Amref Health Africa has worked in South Sudan, formerly South Sudan, since 1972. It has played a key role in the planning and development of the country's primary health system. Although this work was partially interrupted by the civil war, the continued presence of Amref Health Africa in the country has allowed us to cultivate trust between local communities and authorities. Since its foundation, Amref has established a relationship with the Ministry of Health with which it has contributed to the development of the national health plan, trained health workers, and provided health service. authorized women and has set up a primary health care project in the country. As a result, Amref Health Africa focuses its efforts in South Sudan on strengthening and developing the capacity of infrastructure and workers in the health services of the country.

The Offices of the North, including Amref Italia, actively collaborate with local offices in Africa, contribute to the definition of strategies and intervention programs, ensure the necessary funding, participate in the implementation and monitoring of projects in the field.

The Project Manager will be responsible for the following activities

  • S/he is responsible for the correct implementation of all project activities, achievement of results and objectives to be carried out in collaboration with Amref Sud Sudan and partners;
  • S/he is responsible for the administrative and financial management of the project financed by AICS, ensuring the correct use of the budget developed by Amref Health Africa and its partners;
  • Ensures that all procedures and regulations of the donor and of Amref are respected;
  • S/he is responsible for monitoring compliance with the procurement procedures for equipment and supplies necessary for the implementation of the project;
  • Provides technical support for personnel to ensure the correct implementation of all activities;
  • Regularly reports to Amref Health Africa on the progress of the activity;
  • S/he is responsible for the preparation of the narrative and financial reports of the project, in collaboration with all project partners and under the coordination of Amref Italia;
  • Guarantees the preparation of project narrative and financial reports respecting the deadline requested by Amref Italia and the donor;
  • Regularly informs the staff about the deadlines and expected results, thus ensuring the smooth performance of the duties of all staff;
  • Relates constantly with partners, local authorities, UN agencies and other NGOs active in the country to establish solid partnerships;
  • Create, maintain and develop relationships with institutional donors active in the country to expand the portfolio in the country;
  • Fulfills every other task assigned by his supervisor in line with the strategic and operational priorities, to whose definition he actively collaborates.

Requirements

  • At least 4 years of professional experience in the field, at international NGOs or humanitarian organizations;
  • Previous experience in the management of AICS and EU programs;
  • University degree and/or master's degree in humanitarian or similar affairs (finance, social, etc.);
  • Administrative technical skills and management of multi-annual programs;
  • Ability to perform assessments and develop project proposals;
  • Excellent knowledge of spoken and written Italian and English;
  • Previous experience in the country (preferable);
  • Prior experience of working in remote areas (preferable);

South Sudan: Team Leader - DGSU

The Team Leader works in close collaboration with Chief Programme Advisors, Technical Advisor and other programme Units (Human Development and Inclusive Growth-HDIG), the Strategic Advisory Unit and the Operations team to ensure effective and efficient programme delivery within the overall strategy and approach of UNDP in South Sudan.

Duties and Responsibilities

1.As a member of the UNDP South Sudan management team, ensures strategic programme management of the Democratic Governance and Stabilization Unit (DGSU) focusing on achievement of the following results:

  • Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of planning frameworks such as the UN Interim Cooperation Framework (ICF/UNCF), Country Programme Document (CPD, Annual Work Plans (AWPs) and other documents, with emphasis on the Democratic Governance and Stabilization components of the programme;
  • Operationalization of ICF/UNCF/CPD in collaboration with the main partners and other UN Agencies, Funds and Programmes, including identification of possibilities for joint programming in Democratic Governance and Stabilization with development partners including the UN Mission;
  • Analysis and presentation of UNDP policies, lessons learned, and innovation experience in other countries, and good practices, and their implementation in the UNDP South Sudan Programme.
  • Work closely with UNDP’s global Bureau for Development Policy and Bureau for Crisis Prevention and Recovery (BCPR) on strategy formulation and programme development, as well as with the relevant programme Units in UNDP Juba.
  • Ensure optimal financial planning and identification of human resource requirements within the area of Human Development & Inclusive Growth
  • Ensure the team's formulation of management, targets and results indicators, substantive programme implementation, monitoring and evaluation

2.Ensures effective management of the UNDP South Sudan Democratic Governance and Stabilization Unit and supervision of the DGSU Unit focusing on quality control and compliance of the full cycle of programming from formulation to implementation achieving the following results:

  • Effective application of RBM tools, and monitoring achievement of results for field based teams, technical advisors and project staff in Juba;
  • Further design and formulation of the Democratic Governance and Stabilization programme in South Sudan, translating UNDP priorities into local interventions;
  • Support coordination and oversight of project implementation with the executing agencies and project management teams;
  • Ensure that the DGS Unit and project teams have the necessary capacities in order to effectively and efficiently delivery on programme commitments.
  • Effectively manage the programme team, including providing for their learning needs and sharing substantive knowledge
  • Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations.

  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
  • Support for organization of cost-recovery system for the services provided by the UNDP South Sudan to projects in close collaboration with Operations Manager.
  • Ensure delivery targets are met, as per project documents and donor agreements.
  • Personnel supervision in a matrix arrangement where applicable of the DGSU Unit programme team comprised of international and national programme specialists, analysts, associates and assistants, and oversight of project managers and their teams.

3.Establishes and maintains strategic partnerships and supports the resource mobilization in cooperation with the Programme Management Support Unit focusing on achievement of the following results:

  • Implementation of the UNDP South Sudan partnerships and resources mobilization strategies to achieve programme outcomes.
  • Ensure strategic engagement that promote partnership and coordination of partnerships with the UN Agencies, IFIs, government institutions, bi-lateral and multi-lateral donors, private sector, civil society etc., working on issues related to Governance.
  • Ensures strong coordination of the UNDP Democratic Governance and Stabilization Unit with other UN Agencies, the World Bank, AfDB, Resident Coordinator Office, relevant units of the UN Mission in South Sudan (UNMISS) and other entities, including South Sudan Government institutions and local and nongovernmental actors, members of the diplomatic community, and UN headquarters;
  • Participates in relevant Government and UN interagency task forces, working groups, and/or theme groups especially in areas such as governance and capacity development;
  • Makes sound contributions to knowledge networks and communities of practice;

4.Ensures facilitation of knowledge building and innovation and management on Governance focusing on achievement of the following results:

  • Ensure that DGS Unit is adequately capacitated with technical expertise required to provide top quality advisory services to Government counterparts and other stakeholders and partners.
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals related to Democratic Governance and Stabilization Unit.
  • Coordination of development of policies and institutions that will address the challenges and of South Sudan related to post-conflict recovery and prevention of further crises, in collaboration with the Government and other strategic partners.
  • Establishment of advocacy networks at national level and linked to international networks.
  • Sound contributions to knowledge networks and communities of practice, in particular contributing to the UN’s and UNDP’s experience in the area of peacebuilding and democratic Governance.
  • Organization of trainings for the projects staff on Democratic Governance and Stabilization Unit programming.

The Country Director reports to the Executive Director and tp the AAH Sudan Board, and supervises the Programme Manager; Country Finance and Administration Manager, Human Resource Manager and Procurement Manager. S/He liaises with the AAH-I Directorate, AAH South Sudan National Board, Donors in the country, Government Authorities, Agency representatives as well as other stakeholders in South Sudan to ensure appropriate mechanisms of efficient coordination are in place and adequately functional.

