Purpose of Position:

To contribute to the effectiveness of JAM South Sudan Program by designing, monitoring and evaluating the project’s effectiveness. To ensure quality Design, Monitoring and Evaluation of all JAM projects including accurate and timely project-level reporting and D M & E information management.

Major Responsibilities:

  • Develop and roll–out systems for planning, monitoring and evaluation to ensure that all projects attain set standards and comply with donor regulations
  • Design a monitoring system that will effectively track the implementation of the project and overall goal achievement,

  • Provide leadership in conducting baseline assessments, annual project reviews, and the mid-term, final evaluations and Operation Researches,

  • Oversee monitoring and evaluation activities including the context analysis, impact evaluation, LCP analysis, qualitative and quantitative analysis of program activities, output impacts and outcomes,

  • Design and implement a data system that enables access to information on monitoring and evaluation activities etc.

  • Review, develop and implement evaluation process that ensure staff, community and other stakeholders participation in planning, design, implementing, monitoring and evaluating project activities.

  • Synchronize project information needs, coordinate provision of technical assistance to staff on D M&E and compile project-level DM&E information for dissemination and use.

  • Coordinate provision of technical assistance related to design M&E frameworks, gathering and analyze M&E information as needs are identified.

  • Develop, Coordinate and facilitate training sessions in D M&E for staff and partners, including ensuring transfer of skills to National staff and other stakeholders.

  • Consolidate performance monitoring information and prepare regular reports as required,

  • Coordinate the organization and implementation of regular and planned project evaluation including making frequent project site visits.

  • Set up a joint and agreed upon information system with other stake holders and develop its community based components

  • Develop proposals and concept notes as needed and participate at Indicator Performance Tracking Table (IPTT) review and/or development .

  • Coordinate organizational capacity assessment of partners and ensure the implementation of the assessment.

  • Train local partners, and community volunteers on use of community based data and tools.

  • Facilitate and ensure timely dissemination and feedback of available data to appropriate users

  • Develop national program staff capacity in DM&E system

  • Carry any other duties assigned to you by your supervisor

Knowledge, Skills and Abilities:

The following knowledge, skills and abilities may be acquired through a formal schooling, self-education, prior experience, on the job training or combination of above:

· Master’s degree in agro-economic/development, social science, statistics or related field preferred.

· Proven experience of monitoring and evaluation of food security /livelihood and Micro Enterprise programming.

· Minimums 5 years experience of developing DM&E plan, framework and project indicators.

· At least 3 years of experience in proposal development for public donors

· Knowledge of various technical sectors of humanitarian relief and development programming such as; Food Security/Livelihood, Primary Health Care, Nutrition, HIV/AIDS, WATSAN, Education, Micro Enterprises, etc.

· A minimum of 3 years experience in monitoring and evaluation work and social research.

· Familiarity with log frame matrices, result-based management and major government and private donor DM&E frameworks.

· Considerable experience in conducting community based surveys, assessments, researches, and secondary data analysis.

· Demonstrated ability to work effectively in a diverse situation and in a team based structure.

· Good knowledge of the use of common statistical tools such as EPI INFO, SPSS or STATA and essential database management.

· Ability and willingness to pay frequent filed visits.

· Ability to write clear and concise project report and updates for a wide variety of audiences

· Written and verbal fluency in English,

· Computer literacy, EPI and SPSS preferred

Context:

Under the overall supervision of the Chief of Mission and under the direct supervision of the Programme Manager for Transition and Recovery, the successful candidate will be accountable for providing support and contributing to the implementation, monitoring, and development of the Abyei Rehabilitation Initiative (ARI).

This programme which is financed by the United States Agency for International Development, will promote peace and stability initiatives in the volatile Abyei Area through the improvement of services, rehabilitation of infrastructures, creation of vocational and business training opportunities, administration of small business grants programming, organization of conflict mitigation initiatives, and support peaceful coexistence while building confidence in local institutions and governing bodies.

Core Functions / Responsibilities:

  1. Maintain liaison with the project/programme partners, such as governmental authorities, national and local governmental organizations (NGOs), agency working groups and other concerned parties to enable the effective implementation and visibility of ongoing and new projects/programmes.

  2. Set up an intensive vocational training programme and on the job training activities with registered counterparts primarily targeting youth and vulnerable populations.

  3. Organize small business up training sessions and administer small business grants to qualified recipients.

  4. Assist in the development and implementation of strategies to mitigate and prevent violence, including through the promotion of conducive environments for dialogue and conflict resolution.

  5. Ensure that project/programme implementation adopts a resilience perspective; ensure that implementation is guided by Do No Harm’ principles.

  6. Provide support and assistance for the timely stup of the various phases or components of the project/programme. Identify community mobilizers; provide advice, training, and management for the overall community mobilizers in regard to community outreach, accountability to affected populations and other relevant project/programme methodology.

  7. Provide support as needed for all project/programme implementation in the area of responsibility; organize and oversee community participation in specific aspects related to project implementation.

  8. Monitor the progress of the implementation against set project/programme objectives, identify and flag operational constraints and emerging risks in the implementation; in coordination with the Programme Manager, carry out mitigation measures and corrective actions; support evaluation of project impact and effectiveness, if required; facilitate donor visits to project sites.

  9. Prepare regular project/programme reports in a timely manner.

  10. Monitor and evaluate specific aspects of project/programme in line with donor specifications;

ensure compliance of the implementation with IOM and specific rules and regulations.

  1. Report on noteworthy incidences (i.e. a cattle raids, clashes, population movement and displacement, etc.) as well as monitor how local and national conflict dynamics may affect the following:

• opportunities to promote connection and cohesion and lessen division and grievance;

• the ability of the project to achieve its expected results;

• reach to intended beneficiaries, both individuals and organizations/institutions;

• facilitation of partner staff access and security in the area;

• monitoring and project/programme oversight.

  1. Identify and document significant project/programme events, decisions, problems, or deviations and present regular reports to the Programme Manager.

  2. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Masters degree in Social Sciences or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Field experience in project implementation in post conflict or transitional situations;

• Project implementation and supervision experience at the field level required;

• Experience in coordinating with other programme units and establishing and maintaining effective working relations with beneficiary communities, government counterparts, UN agencies and governmental organizations;

• Experience working with National NGO partners to build their capacity to influence the development of civil society in South Sudan;

• Prior experience in transition, stabilization and recovery programming;

• Previous related experience in South Sudan field operations is an advantage;

• Knowledge and experience of UNDSS procedures is an advantage.

Languages

Fluency in English is required. Working knowledge of Arabic is an advantage.

South Sudan: Rapid assessment of infrastructure of primary health care facilities in South Sudan

CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Somalia, South Sudan and Uganda, specialized in health-related projects’ implementation, either in humanitarian and development contexts.

