Job Introduction

BBC Media Action is the BBC’s international development charity, which uses media and communications to help reduce poverty and support people to understand and claim their rights. We do this through partnering with civil society, media and others to produce creative programmes and other outputs which inform and engage audiences on key development issues. We also strengthen the media sector through building professional capacity and infrastructure and our focus is on health, governance and rights, and resilience and humanitarian response. As Country Director, South Sudan, you’ll lead and expand on our valuable work in the country.

Role

You’ll be at the heart of all we do in South Sudan, leading on developing new projects, securing funds for these projects, and delivering our current work to a high standard, on time and within budget. You’ll be managing in-country teams and ensuring the quality and cohesion of our project outputs. You’ll also be responsible for the financial management of projects and reporting on editorial and operational progress to London headquarters and to project donors. As such, you’ll engage with a range of stakeholders and build key partnerships with funding agencies, government bodies, broadcasters, NGOs, academic institutions, international development agencies and others. You’ll be managing the security of all staff, international and national, in Juba and around the country. Additionally, you’ll have a real input into the development and implementation of our Country Strategy for South Sudan, contributing to the overall development and strategy of the wider Africa programme.

Requirements

You’ll bring substantial management experience, ideally in a media and/or international development setting, experience of managing country operations overseas alongside a proven ability to deliver complex projects within deadline and budget. Within this, you’ll show significant experience in managing large scale annual budgets of no less than £500K. Supporting these skills will be your strong understanding of international development, and managing programmes in an insecure environment. As such, you’ll know how we can use the media for development goals and will combine this understanding with a strong track record of developing proposals and raising funds from donor agencies.

Job Description:

Required Skills and Competencies:

· Understanding how to read and interpret the methodological requirements stated in a Terms of Reference document or Statement of Work;

· Ability to explain/clarify technical details of research design and sampling to non-experts;

· Practical understanding of how technical choices about research design impact project timeline and budget;

· Proficiency in research design and operationalization (drafting tools based on indicators that can be linked to specific research questions and objectives);

· Ability to draw simple random, stratified random, and PPS samples, preferably using STATA;

· Ability to use, merge, and clean datasets, code variables, generate appropriate sampling weights and perform other necessary aspects of data management and manipulation to create a sample frame with the necessary characteristics to draw a sample;

· Experience with using STATA is preferred, although not a prerequisite

· Ability to moderate focus group discussions (FGDs), conduct key informant interviews, and transcribe, code and analyze qualitative data;

· Experience with (on-the-job) training and capacity building on research methodology, data collection techniques and ethics of research;

· Ability to identify potential design weaknesses and threats for data quality, and familiarity with how these can be mitigated using quality control strategies;

· Preferred candidates will bring specific skills to the South Sudan office, including experience with some or all of the following: participatory/interactive approaches to monitoring and evaluation, GIS mapping, ethnographic (participant) observation, experimental design (including RCTs);

· Ability to pro-actively and constructively contribute to the standardization and systematization of workflow and procedures;

· Ability to assess the feasibility of a given research strategy or data collection tool with regard to practical/logistical/security constraints and the cultural and socio-political context of South Sudan.

Experience required:

· Master’s degree in any of the social sciences (sociology, anthropology, psychology, economics, etc.), PhD preferable;

· Coursework or experience in designing quantitative and qualitative research to high academic standards;

· Minimum of 3 years professional experience working in research or M&E;

· Experience living and working in South Sudan is an advantage.

Purpose of the post

Major Duties and Responsibilities

§ Ensure that the Country Office and national partners use a well-prioritised and realistic plan of research, monitoring and evaluation activities that will provide the most relevant and strategic information to manage the Country Programme, including tracking and assessing UNICEF’s distinct contribution in the development and humanitarian responses.

§ Ensure that the Country Office and national partners have timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies.

§ Ensure that the Country Office has quality information to assess progress towards expected results established in annual work plans and humanitarian response plan. Provide support to Sections and partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardised across programmes to feed into to programme performance monitoring including the humanitarian response.