Purpose of the role: To implement AAH South Sudan’s strategic goals and objectives. To provide leadership to the AAH South Sudan programme team towards advancement of AAH-I’s mission, philosophy and country programme goals and objectives in a complex, active conflict setting.

Duties & Responsibilities

  1. Programme Development and Management: With overall responsibility for programme development and management, works in consultation with the AAH-I Directorate and the AAH South Sudan Country Board to develop the country strategy in line with the overall AAH-I strategy. Keeps abreast of the country priority development areas and ensures that the country strategy addresses them so that AAH-SS remains relevant to its stakeholders. Takes the lead in identifying new projects and gap areas in existing projects with a view to soliciting new funding. Ensures that programme and project activities outlined in the overall AAH-I and AAH South Sudan Country Strategic Plans and donor contracts are effectively implemented in accordance with contractual obligations and AAH-SS’s goals and mission. Ensures that the quality of AAH-SS programs and services delivered is continuously improved upon.
  2. Human Resource Management: Effectively manages the human resources of the AAH South Sudan programme according to the approved HR policies and procedures, and ensures that AAH-SS fully conforms to the South Sudan labour laws and regulations. Effectively manages the programme team and partners by setting performance targets and continuously monitors to ensure the attainment of the programme objectives and country strategy.
  3. Financial Management: Has an oversight responsibility to ensure appropriate management of the AAH South Sudan programme budgets in compliance with both AAH-I’s and Donor policies and procedures and ensures the agreed reporting deadlines are fully complied with. Works with the team to draw up annual work plans and budgets for the country and seeks AAH-I Directorate approval and monitors implementation.
  4. Risk Management: Take leadership in developing and executing action plan to resolve audit findings in an agreed and timely manner; undertake appropriate reporting of audit results and actions to the Board and Directorate; Ensure maintenance, monitoring and reporting of a sound Risk Management System for the Country Office, including implementation of the Security Policy.
  5. Representation: As the senior staff in South Sudan, advocates on behalf of AAH-SS’s operations in the field and maintains a strong profile of the organisation in appropriate coordination and other external fora. Works with the Team Leaders in deciding on the development network the programme should invest time in. Represents AAH-SS with Local Authorities, Donors, and NGOs fora and assists in the management of both internal and external communications.

Professional qualifications: A Master’s degree in the social sciences, or other relevant area, with significant experience in humanitarian relief and either public health or development projects management.

Minimum relevant experience required

  • Proven track record of leadership, with at least 10 years progressive senior management experience, supervising complex programs funded by major multilateral or bilateral donor agencies;
  • A very good understanding of the three AAH‘s main programme sectors; public health, food security/livelihoods and humanitarian emergency.
  • Proven ability to design and write competitive project proposals for major institutional donors.
  • Ability to provide strong project M&E support and oversee donor reporting.
  • Substantial knowledge and experience of effective financial and budgetary control and supporting projects to stay on course with implementation.
  • Exceptional general management and communication skills, including ability to communicate effectively with people of varied professional and cultural backgrounds.

South Sudan: Resilience Policy Officer, Humanitarian and Resilience Policy Programme, DFID South Sudan

Summary of the role

DFID South Sudan are looking for a dynamic and enthusiastic South Sudanese Policy Officer to join the Humanitarian and Livelihoods Team. The post holder should have experience and knowledge in the fields of food security, livelihoods, resilience and/or economic security programming. But equally importantly should be intellectual curiosity, flexibility and a keenness to learn.

This job offers an exciting opportunity to make a significant contribution to delivering better impact and results from the humanitarian and resilience effort in South Sudan. The successful candidate will play a key role in informing key policy objectives and in designing and implementing DFID South Sudan’s multi-year humanitarian and resilience programming. The UK is one of the largest bilateral donors South Sudan and works closely with other key donors including the US, EU and Germany.

The context:

The humanitarian outlook in South Sudan is incredibly challenging. 5.3 million people are severely food insecure, and 1 million people are on the edge of famine. Four years of conflict has lead to significant displacement with 4 million people forced from their homes due to violence (1.9 million internally). The conflict has been divesting for people’s livelihoods and has severely eroded people’s normal copying capacity to deal with shocks and stresses. Ultimately only peace will resolve the humanitarian crisis in South Sudan, but until that happens it will be important to support the resilience of people and communities as far as possible.

Under the Humanitarian and Resilience in South Sudan (HARISS) programme, the UK through a range of partners has been supporting a range of essential life-saving services (food assistance, health, nutrition and WASH) as well as livelihood opportunities. These include diversified food production systems, stimulating market recovery through cash interventions, enabling vulnerable people to access markets, as well as working with communities through cash for work schemes to strengthen infrastructure that supports livelihoods and climate change adaptation.

DFID South Sudan’s 2016 to 2020 business plan sets out plans to build peace and stability, to reduce extreme poverty and to increase resilience. Our programmes help meet immediate life-saving needs and build South Sudanese people’s resilience to crises through strengthening their livelihoods. We also help support their basic health and education needs, and have cross-cutting work on conflict-sensitivity and governance analysis. The business plan explains how our country programme will adapt to a range of possible scenarios, including the current crisis and ongoing uncertainty.

This role sits within a friendly and high performing DFID South Sudan Humanitarian and Livelihoods Team (HLT), which is composed of three (two humanitarian and one livelihoods) advisors, as well as programme management team of nine, plus a Team Leader and a Deputy.

Key Duties and Responsibilities

The roles’ overarching responsibility is to provide high quality, timely and relevant technical advice to DFID South Sudan. The priorities will be:

  1. Supporting the team with contextual (political, social and economic) analysis to inform humanitarian and resilience programming, policy development and advocacy strategies. Review existing research and analysis (including IPC) and advise on the design of appropriate research and analysis. Ensuring everything DFID South Sudan does, and especially new programming, is rooted in context.

  2. Supporting partner management and technical direction. Work with advisers and programme management teams within HLT to ensure effective programme delivery of resilience focus programming.

  3. Strengthening relationships with national and local stakeholders. Building relationships with key national and local stakeholders who play a role in shaping humanitarian and resilience programming and policy. This includes faith-based organisations, CSOs, NNGOs, Red Cross, academic institutions, Government and other non-government actors.

Specific duties will include (but will not be limited to):

  • Contributing strategic, timely and high quality technical inputs and analysis for policy and strategy work within DFID South Sudan, ensuring everything we do is informed by the context in South Sudan;

  • Supporting technical oversight of the programmes, including implementation, ensuring VFM and monitoring and evaluation of the programme;

  • Contributing to the management of key relationships with key local actors such as NNGOs, faith-based organisations, government, academics and think tanks;

  • Supporting the office in the production of business cases, programme reviews, briefing, information notes, submissions, and other products as needed;

  • Conducting field visits to monitoring partner projects and strengthen sub-national contextual understanding and analysis.

Successful candidates will have:

Essential criteria

  • A Masters level degree in a relevant discipline or substantive, equivalent technical experience.