1.BACKGROUND

The Health Sector in conjunction with Sudans’ Federal Ministry of Health (FMoH) and humanitarian actors have identified 3.9 million people to be in need of health services, 53% of whom are children. This includes 57% IDPs, 31% refugees, 9% residents and 3% returnees. The sector strategy aims to improve access to essential health services for crisis-affected people. This will be achieved by improving primary healthcare services including maternal and child healthcare, ensuring adequate and equitable access to clinical and public health interventions and improving referral systems in high priority localities. These services are currently provided through existing health facilities or where health units do not exist or are insufficient, through mobile clinics, particularly for newly displaced communities. Health services research and health care management have frequently focused on the role of supplies and personnel for the quantity and quality of health care services. It is obvious that qualified and motivated personnel are crucial for preventive and curative medical services, and vaccines as well as drugs are of utmost importance for the health of people. However, the role of health care facility infrastructure as a major component of a health care system must not be underestimated. The term ‘infrastructure’ is used in manifold ways to describe the structural elements of systems. In the context of a health care system and in reference to health care facilities, we defined “facility infrastructure” as the total of all physical, technical and organizational components or assets that are prerequisites for the delivery of health care services. It can be seen as a major component of the structural quality of a health care system. Besides, professional management is required to safeguard the functionality of all components. For instance, maintenance of infrastructure frequently constitutes a problem in resource poor countries. It is frequently neglected due to lack of funds, availability of spare parts, poor training or little availability of maintenance personnel and a culture disregarding maintenance. Consequently, the condition of assets is often rather poor and contributes to the low structural quality of health care services. This calls for a higher managerial awareness of infrastructure.

2.SCOPE OF THE SERVICE

2.1 Purpose and Objectivesof the rapid assessment

The purpose of conducting a Health Facilities (HFs) assessment, which consists of all different engineering components, is to identify problems and deficiencies that are currently limiting the provision of health services at both primary (Primary Health Care Centers, PHCC) and secondary (County Hospitals) levels of the Health system. Then, based on an analysis of the findings a prioritized set of recommendations are to be made consistent with current MOH standards and guidelines (Basic Package for Health Services Delivery) for the safe delivery of primary and secondary healthcare services.

The main objectives of conducting HFs assessments are to:

• assess the condition and the status of the hospitals, PHCC and compound buildings and infrastructure;

• estimate if the HFs are over- or under-utilized;

• determine if the utilities and sanitation system are functioning and adequate for the needs of the HFs;

• ensure the availability of adequate space and facilities for primary and secondary healthcare services;

• assess if patient care is compromised by space limitations, inappropriate use of existing space and/or a combination of the two;

· advice on the best approach to designing and building hospitals and PHCC.

2.1.1Geographical area to be covered

All CCM Hospitals and Primary Health Care Centers in South Sudan:

  • Madre Teresa Hospital in Turalei, in Twic County;
  • Tonj Civi Hospital in Tonj South, Tonj County;
  • Marial Lou Hospital in Tonj North County;
  • 2 PHCC and 3 PHCU in Awerial County;
  • 3 PHCC and 9 PHCU in Tonj East County;
  • 2 PHCC and 5 PHCU in Yirol East County;
  • 1 PHCC and 8 PHCU in Tonj South County;

2.2 Specific Tasks of the assessment

Specific tasks to be completed at the Hospitals and HFs include:

  1. Determine the physical (structural) condition of the buildings;

  2. Determine the condition of the water and waste water networks, water storage capacity and reservoirs, septic tank(s), dry pit latrines, toilets, sluices and any other sanitary systems;

  3. Check the space used for storage of drugs, consumable commodities and equipment;

  4. Check the waste management system;

  5. Check the status and load of the electrical distribution system;

  6. In close coordination with the health technical staff, assess how easy (or difficult) it is for patients to access health services, especially HIV/AIDS and TB, and the potential for cross contamination – mixing healthy clients seeking preventive services (e.g., immunization services or family planning) with infectious patients (e.g., untreated TB);

  7. In close coordination with the health technical staff, determine the location and assess the condition of space used for treatment of chronic diseases, including HIV/AIDS and TB;

  8. In close coordination with the health technical staff, determine the location and assess the condition of space used for maternity care (labor, delivery and immediate postpartum) services in support of prevention of mother-to-child transmission (PMTCT) of HIV;

  9. In close coordination with the health technical staff, review hygiene practices (e.g., water taps and sinks for handwashing) in examination and treatment rooms (e.g., labor and delivery area) and environmental health control measures (e.g., is there adequate cross ventilation in examination and treatment rooms, especially those used by HIV/AIDS and TB patients);

  10. Collect and prioritize the findings in order to link identified problems and deficiencies to potential solutions;

  11. Develop a set of preliminary recommendations consistent with resources available for renovation/reconstruction of the HFs.

2.3Reporting Line

The consultant will report to the CCM Country Representative for strategic coordination. He/she will work in close collaboration with the CCM Logistic Coordinator in Juba, as well as the CCM staff members of all county bases for inputs into the development of the engineering assessment.

2.4 Expected outputs of the assessment:

The major outputs of the HFs assessment visits are preparation of two reports:

1. Health Facilities Assessment Site Visit Report. This short report should be prepared as soon as possible after the HF assessment has been conducted. This report should be based, in part, on the interview with the HF in-charge, or designated representative. It should summarize the problems or issues the HF in-charge considers important, the main observations by the team, the preliminary set of recommendations and, most importantly, response to the feedback (debriefing) provided by the assessment team leader prior to departing the HF. In particular, it is important to note in this report:

• if the HF has access to other funds that may be combined with existing funds;

• what in-kind contributions the HF and/or the county health department is prepared to make (e.g., help in moving furnishings and other items as part of improving space use, cleaning up the HF or removing/relocating damaged or non-repairable equipment); and

• does the HF accept the findings and preliminary recommendations, especially with regards to changing the location of various HF activities and functions to improve patient and staff flow patterns and to make the HF environment safer for patients, staff and healthy clients?

2. Health Facilities Assessment Report. This report should include the following:

a. HFs Compound Drawings. A detailed CAD of the entire facility “as built” should be developed that includes the name of each building and use of each room/area/space. In addition, a second set of CADs should be developed that identifies proposed clinical (patient and staff) flow changes, priority renovation activities and potential areas for expansion (new

constructions).

b. Damage Take-Off sheets. A full set of take-off sheets should be provided that support the drawings and calculations for each room/building. This data is used in developing the HF renovation BOQ.

c. HF Renovation BOQ. A full BOQ should be produced that quantifies all identified requirements, including any changes in space use, additional space (if required), upgrades/repairs to utility networks, maintenance works and other improvements. (The cost estimate should be based on construction prices for Juba with a regional factor applied depending on the HF location.)