§ Contribute to the quality design and implementation of UNICEF-supported evaluations and ensure that the results are disseminated in a timely fashion to stakeholders in order to improve programme performance and contribute to wider learning; Technically support programme partners to formulate Terms of Reference and evaluation designs of high quality in consultation with the regional office; Monitor and ensure that a management response to the findings and recommendations of the evaluation is completed, and uploaded to the Evaluation portal.

§ Ensure that the monitoring and evaluation capacities of Country Office staff and national partners – government and civil society – are strengthened enabling them to increasingly engage in and lead monitoring and evaluation processes.

Minimum qualifications & experience required.

Advanced university degree (*) in Social Sciences, Demography, Development Planning, Statistics or a related technical field. (*) A first level university degree with a relevant combination of academic qualifications and experiences may be accepted in lieu of the advanced university degree.

Work Experience: Five years of progressively responsible professional work experience at national and international levels in programme planning, monitoring and evaluation, particularly within UN environment.

Language requirement: Fluency in English and local working language of the duty station required. Knowledge of other UN language an asset.

Major Duties and Responsibilities

Provide rapid and relevant assistance and support to evolving supply needs and situations facing children and families, including emergency situations, with a priority on achieving value for money.

Support logistics/supply planning through coordination with Operations/Programme Sections. Provides technical support in preparation of appropriate documents, and input on specifications and supply and logistics arrangements, facilitating cost-effective efficient procurement of goods and services, clearance, storage and distribution of supplies and equipment to project sites, in support of the country programme implementation. Supervise the staff in preparation of appropriate documentation: cash and supply requisitions, purchase orders, CRC submissions etc.

Participate in the preparation/compilation of the supply status reports required for donor reports, budget reviews, programme analysis, annual reports, appeals, etc. Support UNICEF as well as Government capacity-building in order to enhance efficient, effective and timely supply delivery, Plan, design and conduct training for UNICEF's staff/consultants and counterparts in supply management and contracting of services.. JOB CONTEXT:

After a referendum following 50 years of conflict with the North region, South Sudan became officially independent in July 2011. Starting from then, the country has engaged in a building up period which was expected to last for 50 years at least. This phase has been suddenly suspended from December 2013, 15th onwards when a political and ethnic conflict burst out in South Sudan; it has created massive population displacements inside and outside the country and infrastructure destructions. In addition to the ongoing conflict, South Sudan is now facing a major economic crisis which is driving the country to a close collapse. The authorities are struggling to insure basic funding of essential services as corruption and governance issues keep hitting. Presently, the country is highly dependent on external supplies of goods and services as well as on the intervention and support of the humanitarian sector. In spite of several truces, the 2013 conflict between the central government and the opposition forces keeps going on and peace negotiations are stopped.

Given the difficulties and complexity of aid delivery and despite multiple efforts, humanitarian assistance often fails to reach the most vulnerable people who tend to be “invisible” due to their loss of autonomy and also the lack of visibility. In fact, they are often deprived from access to rescuing and evacuation services and also basic services such as relief aid, adequate shelter in safe locations and water & sanitation because of their remote location or the provision of inadequate assistance.

Handicap International (HI) has been working in the South Sudan region since 2006. In October 2008, HI has made the decision to transition the program from the Emergency to the Development Operational Direction. Between 2008 and 2011, a variety of development projects were progressively designed and implemented in the area. From 2013 onwards HI has decided to reframe its capacity and to manage both emergency and development in South Sudan (SS) given the deterioration of the situation.

In March 2016, HI program includes 50 staff as a whole and:

An emergency component :

  • Project for Juba internally displaced people (IDPs) camps with a focus on psychological support and targeting of people with specific needs;
  • Emergency Flying Team Project

A post-emergency/development component:

  • Victim Assistance (VA) project
  • Inclusion/ disability people organizations (DPO) project
  • Psychological project in Juba jail and hospital.

HI is mainly targeting people who are the most at risk of exclusion of humanitarian aid via a large system of identification, direct support and referral:

  • People with limited autonomy due to a physical, sensorial or intellectual impairment (adults, children)
  • Isolated people like children or women who are head of household, with a special attention to isolated women with children (disabled or not), isolated elder people or within the family, pregnant and breastfeeding women or people with chronic disease.

