South Sudan: NGO SAFETY ADVISER

The Danish Refugee Council (DRC) is looking for an experienced NGO Safety Adviser to gather, analyse and share safety and security information among the NGOs working in Bentiu POC and surrounding area, Unity State.

​Danish Refugee Council (DRC) is providing assistance to conflict affected populations, through our presence and operations in most major humanitarian emergencies. In support of our objective to continue delivering high quality assistance, DRC is offering the opportunity for motivated, experienced and dedicated professionals, to join one of the world’s leading humanitarian NGOs.

Since the outbreak of violence in South Sudan in December 2013, fighting has continued despite several attempts at a peace agreement. Currently 1.4 million people have been displaced from their homes and tens of thousands killed. 95,000 civilians are currently seeking refuge inside UNMISS bases across the country. DRC has been working, since the start of the crisis, providing camp management, protection and shelter/NFI interventions in three locations, Bentiu in Unity State, Malakal and Melut in Upper Nile states.

About the job

​In order to ensure safety of NGO staff working in Bentiu Protection of Civilians site and to better understand risks to operation outside the site, DRC is looking to recruit an NGO Safety Advisor who will provide accurate, analyzed information to the NGO community working in Bentiu to inform their programming and risk management. In addition as humanitarian partners strive to access populations and work outside the POC site the Safety Advisor will work to provide information on risk analysis and dynamics in Rubkhona county and neighbouring counties as access permits.

Duties and Responsibilities

​Key tasks and responsibilities:

​Coordination

  • Hold regular meetings with humanitarian safety and security focal points.
  • Represent NGOs as security focal point in the Bentiu Area Security Management Team, provide meeting notes and brief NGO representatives.
  • Coordinate activities inside and outside the POC related to safety and security with relevant parts of UNMISS (UNPOL, FPU, Force, etc.), UNDSS, e.g. define and organize convoys procedures with and without UNMISS force protection.
  • Develop, maintain and dispatch list of key contact and personnel involved in POC safety and security management. Act as a liaison between humanitarian partners and those security agencies/personnel.

Analysis and contingency planning

  • Build network of information sources which allow the gathering of reliable data and information to create incident data base.
  • Perform safety and security assessment (SRA, TRA) and provide with field reports including access recommendations.
  • Provide with weekly report and regular advisories to humanitarian partners on operational safety within and outside POC (including basic analysis based on incident report).
  • Develop safety and security contingency plan for NGO staff in humanitarian hub (fire safety, safe haven, other as required.) and participate in developing safety messaging (including humanitarian principles and conditions of assistance, etc.).
  • Support development of contingency plans for POC
  • Provide general support and capacity building to humanitarian partners about security and safety management (radio com, contingency plan, defining threat level, etc.).

The Safety Adviser also serves as DRC safety focal point:

  • Ensure compliance with DRC policy and security guidelines (local SOP, etc.)
  • Regular review and update DRC safety and security guidelines.
  • Responsible of monitoring DRC stock and minimum assets in site (food and water stock, radio and com asset, first aid and trauma kits, etc.).
  • Support the area manager in crisis management situation and liaising with Juba emergency team.

​About you

​To be successful in this role you must have:

​Mandatory qualifications:

  • Degree in developmental and/or political and/or conflict studies ( or equivalent work experience)
  • Minimum 4 years as security/safety manager/adviser for an INGO in a conflict zone or equivalent (safety and security focal point).
  • Proven experience in context/security analysis and advising humanitarian personnel (creation of data base and analytical tools).
  • Experience of developing and updating SOPs, contingency plans and other risk assessment and management documents.
  • Proven experience in country with UN integrated and peacekeeping mission and CIVMIL relations.
  • Proven experience and capacity in preparing security reports for senior UN and INGO managers.
  • Proven experience in crisis management.
  • Experience of conducting safety training and capacity building
  • Speak fluent English

Preferable qualification:

  • Arabic language skills
  • First aid/medical qualification
  • Knowledge and work experience in South Sudan

We offer

​DRC will offer the successful applicant a six months contract renewable dependent on both funding and performance. You must be available to start work immediately and be willing to live in basic accommodation. The position is at A11 in DRC’s salary scale. I. Background
Diakonie Katastrophenhilfe (DKH) is part of the Protestant Agency for Diaconia and Development, an umbrella-organisation with a nation-wide established Social Service Agency, one of the biggest welfare institutions in Germany, and is headquartered in Berlin/ Germany. Under this umbrella, the international work is mainly divided amongst the two sister organisations: Diakonie Katastrophenhilfe for the humanitarian work and “Bread for the World” for the development work.
Diakonie Katastrophenhilfe is mandated with worldwide humanitarian aid. For more than 60 years assistance is rendered to people in need within man-made or natural caused disasters and armed conflicts regardless of race, creed or nationality of the recipients and without adverse distinction of any kind. DKH is a member of ACT Alliance. Through its membership with ACT, Diakonie Katastrophenhilfe is co-signatory of the Code of Conduct for the Red Cross and Red Crescent Movements and NGOs in disaster relief.
From 1998, Diakonie Katastrophenhilfe has been operating in South Sudan with own structures. Since 2012, Diakonie Katastrophenhilfe is running a small presence in Juba and supports programming of partners with own or 3rd party funds. Within its strategic planning, Diakonie Katastrophenhilfe is aiming at further expanding its activities in South Sudan and scaling-up the presence in Juba. The role of the office is to support local partner organisations in the implementation and monitoring of humanitarian projects as well as in supporting the partners in building-up their capacities and longer-term self-reliance. The main interventions in the region are about emergency relief, food security, livelihood and NFI/ cash transfer programming for vulnerable communities.

