls, maintains and services drive trains and final drives, hydraulic transmissions, power take-offs, vehicle brake systems, wheel-mounted vehicle suspension and steering.
  5. Performs routine maintenance checks and adjustments on such things as fluid levels, hoses, belts, brakes, tires, and clutches; changes filters and oil, and lubricates vehicles and motor driven equipment.
  6. Services, diagnoses, repairs and maintains speed tandem drive axles with air or electric shift, hydrostatic driven, heavy duty multi-axle suspensions, both conventional steel or air springs.

War Child Holland’s program in South Sudan The Republic of South Sudan recently became the world's newest nation. Due to decades of conflict and mass displacement of communities during the war, access to basic services is severely limited and the country has some of the lowest rankings in human development indicators. War Child Holland has been working in South Sudan since 2006. The programme purpose is to ensure that children, youth, communities and government are able to promote awareness on child rights, protect children from abuse, exploitation and all forms of violation of their rights. The programme achieves this by ensuring a protective environment for children and promoting access to good quality basic education in the Central and Eastern Equatoria States. War Child Holland in South Sudan has its country office in the capital Juba and field offices in Juba and Torit.

The main and overall role of the Program Development Advisor: Child Protection and Participation (PDA-CPP) is to advise on child protection content development and the quality of child protection programming within WCH South Sudan. The PDA-CPP reports to the Programme Development Manager (PDM) and is part of the Programme Development Unit (PDU). The role requires extensive travelling, at least 50% travel to the WCH work areas.

The challenge The role of the PDA-CPP is to ensure effective design and implementation of quality child protection programming through technical advice and support to the Country Director (CD), Program Development Manager, Field Location Managers (FLMs) and Program Officers (POs). Furthermore the PDA-CPP supports the mainstreaming of child participation and child rights programming throughout the organisation and build the capacity of WCH staff and partners to be able to deliver quality child protection and child rights based projects. The PDA-CPP participates as an active member of the Program Development Unit to ensure appropriate content and high quality of WCH programmes. This includes involvement in formulating & translating WCH policies & standards into implementation strategies, safeguarding the quality of the programmes and giving meaning to the WCH principles and values. The PDA-CPP represents WCH in his/her expertise related meetings and coordination platforms and liaises with professional counterparts of (inter)national organisations and government ministries.

Profile • A relevant BSc and Masters in social work, development, psychology, child protection or other relevant field. Or extensive relevant work experience in lieu of graduate degree; • Minimum three-years’ experience of supporting child protection programming within an (I)NGO in the field. OVERALL JOB FUNCTION:

To lead the development and implementation of ICAP-South Sudan’s activities in support of national HIV/AIDS strategies and action plans to increase access to ART in South Sudan. The Senior Manager - Country Representative will manage all aspects of the program, including strategy, budgets, implementation, monitoring & evaluation, and team management, to ensure program success. As the lead representative of ICAP in South Sudan, this position will ensure that all actions of the ICAP-South Sudan country team are consistent with ICAP’s goals, with donor initiatives, and in support of the Ministry of Health. The Senior Manager – Country Representative will support the management of donor and key program stakeholder relationships. The position will also be responsible for oversight support, coordination, and guidance to program staff for their respective programs in the ICAP portfolio.

DUTIES AND RESPONSIBILITIES:

  • Manage a lean, yet highly effective team supporting the implementation of ICAP activities in South Sudan.
  • Coordinate the development and execution of the implementation strategy, including work plan with timeline.
  • Guide project administration, implementation, and fiscal management in South Sudan.
  • Liaise with in-country PEPFAR partners, the Ministry of Health, and other national-level stakeholders, to develop, implement and monitor project activities.
  • Represent ICAP-South Sudan nationally and internationally, and serve as the primary coordination point between program staff, local partners and stakeholders, and ICAP Headquarters in New York.
  • Work with Senior Operations Specialist, Field Clinical Lead and Consultants to ensure effective assessment and evaluation of ART health facilities across South Sudan.
  • Guide the development of program targets for each health facility and aggregate this information into donor-and ICAP planning documents, including Country Operating Plan, Continuing Application, and Scopes of Work.
  • Review and advise on work plans and aggregate them into grant-wide documents; monitor achievement of targets and organize concerted responses where targets are not being met. Aggregate achievement data into donor-and ICAP-mandated progress reports (Semiannual and Annual Reports, Monthly Reports).
  • Oversee country office reporting process for institutional donors, and be directly responsible for the quality control of reports.
  • Liaise and work closely with ICAP Headquarters in New York to respond to program requirements, address issues as they arise, and ensure ICAP’s resources are maximized.
  • Develop and maintain consistent communication through on-site visits; email and phone contact, workshops, and meetings.
  • Communicate consistently with ICAP-New York leadership via written reports, emails, and phone conferences.
  • Accessible and available for regular travel nationally and internationally, to address emergent issues in an effective manner.