JOB DESCRIPTION:

Under the direct supervision of the Emergency Response Coordinator, The Flying Team Project Manager (FT-PM) is responsible for:

  • Leading the project implementation with a focus on quality/ results orientation/ capitalization
  • Managing the project’s team – the “Flying Team” which is composed of four expatriate staff (2 physiotherapists- PT, 1 occupational therapist-OT and 1 psychologist)

Your main responsibilities:

  • Ensuring the implementation and the monitoring of the project activities including the quality monitoring while using the appropriate HI guidelines and technical tools along with following the donor requirements;
  • Managing effectively the project team under his/her responsibility, through their recruitment, the development and following up of their individual work plans, performance appraisals, meetings, coaching/mentoring actions;
  • Ensuring an adequate planning, use and follow up on all financial and logistical aspects & components of the project in close collaboration with the logistic and administrative departments;
  • Ensuring a regular and qualitative reporting on all project activities (statistics, pictures, monthly objectives reviewing, etc.) as requested by the Emergency Coordinator, the Program Director and the Technical Advisor.
  • Ensuring a smooth co-ordination mechanism between the project’s components under his/her responsibility and the other projects potentially developed by HI within the country and mainly with the emergency team;

CANDIDATE PROFILE:

Skills & experiences:

  • University degree in humanitarian/development project management. Additional academic background in social sciences, disability, rehabilitation and psychology is a plus;

    JOB ENVIRONMENT:

    The position is based in Juba with frequent travels in different parts of South Sudan.

    Juba:

    Juba is the capital of South Sudan,, it can be accessed either by commercial flight or by road. Given the situation in South Sudan, HI has decided to establish a temporary high watchfulness security level (level 3) with restrictions of movement and a curfew in Juba (variable 10 pm). The office and the guesthouse (GH) are distinct in Juba but both premises are located downtown. The accommodation in Juba is basic but comfortable: self-contained rooms with air conditioner, TV with cable in the dining room, internet wireless facility. Juba offers some facilities as bars, restaurants, gym and swimming pool.

    South Sudan:

    Road movement is generally unadvisable due to the level of insecurity and the poor road conditions.

    Internal flights operated by UN Humanitarian Airways Service (UNHAS) connect Juba with key sites across the country for humanitarian and development actions purposes. The rainy season severely limits movements from May- June until September-October, including by air. The Flying Team Project Manager (FTPM) will participate in the flying team missions in different spots of the country including conflict-affected areas. Accommodation and living conditions in these contexts are likely to remain very basic and the security situation could be unstable with the event of relocation(s)/ evacuation(s).

The Consultant will be required to:

  • Establish working contacts with all the relevant stakeholders
  • Prepare and submit to World Vision the evaluation proposal including methodology to be used, work plans and schedules for both quantitative and qualitative aspect of the assignment for review and feedback by World Vision.

A proven security professional with in-depth knowledge of security risk management and associated principles, you will have relevant experience working within the humanitarian sector. You will have previous experience in developing and implementing Security Management Frameworks (SMFs) and all related processes and procedures. With knowledge of Humanitarian Codes of Conduct you will also be able to demonstrate an understanding of major incident response mechanisms during critical incidences. CHILD SAFEGUARDING:

As a member of the Senior Management Team, the Director, Program Operations shares in the overall responsibility for the direction and coordination of the Country Office. The incumbent in his/her capacity is responsible for implementation of all programmes in country, the management of all field offices, emergency preparedness and response (including DRR), Awards and logistics for the Country Office in South Sudan.