II. Mandate
The Head of Mission shall implement the strategy and plans of the Program Department of Diakonie Katastrophenhilfe Headquarters (Berlin, Germany) in projects and programs within the framework of the binding principles and valid guidelines, particularly of Diakonie Katastrophenhilfe and, in general, of the Protestant Agency for Diaconia and Development. The Head of Mission shall pursue the completion of the set tasks on the basis of the overall mandate of Diakonie Katastrophenhilfe and in accordance with the Code of Conduct of the Red Cross and Red Crescent the Core Humanitarian Standards and other guiding humanitarian principles and self-commitments.
Under the leadership of the Head of Mission, the Diakonie Katastrophenhilfe Country Office (Juba) shall be held accountable for the execution of its work within the framework of Diakonie Katastrophenhilfe's diaconian mission and humanitarian objectives. The reputation of Diakonie Katastrophenhilfe shall be upheld and promoted in the German, foreign and local public.
The holder of this position shall understand his or her role not only as contributing to Diakonie Katastrophenhilfe’s further conceptual development and strategic orientation but also as accompanying, promoting and enabling local partner organisations to improve their work and orientation on humanitarian principles, guidelines and objectives – in cooperation with related networks, especially the ACT Alliance.

III. Roles and Responsibilities

  1. Strategy and Planning
    • Analyse thoroughly and follow up of current developments in humanitarian context of all countries covered by the Country Office, in close cooperation with relevant stakeholder networks
    • Revisit, draft and operationalize the country strategies
    • Engage in strategic planning processes in accordance with agreed Diakonie Katastrophenhilfe approaches
    • Develop or adjust the project portfolio and/ or program
    • Communicate mission, purpose, strategic goals and program objectives amongst all program staff and partner organisations to create mutual understanding and ownership
    • Propose emergency reactions or reorientation and adaptation of the program if the situations require
    • Ensure that project implementation approaches lead to strong results and successful achievements in line with the strategies

• Adhere to the strategic plans of Diakonie Katastrophenhilfe (and Act Alliance framework whenever relevant) and develop comprehensive and action plans
• Explore complementarities and synergies of DKH and partner organisations and other stakeholders on programmatic mandates, standards, regulations, approaches, PME, procedures, tools, reporting, donors, etc.
• Initiate and follow-up on qualitative evaluations on the orientation and appropriateness of the program and the respective approaches

  1. Program Implementation
    • Project Management
  2. Ensure successful implementation and quality assurance of all projects and program related activities
  3. Oversee the elaboration and ensure quality of project proposals and required documentation packages and reporting, according to respective standards
  4. Oversee the preparation and follow-up of time schedules and work plans of project activities to be implemented in coordination with the related program and field personnel
  5. Identify gaps in the management of the projects and advise partner to improve project performance
  6. Guide the program staff for needs assessment and/or compilation of data necessary for elaboration of project proposals

• Monitoring and Evaluation

  • Ensure the monitoring and evaluation of field and office work
  • Support partner organisations in smooth project implementation
  • Work towards the integration and implementation of an PME plan and instruments
  • Monitor the program activities with regular visits to the field
  • Provide support and guidance to the program staff and partners for quality planning, monitoring and evaluation of projects

• Project Administration and Coordination

  • Oversee the quality of narrative project reports (including graphs, tables, photos) prepared by program staff and ensure timely submission
  • Ensure that program staff liaise with Admin/Finance Coordinators for timely funding transfers and financial reporting of partnership projects based on the progress achieved
  • Ensure the coordination with partner organisations for project related correspondences, feedback and support, when needed
  • Ensure all project documentation, agreements, important correspondences are properly filed

  • Representation and Coordination, Donor Relation
    • Identify and pursue funding opportunities to sustain the country program
    • Play a key role in maintaining donor relationships and exploring new sources of funding
    • Be responsible for local level communications related to program and funding, including institutional donors
    • Attend related and relevant meetings and coordination platforms (or assure DKH-representation/ attendance)
    • Contribute to assuring the continuation of the operations financing and be instrumental in securing funding for program implementation
    • Maintain and update regularly the donor mapping for the respective countries
    • Represent professionally DKH interests with implementing partners, government and donor entities
    • Keep active contact to and networking with relevant NGOs, especially ACT-Alliance members and ACT Forum, as well as with other stakeholders

  • Accompaniment of Partner Organisations, Capacity Assessment and Capacity Building
    • Foster sustainable partnership with local NGOs
    • Maintain and strengthen partner dialogue
    • Support and reinforce capacities of local partner organisations
    • Ensure preparation and revision of contract agreements
    • Initiate and oversee calls for concept papers, calls for proposals, capacity assessment and evaluation of proposals as needed
    • Provide guidance to program staff to support the implementing partners during all phases of the project cycle
    • In coordination with the Capacity Building Advisor of Regional Office Nairobi,

  • Develop and maintain a system for measuring implementing partner performance

  • Guide/ coordinate the assessment of partner organisations and the jointly developed capacity building plan for partner organisations.

  • Promote trainings and workshops for partner organisations and contribute to partners involvement

  • Office and Operations Management
    • Human Resources, Staff Management and Staff Development

  • Supervise a small team of staff

  • Promote an open, diverse and participatory work environment

  • Oversee the recruitment process and ensure that Country Office’s staff is qualified and performing well

  • Provide supportive and guidance supervision to team members including staff orientation, coaching, training, development and performance appraisal

  • Systematically promote staff capacity development

• Health Safety and Security (HSS)

  • Contribute to the finalisation and adaptation of the HSS-plan for the Country Office
  • Implement the security plan and procedures and be a model for the team members
  • Constantly analyse the risk situation and validate the information
  • Ensure that all staff members are aware of and comply with HSS procedures

• Finance and Office Administration

  • Ensure careful, economic, proper and adequate use of the funds approved for the Country Office
  • Monitor (in coordination with Finance/ Admin Staff at the Country Office) and manage all financial resources of the Country Office
  • Oversee all project and operational funds transferred to the Country Office
  • Safeguard preparation of annual accounts of the Country Office and guarantee regular external annual financial audits
  • Promote (in coordination with Finance/ Admin/ Accountant of Regional Office in Nairobi, Kenya) application of accounting software “Fundtrac”
  • Maintain, develop and operationalise standard operations’ procedures of the Country Office

• Communication with Diakonie Katastrophenhilfe Regional Office Nairobi, Kenya and Diakonie Katastrophenhilfe Headquarters (Program, PR & Policy Dept.)