  • At least 5 years technical experience in relation to humanitarian, livelihoods, resilience, economic security and/or protracted humanitarian emergencies.

  • Solid experience of working in South Sudan or similar contexts.

  • Strong understanding of the causes and dimensions of conflict and insecurity in South Sudan, and applying this knowledge to policies and programmes.

  • Strong knowledge of the political context in South Sudan and how this relates to relates to humanitarian and resilience policies and programmes

Desirable criteria

Background

Since the December 2013 crisis, the Republic of South Sudan continued to face a worsening spiral of humanitarian, development, economic and security crises of unprecedented proportions. The country is riveted in a mutually-reinforcing conflict dynamic that involves several actors beyond the two key principal players of the August 2015 peace accord. In the aftermath of the peace deal, relatively peaceful regions turned into a stage for contesting the new disposition of power in the country which exposes an internal strain in the peace accord. Several drivers of conflict, some new and others heightened by the conflict, have emerged around poorly managed decentralization, corruption, marginalization, ethnic rivalries and exclusionary politics, and unaddressed local grievances that have fed localized militias and insurgencies in the country

The latest Integrated Food Security Phase Classification (IPC) data has highlighted that 5.3 million people (48% of the population) are estimated to be facing Crisis and Emergency (IPC Phases 3 and 4) acute food insecurity, out of which 1 million people are facing Emergency (IPC Phase 4) acute food insecurity. Worsening food insecurity is primarily driven by protracted conflict and displacements, which have contributed to insufficient crop production (only 61% of the 2018 national cereal needs are met by the harvest), disruptions to livelihoods and persistent macroeconomic deterioration. Livelihoods have been further eroded by climatic shocks, such as prolonged dry spells and flooding, and pest infestations (e.g. Fall Armyworm). Estimates by the United Nations Office for the Coordination of Humanitarian Affairs (OCHA) suggested that because of the conflict, nearly 2 million people have been internally displaced and over 2 million people have sought refuge in Uganda, Ethiopia, Kenya, Sudan, Central African Republic and Democratic Republic of Congo with women and children being worst hit.

Overall, the economic growth in South Sudan continues to be severely afflicted by the civil war and consequent displacements, insecurity and weakening of state institutions across the country. The African Development Bank (AfDB) Country Outlook for South Sudan has estimated that GDP has fallen by 13.1 % in 2016. Ongoing conflict further hampers efforts to consolidate the economy. The AfDB outlook states that the ‘economic prospects are negative and dependent on a significant recovery in oil prices, implementation of the slew of economic and fiscal measures announced in September 2016’. Budget deficit is estimated at 36% for the 2017/18 financial year.

In July 2017, IGAD initiated the process of convening a High-Level Revitalization Forum (HLRF) to put ARCSS on track and reinforce its implementation within firm and credible timeframes. Subsequent to several inclusive preliminary consultations, the parties to the conflict signed the “Agreement on Cessation of Hostilities, Protection of Civilians, and Humanitarian Access” in Addis Ababa on December 21, 2017. The second phase of the High-Level Revitalization Forum is ongoing and the various parties are expected to examine the 2015 peace deal to include other new groups who rebelled against the Government after the collapse of the August 2015 deal in the first week of July 2016.

The Transitional Government of National Unity has continued to prioritize reconciliation efforts through the National Dialogue, which is scheduled to be concluded by April 2018. Initial consultations at the subnational level have commenced in the largely Government-controlled areas. Further, the Sub-Committee on Refugees and International outreach conducted consultation in Uganda and Kenya with South Sudanese refugees and the diaspora. The Sub-Committee is expected to conduct consultation in Sudan, Ethiopia, DRC and Egypt. Furthermore, national consultations regarding the content of the legislation that will establish Commission on Truth Reconciliation and Healing (CTRH), commenced in December 2017 as provided by the peace agreement. The Council of Ministers also endorsed the draft statute and memorandum of understanding of the Hybrid Court for South Sudan (HCSS) in December 2017. The statute gives clarity to the role of the HCSS, its structure, composition and jurisdiction.

The South Sudan Development Plan (SSDP) originally launched after independence in 2011 for a period of two years was extended until mid-2016 as the momentum for development weakened, first by the fiscal crisis in 2012 and then by the conflict from 2013 onwards. The United Nations Country Team (UNCT) adapted to changing context by refreshing and extending its own United Nations Development Assistance Framework (UNDAF), which expired in 2016. With the conclusion of the Agreement on the Resolution of the Conflict in August 2015, there is now a new roadmap for progress and new opportunities to strengthen efforts towards peace and development. The Agreement on the Resolution of the Conflict (August 2015) provides for the Transitional Government of National Unity to establish a new national development framework during the transitional period until 2018. However, this did not materialize due to the collapse of the peace agreement in July 2016. Until this new national development framework is in place, and in order for the UNCT to better align the policy and programmatic work to the current context, the Country Team has decided to launch an Interim Cooperation Framework (ICF) as its overarching Strategic Plan covering the period 2016 -2018. UNDP also developed its Country Programme Document (CPD 2016-2018) aligned with the ICF. Currently, UNCT is developing the new UN Country Cooperation Framework (UNCF 2019-2021) to replace the ICF .UNDP is also developing its CPD (2019-2021) aligned with the UNCF and builds on the achievements of the previous CPD (2016-2018) on Recovery, Resilience and Reaching the Most Vulnerable.

As part of the peace deal (2015), the government has initiated the preparation of the national development strategy (NDS) which seeks to provide strategic direction and key priorities across economy, basic services and governance cluster for the period July 2018 to June 2021. The NDS is expected to be launched in the second quarter of 2018.

South Sudan recognizes the need to raise productivity in non-oil export sectors in order to diversify as well as make growth more inclusive. Employment generation and improved livelihoods are not only important for poverty reduction, but is central to maintaining peace and security. The challenge for South Sudan is to shape the growth process to promote to the fullest extent possible the creation of productive, remunerative and decent employment for both men and women, particularly among the youth. A major driver of job creation will be private sector development.

The UNDP programme supports the Government’s efforts to create an enabling environment for rapid private sector development in key growth sectors such as agriculture and effectively use its natural resources to accelerate inclusive growth. UNDP thus focuses on three key programme areas: (i) Creating an enabling environment for inclusive growth through policy development, enhancing financial literacy in rural areas and effectively linking communities to microfinance services and marketing channels; (ii) Supporting trade capacity development through the Enhanced Integrated Framework for Least Developed Countries to include strengthening institutional capacity for trade policy formulation and implementation within development priorities; and (iii) Strengthening pro-poor development policy through evidence-based planning and budgeting

The programme is a deliberate attempt to nurture growth in the non-oil sector of the economy using the ‘inclusive markets’ approach, creating an enabling environment for inclusive growth through the promotion of small and medium enterprises, supporting effective planning, use and reporting on public and donor resources, and expanding access to health services through the management of four Global Fund grants.

