Nonviolent Peaceforce (NP) is a dynamic international, non-governmental organization which works to reduce violence and protect civilians in situations of violent conflict and its aftermath, mostly through the deployment on the ground of multinational teams of civilians.

In South Sudan, NP has 10 field teams providing thematically focused protection programming in child protection, gender based violence protection and prevention, displacement (IDPs, refugees and returnees, inter-communal violence reduction and conflict early warning/early response). This young country programme is growing rapidly responding to the dynamic, high needs environment in South Sudan.

We are looking for and enthusiastic and experienced protection officers to implement community-based violence reduction and prevention programming in various locations in South Sudan, which experiences some of the highest level of intra- and inter-community violence in the country. You will be a person with a genuine commitment to working at the community level, someone who is skilled at building trusting relationships across differences, facilitating dialogue and engaging in nonviolent conflict resolution. You are someone who is not deterred by the complexity of conflict; you are able to analyze conflict dynamics; you are motivated and unendingly persistent in finding and implementing protection and prevention strategies. You will be responsible for working together with other international and national colleagues to directly implement the project and to participate in reporting and documentation. You are comfortable living and working in a remote, physically demanding environment, living full-time in a shared compound environment while enjoying a simple diet.

The successful candidate combines creativity, innovation and demonstrated knowledge of protection, conflict prevention and peacebuilding. S/he is experienced and skilled at converting protection, violence reduction and conflict analysis theory into practical, locally appropriate solutions that effectively increases safety and security of civilians affected by violent conflict. S/he has excellent interpersonal skills and flair for connecting and building trust with people from a wide variety of backgrounds. S/he is solutions focused, strategic and is driven by a keen interest and personal commitment to civilian protection.

MISSION

Solidarités International is an international humanitarian organization which provides aid and assistance to victims of war or natural disaster. For over 30 years the association has focused on meeting three vital needs - water, food and shelter - by carrying out emergency programmes followed by longer-term reconstruction projects. Whilst fully respecting the assisted populations’ customs and culture, Solidarités International’s programmes are implemented through the joint expertise of around 180 expatriates and 1500 local managerial staff and employees.

Solidarités International is currently present in Africa (Central African Republic, South Sudan, Kenya, Somalia, Mali, Niger, Mauritania, Chad, Democratic Republic of the Congo, Ivory Coast), in Asia (Afghanistan, Thailand, Bangladesh, Myanmar and Pakistan), in the Middle East (Syria and Lebanon) and in Haiti.

The conflict between Northern and Southern Sudan is known as the longest war in Africa. Six and half years after the signing of the Comprehensive Peace Agreement (CPA) signed in Nairobi in January 2005, South Sudan became the youngest country in the World on July 9th 2011. A new highlight for a country familiar with extreme figures : among others, a challenging environment with only 60 km of asphalt road in a country bigger than France, a complex social environment with more than 60 ethnic groups and dialects and a high level of illiteracy. On a humanitarian point of view, the country can be characterized by the acute needs of its population in having access to basic services, due to the lack of infrastructure, and lack of qualified persons to run these structures (hospital, schools, etc.). These needs have been compounded by massive influxes of returnees from North to South Sudan, numbering an estimated 400,000 since October 2010. This is the reason why South Sudan is considered as one of the most challenging humanitarian country in the world.

Solidarités International (SI) currently implements 2 kinds of programs:

  • Rural and semi-urban WaSH activities in three states in the North East part of the country: Jonglei, Upper Nile and Unity, targeting counties prone to receiving IDPs and/or returnees and prone to natural disaster (namely flooding). SI is also deeply involved in the coordination of the WaSH actors in Unity and Upper Nile States by being the State Focal Point for the WaSH cluster. Upper Nile and North Jonglei programs are operated out of Malakal, the Upper Nile State capital, while Unity State programs are administrated from an office in Bentiu, the Unity State capital.
  • Emergency WaSH interventions in the camps welcoming Sudanese refugees in Upper Nile and Unity States (Yusuf Batil – Upper Nile State & in Unity State, Yida). These projects started respectively in June and July 2012, following the rapid assessments made by the WaSH Emergency, Preparedness and Response (EP&R) team that is in place since September 2011. The objective is to improve the basic living conditions for refugees and to mitigate the Hepatitis E outbreak in both Yida and Yusuf Batil. SI intends to extend its refugee response to a new camp, Ajuong, located in Unity State and aiming at relocating refugees from Yida camp.