SCOPE OF ROLE: The Country office has adopted a geographically decentralised operational area management model for managing portfolio of humanitarian, emergency and development programmes. There are currently 10 field offices

LOCATION: Juba, South Sudan

Contract length: 2 years

Qualifications and experience

  • The incumbent is an experienced country or operations manager (10 + years) with significant field operations experience running both emergency and development programmes
  • Robust experience of NGO programme cycle management, and with experience of working within a complex and matrix organisation structure
  • A very good understanding of at least 3 of the sectoral programmes (Health &Nutrition, Livelihood, Education) and a working knowledge of the programme priorities of the Country Office.
  • Significant knowledge of international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
  • Substantial experience and knowledge of effective financial and budgetary control and securing and managing grants (e.g., USAID, DIFD grants, UN agencies).
  • Solid project management skills related to organisational development projects and international, cross-functional teams with a proven history of delivering results.

  • Demonstrated experience working on complex, multi-partner projects in an international setting

  • Experience in, and/or knowledge of, South Sudan and/ or Fragile states is preferred

  • Ability to think creatively to solve problems and find effective and efficient ways to accomplish goals

  • Ability to make decisions, work under pressure on a number of competing tasks and meet deadlines

  • Ability to work successfully in a complex political environment and on sensitive issues

  • Willingness to travel to implementation sites for technical monitoring and supervision visits

South Sudan: Natural Resource Management (NRM) Consultant

We are looking for highly qualified, self-motivated Natural Resource Management practitioner/consultant able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs, other partners, refugee and host communities under difficult, stressful and sometimes insecure conditions.

Who are we?

The Danish Refugee Council (DRC) and Danish Demining Group (DDG) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries through-out the world, including South Sudan. DRC/DDG fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation, post-conflict recovery and humanitarian mine-action.

Danish Refugee Council (DRC) in conjunction with Danish Demining Group (DDG) has been operating in South Sudan since 2005 initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed.

In 2012 - 2013, DRC opened its operations in Upper Nile and Unity States to respond to the large influx of refugees coming from Blue Nile State and South Kordofan (Sudan). In addition to the refugee response and since 2014, DRC has been then actively engaged in responding to the humanitarian needs of IDPs affected by the internal conflict through the provision of integrated approaches.

With a total of 500 national staff, 50 expatriate and an annual budget of USD 20 million, we are currently implementing multi-sectorial interventions through the provision of humanitarian services focused on CCCM, protection, SGBV, FSL, shelter and infrastructure to both internally displaced persons and refugees across 5 field sites (Ajuong Thok, Bentiu, Maban, Malakal and Melut).

DRC opened its refugee operation in the former Unity State-Pariang County in January 2013. The majority of the refugee population in Unity State originate from South Kordofan state, Sudan. This population began arriving in Yida, a town approximately 25 kilometres from the Sudan and South Sudan border crossing at Jau, in May 2012. Through support of UNHCR, DRC is the Camp Management agency for the Ajuong Thok refugee camp in the newly formed Ruweng State, which hosts over 33 ,000 Sudanese refugees. Ajuong Thok refugee camp as well as the neighboring Jam Jang host community is facing increasing population pressures and competition for available natural resources, intensification and unsustainable tree management practices, has led to degradation of land and vegetation/forest cover. The anticipated relocation of up to 60,000 refugees from Yida refugee camp to the newly established Pamir camp by mid- 2016 will not make the situation any better

About the consultancy

In line with the negative effects overpopulation of Ajuong Thok has caused to the existing natural resources, especially forest cover, DRC is proposing to hire a consultant who will work with both the refugee and host community in Ajuong Thok camp and surrounding areas to develop an NRM strategy and work with communities to ensure the adoption of improved natural resource management practices.

The programme is envisaged to take 40 working days, 8 hours per day, totaling to 320 hours.

The overall aim of the consultancy is:-

(i) To facilitate change from unsustainable practices into appropriate Natural Resources management practices in the short and long term and thereby harness environmental benefits;

(ii) To promote improved access to necessary information, resources and technologies in order to address vulnerability of the communities who depend on the natural resources.