Under the direct supervision of the Deputy Country Director (Programme), the Team Leader of the Human Development & Inclusive Growth Unit (HDIGU) acts as a Programme Manager for all aspects of UNDP South Sudan’s programme in the area of poverty reduction, inclusive growth and sustainable development recovery and resilience and HIV and AIDS, , overseeing a major portfolio of project initiatives, which are largely Directly Implemented (DIM) by UNDP, and a Programme Unit with a large number of project personnel across all former ten states of South Sudan. The main roles of the Team Leader are to manage the HDIG Unit, including leading the programme team in strategic planning and identification of new programme areas, to oversee and provide quality assurance and compliance to project implementation, promote partnership, and manage the Unit itself.

The Team Leader works in close collaboration with Chief Programme Advisors, Technical Advisor and other programme Units (Democratic Governance and Stabilization Unit), the Strategic Advisory Unit, and the Operations team in the UNDP South Sudan Office to ensure effective and efficient programme delivery within the overall strategy and approach of UNDP in South Sudan

Duties and Responsibilities

1.As a member of the UNDP South Sudan management team, ensures strategic programme management of the Human Development & Inclusive Growth (HDIG) focusing on achievement of the following results:

  • Thorough analysis of the political, social and economic situation in the country and collaborative preparation/revision of planning frameworks such as the UN Interim Cooperation Framework (ICF/UNCF), Country Programme Document (CPD, Annual Work Plans (AWPs) and other documents, with emphasis on the poverty reduction and MDGs components of the programme.
  • Operationalization of ICF/UNCF/CPD in collaboration with the main partners and other UN Agencies, Funds and Programmes, including identification of possibilities for joint programming in recovery and stabilization, environment and private sector development and HIV and AIDS under the strategic framework of the Joint UN Team on AIDS and with development partners including the UN Mission;
  • Analysis and presentation of UNDP policies, lessons learned, and innovation experience in other countries, and good practices, and their implementation in the UNDP South Sudan Programme.
  • Work closely with UNDP's global Bureau for Development Policy, GFATM partnership office, and the Bureau for Crisis Prevention and Recovery (BCPR) on strategy formulation and programme development, as well as with the relevant programme Units in UNDP Juba.
  • Ensure optimal financial planning and identification of human resource requirements within the area of Human Development & Inclusive Growth
  • Ensure the team's formulation of management, targets and results indicators, substantive programme implementation, monitoring and evaluation

2.Ensures effective management of the UNDP South SudanHuman Development & Inclusive Growth (HDIG) and supervision of the Unit focusing on quality control and compliance of the full cycle of programming from formulation to implementation achieving the following results:

  • Effective application of RBM tools, and monitoring achievement of results for field based teams, technical advisors and project staff in Juba;
  • Further design and formulation of the HDIG programme in South Sudan, translating UNDP priorities into local interventions;
  • Support coordination and oversight of project implementation with the executing agencies and project management teams;
  • Ensure that the Unit and project teams have the necessary capacities in order to effectively and efficiently deliver on programme commitments.
  • Effectively manage the programme team, including providing for their learning needs and sharing substantive knowledge
  • The Team Leader of the HDIG Unit performs the function of Manager Level 2 in Atlas for development projects transactions approval.
  • Business processes mapping and establishment of internal Standard Operating Procedures in Results Management within the unit;
  • Control of the workflows in the unit and follow up on audit recommendations.
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
  • Support for organization of cost-recovery system for the services provided by the UNDP South Sudan to projects in close collaboration with Operations Manager.
  • Ensure delivery targets are met, as per project documents and donor agreements
  • Strategic oversight of planning, budgeting, implementing and monitoring of the programme, tracking use of financial resources in accordance with UNDP rules and regulations.
  • Personnel supervision in a matrix arrangement where applicable of the Unit programme team comprised of international and national programme specialists, analysts, associates and assistants, and oversight of project managers and their teams

Establishes and maintains strategic partnerships and supports the resource mobilization in cooperation with the Programme Management Support Unit focusing on achievement of the following results:

  • Implementation of the UNDP South Sudan partnerships and resources mobilization strategy to achieve programme outcomes.
  • Ensure strategic engagement that promote partnership coordination of partnerships with the UN Agencies, IFIs, government institutions, bi-lateral and multi-lateral donors, private sector, civil society working on issues related to poverty reduction and MDGs.
  • Ensures strong coordination of the UNDP programme with other UN Agencies, the World Bank and Multi-Donor Trust Fund, Resident Coordinator Office, relevant units of the UN Mission in South Sudan (UNMISS) and other entities, including South Sudan Government institutions and local and nongovernmental actors, members of the diplomatic community, and UN headquarters;
  • Participates in relevant Government and UN interagency task forces, working groups, and/or theme groups, including the Public Financial Management Donor Group, Private Sector Development Working Group and the Global Fund Country Coordination Mechanism (CCM);
  • Makes sound contributions to knowledge networks and communities of practice

4.Ensures facilitation of knowledge building and innovation and management on HDIG focusing on achievement of the following results:

  • Ensure the HDIG Unit is adequately capacitated with technical expertise required to provide top quality advisory services to Government counterparts and other stakeholders and partners.
  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to programme country policy goals related to HDIG and achievement of the MDGs.
  • Coordination of development of policies and institutions that will address the challenges and of South Sudan related to poverty reduction and achievement of the MDGs, in collaboration with the Government and other strategic partners.
  • Sound contributions to knowledge networks and communities of practice, in particular contributing to the UN's and UNDP's experience in the area of poverty reduction and MDGs.
  • Organization of trainings for the Government, partners and project staff on poverty reduction and MDGs.

Search South Sudan

For decades, civil war raged in Sudan that culminated to the signing of Comprehensive Peace Agreement (CPA) between the South and North in January 2005. The CPA paved way for a referendum that led to South Sudan gaining independence from Sudan in July 9th 2011. After just two years South Sudan again plunged in to another civil unrest in mid-December 2013 following disagreement between the political elites. Agreement on the Resolution of Conflict in South Sudan (ARCSS) was quickly signed between the Sudan people’s Liberation Movement/Army (SPLAM/A) factions in 15th August 2015 to put an end to the conflict, raising some hope for peace. However, the hope quickly sidelined, as the two antagonistic SPLA forces clashed in Juba mid-July 2016. The ongoing uncertainty and instability underscores the fragile justice system that has thus far failed to provide effective legal remedies to the most vulnerable segments of South Sudan’s population, particularly women and youth in marginalized rural communities across the country. Compounding the supply-side challenges to the establishment of a vibrant and healthy justice system is the lack of capacity amongst rule of law actors to effectively carry out their duties in a manner that respects human rights and the needs of citizens. Additionally, the absence of information, trust, transparency and confidence in the justice sector has limited the ability of the citizenry to demand effective legal remedies. The low capacity in civil society has hindered their ability to fill the critical gaps in the current justice system, placing the responsibility in the hands of limited interventions by international actors.

About the project

To address the aforementioned issues, the Access Partnership Consortium (APC), consisting of Search for Common Ground (Search), in partnership with the International Development Law Organization (IDLO) and the Initiative for Peace Communication Association (IPCA), is completing the implementation of a project funded by the US Department of State’s Bureau of International Narcotics and Law (INL). The overall goal isto improve access to justice services that provide legal remedies to rural and marginalized citizens in five South Sudanese counties.

This overall goal was supported by a three-pronged approach that sought to: (1) increase demand for effective justice services, (2) improve supply of quality legal remedies for the most marginalized populations, and (3) produce community-rooted research leading to policy reform to ensure nationwide impact.