MINIMUM QUALIFICATIONS:

  • Master’s in Public Health degree or equivalent required.
  • 5-10 years relevant experience in health program management required, with at least 2 years in senior management/leadership role.
  • Experience working in limited-resource settings, preferably in Africa or South Sudan.
  • Good understanding of and experience in the international health and development sector, particularly in regards to HIV/AIDS care and treatment services.
  • Experience in strategic planning, as well advocating for, coordinating and implementing programs.
  • Skills in the development of objectives, operational plans and measurable targets.
  • Ability to establish and maintain effective working relationships with local government, implementing partners and other stakeholders.
  • Fluency in spoken and written English.
  • Proficient IT skills: Microsoft Word, Excel, PowerPoint, Access.

PREFERRED QUALIFICATIONS:

  • 5 years experience managing USG donor-funded health projects, including project planning, staff and financial management.
  • Excellent communications and organizational skills.
  • Proficiency in Juba Arabic preferred.

  • Ensure that all uses of funds are properly prepared, reviewed, approved, and documented, in line with all appropriate policies, procedures, authority levels, and local laws.
  • Establish, manage, monitor and oversee all procedures for the development and issuance of grants and subcontracts with local vendors.
  • Initiate vehicle procurement, and solicit quotations for purchasing office equipment, materials and supplies as per ICAP Standard Operating Procedures.
  • Coordinate human resource management including recruitment procedures for short and long-term staff, and oversee orientation and performance improvement of all new staff.
  • Recruit local financial, administrative and support staff, and provide technical support and training to strengthen staff member capacities.
  • Establish effective travel and movement plans, ensuring resources are available and are best used to optimize program operations, and that standards (professional and contractual) are met to best protect staff and operations.
  • Manage the risk treatment strategy, identifying operational, safety and security risks and implementing the associated policies, plans and protocols, advising both the home and field staff of strategic, operational and tactical level risks and solutions.
  • Generate and disseminate quarterly, bi-annual and annual reports on the status of operational activities and plans, and ensure smooth and responsive exchange of operational information between the country office and other stakeholders.

OVERALL JOB FUNCTION:

To lead health facility assessments in South Sudan, providing technical and logistical support as needed to ensure the successful implementation of each assessment. In addition, the Field Clinical Lead will be responsible to follow up with each health facility post-assessment to provide additional technical assistance and establish protocols for HIV/AIDS care and treatment services that are consistent with the national HIV/AIDS plan in South Sudan. This position will be based in the field, and will require travel on a weekly or bi-weekly basis to different health facilities throughout South Sudan.

DUTIES AND RESPONSIBILITIES:

  • Oversee comprehensive nationwide assessment of all 22 ART roll-out sites in South Sudan, by mapping out a strategy plan to conduct the assessments, and providing support to Consultants to ensure their timely completion of each assessment.
  • Support the initiation, management and monitoring of health facility assessments, and ensure that resources made available serve to successfully achieve the project objectives.
  • Produce and review reports to assist with development of work plans and assessments, so that recommendations can be made at the health facility level.
  • Ensure that an appropriate allocation of technical, administrative and strategic information support is provided to each ART health facility, with a focus on quality.
  • Provide direct technical assistance to health facilities, including but not limited to, training of staff; information system development/improvement; facilitation of community linkages; patient flow analysis; improvement of adherence support systems; development or improvement of referral systems.
  • Build capacity of health facility personnel in the areas of technical planning, management, monitoring and evaluation for their ART programs.
  • Guide the development or refinement of materials related to HIV/AIDS care and treatment, including clinical guidelines, protocols, algorithms, drug formularies, training materials and monitoring and evaluation tools.
  • Advise the South Sudan Ministry of Health in HIV/AIDS clinical policies and protocols.
  • Ensure that ICAP-supported clinical care activities at ART sites conform to South Sudan’s national HIV care and treatment guidelines and ICAP standards.
  • Serve as a resource to ICAP in the evaluation of ongoing programs and in subsequent development of new and/or expanded programs for the care and treatment of HIV/AIDS in South Sudan.