2.5Project management

2.5.1Responsible body

The person responsible for managing the contract will be CCM Country Representative in South Sudan.

2.5.2Facilitiesto be provided by the Contracting Authority and/or other parties

The Contracting authority will be responsible for the organisation of the consultant mission, once in South Sudan and will facilitate his/her entry in the country. CCM will organise internal flights and road transport, will take care of consultant accommodation and food for the days of field visit. International flights and any another expense not mentioned in this article will not be at Contracting Authority’s charge or responsibility.

3LOGISTICS AND TIMING

3.4Location

The service would be on a consultancy basis and may require some activities to be conducted from distance. Visit to all field bases for engineering assessment should be conducted in South Sudan.

3.5Commencement date & Period of implementation of tasks

The intended commencement date is 1st of June 2016 and the period of implementation of the contract will be 3 months from this date.

4REQUIREMENTS

4.4Personnel

4.4.1Key experts

The required profile to participate to the tender include the following:

  • Proved relevant and extensive experience with a focus on engineering assessment.

  • Relevant qualifications and training attendance on civil engineering and/or architecture.

  • The consultant must have a clear understanding of NGOs policies and procedures with at least 3 years of relevant and progressive engineering and management experience.

  • Minimum 5 years field experience in emergency countries is a requirement. Proven supervisory and leadership capabilities required.

  • Demonstrated ability to produce clear, succinct policy and communication material.

  • Excellent written and oral communication skills in English required.

  • Very good communication skills.

  • Ability to work independently and respond to feedback in a timely and professional manner.

  • Excellent organizational skills, attention to detail, and ability to contribute to a team.

  • Previous knowledge of the South Sudanese context will be an asset.

Consultants can work individually or in a team.

4.5Office accommodation

Office accommodation for each expert working on the contract will be provided by CCM.

4.6Facilities to be provided by the Consultant

The Consultant shall ensure that experts are adequately supported and equipped. In particular it shall ensure that there is sufficient administrative, secretarial and interpreting provision to enable experts to concentrate on their primary responsibilities. It must also transfer funds as necessary to support its activities under the contract and to ensure that its employees are paid regularly and in a timely fashion.

The consultant is required to have his/her laptop, internet connection, training equipment and provide for his international travel to South Sudan.

5REPORTS

5.4Reporting requirements

The consultant will submit the following reports in English in one signed copy:

Draft final report of maximum 25 pages (main text, excluding annexes). This report shall be submitted no later than 2 weeks after the end of the period of implementation of tasks.

Final report with the same specifications as the draft final report, incorporating any comments received from the concerned parties on the draft report. The final report shall be provided by the latest 7 days after the reception of the comments on the draft final report as per inputs indicated in points 2.2 and 2.4. The final report must be provided along with the corresponding invoice.

5.5Submission & approval of reports

The report referred to above must be submitted to the person indicated in point 2.5.1 who is responsible for approving the reports.

6MONITORING AND EVALUATION

The Consultant is requested to provide the work plan set in order to meet the deadline described in points 3.5 and 5.

South Sudan: Security Assessment, Planning and Staff Training in South Sudan

CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Somalia, South Sudan and Uganda, specialized in health-related projects’ implementation, either in humanitarian and development contexts.

1. BACKGROUND INFORMATION

Since the outbreak of violence on 15 December 2013, the conflict in South Sudan has devastated the lives of millions of people. Well over one million people have been forced to flee their homes, a number that continues to rise. Approximately 950,000 people are displaced within South Sudan, and a further 290,000 have fled to neighbouring countries. About 80,000 displaced people are living in “protection sites” in the United Nations Mission in South Sudan (UNMISS) bases, where there are serious health and security concerns. Many other internally displaced persons are sheltering in remote areas with little or no access to clean water, food or humanitarian assistance.

Obstructions to the movement and activities of humanitarian agencies and violence against humanitarian personnel and assets by the parties to the conflict have led to extreme difficulties in providing aid and assistance to displaced communities. The rains is to begin shortly and will soon render many roads impassable, cutting off civilian populations from life-saving help. The already dire humanitarian situation risks becoming a crisis.

CCM is operating in South Sudan since 1984 supporting the Health System Development and promoting health among local communities. CCM is currently working in 5 Counties, employing about 50 expatriates and 500 South Sudanese staff.

The above-mentioned political, financial and economic crises have further contributed to the increasing of crime episodes (both in Juba and in the rural areas) and CCM has indeed been the target of several attacks, with serious consequences for assets and employees.

Security threats can be a major obstacle to CCM achieving its goals and, if not dealt with properly, can result in major losses for the organization, including the death of staff. In many areas where CCM works, if security risks are not managed, CCM would not be able to implement programmes. Effective management of safety and security is crucial to CCMs objective of ensuring consistent support to Ministry of Health in achieving planned country program results for South Sudanese population.

In November 2015, CCM Board of Directors have approved the organisation of a Security Policy, which indicates the need of the elaboration of Country Security Plans, prioritizing countries that are considered at higher level of insecurity and the training of staff on security behaviours and Standard Operation Procedures.

2. SCOPE OF THE SERVICE

2.1. General

2.1.1. Description of the assignment

The objective of the service is to assess current practices implemented by CCM regarding safety and security to support CCM in adopting effective security measures to reduce its vulnerability and to prevent and better manage insecurity events.

The assignment includes the following areas of work:

  • risk assessment on the general situation of the country and of the assets of CCM bases in Juba and county offices;
  • development of a Security Plan and definition of SOPs;
  • training of key staff.

2.1.2. Geographical area to be covered

CCM locations/bases/areas in South Sudan:

  • Tongping area, Juba;
  • Turalei in Twic County;
  • Tonj South County;
  • Tonj East, Marial Lou in Tonj North County (Warrap State);
  • Mingkaman in Awerial County;
  • and Adior in Yirol East County.

2.1.3. Target groups

All CCM staff, excluding health care workers under the supervision of CHDs.

A particular attention should be given to:

CCM staff in management positions

CCM staff dedicated to logistics

CCM drivers and guards

2.1.4Reporting Line

The consultant will report to the CCM Country Representative for strategic coordination. He/she will work in close collaboration with the CCM Logistic Coordinator in Juba, as well as the CCM staff members of all county bases for inputs into the development of the Security Plan and SOPs.

2.2. Expected Results and Specific activities

The main expected results are:

  1. Review current CCM security policies and related documents.
  2. Development of the CCM Security Plan and SOPs to include documentation and sharing of information with staff members.
  3. Ensure full understanding for all CCM Staff Member (at all levels in Juba and County bases) of CCM policies and procedures with respect to Security Risk Management.