The project’s theory of change is:

If marginalized citizens have increased access to an improved justice sector and interconnected media and civil society support this access, then the foundation will be laid for a more functional and equitable justice sector and improved peaceful coexistence at the community level.

To progress towards the proposed change, the project team implemented the following activities:

2. Objectives of Study

Search seeks to recruit an external consultant (individual or team) to conduct a final evaluation for the project. The objectives of the study are as follows:

  1. Assess the following OECD-DAC evaluation criteria: relevance, effectiveness, impact and sustainability.
  2. Extract critical lessons learned and draw recommendations to inform future access to justice programming in South Sudan.

3. Research Questions

In addition to collecting endline values for the project’s indicators, the evaluation seeks to answer the following research questions, based on the selected evaluation criteria (drawn from the OECD-DAC criteria):

  1. Was the project intervention relevant in bridging justice gaps for the rural citizenry?
  2. To what extent the project contributed to boosting the capacities of the targeted paralegal actors in supporting access to justice?

  1. To what extent have the intended project’s expected results been achieved?
  2. To what extent was Search’s outreach activities and media-based programming effective? What was the “Reach, Resonance, and Response” (3Rs) of Search participatory theater for change and multi-media programming?
  3. To what extent was IPCA/IDLO legal aid interventions effective?
  4. Was Search able to respond and adapt to the challenges which arose during the project’s implementation? To what extent?

4. Geographic Locations

The project targeted indigent rural populace, in particular juveniles and women in five locations of South Sudan: Bor, Rumbek, Wau, Juba and Nimule. It engaged civil society groups and stakeholders in rule of law sector with intentional inclusion of women’s groups, in violence-affected communities and UN Protection of Civilian (POC) sites in Juba, Bor and Wau. Media programming targeted locations where Catholic Radio Network (CRN) stations, Radio Jonglei and Radio Nehemiah Trumpet Call have been operational.

5. Methodology

The consultant will be responsible for designing the evaluation methodology and developing the appropriate tools in line with the methodology used for the baseline study. The methodology of the baseline study was a mixed methodology approach utilizing a quantitative survey and qualitative focus group discussions (FGDs) with beneficiaries and non-beneficiaries as well as key informant interviews (KIIs) with actors that were directly or indirectly essential to the success of the project. The methodology must be developed taking into consideration Search policies on conflict sensitivity, do no harm and protection of participants. Search will review and approve the methodology before finalization.

Once the methodology has been approved, the consultant will be responsible for conducting the literature review, developing tools, training of enumerators, collecting the data, analyzing the data, and drafting of the final evaluation report. Search will approve the final methodology and tools before data collection begins, as well as provide feedback on the report.

6. Deliverables

Search expects the following deliverables from the selected consultant:

  • Inception report detailing the proposed methodology, tools calendar and the literature review for the baseline study;
  • Training of enumerators;
  • Supervision and participation in data collection;
  • Oversight of the data entry and data analysis processes;
  • Submission of all databases to Search
  • Production of a draft evaluation report in English, for review by Search staff and partners;
  • A PowerPoint presentation in English summarizing the methodology, key findings, and recommendations;
  • A final report in English (40 pages max in length, excluding appendices) consisting of:

Logistical Support

The consultant will be responsible for logistics related to the evaluation. S/he will need to make the necessary administrative contacts and permissions in the areas targeted for the evaluation, with some facilitation from Search.

Costs for all transportation should be included in the submitted proposals. Search and partners can facilitate access to target communities.

Search and partners will share with the selected consultant all the available project documents and background materials, including project proposal and logframe, the M&E plan, quarterly reports, and other materials as requested by the external consultant, the baseline study, detailing the methodology and tools and all other relevant documents needed.

7. Timeline

Search expects to finalize the recruitment of the consultant by early May. The inception report with the agreed methodology, finalized tools, literature review and updated calendar must be available by the mid-May. Data collection will start at the end of May, through mid-June. Search expects to receive the finalized report by end of June. Search and the consultant will agree on final deadlines upon finalization of the contract.

Who are we?

The Danish Refugee Council (DRC) and Danish Demining Group (DDG) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries through-out the world, including South Sudan. DRC/DDG fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation, post-conflict recovery and humanitarian mine-action.

Danish Refugee Council (DRC) in conjunction with Danish Demining Group (DDG) has been operating in South Sudan since 2005 initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed.

In 2012 - 2013, DRC opened its operations in Upper Nile and Unity States to respond to the large influx of refugees coming from Blue Nile State and South Kordofan (Sudan). In addition to the refugee response and since 2014, DRC has been then actively engaged in responding to the humanitarian needs of IDPs affected by the internal conflict through the provision of integrated approaches.

With a total of 420 national staff, 50 expatriate staff and an annual budget of approximately USD 20 million, we are currently implementing multi-sectorial interventions through the provision of humanitarian services focused on CCCM, Protection, SGBV, FSL, Shelter and Infrastructure to both internally displaced persons and refugees across 5 field sites (Ajuong Thok, Bentiu, Maban, Malakal and Aburoc).

Purpose of the post

The Area Manager (AM) has overall responsibility for the implementation and strategic direction of DRC’s projects in the area, and for fostering effective relationships and communication with the majors Donors such as UNHCR, as well as sister NGOs and Government agencies operating in the area. The Area Manager combines a thorough grasp of program with amiable and inspirational leadership of a diverse team of international experts and a large national workforce of emerging skill and professional capacities.

Reporting to the Country Director based in Juba, the Area Manager is the direct supervisor of an international and national team of Project Managers and Support Services staff who in turn oversee large teams of international and national program and support staff. The Area Manager provides routine support and guidance to project teams on project cycle management, budgeting, proposal development and operational functions, including finance, logistics and procurement. In addition, the AM provides oversight to ensure the successful implementation of all projects, with the support of the Technical Coordinators and constantly monitors the context to ensure programing is relevant and responsive to priority needs. In this capacity, the AM is also responsible for representing DRC publicly at the site level, including in coordination fora, with other agencies and with donors, and for providing the direct link in communications between DRC's Area Office and Juba offices, seeking Juba program direction and input on important programmatic and operational issues in a timely manner. Finally, it is essential that the AM provides strong oversight of security management of the team and ensures all safety and security measures, including contingency plans and standard operating procedures, are in place and well understood and observed by all staff.