Scope of work

Reporting to the FSL manager and in coordination with the Area manager, the FSL consultant (NRM) is required to:

  • Carry out and document a Community Natural Resource Mapping and Action plan
  • Facilitate participatory planning and mapping of community natural resources and development of community action plan and information system as a key step in capacity building and developing the knowledge base of local people to improve management of the natural resources and ecosystem with special reference to vegetation, air, water and soils.
  • Review the status and trends of use of natural resources, land use in relation to its impact on the environment, ecosystems and climate change;
  • Produce baseline information for systematic data collection, analysis and monitoring, as well as degree of adoption of Fuel efficient cooking and lighting methodologies and renewable energy/bio fuels.
  • Provide Technical Assistance (TA) to community environmental support groups, Governmental and Non-Governmental Organizations and partners in preparing resource inventories and management plans;
  • NRM strategy: Develop a South Sudan community/ national/ Global NRM strategy on sustainable use and management of Natural resources to be made available to decision makers / land users at different levels, locally, nationally and globally to enable communities use the information in making informed decisions which will bring about change towards more sustainable and echo friendly use of natural resources, as well as adaptation to climate change.

Qualifications and Experience

The successful consultant will have:

  • A Master’s degree in preferred disciplines including Agriculture, Forestry/wood technology, Natural Resource Management/environmental protection, Energy management, Technical Education or its equivalent;
  • Experience of not less than five (5) years in NRM/Environment management, renewable energy/bio fuels, climate change, land use & ecosystems, and Agroforestry or its equivalent is required;
  • Must be fluent in spoken and Written English; understanding of basic Arabic will be an added advantage.

Key competencies

  • Demonstrable success in supporting Environment (natural resource management, climate change) and/or Agriculture sectors in populous areas where the main source of fuel is firewood and charcoal.
  • Competence in training methodologies, planning, Strong research work, information synthesis, analysis and reporting skills;
  • Be officially registered to carry out institutional contracts with relevant technical skills, knowledge and extensive work experience in providing consultancy services in the relevant field with donor-funded projects for at least 5 years, in environmental management systems ;
  • Proven organizational ability and working proactively, with initiative, work effectively and meet deadlines;
  • Flexible, effective collaborator, personable, networker, with excellent interpersonal and communication and training skills, able to build and manage relationships internally and externally;
  • Computer skills ( MS Word, Excel, PowerPoint) is mandatory
  • Knowledge of the working environment and cultural awareness and sensitivity towards different ethnic groups is an added advantage.

Reporting Lines

The consultant will be directly reporting to the Livelihoods manager but accountable to the DRC Area Manager. Any proposed changes to the work plan must be approved by the Area manager

Timeframe:

The assignment will be conducted and documents produced over a 3 months period, starting mid April 2016.

Job Purpose: To be responsible for the overall management and implementation of the Unity State programme. Main Duties & Responsibilities:

Programme Development and Coordination

· Lead on situation analysis and programme proposal development

· Ensure quality implementation of Concern’s integrated emergency response and recovery programme including nutrition, WASH, , shelter and NFI distribution, along with any new thematic areas

· Provide oversight and support to Program Managers to ensure the prepositioning of stock, the development of procurement plans, expenditure tracking and donor reporting is done accurately and in a timely manner.

· Ensure the local authorities and communities are meaningfully engaged in programme development

· As a member of the Country Management team contribute to the overall management and strategic planning of the country programme

· Together with relevant programme and support staff ensures that Unity State programme activities are within the framework of the Concern South Sudan Country Strategic Plan and Concern’s emergency response plan

· Work with the EPD to further build and maintain Concern’s emergency preparedness capacity including contingency planning

· Support and coordinate visits of visitors including the regional and HQ based staff and external visitors such as consultants, donors and media.

· Provide oversight of finance, HR and logistics and in liaison with Base Manager ensures adherence to the Concern guidelines and procedures

· Monitor the security situation in Unity State and in consultation with the CD implement Concern’s emergency and security procedures.

Staff development

· Ensure effective support and development of all staff engaged by Concern in Unity State.

· Lead, manage and motivate the team, ensuring that they have clear objectives, work-plans and receive meaningful and regular feedback on their performance.