  • Report to the Regional Director, collaborate constructively and liaise with the Regional Office structure (Programs Manager, M&E, Finance and Administration, Logistics/Security and Capacity Building) as well as HQ
  • Provide monthly narrative reporting on operations and Country Office to the Regional Office
  • Provide up-to-date financial reports (in coordination with the Finance/ Admin Staff at the Regional Office) on the income and expenditure of the Country Office and the Country Office’s operational budget
  • Accompany project visitors to the field when required
  • Set-up and maintain contacts to German media representatives when required
  • Provide public-relations-oriented information material from projects and from project partners; contribute verbally and written to public relations needs, i.e. give interviews, provide photo or other materials

IV. Qualifications
• Requested Technical Requirements

  • Masters degree or equivalent in relevant field
  • 5 years experience as Head of Mission or other management/ coordination positions in humanitarian/ development context
  • Professional experience in working with local partner organizations
  • Proven experience in management of UN and/or ECHO funds (German back-donor funds, AA and BMZ, would be an asset)
  • Proven ability to write successful proposals as well as experience in writing of interim and end of project reports
  • Experience in working with(in) consortia of NGOs
  • Proficient knowledge of English, knowledge of German is an asset but not a requirement
  • Mastery of IT tools (MS Office package, internet, e-mail, etc.)

South Sudan: External evaluator (mid-term evaluation)

Since Mid-2015 the Swiss Agency for Development and Cooperation is supporting the Catholic Caritas network in the implementation of a rural development project called

“Averting imminent and future famines in South Sudan by supporting semi-commercial food production in the Green Belt". The project has a duration of 24 months and is supporting smallholder farmers in Maridi, Mundri and Yei River State.

The mid-term evaluation is intended to provide an assessment of the first 11 months of the project and will take place between 11 and 28 July 2016. That is after the implementing partners have submitted their intermediary reports to Caritas, but before Caritas sends the consolidated report to the donor. The report of the evaluation will be annexed to this consolidated intermediary report in order to allow the donor to get an external point of view on the project’s progress.

The evaluation will assess the extent to which the activities were implemented as planned, the quality of the implementation and the extent to which the project is achieving its intended objectives. On the basis of his/her observations, the evaluator will identify any changes in activities needed in the second year in order to successfully achieve the project’s final objectives as defined by the logframe. While not a final evaluation, it will use a similar approach to the final evaluation scheduled at the end of the project.

The evaluator will review:

  1. The programme logic, beneficiary ownership/involvement and gender/youth balance.

  2. The extent to which the activities were implemented as planned and the quality of the implementation.

  3. The adequacy of the project’s indicators, the means of verification to measure them and the quality of the data collection (including a review of data collection tools for monitoring crop production and income indicators).

  4. The extent to which objectives have been achieved to date and are expected to be achieved by the end of the project.

  5. The relevance and potential sustainability of the programme.

Profile:

Minimum Bachelor’s Degree in Agriculture with at least 10 years of relevant experience in an NGO (of which 5 years in an M&E position). Extensive experience in working with subsistence farmers (with very limited access to modern technologies) is essential. Speaking Zande, Moro, Arabic, Lugbara, Madi or Kakwa is an asset.

The program will be as follows:

11-14 July: field visits to the different project sites in Yei State

15-18 July: sharing of findings with the Diocesenal Caritas team and recommendations for the second year of the project

19 July: flight from Yei to Yambio

20-23 July: field visits to the different project sites in Maridi State

25-28 July: sharing of findings with the Diocesenal Caritas team and recommendations for the second year of the project

Terms of payment:

130 USD per working day (16 mission days and 3 reporting days) – all taxes are at the charge of the consultant

Per diem, accomodation and flight tickets are provided by Caritas

The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.
The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC has been active in Sudan since 2004 and South Sudan since the independence in 2011, providing protection and humanitarian assistance to refugees, returnees and internally displaced persons. On 14 December 2013, the outbreak of violence between Government and Opposition forces led to a civil war with disastrous humanitarian and protection consequences. At the time of writing, over 2 million people have been displaced. NRC co-leads the South Sudan Protection Cluster, and hosts a Policy and Conflict Analyst to provide contextual analysis to the interagency community. The Policy and Conflict Analyst reports to the NRC Protection and Advocacy Advisor/Protection Cluster Co-Coordinator.

Job description

  • Develop, manage, and undertake research activities with the aim of providing contextual analysis to the interagency and international community
  • Manage the implementation of the project grant, including identifying research opportunities, hiring and managing consultants, budget management and reporting, and the timely production of deliverables
  • Convene workshops, roundtables, and trainings to foster a better analysis and understanding of emerging trends and thematic issues
  • Provide contextual analysis briefings to interagency forums, donors, and the diplomatic community
  • Produce quarterly trends reports, bi-weekly situation updates, and other ad hoc reports as relevant
  • Offer advice on conflict-sensitive approaches to humanitarian assistance
  • Foster relationships and information sharing with non-humanitarian actors including academia, human rights organizations, and civil society groups
  • Support NRC internal advocacy work by assisting in drafting press releases, talking points, and quarterly messaging as necessary

Qualifications

  • University degree or higher education relevant to human rights: preferably in law, social sciences or international development, conflict analysis, conflict resolution, peace-building, statistics, or related fields.
  • At least 5 years of experience working for an international organization or on conflict analysis (minimum 3 years field based experience)
  • Excellent research, report writing and analytical skills, and proven capacity to write quickly and clearly on conflict dynamics.
  • Demonstrated project management skills, including designing and adhering to a work plan, managing a budget and expenditures, and ensuring timely and high quality delivery of outputs.
  • Proven communication, interpersonal, and representation skills.
  • Significant understanding of the concept of advocacy in complex emergencies.
  • Prior experience and knowledge of the region (South Sudan and the Great Lakes region).
  • Political and cultural awareness, experience of working in areas where insecurity is a major issue.
  • Experience in international humanitarian work.
  • Fluency in the English language, both written and verbal.

DanChurchAid (DCA) is looking for an energetic and proactive Programme Coordinator

The position oversees a responsive and innovative multi-sectoral relief programme through local partners and structures in a complex crisis setting with access constraints and substantial insecurity.

It provides opportunities to develop new ways of providing immediate relief assistance, support community resilience, and build local capacity.
This exciting programme requires an exceptional individual who can strengthen locally-led responses, while overseeing the implementation of activities in the sectors of food security, protection, shelter, education, heath, livestock and capacity building.