Responsibilities:

To achieve the objectives of the position, the Area Manager will perform the following tasks and undertake the following responsibilities:

Coordination/Representation

  • Actively participate and represent DRC in coordination meetings with NGO colleagues, meetings conducted by local and state authorities, UN agencies and stakeholders
  • Build a close relationship with donors
  • Liaise with partners, local authorities, and local communities whenever it serves the objectives of the programs
  • Identify gaps in service provision to IDPs or Refugees, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support

​Programme Management

  • Overall responsibility for managing the DRC staff in the area office including ensuring positive and collaborative working relationships in line with DRC's Code of Conduct, leading performance planning and evaluation process including staff capacity building for the team in collaboration with the HR department.
  • Overall responsible for the planning and timely implementation of all activities (shelter, construction, protection,camp coordination and management and shelter) ensuring adherence to DRC and donor policies and procedures
  • Overall responsibility for managing DRC Area office, including efficient and effective financial operations and budgeting, administration, human resources, logistics, procurement and security in compliance with DRC and donor regulations
  • Ensuring the smooth communications between area office and Juba offices plus facilitate coordination between Technical Coordinators based in Juba and Project Managers under his direct supervision in the area office
  • Contribute to the strategic direction of the DRC programs, in close collaboration with the Technical Coordinators in line with the DRC platforms, for instance, initiating strategy planning meetings at field level, and supporting development of corresponding strategic documents

  • Ensure the timely and quality delivery of weekly, monthly, quarterly and annual project re-ports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance and accountability to DRC's beneficiary populations
  • Provide oversight of all programming in the area office in compliance with DRC and donor regulations while upholding rigorous project cycle management standards.
  • Contribute to fundraising by leading the team to generate ideas for new proposal development and budgeting as well as extension of existing programs
  • Support program staff to create synergy between the sectors

​Finance and Administration

  • Effective supervision of the Finance/HR and Administration staff
  • Maintain a site-level budget overview and collaborate regularly with the Juba-based finance team to monitor spending and ensure the timely utilization of all grants
  • Support project managers and support staff in the development of site specific budgets and spending plans
  • Ensure full compliance with DRC and donor financial guidelines and policies while managing the projects

​Human Resources

  • Lead the implementation of an area nationalization/staff capacity building strategy which feeds into the National Staff Nationalization policy
  • Support site-level recruitment processes and ensure that relevant staffing structures are in place, are reflective of appropriate gender balance, and promote opportunities for nationalization
  • Promote professional development by identifying training and capacity building opportunities
  • Ensure staff are well versed on DRC's Code of Conduct, accountability, respectful dialogue with the refugees and host communities, and prevention of sexual exploitation and abuse
  • Collaborate with the Juba Human Resources department to ensure staff performance plans and evaluations are conducted on a regular basis

​Logistics and Procurement

  • Effective supervision of the Supply Chain Officers
  • Guide the Logistics staff, technical managers, program coordinator, support staff and Juba-based logistics and procurement team to develop and track the implementation of site-specific procurement plans
  • Ensure the observance of DRC procurement, logistics, warehousing and asset management procedures procurement

  • Assume overall responsibility for staff safety in the area of operation

2. General context of the project

Torit falls in Eastern Equatoria (EEQ), one of the volatile and conflict prone regions in South Sudan. The situation in South Sudan continues to be very fragile. There is limited infrastructural development in Torit area mainly due to the crisis. Torit-Juba and Torit-Kapoeta roads are the main supply routes but not maintained. The road from Torit to Magwi and Nimule that connects Juba plays a significant role in trade and commerce for the country and Eastern Equatoria in particular. The collapse of the Government of National Unity in July 2016 precipitated triggers for conflict, insecurity, economic crisis and food insecurity across the country, with the currency in free fall and inflation skyrocketing. In February 2017, the Government of Salva Kiir and United Nations declared famine in parts of the country with nearly 5 million or 40% of the population at risk. Besides civil conflict and drought, other key internal displacement hazards include flooding and health epidemics especially cholera.

3. General purpose of the position

This position will be based in Torit and the responsible person will serve as Cluster Focal Point taking the lead of cluster coordination among other INGOs, and also coordinates Cluster meetings: organise, chair and act as secretariat for state level cluster meetings; share agenda and minutes of cluster meetings at state and national level. Communicate dates of monthly meetings in advance to NFI Cluster Coordinator for compilation in the national monthly report.

The FP will ensure cluster representation and participation in IA assessments, S/NFI needs assessments, monitoring/evaluation and impact assessments and other programmatic issues as need be. Ensure familiarity of the participating partners with the NFI/shelter assessment tool, and harmonization of approaches (including non-HRP partners and/or those with their own supplies).

4. Main responsibilities and tasks

COORDINATION

• Take the lead on assessments and response to S/NFI need

• Response: Identify gaps and solutions for them, avoid overlaps, and monitor the response progress, all while coordinating with the S/NFI Cluster Coordinators. Highlight areas where frontline team support is needed

• Represent the cluster at Humanitarian Coordination Forum in the state

• Maintain regular contact with NFI Cluster Coordinator on emerging issues, assessments, responses gaps, and prepositioning needs

• Develop and maintain state level cluster contact list, share it regularly with S/NFI state and national stakeholders, and ensure knowledge of who is doing what and where within the sector in the given state. Maintain a state level operational map with all S/NFI partners’ activities (both HRP and non-HRP partners)

• Brief new cluster members on the humanitarian situation in the area and sector specific issues

• Provide initial contact lists, facilitate contacts with key partners, local and national authorities

• Coordinate Logistics Cluster convoys, as per the Convoy SOP instructions for the S/NFI Cluster

PLANNING

• Advise and support development of sector baselines, benchmarks and measureable indicators

Education

The MEAL manager will be based in Juba with frequent trips to the field. He/she, will be in charge of MEAL of a UNICEF Child Protection funded project and provide support to other projects of the South Sudan mission.

The Monitoring, Evaluation, Accountability and Learning (MEAL) Manager is responsible for all monitoring, evaluation, accountability and learning activities of the Protection and other sectors programs. She/he coordinates monitoring and evaluation platforms and learning initiatives and participates in monitoring and evaluation networks through the clusters. She/he leads the programme team in setting up systems and mechanisms for monitoring the projects’ indicators, deliverables and regularly gathering stakeholders’ feedback. The MEAL Manager will support the Project Managers and Programme Coordinators in project documentation, reflection and reporting processes to ensure that identified gaps are addressed and contribute to project improvement.

This position is aimed at developing monitoring, evaluation, accountability and learning systems of the INTERSOS Protection specifically and supports other sectors program and UNICEF funded projects. By the end of the assignment, the post holder is expected to have:

  • Developed Performance Monitoring Plans and MEAL systems for Protection and other sectors programmes

1. Program Management

Key Deliverable:**​** Assist in the development of strong project management systems for planning, delivering, and evaluating programs to ensure programs are aligned with organizational and grant obligations

● In conjunction with HR, ensure that JDF is fully staffed with qualified personnel for each post, irrespective of their background or gender

● Assist Procurement and Logistics (PL) Manager in the development of proper procedures and guidelines pertaining to procurement and Logistics when necessary.

● Assist the PL Manager to purchase and move goods outlined in program budgets

● Overseeing monthly and quarterly logistics reports

● Liaising with UN agencies and Logistics Cluster when appropriate for the delivery of humanitarian goods

● Prepare and roll out country-specific logistics and administrative policies and procedures in line with JDF and donor organization’s policies

● Provide training and briefings to relevant staff of logistic policies

● Maintain the Supply Request Tracking Sheet (SRTS) and sharing with all relevant staff

● Ensuring that procurement files are stored electronically and in hard copy as per JDF and Donor regulations

● Identify and manage suitable stores according to JDF and donor logistic requirements

● Assist PL manager to ensure staff are skilled in stock take and inventory management

● Assist PL manager to ensure asset lists are comprehensive, up to date, and that discrepancies are reconciled.