Objectives of the Position

Field coordinator

  • To closely monitor the program under the responsibility of the Programme Manager. With operations in areas far away from the home-base, the FC will have a more important supervising and context follow-up role and in addition, the current project should be completed before the rainy season
  • The SI Field Coo is the deputy Security Focal Point for the NGO Forum in Unity state and recognized by the other NGOs like that;
  • To support the SFP in identifying the next steps in UNICEF project especially on the core pipelines management
  • To define with the team timeframe/plan for the rainy season – SI programs and WASH Cluster

Logistician - Administrator

  • To implement the radio setup and train the users, some materiel are missing and radio and material need to be programmed
  • To manage the living conditions improvement on the compound, especially regarding the secure of the guesthouse, the rehabilitation of the GH & office has already been rehabilitated but there is still some improvement to be done
  • To carry out administrative, accounting and financial management the base, in compliance with donor and SOLIDARITES INTERNATIONAL, all the files from 2012 are already in JUBA
  • To supervise accounting operations and cash management, and carries out budget follow up in conjunction with the program managers’ needs. There is no bank transfer of check payment for salary or supplier so a good cash management is required
  • To ensure that SOLIDARITES INTERNATIONAL’s human resources policy is properly implemented at the base level. New HR policy has been defined in January and in March with a potential new salary grid to be implemented. Currently, in Bentiu, there are 23 national staff and 4 expatriates.

MAIN TASKS

Coordination and strategic orientation

  • Within his/her intervention zone, monitor and analyse the humanitarian, political, cultural, social and economic context.
  • Within his/her intervention zone, propose and develop an operational strategy in line with the association's policies and the population's needs.
  • Within his/her intervention zone, propose new operational directions according to how the context develops
  • Monitor and analyse financial donor strategies in his/her intervention zone
  • Participate, at the request of the HoM, in the search for funding and ensure the financial stability of the organisation and the programmes implemented in his/her intervention zone
  • Strengthen relations between SOLIDARITES INTERNATIONAL and donor representatives in his/her intervention zone

Relevance and operational quality / operation monitoring

  • Ensure the coordination, development, monitoring and evaluation of the programmes implemented within his/her intervention zone in coordination with the Programme Managers.
  • Ensure that the programmes in his/her intervention are relevant and consistent.
  • Ensure that the programmes in his/her intervention zone are implemented in accordance with the annual operational strategy, SOLIDARITES INTERNATIONAL's technical requirements and financial donor' criteria.
  • Propose the human, financial and logistical scale for his/her intervention zone and its organisation
  • Ensure that financial resources and other means necessary for accomplishing projects in his/her intervention zone are mobilized.
  • Guarantee the appropriate use of resources in his/her intervention zone

Human resource management

  • Build and maintain a team dynamic which enables the objectives of SI to be carried out in his/her intervention zone through training and consultation
  • Promote the ethics and values of SOLIDARITES INTERNATIONAL and regulations for the national staff as South Sudan Labour Laws
  • Conduct the implementation of SI's human resources policy and procedures (recruitment, EAP, etc.)
  • Monitor the personal and professional stability of SOLIDARITES INTERNATIONAL employees and ensure that an adequate living and working environment is maintained
  • Manage associates placed under his/her direct supervision
  • Maintain up to date job descriptions, employment contracts, staff salaries, holiday schedules, sick leaves etc.
  • Follow up with administrative of the whole staff: trainings, salaries, leaves, medical reimbursement, etc.
  • Ensure the performance evaluations are conducted regularly

Finance and accountancy

  • Manage monthly budget follow up in liaison with the Administrative Coordinator and collaboration with Program Manager in Bentiu
  • Insure that cash flow between Juba and Bentiu is properly organized, planned and that all payment are dully documented
  • Manage and monitor monthly program and support expenditures, provide monthly a cash forecast, and send regular financial reports to Administrative Coordinator
  • Ensure that a proper record of expenditures receipts, requisitions, and all other accountancy documents are clearly managed
  • Insure that donors rules and regulations are respected

Logistics

  • Organize follow-up tools according SI procedures
  • Ensure logistics procedures are respected by everyone
  • In charge of the purchase supply, in liaison with the Logistics Coordinator
  • Responsible for the stock management
  • Responsible of the organization of transport, whether for passengers or freight
  • Responsible of the state park management and maintenance of all assets of the project (communication, IT, vehicules etc.)

Security

  • Responsibility for the security of teams and property in his/her assigned zone, under the HoM's supervision
  • Monitor and analyse the security situation and ensure it is understood by teams
  • Ensure that all new arrivals in his/her intervention zone are given a geopolitical and security briefing
  • Under the supervision of the Head of Mission, ensure that all documents and procedures relating to security are updated regularly
  • Ensure that all security rules and procedures are respected in his/her intervention zone
  • Ensure that a permanent security monitoring system is set up
  • Ensure the immediate management of any security incidents occurring in his/her intervention zone and immediately notify the HoM

Internal and external communication

  • Ensure that documents produced in his/her intervention zone meet deadlines and quality standards
  • Ensure that all internal reporting respects the standard formats and procedures
  • Organise regular coordination meetings
  • Ensure that key operational information circulates properly, in his/her intervention zone and between the bases and the country coordination

Representation

  • Be the official representative of SOLIDARITES INTERNATIONAL in his/her intervention zone for aid workers, administrative, political and local authorities, civil society and the media
  • Be an active participant in humanitarian forums and relevant coordination meetings in link with the State Focal Point (SFP) for the WASH Cluster

PROFILE

Qualifications

Education:

  • Bachelor’s degree or equivalent in Logistics and/or Program Management.