The Programme Coordinator will together with a team of 3 staff members (Humanitarian Officer, Finance Officer and Logistics Officer) be responsible to:

  • Manage programme development, grants, local partnerships and donor relations;
  • Facilitate capacity building of the local actors to implement timely and effective humanitarian and resilience building activities;
  • Oversee logistical, financial and monitoring operations in support of local partners and structures to implement multi-sectoral interventions;
  • Provide humanitarian, contextual and security information as appropriate to local partners and donors.
    Core functions of the Programme Coordinator
    are to manage the implementation of a multi-sectoral relief programme through multiple local partners. The primary responsibilities are:

  • Local partnership management (3 local partners);

  • Proposal and grant design;

  • Effective and quality information sharing;

Your profile
You have a relevant university degree and are an outgoing, results-oriented and proactive person with at least 6 years relevant work experience, incl. programme management and work in complex humanitarian situations in Africa.
Knowledge of South Sudan and Sudan is an added advantage.

You are interested in managing effective and locally led approaches, under challenging humanitarian conditions. You are confident in the role as manager, innovative, good motivator and you work with a hands-on approach. You are a proven facilitator with excellent communication, coordination, and problem solving skills. You are flexible and able to adapt to a multi-cultural environment. You have extensive knowledge of working with grant management and donor relations.

You are able and willing to work with a high degree of confidentiality. You have experience with security and access management. You have a good understanding of working with many stakeholders and are able to both assist and learn from local partners, while also having a proven capacity for effective team and self-management. General Description of the Programme:

GOAL has been working in Sudan since 1985. Initially GOAL’s activities in southern Sudan took the form of short term emergency interventions, but 1998, with the opening of a permanent base in Twic County, Warrap State, saw a move to longer term interventions. GOAL South Sudan currently operates programmes in Warrap State, Upper Nile State, and the Abyei Administrative Area.

GOAL South Sudan’s interventions have expanded in recent years to include a more integrated Primary Health Care approach, including, curative primary health care, based on the management of primary health clinics; preventative health care including HIV/AIDS messaging, malaria control and hygiene promotion; nutrition and food security, water and sanitation engineering and clinic construction/rehabilitation.

In response to the on-going humanitarian crisis in South Sudan GOAL has set up an emergency response programme in Upper Nile State. The current programme is concentrated in the 6 counties of Baliet, Akoka, Melut, Maiwut, Ulang and Longochuk and was started as a response to the influx of Internally Displaced People (IDPs) following significant fighting in the region in 2014. GOAL is currently implementing an emergency health programme which provides community health, nutrition, curative care, and water and sanitation support to conflict affected populations in Upper Nile State.

General Description of the Role

The Nutrition Coordinator takes responsibility for the planning and implementation of the nutrition component of GOAL South Sudan’s programme. This entails both development and emergency response operations, working closely with the Nutrition Coordinator to ensure the quality of programming meets GOALs requisite standards.

GOAL is looking for an enthusiastic coordinator, with proven experience of both emergency response and development interventions. Current nutrition programming is part of a wider multi-sectoral package of activities with two arms; relief operations focused on the direct implementation of CMAM as an integrated component of public health services, including SC, OTP, TSFP & IYCF and early developmental approach, focused on capacity building of CMAM for SAM, including SC, OTP, IYCF & community focused treatment and prevention of mild/moderate MN using GOALs NIPP (Nutrition Impact and Positive Practice) approach. Emergency response operations are focused around Upper Nile State (UNS) and the more longer-lasting, developmental approaches, are focused on Twic and Abyei Administrative Area (AAA), through multi-sectoral support and capacity building.

Main Responsibilities

  • The Country Nutrition Coordinator will work to ensure that there is good coordination and communication both internally within GOAL SS and with GOAL’s regional and Technical Structures.
  • In collaboration with the Senior Public Health Coordinator and Assistant Country Director Programs (ACDP), assume oversight for the planning and implementation of all nutrition activities within South Sudan.
  • Ensure that GOAL’s health and nutrition programing is tightly coordinated with other sectors to ensure a multi-sectoral approach is provided, thus maximising potential outcomes.
  • Ensure that longer-term development issues, in particular sustainability and capacity building of local partners / community, are being addressed where feasible.
  • Responsible for the design and oversight of the appropriate sections for proposal development/writing, budget preparation, procurement planning and recruitment of requisite staff. Verify that any new nutrition activities look to support priority needs, that they are likely to achieve the outcomes set out, and also have viable exit-strategies that have been given due consideration and are well documented.
  • Work with the MEAL team to ensure adequate monitoring and evaluation systems are in place for all nutrition programming to assess the quality and outcomes/impact of interventions, through surveys/ assessments and longitudinal program monitoring. Review and verify all relevant M&E data generated and provide pertinent feedback to the Senior Public Health Coordinator, providing timely updates on both the operational environment and the achievements/failures of individual project activities.
  • Provide consolidated updates to the Senior Public Health Coordinator and ACDP
  • Ensure there is a monitoring and technical support plan in place for the Nutrition Team to undertake with each of the field sites and associated staff.
  • Establish a standardised reporting schedule for field teams to complete and review on a monthly basis.
  • Provide support to the County Nutrition Coordinator to undertake tasks that will ensure and/or improve the quality of implementation. To include frequent, documented reviews of program activities.
  • Work with National Nutrition Coordinator to ensure initial and refresher training plans are in place for GOAL/partners involved in the implementation of program activities.
  • Ensure that the implementation of programme activities is in line with the Government of South Sudan’s national protocols for health/nutrition.
  • In conjunction with Senior Public Health Coordinator and ACDP liaise with donors, partners and coordinating bodies on strategy and operation and represent GOAL at national meetings, cultivating close relationships with donors, ministries and other key national stakeholders.
  • Provide strategic support to the Senior Public Health Coordinator and ACDP on the guidance of emergency nutrition programming, including viable activities, targeting, the requisite MEAL tools etc. Note: Ensure GOALs regional and Technical structures are fully informed.
  • Lead on the coordination of rapid nutrition assessments (including wider sectoral information as appropriate) in identified hot spot areas or areas with newly displaced communities at high risk of suffering from acute nutritional and health related stresses.
  • To be willing to learn and be conversant with GOAL policies and guidelines, including HR, logistics, finance, administration and security protocols. To undertake any other related tasks at the request by the CD or GOAL Dublin.