CCM is requiring the consultant to conduct the following activities:

  1. Risk Assessment

  2. Analysis of relevant documents on South Sudan situation

  3. Revision of CCM relevant documents (CCM Security Policy; Vision and Mission; Strategic Plan; Organigram and HR Policy)

  4. Interview of CCM key staff from distance or in person(CCM International Programs Coordinator; Desk Officer; Administrative Desk Officer; Country Representative; CCM Country logistician)

  5. Visit to all field bases and interviews with relevant staff

  6. Elaboration of a Risk Assessment document and suggested plan of action

  7. Development of Country Security Plan and SOPs:

2.3. Project management

2.3.1. Responsible body

The person responsible for managing the contract will be CCM Country Representative in South Sudan.

2.3.2. Facilities to be provided by the Contracting Authority and/or other parties

The Contracting authority will be responsible for the organisation of the consultant mission, once in South Sudan and will facilitate his/her entry in the country. CCM will organise internal flights and road transport, will take care of consultant accommodation and food for the days of field visit. CCM will also be in charge of the organisation of training session (caring for the venues and movement of staff), unless offered differently by the consultant. International flights and any another expense not mentioned in this article will not be at Contracting Authority’s charge or responsibility.

3. LOGISTICS AND TIMING

3.1. Location

The service would be on a consultancy basis and may require some activities to be conducted from distance. Visit to all field bases for risk assessment and training should be conducted in South Sudan.

3.2. Commencement date & Period of implementation of tasks

The intended commencement date is 1st of June 2016 and the period of implementation of the contract will be 3 months from this date.

4. REQUIREMENTS

4.1. Personnel

4.1.1. Key experts

The required profile to participate to the tender include the following:

  • Proved relevant and extensive experience with a focus on security risk management (risk assessment, development of security plan and measures, training of staff).

  • Relevant qualifications and training attendance on security risk management.

  • The consultant must have a clear understanding of NGOs security policies and procedures with at least 3 years of relevant and progressive security, risk, and crisis management experience, both national and international providing security-related services.

  • Minimum 5 years field experience in emergency countries is a requirement. Proven supervisory and leadership capabilities required.

  • Demonstrated ability to produce clear, succinct policy and communication material

  • Excellent written and oral communication skills in English required.

  • Very good communication and training skills.

  • Ability to work independently and respond to feedback in a timely and professional manner.

  • Excellent organizational skills, attention to detail, and ability to contribute to a team.

  • Previous knowledge of the South Sudanese context will be an asset.

Consultants can work individually or in a team.

4.2. Office accommodation

Office accommodation for each expert working on the contract will be provided by CCM.

4.3. Facilities to be provided by the Consultant

The Consultant shall ensure that experts are adequately supported and equipped. In particular it shall ensure that there is sufficient administrative, secretarial and interpreting provision to enable experts to concentrate on their primary responsibilities. It must also transfer funds as necessary to support its activities under the contract and to ensure that its employees are paid regularly and in a timely fashion.

The consultant is required to have his/her laptop, internet connection, training equipment and provide for his international travel to South Sudan.

5. REPORTS

5.1. Reporting requirements

The consultant will submit the following reports in English in one signed copy:

Draft final report of maximum 10 pages (main text, excluding annexes). This report shall be submitted no later than 2 weeks after the end of the period of implementation of tasks.

Final report with the same specifications as the draft final report, incorporating any comments received from the concerned parties on the draft report. The final report shall be provided by the latest 7 days after the reception of the comments on the draft final report. The report shall contain a sufficiently detailed description of the different options to permit an informed decision on further measures to improve CCM security in South Sudan. The detailed analyses, which underlie the mission's recommendations, the Security Plan, SOPs and training material will be presented in annexes to the main report. The final report must be provided along with the corresponding invoice.

5.2. Submission & approval of reports

The report referred to above must be submitted to the person indicated in point 2.3.1 who is responsible for approving the reports.

6. MONITORING AND EVALUATION

The Consultant is requested to provide the work plan set in order to meet the deadline described in points 3.2 and 5.

Background

The Resident Coordinator’s Office supports the United Nations Country Team (UNCT) in South Sudan led by the Resident Coordinator, who is also the Deputy Special Representative of the Secretary General and the Humanitarian Coordinator as well as the Resident Representative of UNDP. The UNCT includes 15 UN agencies that are represented in South Sudan as well as additional non-resident agencies and other members, and it works closely with the UN peacekeeping mission in South Sudan, UNMISS, as well as with the Humanitarian Country Team that includes humanitarian organizations within and outside the UN family.

The UNCT started implementing the Interim Cooperation Framework (ICF) in January 2016. This plan is assisting the country team in supporting South Sudan as the country emerges from a civil conflict. Within this framework, joint efforts to strengthen common communication will be one of the UNCT’s priority areas. There is an interest in strengthening outreach of the UNCT and its members to press and media, and in particular to the South Sudanese population and development stakeholders via local media, including radio, newspapers, TV and internet.

In order to achieve a joint voice, the Office of the Resident Coordinator through a consultant, developed a communications strategy. The communications Specialist will work under the supervision and leadership of the RC/HC, and in close coordination with UNDP communications team and United Nations Communications Group, which brings together all agency communications focal points.

About the role

The purpose of the Communications role is to ensure that United Nations Country Team (UNCT) achieve their objective of communicating as “one voice” with all their stakeholders. The position will implement the recently developed communications strategy, raise the country team’s profile among both national and international media, support UNCG co-chairs in implementing their work plan and also build the capacity of their members.

Duties and Responsibilities

For the implementation of an ECHO funded project in South Sudan, FCA is looking for an experienced Project Manager (PM), fully acquainted with the procedures of ECHO. The position is based in Juba with frequent field trips to Fangak County.

The Project Manager will be in charge of coordinating the implementation of the project activities. In particular her/his main tasks and responsibilities will:

• Ensure coordination in Fangak and Juba, with respective clusters and all other local and international actors, including implementing partners; this includes: implementation of the MoU signed with the National Partner stating roles tasks and responsibilities of both parties; Managing the day to day relationship with the local partner in compliance with the agreed MoU
• Providing the National Partner with the narrative, financial and Experts’ reports before sending them to the donor;
• Security and Coordination. The PM will attend coordination meetings with clusters and INGOs respectively and, define security rules for project staff (local and expat) in accordance with the security recommendation provided by the National Partner, Country Manager and cluster Security Advises;
• Prepare detailed planning and reporting of ECHO activities;
• Coordinate administrative and financial matters related to ECHO activities with the team in Juba;
• Manage the operations addressing any controversial issue that may arise during the implementation of the project;
• Represent FCA in all matters regarding DG ECHO and manage donor relations around the project in cooperation with the Country Manager including undertaking discussions and negotiations with ECHO;
• Undertake frequent monitoring and evaluation visits to the project area. Report on any unmet needs and gaps and take corrective action upon them;
• Ensure that all DG ECHO guidelines and regulations are adhered to;
• Ensure capacity building, coaching and mentoring of partners and team members.
• Should contribute in developing the follow up proposal/s to DG ECHO.
• Comply with FCA policies and practice with respect to Child protection and other relevant policies and guidelines;

Competence and Personal Requirements:

• The ideal candidate holds a university degree in development studies or related field, or equivalent work experience in the same field;
• Minimum 3 years demonstrated experience in project management at senior level, of which at least one successful assignment in a hardship emergency context;
• Experience in managing ECHO projects, and cash based programmes is an asset;
• Significant experience in education, child protection, public awareness, humanitarian affairs, and human rights;
• Detailed knowledge and understanding of right-based-approach and international child protection standards;
• Past experience with participatory approaches to education, emergency preparedness, crisis/emergency relief management, needs assessments, DRR or other related area.