Experience:

  • Minimum 2 years with INGO specialized in humanitarian assistance.
  • Minimum of 1 year in logistic management experience and some administrative management experience as well in humanitarian relief contexts
  • Minimum of 1 year in program management experience is preferable
  • Previous experience in team management (including expatriates) and strategic orientation;
  • Experience in security management in unstable environments;
  • Knowledge of humanitarian and development issues as well as Humanitarian actors, particularly the Cluster system within the UN humanitarian reform
  • Previous experience with SI preferable
  • Previous experience in South Sudan is major advantage;

Technical skills and knowledge:

  • Capacity to provide leadership and be a unifying force;
  • Diplomacy and coordination skills to highlight the value of coordinated activities;
  • Reporting skills;
  • Ability to delegate;
  • Interest in and ability to quickly understand complicated political contexts;
  • Strong management and training/capacity-building skills;

  • Technical skill require due to difficulty to find qualified technicians (small Network management, Maintenance of Computer Park, Software management).

STATUS

Salaried post: According to experience from 1700 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 600 USD.

Solidarités International will cover accommodation and travel expenses from the expatriate’s home country to the site of the assignment.

  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
  • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).

Under the supervision of the Education Manager, the incumbent will be responsible to ensure the overall efficiency and effectiveness of construction management of school infrastructures, delivery and accomplishment of construction goals and objectives as well as for the development and implementation of community involvement throughout the construction, rehabilitation and maintenance process. The incumbent will furthermore be accountable for providing technical assistance to the Construction Committee of the Ministry of National Education (MEN), including evidence-based input into the construction strategy as well as the policy for the maintenance of these infrastructures.

KEY END-RESULTS

  1. Programme delivery, evaluation and reporting carried out efficiently and transparently in compliance with the established guidelines and procedures and the implementation of child-friendly and eco-friendly school infrastructures in order to develop a more sustainable alternative for school construction in South Sudan.

  2. Knowledge management effectively promoted through drafting/finalizing key education-construction programme documents and reports, sharing good practice, lessons learned, and knowledge/information exchange.

  3. Assurance achieved that the construction, rehabilitation and maintenance programme is in accordance with Rights-based Education programming and that it is coherent with child-friendly/safety and eco-friendly principles and that value is added to programme management processes through results-based management.

  4. Construction Unit work plan and activities formulated, implemented and monitored, ensuring alignment with the defined programme strategies and approaches, promoting creativity and innovation in the South Sudan construction programme through a child-centered approach as well as a tool for promoting environmental awareness.

KEY RESPONSIBILITIES

PROGRAM SUMMARY:

The Chief of Party (COP) is responsible for the implementation of the USAID funded Strengthening Democratic and Local Governance Program. The COP will be responsible for overall project management, including field team mobilization and leadership; development and implementation of workplans, operational budgets, and performance monitoring plans; coordination with USAID mission in Southern Sudan, government officials, and partner organizations, and ensuring achievement of project results and objectives. The COP will supervise key program staff an ensure accountability to Winrock policies and donor rules and regulations. He/she will be based in Juba, Southern Sudan. The position will require frequent travel to field location sites within Southern Sudan.

Position is contingent upon receipt of donor funding.

ESSENTIAL RESPONSIBILITIES:

• Lead, organize and implement the SDLGP program in Sudan; • The Chief of Party will be principal point of contact for coordination with the donor and project partners; • Supervises performance of sub-contractors, sub-grantees, and project team; and builds strong collaborative relationships with all project partners; • Management of all project activities, including monitoring and evaluation; and timely preparation and submission of reports and other deliverables; • Supervision of internal control procedures and overall administrative systems; • Oversee all administrative support functions of the project and make daily operational decisions; • Work with local government officials to support capacity development;

Work Experience: • 8-10 years’ experience required, preferably including technical and administrative experience overseas managing USAID-funded democracy and governance or rural development projects. • Experience must demonstrate the ability to work within and understand intricate government structures and to successfully administer programs under complex situations. • Technical and administrative experience in Africa is highly desired.
• Proven track record managing complex and integrated programs in a post-conflict environment.