General Description of the Programme

GOAL currently implements an integrated primary health care programme supporting the Ministry of Health based out of 62 health facilities across three locations (Twic County, Abyei Administrative Area, Baliet, Ulang, and Melut Counties) in South Sudan. The programme has a focus on supporting capacity of the South Sudanese Ministry of Health (MoH) in these locations to provide health services as well as an emergency response function to asses and respond to population displacement and outbreaks of disease as required. GOALs overall approach is to reduce child and maternal mortality and improve population health across its programmes areas of South Sudan in line with South Sudan Health Policy and Health Sector Development Plan.

In the health programme GOAL works to increase MoH capacity to deliver services through technical, and management support to the County Health Departments (CHDs) across these four counties. GOAL currently supports a comprehensive primary health care programme which includes; curative care, community health with a focus on behaviour change, reproductive health and immunisation. GOAL also integrates curative nutrition services within the health facilities via an outpatient therapeutic programme (OTPs), Stabilization Centres (SC), Targeted Supplementary feeding (TSFP) and as well as a community nutrition programme that aims to address the underlying causes of malnutrition in these communities.

Overview of the role

The Senior Public Health Coordinator is a member of the GOAL South Sudan Senior Management Team (SMT) with overall responsibility for the strategic development of GOAL’s Health and Nutrition Programme currently operational in four underserved locations in South Sudan. The role focuses on Health and Nutrition programme planning and development, capacity building, coordination with MOH, UN agencies, NGOs, Donors, cluster system (Health, Nutrition and WASH) and other relevant stakeholders in addition to Monitoring and Evaluation and Reporting.

The Senior Public Health Coordinator will have a responsibility for managing and supporting senior health staff including; the Assistant Health Coordinator, Nutrition Coordinator, Emergency Health Coordinator and Community Health Coordinator as well as advising the Assistant Country Director for Program in relation to the strategic direction of the Health and Nutrition. The Senior Public Health Coordinator will also advise on an effective and efficient response to emergencies and lead the Country team in terms of GOALs response in this area.

Main responsibilities

  1. Provide technical support for the health programme to ensure that the programme is evidence-based and responsive to population health needs.
  2. Develop a GOAL South Sudan Strategic Health Plan and ensure that this is developed in coordination with relevant stakeholders and disseminated after it is finalised.
  3. Link in with the GOAL global technical team members are required with a particular focus on the technical advisor for Health and Nutrition to ensure appropriate technical development of the programme.
  4. Build capacity of key staff (Assistant Health Coordinator, Emergency Health Coordinator, Nutrition Coordinator and Community Health Coordinators) who will be the people ultimately responsible for delivering the GOAL Health programme (mentoring, technical trainings, feedback regarding site visits, data analysis, budget monitoring and human resources management).
  5. Periodically visit field sites to conduct a review of programme quality and implementation, based on an agreed TOR with the ACD Programmes.
  6. In coordination with the relevant Technical and Area Coordinators, support field based staff to maintain an accurate, consistent monitoring and evaluation system for health.
  7. Advise on the monitoring and evaluation (M&E) requirements for the health programme and liaise with the M&E Coordinator on the specific M&E requirements of the health programme to ensure an efficient and well managed M&E system is in place for health.
  8. Work with Partnership department in identifying areas of health and nutrition partnership with local entities (CBOs and NNGOS).
  9. Provide advice on the development of donor proposals, budgets and reports through pre and post development reviews.

Emergency Health

  1. Actively participate and contribute within the Emergency Preparedness and Response Working Groups within MOH and Cluster systems.
  2. Ensure that timely and appropriate Emergency Health Assessments are being implemented in order to ensure that GOAL health programming remains responsive to population needs.
  3. Ensure that all emergency field sites have an adequate system in place for disease surveillance and that appropriate outbreak preparedness plans are in place.
  4. Closely work with the Cluster system in responding to emergencies within South Sudan and advise GOAL Health Coordinators and ACDP on the donor and cluster priorities in relation to emergency health.

Reproductive Health

  1. Actively participate in RH working group under the Health cluster and MOH system.
  2. Advise and support Health Coordinator in operationalising MOH’s RH strategy within the context of the GOAL health programme.
  3. Actively participate to contribute in revision and development of the MoH strategic direction for reproductive health.
  4. Monitoring implementation of the RH services in GOAL Areas of Responsibility and as per the minimum standard of care.
  5. Support the documentation of GOALs overall approach to reproductive health in south Sudan.

Health Programme Monitoring and Evaluation

  1. Provide advice and supports M&E Coordinator on the planning and implementation of quality health and nutrition surveys.
  2. Ensure that all relevant health data being collected (both from monitoring and surveys) is of a sufficient standard and that findings are being reviewed by the health team and used to inform programme development as required.
  3. Review of monthly health monitoring data and ensure that relevant health staff are appropriately analysing and responding to health surveillance data coming from the field sites.

Human Resources

  1. The Country Public Health Coordinator will be responsible for ensuring the recruitment and retention of senior health programme staff for the programme.
  2. Responsible for the periodic performance evaluation of the programme Health Coordinators and regularly review how the Coordinators are managing their staff with a specific focus on their capacity to perform staff appraisals.
  3. Capacity building and provide support to the health and nutrition staff on general staff management issues as well as their own technical development.

Financial Oversight

  1. Provide advice on strategic health and nutrition donor spending to the responsible Health Coordinators.
  2. Contribute actively in budget reviews and planning for health at a senior management level
  3. Give strategic direction on realignment of health and nutrition budgets depending on target achievements, under and overspends and the overall need of the programmes.

Health Programme Representation

  1. Ensure GOAL is actively represented in the Health and Nutrition meetings within Juba and at the state levels. Such meetings include: cluster, NGO Health forum, technical working groups, technical and donor workshops.
  2. Represent GOAL at relevant donor visits and external reviews of GOALs health programmes in the field as required.
  3. Together with the ACD Programmes attend donor meetings in Juba to update current and prospective donors on the current GOAL Health and Nutrition Programmes.