In 2012, ACTED has undertaken an expansion of activities in South Sudan. A Juba level coordination office was opened in 2011, and in 2012 the capital office has expanded to provide additional support to our field offices that opened in Bentiu, Unity State, and Malakal, Upper Nile State. The rapidly changing situation in South Sudan over the past months has led ACTED to up-scale its emergency response capacities, while also continuing to provide basic services in the traditional areas of intervention.
Since January 2012, ACTED has been providing refugee and IDP assistance in Unity and Upper Nile states. In Maban County, this assistance has focused on the life-saving assistance to refugees from Blue Nile State, Sudan. ACTED as camp manager for Jamam refugee camp has strived to provide the basic needs for the population including shelter, waste management, livelihoods, and construction of community infrastructures.
Additionally, ACTED has responded to the new refugee influx in May with the provision of shelter and emergency latrines at transit sites while providing transportation assistance to refugees relocating to permanent settlements. In Unity state, ACTED has focused on the provision of livelihoods assistance to refugees in Nyeel and Pariang refugee camps.
ACTED also continues to build on its traditional areas of intervention, focusing on food security and livelihoods in Western Bahr el Ghazal and Warrap, and water, sanitation and hygiene in both states as well. Tonj North in Warrap was also a new area for ACTED where a Community Led Total Sanitation (CLTS) project is being implemented in the underserved area. All of these interventions continue to provide both basic and live-saving assistance to vulnerable populations throughout South Sudan.

III. Position Profile

Main responsibilities:

o Establish and ensure a transparent system of management including the coordination of services and other activities.
o Supervise the mobilization and the participation of the population allocated in the management system of the camp, with a focus on the insertion of the women
o Supervise the maintenance of the infrastructure of the camp.
o Set up an information management system in the camp, including the collection and the supply of data and the transparent sharing of the information.
o Follow-up the supply of services in all the sectors of the camp according to the agreed directives, the standards and indicators.
o Identify the gaps, estimate and analyze the needs of the camp to avoid the duplication of services and gaps in the help and the protection of the displaced population.

Specific responsibilities:

o Set up committees of camp in all the sectors, and make sure that equal access is made for men/women, boys/girls.
o Follow-up and ensure that the committees of camps act and behave according to the agreed Code of conduct.
o Favor the self-sufficiency of the population of the camp and the empowerment in decision-making in the camp management.
o Organize and execute, and\or oversee the follow-up of the recording of the population of the camp; update the data of the population of the camp.
o Make the link between the various communities and the groups living in the camp and favor a peaceful coexistence.
o Protect the interests of the population of the camp towards the authorities of the camp, the service providers and the stakeholders.
o Ensure liaison between the population of the camp and the service providers and the stakeholders
o Ensure liaison between the national / local authorities, the state institutions, the civil society and the other relevant stakeholders. Ensure the effective coordination and the information exchange with them.
o Supply services needed in the technical sectors, if necessary.

Secondary responsibilities:

o Implement a system to record and collect data
o Design a progressive withdrawal of the camp and a strategy of closure from the beginning of the existence of the camp.
o Evaluate the environmental impact of the camp and the hosting community: assess the negative impacts on environment as well as activities that could prevent or reduce such impacts.
o All the main technical skills / requirements relative to the management of the camp

Norwegian Refugee Council and Danish Refugee Council seek a Livelihoods Technical Coordinator for the Livelihoods, Vulnerability, and Resilience Program (LVRP), an upcoming USAID-funded project working in conflict-affected areas with stressed and crisis levels of food insecurity in South Sudan.

Who are we?

The Danish Refugee Council has been working in Sudan since 2004 and was subsequently present in South Sudan when it gained independence in 2011. DRC South Sudan programme's current focus is on supporting forcibly displaced and conflict-affected people, including refugees, internally displaced persons (IDPs) and returnees, to access their rights in a safe and secure environment. Currently DRC is operational in Unity and Upper Nile States. Currently the South Sudan Programme works in 5 field locations and expects to be a roughly $30m+ programme in 2016, working in the sectors of Camp Coordination and Camp Management, Protection, Shelter/NFI, and Food Security and Livelihoods.

Job overall objective

The Livelihoods Technical Coordinator will be responsible for livelihoods, agriculture and/or markets programming, the technical coordinator will provide technical leadership, coordinate with implementation staff and consortium members. S/he will set the direction, provide technical expertise, and supervise implementation of livelihood activities. The Livelihoods Technical Coordinator has a key role in ensuring program quality, reporting and consortium coordination and will under the line management of the Chief of Party.

Job specific objectives

  • Provide leadership, management, and clear technical direction of program
  • Lead, coordinate and supervise all agriculture, markets and other livelihoods program activities. This includes providing technical direction, developing work plans, monitoring implementation and impact, ensuring that program deliverables are completed, supervising implementation staff and managing program budget

STAKES OF THE POST

Based in Juba, the Project Manager, under the supervision of Operational Coordinator, will ensure the efficient management of the project “Multi-stakeholder approach to an inclusive and equal society in SouthSudan”.The Transitional Constitution of South Sudan, provides equality of rights to all citizens. A first National Disability and Inclusion Policy of South Sudan has been approved by the Government in 2015-16. The document provides a sound direction for all stakeholders on how to overcome multiple barriers at policy, service, community and governance levels towards an inclusive South Sudan. The aim of the policy is to contribute to a development of South Sudan, where all, men and women, boys and girls with different disabilities can take part in the further development and reconstruction of the country.

This project is to support  the efforts in disability inclusion within the different systems of 3 states by supporting the dissemination of the Disability and Inclusion principles agreed with south Sudanese actors. A main focus rests on developing the capacities of stakeholders to mainstream disability in their development efforts according to the main orientations promoted by HI with the local actors.

 

Total duration of the project is 36 months and started in March 2014 with a total budget of 1,200,000 Euro and funded by the European Commission (75%) and Handicap International’s own funds (25%).