Skills: • Excellent managerial skills, particularly related to managing complex institutional relationships and interactions among a variety of entities. • Previous experience with a clear understanding of results-based approach to USAID-funded project implementation, monitoring, and reporting. • The ability to supervise staff and coordinate programs with partners from a broad range of backgrounds and experiences. Technical Field Manager - South Sudan

Background

Danish Demining Group (DDG) is the branch of the Danish Refugee Council (DRC) that focuses on human security programming. DDG and DRC have been present in South Sudan since 2006 and currently have operations in seven of ten states in the country. While initially DDG’s focus was on traditional Mine Action (MA) activities such as Explosive Ordinance Disposal and Mine Risk Education, DDG has developed an innovative and fast-expanding Armed Violence Reduction (AVR) programme

By working in conjunction with the Danish Refugee Council, a combined vision has evolved in which integrated MA, AVR and general recovery and development services can be offered to communities and donors in support of nation-building efforts. Being a rights-based NGO and recognising the intense competition for funding, DDG aims to be at the forefront of people-centred humanitarian mine action, constantly looking for opportunities to be innovative, to demonstrate best practice and to ‘add value’.

DDG’s South Sudan programme is an exciting place to work, but it requires Technical Field Managers and other international staff who are flexible, in tune with capacity building approaches, interested in supporting other sectors (e.g. AVR) when needed, and supportive of agency-wide initiatives such as Gender, Age and Diversity and socio-economic Impact Monitoring. The Technical MA role in South Sudan is therefore more than just that of an ‘adviser’, but rather that of a ‘manager’.

Management

The South Sudan program has four Technical Field Managers (including this post) who all report to the Operations Manager. Team leaders and other field staff will report to designated Technical Field Managers for defined periods and deployments.

General Responsibilities

The Technical Field Manager has the primary function of training, monitoring and mentoring the national staff/teams under his/her responsibility. The purpose of this role is to develop the capacity and technical knowledge of the national staff within DDG. The objective of building technical knowledge and capacity within the national staff is to ensure that correct and safe MA practices are followed and sustainable supervision and management capacity is developed within the organisation.

It is important that the Technical Field Manager does not take over the tasks and responsibilities of the national staff under his/her supervision, but rather monitors and ensures that these tasks and responsibilities are carried out correctly, efficiently and effectively. The same is relevant for the capacity building of national authorities and agencies.

Operational Responsibilities

The Technical Field Manager will have direct responsibility and accountability for the operational assets allocated to him/her. These responsibilities cover:

a. Mine Action operations, including

i. Daily management and supervision of the operational activity.

ii. Planning, deployment and analysis of operational tasks, M&E and QA.

iii. Mentoring and training of staff.

iv. Ensuring adherence to SOPs and security measures.

v. Liaising with local authorities, mine action authorities and other organisations

b. Monitoring and supervision of the following functions for the specific field deployments:

i. Logistics and Finance, such as ensuring serviceability of equipment for assigned tasks and the usage of proper procedures and documentation in field requests.

ii. Admin and HR of the designated teams, including discipline and welfare, as well as identifying staff with potential for advancement.

iii. Reporting, such as Daily Situation Reports, QA reports, task-specific documentation as required by the SOPs and project reporting requirements

c. Other tasks as directed by the Operations Manager or Programme Manager.

Required qualifications

• Substantial, documented professional technical experience in mine action

• A minimum of EOD Level 3

• Comprehensive first aid

• Basic radio communication skills

• Strong administrative and organizational ability

• Excellent management and personnel skills – a calm and diplomatic disposition will be preferred

• Ability and flexibility to understand the cultural and political environment and to work well with the local authorities

• Ability to work independently and still be a good team player

• Ability to live and work in a remote and isolated area

• Fluency in spoken and written English

• Good computer skills including excel and word

• A background in training would be advantageous.

DDG Medical Coordinator (4 months) - South Sudan

Profile

Proper medical coverage is essential to all Mine and UXO clearance operations. The Medical Coordinator (MC) ensures that medical support is at an optimal level under existing circumstances. S/he tailors and executes the training program to local paramedics working with the clearance teams, provides first aid courses for the local staff (other than medics) and to international personnel, and designs and tests the medical evacuation plan.

The MC has a professional background as e.g. an ambulance paramedic, emergency nurse or medical doctor. He is qualified and experienced in Advanced Trauma Life Support, pre-hospital stabilization of accident injuries. S/he has experience in training junior medical students.

Candidates with prior experience in humanitarian work, post conflict environments, remote medical care, will be favored. Previous experience in Mine Action programs would be an advantage.

Specific Duties

Medical/health

• Ensure Medical SOPs, Protocols and practices are consistent with best practice and South Sudan NTSG.

• Provide trauma/medical care and training to local and, where appropriate, international staff.

• Monitor health of all staff, inform management of trends in illness-related absence and offer solutions.

• Design and implement preventive schemes to promote staff health, particularly but not exclusively, in relation to HIV, malaria and camp hygiene.

• Advise management on medical issues.

• Establish sustainable contacts with local health care facilities.

Management and Training

• Lead recruitment of suitably qualified national staff for training as Team Medics.

• Carry out Quality Management of operational medics.

• Train Team Medics to the standard required in NTSGs.

• Ensure that all medics are completely familiar with DDG’s Casevac SOP.