Management of the Health Cluster Co-coordinator

  1. Ensure GOAL plays a strategic role in the health system and humanitarian response endeavour through advising and managing the health cluster Co-coordinator
  2. Closely monitor the performance of the health cluster Co-coordinator in close collaboration with Health Cluster Coordinator and SAG
  3. Build the capacity of the health cluster Co-coordinator
  4. Ensure a systematic reporting mechanism is in place between GOAL and Health Cluster Co-coordinator

Person Specification

Essential Requirements

  1. Experienced health professional with a strong public health background
  2. Primary health related degree (such as public health, nursing, midwifery or similar) with Master in Public Health is desirable
  3. At least 3 years of practical international humanitarian experience working in health programmes for an international NGO or equivalent experience for another organization internationally with management responsibilities.

POSITION SUMMARY:

The Deputy Chief of Party – Programs will be responsible for overseeing for the Livelihood, Vulnerability and Resilience Program (LVRP). The LVRP is a community based program in South Sudan to increase the resilience of chronically vulnerable households and communities, leading in the long term to a reduction in need for humanitarian assistance, as well as reduced poverty, household hunger, and acute malnutrition. The position is contingent upon receipt of donor funding. He/she will work closely with the Chief of Party, M&E and Learning Director and Deputy Chief of Party – Operations to ensure that the programmatic units achieve targets and implement high quality interventions. He/she will be based in Juba, South Sudan. The position will require frequent travel to field location sites within South Sudan.

MAJOR RESPONSIBILITIES:

  • Lead LVRP Program Department to make sure livelihood, community resilience, nutrition, WASH and related activities are implemented through a conflict and gender sensitive approach;

  • Monitor pace and scope of work, identifying risks and threats to achievement of programmatic targets and making recommendations to the CoP to make adjustments as needed to keep program on track;

  • Facilitate regular discussions around program targets including quantitative as well as qualitative indicators of project achievements

The LVRP is a community based program in South Sudan to increase the resilience of chronically vulnerable households and communities, leading in the long term to a reduction in need for humanitarian assistance, as well as reduced poverty, household hunger, and acute malnutrition. Position is contingent upon receipt of donor funding. He/she will be based in Juba, South Sudan. The position will require frequent travel to field location sites within South Sudan.

MAJOR RESPONSIBILITIES:

The Director of ME&L will manage LVRP Monitoring, Evaluation and Learning Department and will oversee the implementation of the program’s monitoring, evaluation, and learning activities and data management, analysis and reporting requirements. Specific responsibilities include but are not limited to:

  • Manage a rigorous approach to monitoring, evaluation & learning, including systems for monitoring performance toward specific results, goals and objectives.

  • Collaborate and liaise with the external evaluation contractor to support and provide input into the design of a midterm and an endline evaluation and other assessments of specific program interventions.

  • Facilitate a Collaborative Learning and Adapting review process to share findings with the program management team, sub-recipients, local government, USAID and its implementing partners, , donors, and other development partners.

  • Facilitate use of CLA findings to periodically review the program development hypothesis and critical assumptions and revise/update as needed.

  • Design and implement a comprehensive monitoring and evaluation plan in coordination with the United States Agency for International Development (USAID), including selection and tracking of specific indicators and targets, design and implementation of baseline studies, development of data collection methodologies and tools, and regular reporting on approved indicators.

  • Contribute to the design of the LVRP program’s M&E database and manage its development and use.

  • Develop and supervise data storage, management and security procedures to prevent data loss and ensure data integrity;

  • Select and adapt as needed appropriate data collection instruments, tools, analysis methods, and technologies to ensure high quality data.

  • Ensure reporting requirements are met per the award.

  • Supervise data analysis, ensure data quality and verification, and address any data quality limitations in program reports

  • Monitor program activities and their contribution to outputs, results and performance indicator targets, and participate in periodic evaluations/assessments of specific interventions;

  • Contribute to research design and methodology for program-related research (separate from baseline survey).

  • Supervise and mentor the M&E Manager, Communications Manager, and other program staff with M&E responsibilities.

  • Provide training to program and sub-recipient staff to ensure that they understand the ME&L Plan and indicators, that they can use the data collection forms and methods correctly, and procedures to ensure data quality.

OTHER RESPONSIBILITIES:

  • Other duties as assigned by the CoP.

QUALIFICATIONS AND BACKGROUND:

Education:

Master’s degree required, preferably in international development, livelihood or agriculture.

Experience:

  • At least 10 years’ relevant experience, including experience managing monitoring and evaluation for activities of similar size and scope

  • Experience using Collaborative Learning and Adaptation frameworks and approaches to inform program effectiveness

  • Proven success in a leadership role to develop ME&L systems and to manage monitoring and evaluation tasks for donors/U.S. Government agencies or international NGO or institutions

  • Familiarity working on community resilience and/or rural development program a plus.

Skills & Knowledge:

  • Highly developed organizational skills and demonstrated ability to plan and implement systems and procedures;

  • Data compilation and analysis skills using standard software products

  • Knowledge of relevant program areas (Livelihood, resilience, rural development, nutrition and wash)

  • Responsible for overall leadership and strategic vision on the implementation, coordination and management of the LVRP technical advisor’s unit. South Sudan: Trainner on Child and Youth Protection

Introduction:

Since 2012, LWF has been responding to the needs of refugees who fled fighting in Blue Nile, Sudan to Upper Nile in South Sudan. LWF is a partner to UNHCR and a member of ACT Alliance and is implementing child & youth protection and education programs that provide primary, Accelerated Learning Program, secondary and vocational skills education in 3 refugee camps (Batil, Gendrassa and Kaya) in Maban County. The total population in all the three refugee camps is 80,297[1]. Children ages 0-17 years constitute 60% of the total population. The population of the host and IDP communities according to Human Development Consortium (HDC) database of 2015 stands at 13903 and 9431respectively. The overall population in Maban can therefore be categorized as 85% refugees, 9% IDPs and 6% hosting community.

LWF provides protection (prevention and response) services to a total of 3520(1726F, 1794M) unaccompanied/separated children, orphans, victims of early/forced marriages, child labour, children in conflict with the law, child neglect etc. LWF supports unaccompanied/separated children with family tracing and reunion with their parents and or puts them in foster care arrangement. The children are enrolled back to school and provided with psychosocial support, scholastic materials and non food items.

