GENERAL FUNCTION

The TRC Senior Advisor will be responsible for providing technical advice and support to The Radio Community (TRC), a network of four community radio stations in South Sudan. The jobholder will work closely with TRC’s Chief Executive Officer (CEO) and his team in South Sudan, and provide advice and capacity-building support in various areas including broadcast content, administration, and financial and technical management. This position is Juba-based, with regular trips to the field.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The TRC Senior Advisor will provide technical advice and support to TRC’s Chief Executive Officer and his team in the following areas:

  • The day-to-day operations of the four community radio stations.
  • Ensure that TRC broadcasts meet editorial guidelines, ethical principles and technical quality standards.
  • Oversee in-house training and mentoring programs for TRC journalists as well as technical, administrative and station staff.
  • Support TRC’s CEO to manage the creation of local TRC associations and a capacity-building program aimed at preparing the associations to participate in the management of the member radio stations.
  • Work together with the Sales division on capacity-building, marketing, sales and sustainability training programs for TRC stations.
  • Coordinate with local partners in the successful implementation of program activities.
  • Support the coordination and management of technical upgrades of the current stations and any possible setting up of new stations, including building facilities, erecting transmission towers, securing FM broadcast signals and licenses, procuring and shipping all recording and broadcasting equipment
  • Together with the TRC CEO, liaise with local authorities and ensure TRC’s operations are compliant with laws and regulations.
  • Work closely with the TRC CEO to ensure the project is in compliance with all grant and cooperative agreement rules, requirements and regulations as well as with TRC internal policies and procedures.
  • Work closely with the TRC CEO and the TRC Finance and Operations department on financial and administrative operations of the TRC project.
  • Work with TRC CEO to provide comprehensive draft reports, including all proper M&E data, narrative reports, success stories, quotes and photos for TRC activities
  • Other tasks as may be assigned by the Internews COP.

How can you make a difference?

Under the guidance and supervision of the supervisor, establishes and implements country office emergency preparedness and response. Responsible for the development, planning, implementation, monitoring and evaluation of the emergency interventions to ensure the survival and well-being of children and mothers, and the affected communities in an emergency situation.

KEY ACCOUNTABILITIES and DUTIES & TASKS

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.

Emergency Preparedness

  • Adopts adequate emergency preparedness measures through the development and updating of country contingency plans and establishment of early warning mechanisms, to ensure effective preparedness and response to specific emergencies.
  • Participates in the formulation and development of plans of action in preparation and response to emergencies, monitors compliance of all sectors with emergency plans of action, including financial resources. Ensures coordination of the management of emergency preparedness and response.
  • Provides technical advice related to emergency preparedness and response, including on programme management related issues. Provides advice to the country office in the implementation of emergency preparedness measures in the field to strengthen preparedness and response mechanisms in the country faced with impending emergencies.
  • Develops and maintains databases on country/regional information, and ensure the flow of information and communication crucial for the planning and implementation of emergency preparedness and response management. Identifies availability of resources in emergency prone areas and establish logistics plans to be implemented during an emergency operation, to ensure a timely and effective emergency response.
  • Plans, organizes and conducts training for the office’s staff capacity building in emergencies preparedness and response. Assists in developing and conducting emergency training courses. Provides training and/or briefing, as required. Participates in other emergency training workshops in the region, and builds up the emergency preparedness and response capability of UNICEF staff as well as implementing partners.
  • Emergency Response