• Establish continuation training and professional development of all Medics (and medical management).

• Maintain a record for all staff of days lost through sickness absence.

• Liaise with mine action, healthcare, local authorities and any other relevant organizations, operating in South Sudan with regard to medical issues.

Medical stores/logistics

• Manage DDG medical stores to ensure proper storage and correct quantities of stores are available at all times.

• Prior to deployment, ensure that sufficient and appropriate medical supplies are available at operational locations.

• Ensure that all trauma kits are equipped to at least the minimum standard specified in UNMAS NTSG version 8, Chapter 10.

• Ensure that vehicles designated for use as evacuation vehicles are equipped at least to the standard specified in UNMAS NTSGs.

• Establish and maintain contacts to reliable sources for medicines and medical equipment.

• Maintain an effective stock control system for medical stores.

General

• Act as team medic when required.

• Carry out other reasonable duties as requested and required by the Operations Manager or DDG Program Manager.

Required qualifications

• Significant experience working as a medic in harsh environments – experience of the South Sudan context is preferable.

• Training experience.

• Recognized and current medical and trauma certification.

• Knowledge of accreditation requirements in mine action.

• Demonstrated planning and work plan drafting skills.

• Ability to work proactively and with initiative.

• Good interpersonal and communication skills.

• Flexible, reliable and trustworthy.

• Fluent knowledge of English (verbal and written).

  1. Program Background The Jonglei Food Security Program is a Development Food Aid Programs awarded to Catholic Relief Services (CRS) and its partner agency Save the Children International (SCI). This program is funded by U.S. Agency for International Development/Food for Peace (USAID/FFP). The goal of the program is to improve the food security of 149,661 chronically and transitorily food insecure households in eight counties in Jonglei State by 2014 through strengthening community resiliency, improved crop and animal production and improved market linkages. JFSP is implemented in partnership with the Ministry of Agriculture & Forestry and the Ministry of Livestock & Fisheries in Jonglei State, Republic of South Sudan The Jonglei Food Security Program intends to engage the services of a consulting firm to conduct the mid-term evaluation of the program. The purpose of the mid-term evaluation of JFSP is to improve program effectiveness and efficiency and to inform specific future program decisions. In order to contribute to this purpose, this mid-term “process” evaluation will focus to review implementation processes for producing planned “outputs” and the program logic reflected in the results framework to determine whether the program is likely to achieve the intended results, objectives and impact. The evaluation further seeks to identify successful strategies, challenges, ways for improvements, and lessons learned.

The objectives are: 1. To review the progress towards achievement of stated JFSP program objectives and intermediate results and determine the likelihood of achieving target results. 2. Make specific recommendations on how JFSP can improve its strategies and program interventions to enhance its performance with respect to the above mentioned objectives. 3. To identify, explain, and learn from successful strategies being implemented by JFSP. 4. Identify and learn from challenges and unsuccessful strategies within the program. 5. Review service and input delivery mechanisms and the quality of services (i.e. training, sensitization sessions, farmer field school or other learning approaches used) and inputs (i.e. tools distributed). 6. Understand stakeholders’ views on or perception of project interventions, i.e. what is working and what adjustments need to be made. 7. To assess the synergy between various JFSP program components including linkages with Government of South Sudan and other development programs, and its effectiveness in enhancing the program performance. 8. To familiarize the JFSP M&E staff with qualitative data collection methods and analysis.

South Sudan declared independence in July 2011 following decades of brutal civil war rooted in disputes over religion, ethnicity, resources, governance and self-determination. The security situation remains fragile and testing operational challenges abound. IRC-South Sudan operates a country office in Juba, field offices in Lakes, Unity, Northern Bahr el Ghazal and Eastern Equatoria states. Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women’s protection and empowerment, protection and access to justice and livelihoods.

SCOPE OF WORK: A senior member of the country team, the Deputy Director for Programs (DDP) is responsible for defining and managing the programmatic structure of IRC’s South Sudan program, ensuring that it reflects ongoing contextual analysis in a strategic plan that balances the transition towards longer term, development activities with an ongoing, need-driven humanitarian response. The DDP has responsibility for the integration, support, monitoring and execution of good quality programming across sectors and geographic locations.

The DDP is based in Juba, with up to 40% travel to field sites. The DDP reports to the country director and supervises technical coordinators/managers and the grants coordinator.

RESPONSIBILITIES: Strategic Program Development o With the Country Director, guide the implementation of the country program strategic plan. o Provide programmatic guidance in periodic reviews to update the strategic plan. o Oversee the development of sector specific strategies congruent with country strategic priorities. o Increase the scope and quality of programming through local partnerships. o Pursue programming opportunities in line with the country strategic plan, IRC’s Strategic Plan and industry standards (e.g. SPHERE) and in collaboration with program coordinators / managers, IRC technical units and grants, finance and operations colleagues.