LWF works with community based structure such as child rights club, child help desk, child protection committees, youth and women groups, foster care parents, community leaders, and teachers to provide coherent services, increase coverage of protection services and sustainability of the programme. In addition, LWF also works closely with county authorities in Maban e.g. police, Ministry of Education and Ministry of Social Welfare and other partners such as SCI, DRC, ACTED, RI, IMC etc for enhanced coordination of protection services.

LWF’s has an interest is to improve the quality of its prevention and response services to both refugee and host community children and youth and to enhance the effectiveness of its role in promoting peaceful co-existence between the refugees and the hosting communities. Protection of persons of concerns i.e. children in both communities is key hence LWF’s focus to strengthen capacity of its staff on the theme of child protection. In the light of the above, the LWF in collaboration with UNHCR seeks to engage an experienced professional trainer to conduct a 5 days training for LWF staff on child and youth protection in Maban County, Upper State - South Sudan.

Objectives

· To build the capacity of staff in Child protection programming in order to enhance quality of protection service delivery to children and young people

· To familiarize staff with approaches that promotes dignity of the beneficiaries in child and youth protection services.

3. Methodologies

A general guide is described below in this document to aid the consultant in the development of detailed methodology for delivery of the training

4. Scope of Work

The scope of work will be to:

· Develop interactive and detailed training content and sessions and all accompanying background material for the delivery of a training that ensures afore mentioned training objectives are addressed. Specifically, these should encompass the following:

a) key Concepts in child and youth protection in emergency and stable contexts

b) Legal frameworks, child protection systems, case management and Monitoring and Evaluation of child protection interventions

c) Responses to child and youth protection issues in humanitarian setting including

d) Linkages/interface between Education programmes and child protection

· Develop a participatory Training Methodology that enhances staff analysis skills in approach towards child and youth protection

· Facilitate training for staff on child and youth protection in Maban, South Sudan.

· Compile and submit within agreed timeframe the training report

5. Deliverables

· Protection training package (training staff on child & youth protection, power point presentations, training handouts and materials)

· Report on child and youth protection training

· Award of certificates to the participants

6. Duration of the Consultancy

It is anticipated that the consultancy will take 10 days as follows:

· Preparation of child and youth protection training package - includes training content, training program/sessions, handouts and learning materials such as case studies and other related learning exercises (3 days)

· Facilitate training on child and youth protection in Maban, South Sudan (5 days)

· Preparation of training report and submission (2 days)

7. Qualifications

· Post-graduate degree in Social Sciences, Social Work and Social Administration, Law or any other related field.

· Experience working in child and youth protection and knowledge of South Sudan context

· Good understanding of child and youth protection/psychosocial programming.

· Experience of designing and running child and youth protection training interventions (with specific experience in GBV, Protection, Child Protection, International/Regional/National legal instruments for protection etc.)

PROGRAM BACKGROUND

The purpose of the US Agency for International Development’s (USAID) Livelihoods, Vulnerability, and Resilience Program (LVRP) Annual Program Statement (APS) is to support USAID’s goal of improving livelihoods in conflict affected areas of South Sudan with stressed and crisis levels of food insecurity.

JOB SUMMARY

Under the direction of the Country Director, the Chief of Party (COP) shall be responsible for the overall management of the program and supervise program implementation and staff and serve as the principle interlocutor with USAID and key stakeholders within the Ministry of Health, Ministry of Agriculture and Forestry, Ministry of Gender, Social Welfare and Religious Affairs, partners, donors, and other government agencies. The COP will ensure the program meets stated goals and reporting requirements and takes the leadership role in coordination among various partners, and sub-recipients and/or contractors.

ESSENTIAL RESPONSIBILITIES

  1. Lead a consortium of three or more partners

  2. With key consortium members, program staff, and other stakeholders the COP will ensure strategic objectives and program results are accomplished and meet technical quality standards.

  3. Ensure that strategy and vision for the program are innovative and congruent with USAID and IMC program strategy in South Sudan.

  4. Conduct periodic technical reviews, ensure best practices are followed, and provide overall technical oversight to consortium members.

  1. Recruit, lead, manage, and supervise IMC and consortium staff to meet objectives of the program.

Qualifications:

•At least a Master’s Degree in health, social services, management, or business administration, or related field.

•At least ten years’ experience in managing complex USAID programs, preferably in South Sudan, or programs of similar scope and size.

•Previous experience as a country director or Chief of Party

•At least ten years of demonstrated technical experience as senior staff in livelihoods and food security

•At least seven years’ experience in development, managing, overseeing, or evaluating resilience programs in Africa of similar size and complexity.

•At least seven years’ experience in program management and administration, financial management, award contractual compliance, subaward management, and tracking project performance and costs via specific funding streams.

•Professional-level proficiency/fluency in both oral and written English language.

•Demonstrated ability to create synergies and work effectively with government representatives, for profit private sector entities, local community organizations, donors and other stakeholders, particularly at the sub-national level.

•Strong management skills, strategic vision, leadership qualities, interpersonal skills, as well as written and oral presentation skills to fulfill the diverse technical and managerial requirements of the project description.

Position Purpose
Reporting to the Country Manager, the Chief of Party is responsible for for managing and reporting on activities, making key decisions and solving problems, while maintaining operational and program quality and integrity.
Key Responsibilities
The COP shall have overall responsibility for managing and reporting on activities for the anticipated Livelihoods, Vulnerability and Resilience Program (LVRP); making key decisions and solving problems in short time frames while maintaining operational and program quality and integrity; and serving as the Recipient’s first point of interface with USAID on routine and strategic matters. The nature of the LVRP demands exceptional leadership; programmatic, organizational management, and communication skills; and a comprehensive understanding of the South Sudan context. Basic Requirements

The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping the most vulnerable throughout Canada and the world, is seeking a Health Delegate, Integrated Community Case Management ( iCCM).

Reporting to the South Sudan Health Project Manager, the Health Delegate will be responsible for the development and execution of the Integrated Community Case Management (ICCM) and cross cutting health promotion components of the CRCS Maternal, Newborn and Child Health (MNCH) project in South Sudan and will provide technical assistance to to other stakeholders and partners in MNCH in the country.

DUTIES APPLICABLE

  • Actively work towards the achievement of the Delegation’s goals.

  • Abide by and work in accordance with the Red Cross Red Crescent principles.