● Ensuring all procedures and documents relating to asset management are followed and assets are safe guarded with physical checks in line with JDF Logistics Manual

5.Organizational Development and Advocacy

CONTEXT

The impact of the prolonged conflict is clear. South Sudan remains near the bottom of global health indicators. In 2017 violence continued to displace populations to Uganda, Ethiopia, and Sudan. Over 4 million displaced South Sudanese, including the 2.1 million refugees (UNHCR) and a further 1.8 million internally displaced persons (IDPs /UNOCHA), exemplifies the scale and scope of the South Sudanese civil war.

The five sections are present in South Sudan. This is one of the biggest country in terms of operations for MSF.

The coordination team is based in Juba, and OCP currently runs 3 projects.

· Aweil

The oldest project in OCP is opened since 2008. MSF is working within the MoH hospital and is in charge of the pediatric, nutrition and maternity wards (OT 24/7) with a total of around 200 beds. Outreach activities are also deployed with a specific team.

· Yida/

MSF is present in Yida refugee camp located close to the Sudan border and hosting population from the Nuba Mountains escaping from the conflict since 2011.

The camp can be qualified as stable today, all NGOs but MSF have left. We are holding a 30 beds hospital.

· Old Fangak

The project is opened since November 2014 following the conflict in the area.

MSF works in collaboration with another NGO within the 40 beds hospital and is supporting the IPD/ER, OPD, maternity, pre and post op wards.

FUNCTIONNAL AND HIERARCHICAL LINKS

The Medical Coordinator (MedCo) and the Head of Mission (HoM) are working very closely to ensure the effective management of MSF mission in a country, from project conception, their development, to their implementation. S/He should be able to represent /replace the HoM as needed.

The medical coordinator supervises and communicates with the different medical field referents and project coordinators regarding medical activities.

S/He works closely with other members of the coordination: pharmacy coordinator (CoPharma), logistics coordinator and financial and HR coordinator(s).

S/He reports to the Head of Mission and Desk’s Medical Doctor. Technical support is provided by the medical referents from Medical department in HQ (Desk Medical doctor remains informed).

MAIN PURPOSE OF THE POSITION

The medical coordinator is responsible for the analysis, conceptualization and design of medical projects; s/he reviews the strategies, modifies them, and proposes new ones.

2. General context of the project

The situation in South Sudan continues to be very fragile. The collapse of the Government of National Unity in July 2016 precipitated triggers for conflict, insecurity, economic crisis and food insecurity across the country, with the currency in free fall and inflation skyrocketing. In February 2017, the Government of Salva Kiir and United Nations declared famine in parts of the country with nearly 5 million or 40% of the population at risk. Besides civil conflict and drought, other key internal displacement hazards include flooding and health epidemics especially cholera.

South Sudan is a country which has been affected by complex emergencies, both natural and conflict-related, for decades. INTERSOS has been present in South Sudan since 2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria. INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were forced to displace from their homes by the conflict but also the hosting communities, which often are equally vulnerable.

3. General purpose of the position

The Logistics Coordinator will assist the Head of Mission specifically following the overall country Logistics, including supplies and procurements, in accordance with INTERSOS country strategies, plans and policies. The Logistics Coordinator will be primarily responsible to supervise and manage all country logistics operation, and provide support in the management of the mission’s on day to day applied security.

The Logistics Coordinator is responsible for all the logistics operations of the INTERSOS South Sudan Mission, including: the timely procurement of goods, the provision of transportation services, the careful and frequent recording of movements and changes. The Logistics Officer will work closely with program and administrative staff to ensure comprehensive reporting, support and assistance to all INTERSOS activities. In addition, the Logistics Coordinator is responsible for managing the logistics management software.

The Logistics Coordinator shall supervise all the Logistics office activities including the 3 national Logistician staff in order:

  • To deliver the Logistics office activities according with the mission requests in an efficient way (timing and financial) and sharing the information with the other stakeholders (Project Manager, Administration, Head of Mission)

  • To assure the compliance with the organization’s procedures and governance model

The Logistics Coordinator shall also be accountable of the correct utilization of the web platform used to manage the procurement process, the assets of the mission and the contact list.

The Logistician coordinator shall support:

  • The HoM for the management of security, in collaboration with the mission’s Security Focal Point

  • The other Logistics assistants/officers in the day by day delivery activities

The Logistics Coordinator also works in close collaboration with the PMs (in charge of projects for INTERSOS in South Sudan) and coordinates in a systematic manner with the HoM and Admin/Finance Department.

4. Main responsibilities and tasks

Managing INTERSOS supply chain

Purchases:

• Guarantees that purchase procedures are respected, and supervises the purchasing process for the whole mission

• Guarantee the pre-qualification of the suppliers and their evaluation/review at least once every year

• Works in close collaboration with the log and program staff at field and Juba level

• Supports and helps the program managers to prepare their procurement

• Ensures that contracts signed are adequate in terms of effectiveness and protection of INTERSOS interests

• Centralizes and optimizes purchases

• Supervises the identification and referencing of suppliers

• Consolidates/updates the mission’s price catalogue for the mission’s operation areas

• Ensures that purchase files are complete and correctly archived

Shipment:

• Supervises the shipment and delivery of materials up to their final destination

• Coordinates with the logistical department at headquarters for the shipment of merchandise coming from abroad and supervises the potential process involved with clearing customs

Stock management:

• Guarantees the management and monitoring of the mission’s stock, according to INTERSOS procedures and tools. He/She ensures that these procedures are known and implemented on all the mission’s bases

5. Required profile and experience

Education

Professional experience

• At least five years of professional experience in the capacity as Logistician and humanitarian field in countries outside of his/ her residence, with at least two years as senior management level, is required

• At least two years of working in potentially insecure environment as expatriate staffs, with proven experience of security management, is required. Excellent writing, reporting and communication skills

• Experience to live and work in Sub-Sahara Africa for more than two years, including experience in South Sudan for more than one year

The Humanitarian Programme Manager will lead humanitarian programmes and assist the Country Director in developing new humanitarian programmes in South Sudan. The Humanitarian Programme Manager is part of the management team.

TheHumanitarian Programme Managerwill be responsible for:

  • Implementation of humanitarian projects/programmes mainly funded by Institutional Donors;
  • Assisting the Country Director in setting up and managing relief and recovery programmes according to Dorcas policies, Humanitarian standards, UN working group standards and donor requirements;
  • Managing, training and coaching of the local staff in project implementation and humanitarian standards, approaches and principles;
  • A key role in logistic, financial and administrative management of the relief programmes implemented by Dorcas and its local partners;
  • Developing new programmes and proposals for institutional donors;
  • Timely submission of reports to the International Office and institutional donors according their and Dorcas International Office requirements;
  • Providing technical advice and support to field staff and partner organisations;
  • Representing Dorcas at the UN-cluster meetings and report to these clusters;
  • Networking with relevant donors, government institutions and other stakeholders.