ESSENTIAL RESPONSIBILITIES:

ESSENTIAL RESPONSIBILITIES: • Design and implement a comprehensive monitoring and evaluation system including baseline, mid-term, and final assessments; • Update the Performance Monitoring Plan and Performance Indicator Reference Sheets annually; • Develop or adapt data collection instruments and tools for all project activities; • Establish hard copy and electronic filing system (database) for each indicator; follow up with staff to ensure they are captured appropriately; • Train staff and volunteers on basic monitoring and evaluation principles and data collection; • Aggregate and analyze project data quarterly (for outputs), annually (for outcomes) and at the end of project (for results); • Disseminate analyses and data reports to key stakeholders on staff and externally; • Prepare information for quarterly and annual reports and the final project report; • As appropriate, facilitate data-sharing with EMIS data systems; • Manage external research and evaluation consultants as needed; • Other duties as assigned.

QUALIFICATIONS AND BACKGROUND:

Education: Bachelor’s level degree required, in social sciences, such as statistics, public policy, economics or a related field, and/or specialized training/certification in monitoring & evaluation. Master’s preferred.

Work Experience:
• At least three years of progressively responsible experience in the monitoring & evaluation of international development projects, preferably in education related field; related experience can include strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, database management, and impact evaluation (less experience can be combined with advanced degree in statistics, public policy, economics or related field). • Knowledge of USAID or other US Government reporting requirements would be an asset, including experience designing and implementing performance monitoring plans (PMPs), and rigorous impact evaluation design. • Understanding of national level EMIS systems and existing government databases/data collection. • Experience measuring institutional capacity, preferably in the education sector • Basic knowledge of education issues in South Sudan is a distinct asset.

The Finance Director will manage the accounts and contracts for an anticipated USAID education program for Winrock International’s Empowerment & Civic Engagement group in South Sudan. Responsibilities include management of the accounts; management of junior accountants; and coordination with Winrock headquarters accounting staff. The Finance Director will be responsible for maintaining Winrock’s financial integrity, preparing all financial reports efficiently and in accordance with generally accepted accounting principles (GAAP), local government regulations, Winrock policies and procedures, and donor requirements, ensuring that procedures and policies of USAID for procurement of goods and services are followed. He/she will also be responsible for ensuring the project (Winrock and partners) adheres to local laws regarding contracts, payments, payroll, taxes, and local reporting requirements. This position will be under the day-to-day supervision of the Chief of Party.

ESSENTIAL RESPONSIBILITIES:

At community level AAHI works with local community leaders to mobilize communities to access PHC services. At County level, County Health department is embraced to strengthen health care system. Working with government structures at different levels has given AAHI an interactive experience of a two-way system of monitoring performance and feedback mechanism for improving quality of health services. In the Republic of South Sudan, AAHI has been implementing Basic Health Services in the Western and Central Equatoria States for over two decades, supported by various funders including the Government, UN Agencies, USAID, and Church Organizations.

Regional primary healthcare

Overview

The current Regional PHC project funded by EED covers the Counties of Ibba, Maridi, Yei, and Morobo of Western and Central Equatoria States. The project duration is 2years and will end by 31st March 2013. This project has three main components, namely:

Basic Training of Health Workers at Maridi Nurse Training School (MNTS) where community midwifes and nurses are trained

Community Based Health Care (PHC-programme) which involves the community and the primary level health facilities

Support to Maridi County Hospital, which is a secondary-level referral facility that also serves as a teaching hospital for Maridi Nurse Training School.

The major activities in the key project components above include:

Provision of services in the Seven High Impact Areas (Maternal Health, HIV/AIDS, Child Health, Nutrition, WASH, Family Planning, Malaria)

Health System Strengthening

Managing& running Maridi County Referral Hospital

Supporting the development of Human resources for health through management of Maridi Nurse & Midwifery Training School

Specific activities include:

Vaccination with emphasis on Expanded Programme on Immunization (EPI) strategy, with particular emphasis on polio eradication programme through collaboration with partners such as WHO, UNICEF & respective State Ministry of Health.

Control of diarrheal diseases through promotion of WASH - safe drinking water and good sanitation through protection of springs, maintenance of boreholes, distribution of water guard, hand washing facilities and training on good hand washing practices.