 

The project is being implemented in Juba-Central Equatoria State, Torit-Eastern Equatoria and Bor-Jonglei States in close collaboration with three Disable People Organizations and four Self Help Groups with a flexibility according to emergencies.

 

 

OBJECTIVES OF THE POST

 

Under the direct responsibility of the Operational Coordinator, and in close coordination with rest of the HI team, relevant technical advisers, the Project Manager will

-          Ensure implementation of the strategy of intervention of the project and related operational modalities and tools implementing activities and achievements of the result and indicators as indicated in the project proposal and logical framework;

-          Effectively manage the team under his/her responsibility through regular meetings, coaching and development of individual action plan;

-          Ensure implementation of all activities following quality and technical standard and if necessary, proposes adjustment or improvements to meet the objectives;

-          In coordination with the support service department, ensure correct follow-up of the finance, administrative and logistic aspects of the project, monitor the project budget and to follow up the expenses;

-          Regularly report on project activities (statistic, review monthly achievements etc.) as requested by the Operational Coordinator, the Program Director and the Technical Advisor.

 

Responsibility 1: He/she is responsible of the effective implementation of the project on a result-based approach.

-          In coordination with project team and partner organizations, project manager develop, review and update of  project action plan and the M&E system;

-          Ensure proper planning and implementation of the project activities to achieve results timely and in quality in gender, age and disability sensitive manner;

-          Review and follow-up of capacity building plan for partners organizations and organize capacity building events for all partners and monitor the progress of capacity building initiatives;

-          In coordination with HI’s support service department coordinators/managers, and the partners’ office, efficiently and effectively manage the project’s procurement, budget and finances;

-          Mentor, coach, supervise and arrange further learning for HI staff and partner staff to achieve the project objectives;

-          Facilitate the establishment and maintenance of effective, smooth, result based and respectful collaborations and project agreements   with  project partners about all  implementation and monitoring of project activities;

-          Facilitate participatory project evaluation and support missions, and implement the recommendations/findings in form of lessons learned and best practices;

-          Ensure good work relationships with local authorities, be proactive to arrange regular  information exchange;

-          Contribute to the data collection and analytical framework set up for developing and/or monitoring the strategy.

 

Responsibility 2: He/ she is responsible of the good management of the project team

-          Prepare job descriptions and validate recruitment of project team members;

-          Prepare Individual Action Plans of each project staff member for reaching defined goals and evaluate the same;

-          Train the team, if necessary, on the methods, technical aspects useful for the project implementation;

-          Establish mechanism for distance management of project team those are based in different locations/states;

-          Plan, prepare and organize regular team meetings;

-          Ensure strict application and respect of the Internal Rules and Regulation by her/his related staff taking into account the specific context of the South Sudan mission (security, social life, leaves, etc.).

 

Responsibility 3: He/she is responsible of the technical quality of the project and the documentation of experiences and good practices

In collaboration with HI technical advisors:

-          Develop and manage a realistic, gender, disability-sensitive, and context-specific  technical framework;

-          Ensure project’s outputs are consistent with the log-frame and that they are of high quality;

-          Identify technical resources or skills that can support achieving good quality results;

-          Ensure results and methods of the project are represented in sectoral working/cluster groups;

-          Identify issues and thematic for documentation, sharing and innovation in collaboration with partners;

-          Define methods and necessary tools to  document good practices / lessons learned generated during project implementation;

-          Collect and analyse all necessary M&E data  and monitor indicators;

-          Share, and engage partners on achieving, communicating and monitoring results.

-          Timely finalize of all publications based on project plan and ensure proper validation from technical advisors.

 

Responsibility 4: He/she is responsible for reporting updates and progress of activities:

-          Write activity reports and donor reports;

-          Facilitate regular reporting on your activities to the Operational Coordinator upon his/her solicitation (coordination meeting, workshop meeting, etc.);

Kenya: Training Specialist, Emergency New-born Care, South Sudan and Kenya

General Background of Project or Assignment:

UNHCR aims to enable refugees to maximise their health status by supporting them in having equal access to quality primary, emergency and referral health services as nationals. The different settings of UNHCR’s operation however pose challenges due to the wide variety of health care systems, financing of health care and the disease patterns and burdens, in each region, country and even sub-region within a country.

Neonatal deaths, defined as any death that occurs in the first 28 days of life, currently account for approximately 44 per cent of all deaths of children under five years of age in low- and middle- income countries. Approximately three-quarters of these deaths are early neonatal deaths that occur during the first week of life, including 36 per cent that occur within the first 24 hours after birth.

As part of UNHCR’s efforts to develop strategies to improve newborn health and health services, a New-born Health Care baseline assessment has been undertaken in South Sudan, Jordan and Kenya.

The baseline assessment has established targeted new born care interventions necessary to save newborn lives in refugee settings in the refugee. The primary output is rolling out the establishment of a comprehensive newborn care package in line with UNHCR operational guidance on improving newborn care in refugee settings. Furthermore, the assessment has also identified a package of trainings aiming building up technical capacities of delivery and new-born health care service providers, as well as to improve home visits from the Community Health Workers to promote the health, growth and development of infants.

To this regard UNHCR plans to conduct training courses to improve the technical capacity of health delivery and new-born care providers, to enable them manage women with various pregnancy-related risks and complications at different levels of service provision and to manage routine and emergency situations in childbirth and postnatal period through the provision of EmOC training course as well as training in Essential News-born Care. The training will be a combination of comprehensive training and low dose high frequency training approach with special emphasis to kangaroo mother care and thermal care, and essential new-born practices at birth, promoting delayed umbilical cord clamping, anti-septic eye treatment, provision of vitamin K, promotion of early initiation of exclusive breastfeeding.

In addition, Community Health Workers and/or Safe motherhood promoters need to strengthen their capacity to provide home visits for antenatal women and newborns, using a structured program of training, home visit content, and coordination with health facilities.

These training will be conducted in targeted refugee camps in Maban, South Sudan, and Dadaab, Kenya.

10. Purpose of Assignment:

Based on the new-born health care assessment, three training courses should be designed and delivered, with the aim of strengthening the capacity of the delivery and new-born health care providers to improve maternal and new-bron care services and increase the effectiveness of their activities; and the activities of the Community Health Workers and/or Motherhood promoters. The three modules to be delivered are: (1) EmONC training course; (2) the Essential News-born Care; and 3) Caring for the Newborn at home.

  1. To conduct capacity building training courses on motherhood (EmONC) and new born care (**ENC**) to health care service providers in the selected refugee camps in South Sudan and Kenya. Main focus will be in essential low cost high impact new-born care practices, including proper cord care, thermal care, initiation of breathing and resuscitation, early initiation and exclusive breastfeeding, kangaroo mother care, eye care and post-natal mother and new-born care visits.