Job Requirements:

  • MA/Msc degree in a field related to Humanitarian Aid. Candidates with a BSc degree that have extensive relevant experience are also strongly invited to apply;
  • At least 5 years relevant field experience and at least 3 years project cycle management experience;
  • Experience working in South Sudan (or a similar environment) is a prerequisite;
  • Expert in disaster management and knowledge of humanitarian principles and standards;
  • Experience writing proposals, raising funds and managing projects funded by Institutional Donors;
  • Perform any other duty as required or assigned;
  • Settled character with ability to cope with stressful, delicate and possibly unstable situations;

    Context:

    Terre des hommes Foundation (Tdh) is the leading Swiss NGO focusing on child rights. It is active in more than 30 countries with development and emergency projects. Tdh focuses its action on the two following areas of intervention: health and protection of particularly vulnerable children. Modern management and communication tools ensure the quality of Tdh’s projects. The Foundation constantly aims to improve its services.

    Juba became the world newest national capital on the 9th July 2011, when South Sudan formally declared its independence from the Republic of Sudan. In December 2013, a conflict broke out between the President (Salva Kiir) and former Vice President (Riek Machar). Numerous ceasefires were mediated between the SPLA (Sudan’s People Liberation Army) and SPLA- IO (in opposition) but were subsequently broken.

    In August 2015, an Agreement of the Resolution of the Conflict in South Sudan was signed between the parties in conflict, nevertheless the violence never stopped in the country and the metaphorical road toward real peace still looks very difficult.

    In November 2016, following massive displacement of population and start of the conflict in Equatoria, Tdh launched an assessment in Yei to determine the immediate humanitarian needs of the affected population. Tdh has opened a new base in Yei and started activities early 2017.

    Tdh launched a new assessment in Lainya counties with a focus on health and nutrition in April 2017. Activities are now implemented in Yei and Lainya counties to address a great variety of needs including Health, nutrition, food security, WASH and protection, both in Yei city and in Lainya, in collaboration with local partners.

    Main responsibilities:

    Under the direct supervision of the field coordinator and matrix management of the Logistics Coordinator, the manager is responsible for the provision of:
    o Ensuring logistics support in Yei base, in line with Tdh’s policies and principles.
    o Ensuring management of the Yei logistics team (recruitment, training and follow up, including evaluations).
    He/she works in complete line with the project strategy defined for the intervention.
    The purpose of the position is to supervise all logistics activities regarding the projects and the base of Tdh:

    • Management of the fleet of vehicles / equipment

    • Stock Management

    • Procurement – supply

    • Management of compound

    • HR management of the logistics staff of the base

    • Security

    He/she will conduct his or her duties in respect of the Charter of Terre des hommes and the Tdh Code of conduct and child safeguarding policy.

    Fonction details:

    Fleet management

    • Ensures the safety and the organisation of all Tdh staff and materials transportation

    • Organize the allocation and provision of the vehicles/equipment

    • Identify the requirements and choose the suppliers

    • Provide training in the handling of operating procedures related to the vehicles

    • Ensure a proper follow up of movement and fuel is in place (log book, monthly fuel follow up, etc)

    • Ensure that the preventive and curative maintenance of vehicles is done

    • Send once a month the fleet follow up to the logistics coordinator.

    • Handle transportation contract negotiation with suppliers and follow up.

    Management of the equipment

    • Ensure the setting up of the equipment and the maintenance

    • Monitor the additional equipment required and advise on the purchase

    • Identification, registration in the equipment follow up and labeling of all the equipment.

    • Ensure the monitoring tools, including the follow up and update of the equipment and accessories’ list are set up

    Procurement – Transportation

    • Handle orders and service contracts according to the established rules

    • Do and/or collect the PSR for all the departments

    • Ensure procurement logistics procedures are followed including CBA, contract, archives, follow-up

    • Define the more relevant means of transportation for goods delivery and process the administrative formalities related to

    • Ensure the purchase follow up is updated and sent to the logistics coordinator on a monthly basis

    Stock Management

    • Ensure the flow of merchandise is organized

    • Update and share the monthly stock inventory.

    • Supervise stock movement’s follow up.

    Management of premises

    • Handle rental contracts for all premises

    • Handle contracts linked to utilities of the premises (water, electricity, etc)

    • Ensure adequate and required equipment/furniture are in place and functioning

    • Ensure follow up and supply of office supplies

    • Ensure the maintenance and repairs of the premises

    Security Management

    • Adhere strictly to Tdh and country security rules

    • Participate in the elaboration and updating of the country security plan and guidelines

    • Hold security briefings when needed

    • Ensure that safety equipment is present, up-to-date and in compliance in the different office, guest houses and project locations.

    Coordination and General support

    • En collaboration avec le chargé de Logistique de la DAH, le/la spécialiste logistique itinérant évalue la performance logistiques des missions

    Détails de la fonction:

    Participe à :

    • Gestion du stock urgence au siège (constitution/ renouvellement des kits, inventaires…), en collaboration avec le Chargé de Logistique du DAH,

    • Déploiement en 24h sur la première « vague » de réponse à l’urgence

    • Evaluation logistique sur une zone d’intervention (sécurité, transports, communication, hébergement, approvisionnement-stockage)

    • Installation d’une base Tdh (bureau, guesthouse…)

    • Recrutement des staffs nationaux en phase d’ouverture

    • Participation aux évaluations terrains (Wash, NFI…)

    Aide à la mise en œuvre des procédures/ politiques logistiques de Tdh en terme de :

    • Gestion de parc motorisé (véhicules, générateurs…)

    • Achat-procurement

    • Stockage

    • Gestion du matériels et des équipements

    • Construction/ Energie

    • IT- Internet- Communication

    Assure l’intérim en cas de « gaps » sur des postes de logisticiens (Co Log, etc…)

    S’assure du respect des règles/ exigences des bailleurs de fonds dans son domaine d’activités :

    • Support ponctuel pour préparation des audits, en collaboration avec les contrôleurs de gestion
    • Participation à la rédaction de rapport bailleurs

    Conduit des sessions de formations dans son domaine de compétence a l’attention des équipes supports et programmes :

    • S’assure que l’ensemble des staffs logistiques et programmes soient formes aux outils logistiques

    • Capacité building des logisticiens terrains sur les procédures et politiques logistiques

    • Création de support de formation logistiques adaptés à chaque terrain

    • Identifie les potentialités des staffs nationaux (log) pour départ expatriations/ constitution d’un pool logistiques

    Evalue la performance logistiques des missions:

    • Rédaction des rapports de visite terrain

    • Commentaires sur les Sitrep/pack Log

    • Briefing / Debriefing

    Ainsi que les compétences spécifiques « Métiers » suivantes :

    • Maitrise des aspects logistiques en contexte humanitaires d’urgence

    • Connaissance des procédures bailleurs (ECHO, OFDA, BPRM, DFID, CdB )

    • Connaissance de la thématique protection de l’enfance en urgence

    • Expérience en coordination logistique de 2 ans minimum sur le terrain et/ ou siége

    • Eveiller les consciences au sein de la Fondation sur la violence envers les enfants

    • Fournir des orientations aux employés et autres et définir les attentes lorsqu'il s'agit de prévenir, soulever, dénoncer et réagir aux problèmes de violence envers les enfants

    • Réduire le risque de violence envers les enfants par le recrutement et la sélection d’employés et autres

    • Réduire le risque de violence envers des enfants en élaborant une culture de direction ouverte et informée au sein de l'organisation et dans notre travail auprès des enfants