Provision of 24 hour emergency obstetric care and other surgical and medical emergencies at Maridi County Referral Hospital.

Prevention of mother to child transmission of HIV (PMTCT) in Ibba PHCC, Maridi Hospital, Tore PHCC in Yei , provision of PITC (Provider-Initiated Testing & counseling) in Mundri PHCC. Giving Anti –retroviral like Nevirapine to the pregnant mothers at birth reduces chances of the newborn getting infected by about 50%

Provision of voluntary counseling and testing(VCT) and Anti-retroviral services at Maridi Referral Hospital

Health education, promotion and awareness. This is done through a number of avenues like radio talk shows, puppetry, music, dance and drama in collaboration with AAH CAPOR project at targeted locations & audiences e.g. school health committees, churches, health education sessions in antenatal clinics and general OPD.

The broad objective of the project is to improve access to health services in four counties - Maridi, Ibba, Morobo and Yei – of Western and Central Equatoria States in South Sudan through:

Delivery of effective preventive, promotive and curative health services in rural areas, particularly for mothers and children

Provision of hospital services in Maridi

Strengthening of health system at all levels

Terms of reference for the end of project evaluation

The rationale for the evaluation:

The project evaluation is a valuable tool for all stakeholders seeking to strengthen the quality of the project and improve outcome. The project evaluation will answer basic questions about effectiveness, lessons learned and recommendations for similar future interventions.

The objectives of the consultancy are:

To assess the performance of Regional Primary Health Care -project 187, and make important recommendations for the new phase through both qualitative and quantitative community and facility based survey.

To assess the impact indicators (outcome evaluation), as agreed upon at project inception.

Specific tasks to the consultant will include (scope of work):

Development of a competitive proposal for detailing the methodology to be used among others

Design a data collection tool that covers all the baseline indicators including EPI, and WASH among others

Train data collectors on the tools developed and pre-test the tools

Lead data collection team and closely supervise to ensure quality of data collection is maintained

Submit inception report within one week from last data collection date

Submit final end of project report within one month from project evaluation date.

Methodology

The methodology will be participatory in an effort to include key stakeholders. The consultant(s) is expected to propose appropriate methods s/he will use in the evaluation exercise, with particular emphasis drawn to measuring impact (both quantitative and qualitative). The consultant(s) is expected to provide leadership and will bear full responsibility for the process, findings, comments and content of the final evaluation report.

Expected credentials for the consultant:

Masters degree in Public health, Epidemiology or Global health and infectious diseases.

At least 7years of progressive experience in comprehensive primary health care programme management, research,monitoring and evaluation

Experience of the South Sudan context in a conflict and post conflict environment is a must

Knowledge of Juba Arabic will be of added advantage for fast hand information

PROGRAM BACKGROUND International Medical Corps began working in South Sudan in 1994, more than ten years before the 2005 Comprehensive Peace Agreement. Following International Medical Corps’ worldwide operational framework, International Medical Corps-South Sudan’s vision is to build the health care capacity of the Government of South Sudan’s Ministry of Health, by engaging in service delivery, health policy and reform. Currently the International Medical Corps is implementing approximately 18 programs across eight sites in South Sudan – focused on primary health care, secondary health care, emergency medicine, maternal/child health, HIV/AIDS, WASH, nutrition and health systems strengthening. International Medical Corps currently supports approximately 50 health facilities in South Sudan, including two hospitals. The International Medical Corps is seeking a qualified clinician to fill the position of Obstetrics and Gynaecology specialist to be based at Raja Hospital in Western Bal El Ghazal in South Sudan to provide excellent medical care, to train South Sudanese staff, to organize the obstetric and gynecological wards. The obstetrics and gynecology specialist reports to the Raja field site Manger with Technical support from the Country Medical Director based in Juba.

JOB SUMMARY Working under the direct supervision of the Field Site Manager, and with technical support from the Country Medical Director, the Obstetrics and Gynaecology Specialist primarily responsible to provide specialized Clinical care to patients in Raja Hospital in Western Bal El Ghazal State in South Sudan. The Obstetrician and Gynaecologist will also contribute in technical design, implementation and ensure technical quality of Maternal health care in Raja Hospital. He/she will work in collaboration with Country Medical Director, and other senior management team and health teams in the field to ensure high-quality maternal health services to the beneficiaries of Raja Hospital in South Sudan. S/he will monitor service quality, ensure that all staff are trained and supported, manage pharmaceutical and other medical supply-chains, and apply clinical-level data to national-level quality improvement efforts.