Quality Program Implementation o Support, coordinate and integrate the work of technical coordinators and managers (Health, CCM, Environmental Health, Protection, WPE, Governance). o Delegate responsibility for project management employing systematic monitoring mechanisms. o Provide leadership, promote professional working relationships and guide program staff to manage their projects within budget and contract parameters. o Ensure that program monitoring systems are in place (indicators, plans, data gathering and processing tools, etc.). o Represent Programs in coordination meetings; and, in conjunction with the DDO and the finance controller, assure consistent support for program implementation.

Job Purpose: 1. The role
The psychosocial support advisor will be responsible for strengthening the quality of Save the Children’s psychosocial support programmes which form a key part of our emergency response efforts in Upper Nile state. During this 6 month deployment, the successful candidate will review our current psychosocial activities, provide technical support and training to Save the Children field staff and local partners, community members and authorities, and establish a strong base for future psychosocial programming as part of a holistic child protection programme.
It should be noted that the country context is very challenging and precarious and that field conditions are fairly basic. It should also be kept in mind that the environment is complex, under-resourced and blighted with operational and systemic challenges, especially due to the rainy season. II. Background The Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) was set up as an international financing institution to increase resources to fight the three diseases namely HIV/AIDS, Tuberculosis and Malaria. The Global Fund has supported large scale prevention, treatment and care program against the three diseases. The purpose of GFATM is to attract, manage and disburse resources in public-private partnership that will make sustainable and significant contribution to the reduction of mortality and morbidity caused by the three major diseases and contributing for achievement of millennium development goal.

UNDP is a key partner to the GFATM and is the UN Agency assuming the role of Principal recipient of GFTAM grants in South Sudan. As Principal Recipient for GFATM, assisting the country to meet its main goals in reducing mortality and morbidity from HIV, TB and Malaria, UNDP South Sudan Country Office is responsible for the financial and programmatic management of the GFTAM grants as well as for the procurement of health and non health products. In all areas of implementation, it provides capacity development services to relevant national institutions, Sub-Recipients and implementing partners. Currently, UNDP as Principal Recipient bears full responsibility for the operational and financial management of four grants: Round 4 HIV/AIDS, Round 5 TB/HIV, Round 7 Tuberculosis and Round 9 HSS.

The HIV prevention and care project aimed to strengthen a coordinated South Sudan response to HIV/AIDS by building capacity at the Central, State and County levels, and supporting the scale up of comprehensive HIV/AIDS services (BCC/IEC, programmes for specific groups, VCT, ART, OIs, PMTCT, STIs case management, Blood Safety and Universal Precautions, and Surveillance). The project started on 1 August 2006 and ended on 30 November 2011. Round 4 HIV/AIDS grant was a project to reduce HIV/AIDS transmission, reduce morbidity and mortality and minimize the personal and societal impacts of HIV/AIDS through a five-year strategy aiming at halting the epidemic by 2015 in line with Millennium Development Goals and reversing the spread in the general population in South Sudan. Major Component of the project was to; Improve the knowledge and practice of HIV and STI preventive measures by the general adult population, youth and vulnerable population sub-groups: Expand behaviour change communication (BCC) interventions using electronic and print media, interpersonal communication and community awareness through peer education. Increase prevalence of safe behaviour and improve availability of STI care and condom services among vulnerable population sub-groups. These groups comprise female sex workers, internally displaced persons (IDPs) in camps, military personnel and long distance truckers. Expand access to Voluntary Counselling and confidential Testing, decrease barrier to VCT, and improve VCT services through on-going learning. Improve the use of high quality STI services by the general adult population. Develop and expand treatment, care and support services for people and families living with HIV/AIDS through providing ARV therapy and treatment of opportunistic infections to PLWHA. Monitor the trends of the HIV epidemic through Second Generation Surveillance in selected high risk populations groups. The project was implemented in 20 counties with total estimated direct beneficiaries of 4.6 million. Implementation of the project was carried out through sub-recipients of the Grant: Ministry of Health; World Health Organization; Catholic Diocese of Torit, SSAC and UNICEF. Round 5 grants is aimed at establishing mechanisms for collaboration between TB and HIV/AIDS programmes, decreasing the burden of TB in People Living with HIV/AIDS (PLWHA), and decreasing the burden of HIV/AIDS in TB patients. The key components of the project was to include (i) Establishment of TB/HIV joint Technical Coordinating Units in the MoH-RSS, (ii) Organise national level TB/HIV planning meetings to review and evaluate progress, (iii) Establish an Advocacy, Communication and Social Mobilisation (ACSM) Unit, (iv) Monitoring and evaluation of collaborative TB/HIV activities, (v) Increased TB case findings among PLWHA, (vi) Provision of treatment for latent TB infection for HIV positive patients, and the(vii) Provision of infection control services in health care settings and or congregate settings. The grant ended on 31 March 2012 after five (5) years and six (6) months of implementation with the beginning of a Continuity of Services (COS) grant in April 2012. In 2013, the programme is focusing on completing grant closure activities and continue implementation of essential services to maintain patients on life-long treatments mainly Antiretroviral Treatment (ART) services. UNDP South Sudan is therefore planning to conduct an end of Project evaluation for the implementation of the GFATM Round 4 HIV/AIDS and Round 5 HIV/AIDS/TB projects.