· Make recommendations on core staffing needs (programme and finance, and in liaison with Base Manager on logistics, HR and Admin)

Education & Qualifications

Essential:

Job Purpose: To provide technical leadership and quality control in the management, design, implementation, post-distribution monitoring and evaluation of Concern’s NFI/shelter projects in Unity and Central Equatoria States, South Sudan. To design Robust Emergency shelter (RES) infrastructure that is appropriate for each stage of the emergency; conduct needs assessments and organize reinforcement shelter kits and NFIs distributions. Ensuring the continued effectiveness of the NFI/shelter project as the situation evolves.

Main Duties & Responsibilities:

· To design, plan and oversee the implementation of the IDP Shelter activities and distribution of Non-food items (NFIs) in Benitu and Juba.

· To review and update Concern’s South Sudan shelter strategy and provide technical input into shelter design.

· As part of the programme management team, contribute to the overall development, planning, roll-out and management of the programme including reporting and budgeting

· To provide management oversight to the Concern Worldwide’s Shelter/NFI team and ensure that objectives are met in accordance with the programme objectives.

· To facilitate the assessments, reconstruction and rehabilitation of the IDP shelter activities.

· Manage the Concern shelter construction teams. Preparations, planning and distribution of NFI/Shelter Kits.

· Plan and participate in assessments and distributions in Central Equatoria and Unity and States for both shelter and NFI activities

· Plan and organize pipeline requests for Shelter/NFI items to be issued depending on needs assessments liaising with national cluster

Programme Planning and Design:

  • Ensure the participation of the programme stakeholders (especially target communities) in all stages of the programme cycle
  • Prepare Scopes of Work and Bills of Quantities for projects to construct/reinforce standard as well as robust emergency shelters.
  • Prepare Scopes of Work and Bills of Quantities for projects to retrofit buildings for suitable IDP accommodation

Programme Management:

  • Take a lead role in ensuring that all the necessary resources are in place to deliver on the Shelter/NFI activities (staff, logistics, consultants, finances etc.)
  • Monitor programme budgets and management accounts to ensure that relevant activities are being implemented in accordance with agreed budgets

1. Terms of reference

Job title: Country Finance Officer

Location: Juba, South Sudan with travels on the project locations

Reporting to: Head of Mission and under the technical supervision of the Regional Finance Officer

Starting date: April 2016

Duration of contract: 1 year

2. Tasks and responsibilities

The Finance Officer is responsible for the administration and financial management of the country and its projects. He/she ensures the correct and effective management of financial resources, in accordance with the organization procedures and Administrative Director guidelines. Specifically he/she is responsible to:

  • Correct accounting in Intersos’ software and administration of funds.
  • Ensure, in coordination with the Logistic Department, the proper execution of goods, work and services procurement processes and conformity to Intersos and donor procedures.
  • Support the Head of Mission in the elaboration of new projects.
  • Regularly check, in collaboration with the Project Managers and Head of Mission, the economic-financial performance of projects: final balance, expenditure excess, expenditure projections, and financial forecast;
  • Ensure project expenses are reasonable, allocable, prudent and spend in accordance with INTERSOS and donors rules and regulations, and support annual auditing procedures
  • Prepare in collaboration with the Deputy Country Finance Officer the interim and final financial reports and submit them to the Project Manager and Head of Mission for approval (with the support of the Regional Administrator)
  • Supervise the Deputy Country Finance Officer on the mission administration, accounting documents and all finished projects documentation (supporting documents for incurred and reported expenses, particular attention to human resources archive and procurements’ procedures)
  • Train and supervise local administrative staff in coordination with the Head of Mission;
  • Supervise and monitor in coordination with the Deputy Country Finance Officer, the preparation of payslips and monthly payment of salaries and ensure compliance with national labour laws, including deduction and payment of salary tax and all other human resources’ requirements in the country;

3. Required profile/experience

  • Master’s degree in Business and Administration or similar studies
  • At least 3 year experience as administrator for an NGO.
  • Educational background in finance and administration.
  • Good knowledge of the administrative procedure of international donors - mainly UN and ECHO Systems -
  • Good knowledge of spoken and written English is necessary.
  • Knowledge of Italian language will be considered a plus.
  • comfortable with computer use and with the main software for administration system.
  • problem solving and organizational capabilities.
  • Availability to move often through the Area of competence.