RESPONSIBILITIES: • Provide clinical services including surgery on a daily basis to women with gynaecological and Obstetric problems admitted to Raja Hospital; • Conduct daily ward rounds with Raja hospital staff (Doctors, midwives, nurses and Clinical Officers/Medical Assistants) and use the opportunity to train them and mentor them on various procedures • Supervise national medical staffs an ensure high standard of care is upheld at Raja Hospital; • Train medical staff (certified midwives, Nurses and Clinical Officers/Medical Assistants) in common obstetrical and gynecological procedures including assisted vacuum deliveries and dilatation and curettage; • Train MOH Medical Doctors/physicians in medical and surgical management of obstetric and gynecological conditions. • Train, mentor and coach the hospital matron regarding quality of care improvement processes including universal precaution and infection prevention and ensure that nursing care provided is of acceptable standards. • Supervise and maintain the supply chain for the required equipment, drugs, medical supplies for the hospital; • Organize, participate and summarize with the national medical doctors monthly mortality summary meetings • Participate in the development and adoption of standardized EmONC tools and protocols • Oversee the provision of other reproductive health services such as Family Planning, Syndromic management of STIs, and provision of signal functions of Comprehensive EmONC services • Produce monthly and quarterly reports to be submitted to the International Medical Corps country medical Director in Juba; • Any other relevant duties as requested by supervisor

Essential Requirments • Medical Doctor (MD, MBChB, MBBS or equivalent) from a recognized University • Specialist training in Obstetrics and Gynaecology from a recognized institution • Relevant clinical experience of at least 2 years after post graduate specialization in the field of Obstetrics and Gynaecology preferably in developing countries.

Desirable • Experience in managing Maternal, Neonatal, and Child Health programs is preferable; • Experience in working in remote areas with difficult operating environments preferable; • Good communication skills including the ability to effectively motivate staff and to diplomatically manage the relationship with other national staff, local partners, and different authorities would be an asset; • Experience in pharmaceutical supply chain management, data and quality improvement processes and management • Good communication skills • Excellent English language proficiency, Arabic language skills an added advantage but not mandatory • Project management skills and experience, including project cycle management, logical framework, monitoring, budget and finance management, proposal and report writing is preferable; • Ability to exercise sound judgment and make decisions independently. • Extremely flexible, and have the ability to cope with stressful situations and frustrations. • Good computer skills including competency in Word, PowerPoint and Excel

This position will report to the Protection and Rule of Law Coordinator. • Create and execute a work plan, spending plan and related systems to ensure that project deadlines are met and targets achieved. • Supervise and coach the protection officers to conduct surveys, participatory assessments and/or community consultations focused on protection concerns and the identification of Persons with Special Needs (PSN) among the refugee caseload. • Supervise and coach the protection officers to deliver awareness-raising activities for the refugee population on topics such as refugee rights, refugee legislation in South Sudan and responsibilities of refugees as well as training for relevant state and non-state service providers on refugee law and the rights of refugees in South Sudan and the responsibilities of the Government. • Assist the protection officers with establishing a Referral Network of service providers for the refugee population and undertake advocacy interventions on behalf of the refugee caseload on different levels.
• Set up information centres and conduct out-reach activities to provide the refugee population with relevant information on services and address cases or protection concerns that are reported by therefugee clients of the centre. • Actively participate in coordination mechanism with network partners, the refugee population and host community to ensure information sharing, coordination of interventions and enable meaningful participation of both the refugee and host communities. • Provide leadership, guidance, and support to the protection team through regular supervision and feedback on performance. • Build the capacity of the protection officers to improve their range of capabilities related to the protection program and its activities. • Compile protection assessment reports on the protection concerns and priorities of the refugee population collected during the protection monitoring activities. • Ensure donor reporting is prepared in a timely manner. • Ensuring effective implementation of M&E systems throughout the lifetime of the project. • Ensure that monitoring visits respect principles of confidentiality of interviewees and that all incidents reported to IRC are handled with due regard to protection principles. • Liaise with UNHCR and other partners, particularly through the protection cluster/working group/coorindation mechanism, to share findings and any issues of relevance and/or concern related to the urban refugee caseload. • Establish relationships with other NGOs, international organizations, government offices, particularly those working in protection and participate in relevant coordination forums. • Support other protection programs as needed.