Purpose: Purpose of end of Project evaluation: To enable the team to assess, determine and report on GFATM project inputs, processes, accomplishment, lessons learned and to make recommendation to CCM and PR for the next stage of program implementation.

The evaluation should: 1) Examine the implementation process of HIV/AIDS Round 4 grant, 2) Assess the major successes, problems and constraints faced by the GFATM project at different level including national, state, county, health facilities and SRs. 3) Examine the performance of the PR in terms of coordination, Procurements and supply management, finance and monitoring and evaluation, and otherwise evaluate the role of UNDP in managing the GFATM portfolio in South Sudan. 4) Assess the degree to which the GFATM project fitted into the MoH strategic program. 5) Assess the relationship among different stakeholders involved in the implementation of GFATM project including CCM, PR and SRs, and the relationship with GFATM. 6) Assess the performance of the grant against the grant targets. 7) Examine the sustainability plan after the Grant closure. Objectives of the Evaluation: The objectives of end of project evaluation are to evaluate the extent of progress and the relevance, effectiveness, efficiency, and impact of the project activities and formulate recommendations for the sustainability period of the project life. Specific objectives include the following: • To conduct a review of both programmatic and financial aspects of the project. • To assess activities, inputs, process, accomplishment as implemented by UNDP as PR and put recommendation to Principal Recipient and CCM. • To assess the activities of the PR and fulfilment of terms of reference as specified in the initial proposal and CCM document. And assess its effectiveness in each service delivery area to implement set targets. • To assess management of funds by PR to SRs and SRs for activities implemented. • To assess Procurement and Supply Management system effectiveness of timely delivering the supply, effectiveness of the process to procure goods according to PR/GFATM procedures and guidelines. • To evaluate the Monitoring and Evaluation system of PR in data management including data collection, analysis, synthesis, performance feedback and effective monitoring to verify that reports and results achieved are as stated. It will also evaluate that indicators were SMART enough to monitor the progress and results. • To assess external factors that may have affected implementation of this grant. • To assess PR capacity for managing the GFATM grant in relation to human resource and infrastructure. • To assess the effectiveness of the sustainability plan after the closure of the grant. Scope of the Evaluation: The evaluation will evaluate UNDP-GFATM South Sudan Round 4 and 5 HIV/AIDS project. It will refer to the UNDP activities under the PR by Providing an examination of the effectiveness and sustainability of the UNDP programs by i) highlighting main achievements at programme since the implementation of GFATM project, at the national level in the last seven years and UNDP’s contribution in terms of key outputs, ii) ascertaining progress made in achieving different outcomes in the given thematic areas and UNDP’s support to this. Qualify UNDP’s contribution to the programme with a fair degree of plausibility. Methodology: Evaluations design: The Evaluations will utilize both qualitative and quantitative methodology. Thus both primary and secondary data will be utilized. Data collection including desk evaluation of important documents (support document, contract agreement, proposal, reports) with PR,CCM and SRs, in-depth interviews with PR, CCM members, SRs and field visits to selected health facilities and implementing agencies. The consultant will meet with CCM members, other institutions and SRs and perform discussion.

Key deliverables: The consultant(s) will produce a comprehensive structured standard report. 1.) A report containing (a hard copy, a soft copy in MS Word and Acrobat Reader, Times New Roman, Size 12, Single Spacing): a) Executive summary of conclusions and recommendations b) Introduction, rational, objectives, evaluation methodologies, c) Results (this need to include key finding per thematic areas of assessment) d) Key lessons learnt, highlighting key factors that might have strengthen or hampered the impact of GFATM in mortality and morbidity, and the health system of the country e) Limitation of evaluation assumptions made during the evaluation and study limitations, and f) Conclusions and recommendations g) Sustainability Plan for the Grant at the time of phasing out and closure of the Grant. h) Annexes: ToRs, field visits, people interviewed, documents evaluated, questionnaires, etc 2) Provide a draft report on the last date of the assignment and submit a final report within two weeks 3) Debrief UNDP, CCM members, SRs and health facilities. UNDP’s obligations: UNDP will: a) Provide the consultant with all the necessary support (not under the consultant’s control) to ensure that the consultant undertake the study with reasonable efficiency. b) Appoint a focal point in the programme section to support the consultant during the evaluation process. c) Collect background documentation and inform partners and selected project counterparts. d) Meet all travel related costs to project sites as part of the project evaluation cost. e) Support to identify key stakeholders to be interviewed as part of the evaluation. f) The programme staff members will be responsible for liaising with partners, logistical backstopping and providing relevant documentation and feedback to the evaluation team. g) Cover any costs related to stakeholder workshops during dissemination of results. h) Organize inception meeting between the consultants, partners and stakeholders, including Government prior to the scheduled start of the evaluation assignment. Time Frame: Tentative timetable (South Sudan) Evaluation Team Orientation with CCM and PR, finalize and agree on ToR, revision of the plan of action, avail documents, evaluation of methodologies, desk evaluation of relevant documents, interview with CCM members and PR 20th May 2013 Desk evaluation From 21st to 24th May 2013 Discussion with SRs and PRs From 27th May 2013 Field visits to selected SRs implementation sites and health facilities to see project implementation results. From 28th May to 7th June 2013 Preparing draft report, using power point presentation From 10th June, 14th 2013 Presentation of draft report From June 17th , June Incorporation of comments and submission of final report with clear set of recommendations From 18th to 24th June 2013 Total days for consultancy are 30 working days. The schedule can be rearranged as needed.