  2. To conduct short capacity building training courses on “**Caring for the Newborn at Home”** to community health workers (CHWs) and/or Motherhood Promoters to conduct home visits in the antenatal period and the first weeks after the baby is born.

The overall goal of training health care providers is to contribute to the reduction of new-born mortality and morbidity. The purpose is to improve best practices and health service delivery in Essential New-born health Care.

The consultant will ensure:

  • The training tools, presentations and excercises are appropriately developed in English.

  • The tools for the training are conform to UNHCR operational guidelines to improve new-born care in refugee operations.

  • The co-ordination of the training methods and sessions is ensured together with Health authorities, UNHCR field team and implementing partners.

  • The participants are fully briefed on the procedures to follow before attending the training.

  • The participants selection will be done previously by the Implementing partners in cordination with UNHCR Public Health Officer.

  • A post-trainng report is compiled and written – submitted within the week following the training.

Work plan:

First round of training

  • 5th July to 11th August 2016: Development of training package; delivery of the EmONC/ENC training to service providers, and Home visit training to CHWs in Maban refugee camps, South Sudan and Dadaab refugee camps in Kenya.

Second round of training:

PURPOSE OF POSITION:

Provide oversight management of nutrition activities in 12 month emergency Water, Sanitation & Hygiene (WASH) and nutrition project. The Project Officer will have responsibility for day to day implementation of project activities to achieve results-based outputs and outcomes, management of project budget to ensure timely expenditure compliant with donor regulations, oversight of the project team including field staff and local partners, and focal point for liaison with key stakeholders including UNICEF, government and local authorities, relevant Clusters and other NGOs.

Project Management:

Provide leadership and coordination in the Response in the design, monitoring and evaluation of Response programs and projects. Support the Quality Assurance Manager in the development of high quality practices and ensure effective teams maximize the contribution of WVSS in supporting child well-being through improved capacity and consistent, unified approach to engaging program quality across WVSS.

KEY RESPONSIBILITIES:

Program Planning, Assessment and Design:
• Provide technical support to all Response assessments to prepare background information and data for design of programs/projects
• Participate in the development of Response program/project design documents, and development of concept papers and proposals.
• Play a technical leadership role in organizing and undertaking surveys to provide primary data (baseline, Evaluation, EPI coverage, Nutrition and KAP surveys) when required and as part of ongoing assessment of the impact of the sector program and ongoing sector needs.
• In consultation with the Resource Acquisition and Management and technical teams lead the development of Area Rehabilitation design documents and all project logical frameworks that prioritize needs established during assessments and secondary data analysis.
• Facilitate assessments and operational research for contextual understanding, identifying opportunities, vulnerabilities, capacities and resources, deciding feasibility and setting DME priorities at the Response level Co-ordinate timing, provide technical support for the design and follow-up of assessments through collaboration with technical and crosscutting teams – (i.e. when new programs are being considered, when community context is changing).
• Ensure proper documentation of the assessment process and outcomes.

Monitoring and Evaluation and Close out/Transition:
• Work with Response Program Development and Management Officer and Project Officers to ensure quality programming and adherence to minimum standards including World Vision International DME standards, values and principles, SPHERE and other sector standards and protocols as well as the mainstreaming of cross-cutting themes (Peacebuilding, Gender, Environment, Protection, Disability and Christian Commitments).
• Ensure effective monitoring and evaluation of program quality, using a variety of monitoring tools appropriate to program sectors, social sciences in general, management reviews, audit results, core WV values and policies, operational plans, and strategic documents.
• For assigned zone, develop a Monitoring and Evaluation (M&E) system, linked to the national office and WV partnership systems, consistent with the WV DME framework, as appropriate, that includes standards developed by multilateral & bilateral agencies & NGOs.
• Design, implement and periodically review the DME plan that ensures grant-funded programs comply with donor M&E requirements.
• Include in the overall DME plan, a periodic process for intentional learning and reflection from assessments, program progress monitoring etc. to improve program quality.
• Support Project Officers in the development of M&E tools for all projects.
• Oversee implementation of M&E systems through regular field monitoring visits and tracking of Key Performance Indicators at the Response level.
• Coordinate quarterly and annual county and Response program review meetings to facilitate dialogue and learning on project/program implementation.
• Conduct/Supervise mid-term reviews and internal evaluations and prepare reports in accordance with WV Partnership standards.
• Prepare terms of references and provide technical guidance for assigned internal and external project evaluations.
• Ensure evaluations that are useful for decision makers, and assist WV learning through a timely schedule based on the lifetime of the project that meets WV and donor requirements.
• Assist with the design of exit strategies, and monitor progress of project transition.

Reporting:
• Review semi-annual and annual management reports as well as donor reports to ensure compliance with recommended DME guidelines, formats and standards.
• Review the quarterly and annual Response reports and recommend for sharing with external stakeholders.
• Review as a final means of quality assurance all quarterly, annually, and final reports before submission to donors.
• Track reporting deadlines for active grants and ensure that all Project Officers submit the reports in a timely fashion to the Senior Program Development and Management Officer.

Technical Expertise:

South Sudan: VICTIM ASSISTANCE PROJECT MANAGER (South Sudanese nationals only)

STAKES OF THE POST

Funded initiatially by Dutch Ministry of Foreign Affairs (MOFA) the Victim Assistance project started in 2012. Subsequetly the project obtained additional financial support from the Ministry of Foreign Affairs of Luxembourg.
The first four years phase of the project aimed to support the national authorities in the implementation of the South Sudan National Mine Action Strategic Plan 2012-2016 and to increase the access to mainstream and specialized services at individual and community levels.
At macro level, the project supported South Sudan Mine Action Authorities to coordinate and implement activities (set-up of a centralized victim information database, baseline survey, support the ministries in the implementation of the strategic plan,set-up of a steering committee, etc) - These aspects were delayed due December 2013 crisis.
At micro level, the project was able to set-up a personalized social support service (PSS) for identification, referral and support to landmine/ERW survivors, their families and people with disabilities in the target areas and facilitated their access to social, rehabilitation and livelihood services.
The project will end in June 2016. However, the Ministry of Foreign Affairs Luxembourg provided a bridge funding from July 2016 to December 2017 to support provision of basic rehabilitation services at community level and enhancement of the capacities of local health institutions.
The project is being implemented in Yei municipality, Otogo and Mugwo payams of the Yei River County.