  • In the event of an emergency, takes prompt action as a member of the Emergency Response Team which is deployed immediately to establish UNICEF's presence and implement the initial operational tasks relating to emergency assistance. Immediately verifies the nature and extend of the emergency with staff, government officials, other UN agencies or local organizations and media. Ensures that the office is provided with effective telecommunications facility and staff security assistance in an emergency, as necessary. In coordination with the programme and operations groups, establishes contact with all UNICEF staff, their dependants and visitors to ensure their safety and whereabouts, and informs OPSCEN and the Regional Director of their status.
  • Participates and assists with assessment of local emergency and security situation affecting children and mothers in the locality, in conjunction with the Regional Office, the HQ Divisions, and field staff. Visits the location to conduct an initial rough assessment of the magnitude of the crisis and its implications for children and its impact on the community. Assesses the validity of the office preparedness plan and ability of the office vis-à-vis the current crisis as well as immediate and additional needs. Determines corporate priorities and an appropriate intervention (supply procurement, fund-raising and staff development) by UNICEF. Coordinates with other partners to make a rapid assessment covering priority areas as defined by the Core Commitment for Children in Emergencies. Establishes contact with community groups, government, UN agencies, media and other partners to keep abreast of emergency situations.
  • Applies the emergency preparedness and response plan as necessary, and identifies urgent staffing requirements and redeploys country office staff as required. Executes the timely delivery of assistance and procurement of supplies, monitors the appropriate and effective use of UNICEF resources/inputs. Identifies problems and constraints in order to ensure effective project delivery. Certifies the disbursement of funds, monitors expenditures and submits financial status reports. Sets up a reporting system and sends daily situation reports to concerned parties.
  • Emergency Project

  • Participates in the implementation of plans of action and workplans for emergency projects. Implements and manages project activities. Undertakes field visits to emergency project areas, to assess local conditions and monitor project progress. Makes technical decisions on project administration (e.g., activates, requests or reprogrammes allocation of emergency funds). Prepares inputs for appeals and updates related to emergencies. Works with program sections and senior management to mobilize donor response and recovery/rehabilitation-related funding, including annual or multi-annual humanitarian appeals and documents (e.g., pitch documents). Communicates and advocates on the situation and needs of children through local and international media, as appropriate.
  • Identifies longer-term requirements of the emergency operation/interventions. Proposes a more regular operational and staffing structure to take over from the Emergency Response Team.
  • Maintains continuous, effective and strategic coordination, communication, consultation and liaison with Government, UN agencies, NGOs, donors and allies to appeal for aid for children and women with special needs resulting from the emergency situation requiring an effective emergency response in all sectors. Identifies implementing/operational partners and establishes implementing arrangements. Ensures that the UNICEF support is effectively provided to the government with respect to sectoral coordination within the framework of the cluster approach and based on the Core Commitment for Children.
  • Participates in all humanitarian and recovery related forum and keeps management informed of all humanitarian developments in the country in terms of policies, strategy, situation developments, potential threats and opportunities/issues in partnership.
  • Promotes that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the country office's workplans. Prepares sectoral input for the country programme documents, plan of action, annual work plans, and all related documents of the office’s Emergency Preparedness and Response. Contributes towards the preparation of the Situation Analysis and the Country Programme Document.

  • Education:Advanced University degree in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.* A first level university degree with additional two years of experience can be accepted in lieu of advanced degree.
  • Work Experience: Five years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration. Developing country work experience (for IP) or field work experience (for NO). Specialized training/experience in emergency response management highly desirable.

    South Sudan: SOUTH SUDAN – WASH PROGRAM MANAGER – RAJA

    ABOUT THE MISSION IN SOUTH-SUDAN

    The conflict between Northern and Southern Sudan is known as the longest war in Africa. Six and half years after the signing of the Comprehensive Peace Agreement (CPA) in Nairobi in January 2005, South Sudan became the youngest country in the World on July 9th 2011, after a referendum.

    In 2013, new rounds of violence erupted. Following East African mediation efforts and the threat of United Nations sanctions for both sides, a peace agreement was signed in 2015. Following Machar’s return to Juba in 2016 and his appointement as vice president, a new breakout of violence happened in Juba in July 2016. Machar was replaced as vice-president and fled the country as the global conflict erupted again. In the coming months at least, the general security situation is likely to remain precarious and volatile in the whole country.

    Up to 300,000 (even more) people are estimated to have been killed in the war. More than 4 million people have been displaced in a country of 12 million, with about 2 million internally displaced and about 2.1 million having fled to neighboring countries (Kenya, Sudan, Uganda, DRC…). Almost 7.1 million people are food insecure in the country.

    SI has been operating in South Sudan since 2006, and has developed activities in emergency and post emergency contexts, particularly in rural and semi-urban areas.