Note: The schedule is subjected for revision if there is a need from the organization, with 4 days left for flexibility.

Key recommendations expected from the consultant includes The recommendations will be based on the current situation and need to include • Project frame work: possible change in objective, strategies, output and indicators for TFM • Project areas: the recommendation need to include the successes, challenges and lessons learnt during the project implementation in relation to geographical distribution • The capacity of PR and SRs in managing the grants with regards to human resources. • The strategies the project applied, its modification • Strategies on absorption of funds and procurements supply management system on timely delivering the supplies • Proof of accountability from key stakeholders. • Effectiveness of evaluation system for all stakeholders’ performances. • Key strategies in the implementation of three ones. Reporting: The consultant will be reporting directly to HIV/AIDS Project Specialist Competencies: • Builds strong relationship with SRs, focuses on impact and result for the PR and responds positively to feedback • Consistently approaches work with energy and a positive, constructive attitude • Demonstrates strong oral and written communication skills • Ability to work independently with minimal supervision and to maintain flexibility in working hours • Good interpersonal skills; ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. • Demonstrated ability to develop and maintain effective work relationships with counterparts Experience: The evaluation team shall consist of a consultant and one programme person to support the consultant. The consultant will have the responsibility for the overall co-ordination of the evaluation and for the overall quality and timely submission of the evaluation report to the South Sudan UNDP Country Office. The consultant needs to have experiences and skills in the following areas or fields • Primary health care system, functionality of health system • knowledge on HIV/AIDS • Program designing and strategic planning • Grant manager familiarity with financial function knowledge on global fund financial system will be an asset • Procurement and Supply Chain Management System at international level, • Monitoring and evaluation of the implementations system, designing of work flow • General monitoring and evaluation system, basic monitoring frame work and result based management • Experience in GFATM process and programmes will be an asset

Educational Background:

Education back ground of Consultant Masters in Public Health, with Bachelors Degree in Health Sciences. A Medical Doctor’s Degree will be of advantage, or Masters in Social Sciences or any other related field. • Specific experience: proven experience of a minimum of 5 years preferably with UN experience. Knowledge and familiarity of the United Nations system, its reform process and UNDP programme policies, procedures. • Familiarity with the GFATM projects, UNDP Multi-Year Funding Framework and other results based M&E frameworks. • Previous experience in conducting country programme evaluations is an asset. • Knowledge of the political, cultural and economic situation in south Sudan or ability to quickly acquire such knowledge is desirable • Excellent writing and analytical skills • Ability to meet tight deadlines Language proficiency Fluency in written and spoken English. Tearfund has been operational in South Sudan since 1998, working in areas affected by conflict and chronic vulnerability in Northern Bahr el Ghazal, Jonglei and Upper Nile states. Tearfund has also worked in South Sudan for over 40 years through local partners and currently works with nine different partners each undertaking a variety of development, humanitarian and advocacy projects to contribute to the recovery and development of local communities.

Tearfund is seeking an experienced multi-sector Programme Manager to manage the projects at one of Tearfund’s sites in JongleiState. The Programme Manager will manage the projects through managing and capacity building the national staff project team, coordinating and delivering implementation, and monitoring and evaluation of project activities. The Programme Manager has a key role in the Area Management Team.

The successful applicant will have a degree or equivalent qualification in one of the relevant sectors – WASH, Food Security, Nutrition or Community Development, as well as proven experience in the management and implementation of multi-sector projects. The candidate will have proven project cycle management experience, as well as proven experience in proposal development. The candidate will also have management experience. The successful applicant will have the ability to manage their own workload, work to strict timeframes and deal with complex personnel issues. In addition they will possess good cross-cultural skills, strong written and communication skills and the ability to relate well to people. The role is based in Yuai, WurorCounty, JongleiState, and the candidate must be prepared to live in basic conditions. Excellent written and spoken English is essential.