OBJECTIVES OF THE POST

Under the direct responsibility of the Operational Coordinator, and in close coordination with rest of the Handicap International (HI) team, relevant technical advisers, the Project Manager will:

  • Ensure implementation of the project strategy and related operational modalities and tools, achieving results and indicators as per project proposal and logical framework;
  • Effectively manage the team through regular meetings, coaching, development of individual action plan, and conducting regular performance appraisals;
  • Ensure effective and timely implementation of all activities following HI quality framework and technical standards, and if necessary, propose adjustment or improvements to meet the objectives;
  • In coordination with the support service department, ensure correct follow-up of the finance, administrative and logistic aspects of the project, regularly monitor the project budget, and follow up the expenses;
  • Regularly report on project activities (statistics, reviews, monthly achievements, etc.) as requested by the Operational Coordinator, the Program Director and the Technical Advisor.

Due to the environmental context and distance from Juba, the PM will also be involved in direct management and organisation of the base in Yei. In coordination with Juba support services, he/she will supervise / facilitate the daily functionning of the base with the team.
Responsibility 1: He/she is responsible of the effective implementation of the project with a result-based approach.

  • In coordination with Operational Coordinator, project team and partner organizations, develop and update project action plan and the monitoring and evaluation tool ;
  • Ensure proper planning and implementation of the project activities to achieve timely and quality results;
  • In coordination with Operational Coordinator and Technical Adviser, identify the most appropriate methodology to use in activity implementation;
  • Monitor project activities through regular field visits;
  • In coordination with HI’s Administrative coordinator, efficiently and effectively monitor and manage the project’s budget and finances;
  • Manage the achievement of results as per proposal, including mobilizing the necessary material and human resources;
  • Mentor, coach, supervise, and arrange further learning for HI staff and partner staff to achieve the project objectives;
  • Ensure good work relationships with local authorities; be proactive to arrange regular information exchange with local stakeholders;
  • Facilitate participatory project evaluation and support missions, and implement the recommendations/findings in form of lessons learned and best practices;

PURPOSE OF POSITION:

To coordinate and manage implementation of the Water, Sanitation & Hygiene (WASH) component on Japanese Platform (JPF), Tambura Western Equatoria. This will involve design and supervision of Dyke Protection works, Borehole drilling and equipping, Community led Waste Management initiatives, Construction of Basic Sanitation facilities and overseeing hygiene promotion activities within the project area in Western Equatoria Region, South Sudan.

KEY RESPONSIBILITIES:

Oversee and manage the Water Sanitation and Hygiene Project in a refugee camp as per JPF guidelines:
• Closely liaise with local community during implementation of the WASH Component as per project document requirement.
• Undertake capacity building of the various groups involved in this project, including Household Sanitation Committees, Water Committees, Community Hygiene Promoters, in aspects of Water Sanitation and Hygiene in an emergency humanitarian situation.
• Design, develop Bills of quantities for borehole drilling and supervise borehole drilling works using contracted drillers.
• Develop design plans, working drawings, technical specifications, bill of quantities as per approved standards by the Ministry of Water Resources and Irrigation and the Ministry of Physical Infrastructure for all construction works outlined on the project design for the said project, including emergency sanitation facilities.
• Prepare tender documents for purposes of soliciting bids/tenders from contractors for the said project.
• Design and supervise borehole drilling and equipping, including preparation of borehole logs as per requirement of the government line ministry technical guidelines.
• Design and supervise borehole rehabilitation and repair as per requirement of the government line ministry technical guidelines.
• Undertaking borehole water quality analysis using potable water quality kit, for new and rehabilitated borehole water sources using water quality technical guidelines approved by the government.
• Supervise and Monitor implementation of communal latrines, through liaison with relevant health sanitation committees/user community and the government ministry’s technical department as per project document.
• Liaise with World Vision South Sudan supply chain department in selection of contractors through cost effective ways.
• Coordinate and supervise implementation works including managing construction contracts.
• Supervise /manage drilling team, construction teams including labor contractors undertaking Drilling boreholes, rehabilitation boreholes rehabilitation and sanitation facilities as per set standards ensuring quality control.
• Under take water quality (microbial, physical and chemical) analysis against government and WHO set standards using portable laboratory water analysis kit.

Work Quality outputs and Budget Controls:
• Establish and oversee implementation of systems for efficiently controlling the quality of technical works; closely tracking works progress against payment and work plans, and controlling the quality of the final construction outputs as per donor and user community expectations.
• Ensure optimal use of financial resources in the project through timely requisitioning of all necessary supplies/contracts for project implementation.
• Manage construction budgets components to ensure appropriate and efficient use of resources in the project and area of operation.

Coordination with local community groups/ Government Departments/ Other stake holders:
• Coordinate and Mobilize community user groups, including formation of effective household based sanitation committees and water user management committees to within the locations.
• Coordinate community mobilization activities especially on emergency sanitation facility construction works with view to community groups participating in availing labor and locally available construction materials etc as required.
• Liaise with beneficiary community and local authorities in the selection of project sites as per requirement of the project design.
• Representing the organization and actively participating in the sector in JPF meetings to review progress, as well as attending state level WASH Cluster meetings.
• Coordinate day-to-day operation and financial management of the construction works in the field in accordance with the approved project work plan.

Assessment and Evaluation:
• Coordinate and participate in project startup/project closure workshops, baseline survey and end of Project Evaluation for the project as per project design and within the project implementation deadlines.

Reporting and Communication:
• Prepare project documentation including monthly project reports on implementation/ construction status, as per requirements of World Vision and using JPF guidelines.
• Liaise closely to WASH Sector Specialist and other relevant team members for review/further action.
• Liaison with Zonal Finance and Grants team in tracking WASH component project expenditure, reviewing financial reports, and addressing queries of related expenditure in timely manner.

KNOWLEDGE, SKILLS & ABILITIES:

• Degree in Civil Engineering from a recognized institution.
• Training of Trainers (TOT) skills in PHAST and CHAST methodologies as well as community-led sanitation (CLTS) approaches.
• At least 5 years experience and skills in supervision of infrastructural construction works using community groups/Cash for work arrangements and civil society groups and contractors.
• At 3 years ears experience Implementing Emergency WASH Program in a refugee or IDP settlement camp, including proven experience and skills in tactics of community mobilization and development.
• At least 3 years’ experience in supervision of construction/rehabilitation of Borehole Drilling and equipping/rehabilitation, basic Sanitation facilities in a rural and refugee/displaced community set up.
• Experience in coordination and supervision of sanitation and household refuse/waste management using community based approaches.
• Proven knowledge and experience in civil engineering construction contract management.
• Excellent coordination and networking skills including liaison with community groups and local government /Stakeholders.
• At least 3 years’ experience working for NGOs in insecure environment and in developing countries.
• Proven experience in administration, including financial management of community projects.
• Ability to work under difficult circumstances in remote locations with limited supervision and basic supplies.
• Must be able to maintain good interpersonal relations and have emotional intelligence.

Work Environment/Travel:
• Work environment: Field- Based Position.
• Travel: 5% domestic/international travels is required.