  • Perform any other work related duties and responsibilities that may be assigned by the supervisor.

  • To uphold the Fundamental Principles of the Red Cross / Red Crescent movement and comply with the Code of Conduct and policies.

KEY RESPONSIBILITIES

Management

  • Support in development, implementation and evaluation of project implementation plan (annual work plan), especially iCCM component, and budget (overall and yearly budget) with systematic monitoring and evaluation plan and procedures in place.

  • Lead the implementation of the ICCM (including nutrition) components of the MNCH project including all aspects such as planning, analysis, implementation, monitoring, assessment, and reporting.

  • Coordinate with the MNCH project team (especially MNC and WATSAN component) that impact the ICCM (including nutrition) and health promotion activities, and also iCCM task force to share, update and profile the contribution of MNCH project.

  • Cultivate positive relationships and communications with internal and external authorities as well as partners.

  • In collaboration with the Health Delegate (CBHFA and WASH) and South Sudan Red Cross (SSRC) HR department, develop a detailed plan and strategy for: the recruitment and training of Home Health Promoters, Community Health Workers, Red Cross Volunteers and Trainers; the supervision mechanism and composition of the teams.

  • Coordinate the development of ICCM (including nutrition) Information Education Communication (IEC) materials appropriate to the context and literacy level of CBDs and volunteers.

  • In collaboration with the Health Delegate (CBHFA, WASH), ensure the iCCM component of the project is integrated in a well-defined and robust process.

  • Monitor the iCCM (including nutrition) both program and logistics (medicine and supplies) budget and expenditures and take necessary action to ensure that expenses stay within the acceptable limits for over and under spending.

  • In collaboration with the Logistics team, develop a detailed pharmaceutical supply chain management plan for distributions, including quality assurance, maintenance plan, and waste management.

  • Provide technical advice to the Logistics team to support pharmaceutical and non-pharmaceutical procurement and management.

    Planning, Monitoring, Evaluation and Reporting (PMER)

  • In collaboration with the Health Project Manager and stakeholders, support the PMER Delegate to develop the project monitoring, evaluation and reporting tools according to SSRC, CRC and MOH policies and guidelines and ensure the participation of all in reviews and evaluations.

  • Monitor, report progress and developments of the ICCM (including nutrition) and health promotion components, using Results-Based Management (RBM) approach and consistent with established format and schedule.

  • In collaboration with the PMER Delegate and Health Project Manager, support the development of a database/M&E system in project county(ies) and ensure accurate and complete collection of data. This includes, but not limited to, overseeing cleaning, entry, verification, data security, data dictionary and making accessible for PMER to consolidate into annual report.

  • Work with project team and PMER delegate to develop and implement processes for ongoing collection of project process and outcome indicators, including gathering and adapting M&E tools developed by other organizations in South Sudan.

  • Ensure that the program develops and applies data/information and supports CRC/SSRCS to analyze and apply this information to program planning on a continuous basis.

  • Support the PMER delegate to develop or adapt, as necessary, a database for tracking key project indicators, and use this system to prepare periodic reports, as needed.

  • Advise the Health Project Manager in the integration of the Red Cross ICCM (including nutrition) tools into the MOH’s systems.

  • Ensure the data collected at payam and county level are incorporated into national HMIS system.

    Coordination

  • Coordinate and support the SSRCS and MOH in the implementation of the ICCM (including nutrition) and health promotion activities at the state and county level.

  • Work in collaboration with the SSRCS team members and the State Ministry of Health (MOH) at state and county level, and to represent CRCS and SSRCS at meetings and other technical forums such as ICCM technical working group.

  • Work closely with CRC health team in Warrap and Juba, the Health Project Manager, and the Health Technical Advisor.

  • Support positive relationships and communications with internal and external authorities as well as partners.

  • Undertake any activity deemed necessary by the supervisor as related to key, functional skills required for the position.

    Capacity Building

  • Assess the capacity gaps within SSRC and relevant MOH personnel.

  • Design training plan for relevant staff.

  • Coordinate training for the staff on identified gaps.

  • Provide regular updates on the performance of specific staff (iCCM).

QUALIFICATIONS

The CRCS seeks international delegates who have demonstrated a commitment and dedication to the Fundamental Principles and work from these principles daily. The ideal candidate for this position will have extensive Project Management experience and skill, to contribute knowledge and capacity in project design, planning, implementation, monitoring, evaluation and reporting. This candidate will be able to build from previous experience working in difficult working conditions in humanitarian aid contexts.

Education and Experience

  • Undergraduate in Community Health or a Health related discipline.

  • Postgraduate degree in Public Health or a related field.

  • Demonstrated experience working in program management cycle activities, specifically planning, monitoring, and evaluation.

  • Minimum 3 years of experience in an international humanitarian organization, preferably in post-conflict or post-disaster.

  • Minimum of 2 years relevant working experience in the area of community-based public health, preferably in maternal, newborn and child health.

  • Knowledge of requirements and obligations under DFATD funded projects is considered an advantage.

  • Demonstrated reporting skills, both narrative and financial.

  • Experience in managing, motivating, training and development of staff.

Skills and Abilities

  • Ability to coordinate with authorities and other NGO partners.

  • Knowledge of health systems strengthening in a developing country context

  • Demonstrated expertise in community based approaches.

  • Demonstrated ability to work in an isolated environment - must be willing and able to work and live in isolated, difficult working conditions for at least 12 months.

  • Strong track record in fostering effective working relationships with health stakeholders at various levels.

  • Fluency in written and spoken English is mandatory.

  • Team player with strong interpersonal, communication, documentation, presentation and facilitation skills.

WORKING CONDITIONS

This is an unaccompanied position based in Kuajok, Warrap State. South Sudan suffers from lack of basic infrastructure and social services and more than half of the population lives in poverty. Legal frameworks and institutions to enforce the rule of law are largely undeveloped. Inter-communal violence, rebellions and localized conflicts over land and natural resources exist and unrest in the disputed Abyei region has resulted in internal population displacements mostly into Warrap State.

CRCS supports a safe working environment and comfortable accommodation; however, as in all contexts, delegates must be aware and responsible for their personal safety and that of employees and volunteers under their supervision. Demonstrated ability to work in stressful and often ambiguous conditions is required. Willingness and availability to travel is required.