    SI currently runs WASH and FSL interventions benefiting IDPs and host communities in Raja (Western Bahr El Gazal), as well as WASH activities in the PoC in Malakal, and provides emergency WASH assistance in informal settlements in Upper West Nile state. SI also implements a cholera preparedeness&response programme in Juba.

    The main axis of SI’s country strategy are as follows:

    • Address the most urgent needs of conflict, epidemic (including cholera) and natural disaster affected population
    • Contribute to strengthening the resilience capacities of agro and agro pastoral communities affected by conflict and climate events.
    • Contribute to reducing the prevalence of water borne diseases and malnutrition through integrated WaSH in camp (formal/informal), WaSH in health and WaSH in nutrition approaches in rural and urban settings.
    • Challenge common approaches to hygiene promotion and sanitation and pilot innovative methodologies and technologies, through research studies, and partnerships with academic institutions; study the impact of humanitarian interventions on cholera prevalence.

    The overall budget of the mission is circa 3 million USD. The coordination team is based in Juba (5 expatriates). The Raja base which was opened in 2017 counts 4 expatriates and 2 SI expatriates operate from Malakal.

    RAJA:

    SI is one of the only actors present in Raja, providing thus essential support to the vulnerable population through integrated WASH and FSL responses.

    The Raja team counts 4 expatriates: a Field Coordinator, a WASH Program Manager, a FSL Program Manager and a Logistician-administrator.

    ABOUT THE JOB…

    The Program manager is responsible for the good and timely implementation of the program, ensuring SI quality standards are met, and, if needed, suggests adjustments or developments to ensure its relevance. He/She will be responsible for providing continuous technical support, training, and orientation to the programme team. He/She contributes to SI’s programming strategy in South Sudan.

    The responsibilities:

    He/she is the line manager of the operational program teams and works along with the logistics and administrative department to ensure that the activities are timely delivered and comply with our quality standards. Under the supervision of the Field Coordinator, his/her responsibilities include:

    • Implement the activities as designed and monitor quality and achievements
    • Propose adjustments or developments to maintain project relevance when necessary.
    • Coordinate activities with the program team and other departments of SI and INGOs in the area of intervention.
    • Supervise the programme team.
    • Prepare timely and accurate reporting to SI for donors and internal data collection and monitoring

    SI WILL OFFER YOU

    A salaried post: from 1980 euros gross per month as per seniority (including 10% annual leave allowance paid monthly), and a monthly Per Diem of 700 USD.

    Vacation: during the assignment, a system of alternation between work and time-off is implemented at the rate of one break every three months. For a 6 months assignment, the expatriate will have a 7-day break during the 2nd and the 4th month (with 750 USD allocated by Solidarités International).

    Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.

    The South Sudan Protection Cluster (PC) works in-country as a platform for dialogue and coordination involving over 40 organizations that carry out protection-related activities across South Sudan, with a focus on Jonglei, Unity, Upper Nile and Central Equatoria states.     Job description

    • Provide technical leadership for the information management working group

    2. General context of the project

    South Sudan is a country which has been affected by complex emergencies, both natural and conflict-related, for decades. The Greater Upper Nile region, including the states of Upper Nile, Jonglei and Unity have been the most highly affected ones by the ongoing crisis in which this project will be implemented. INTERSOS responds in all three States to the protection needs of vulnerable women and children by implementing GBV prevention and response as well as child protection activities.
    The Protection Coordinator will ensure that all protection projects implemented by INTERSOS are in line with the current country strategy of the organization and will analyze context developments and emerging needs to identify opportunities for project expansion.
    The Protection Coordinator will report directly to the Head of Mission and will participate in regular senior management team meetings giving strategic directions to the mission in South Sudan.

    3. General purpose of the position

    To lead the identification, design, implementation and monitoring of Protection interventions according the INTERSOS country strategy and the needs, and representing the organization in all technical relations with authorities, donors and the community.

    4. Main responsibilities and tasks

    General Programme Management:

    • Provide supervision and mentoring to the Project Managers, identifying training needs to build specialized skills in protection, particularly in GBV and CP.
    • Ensure that protection staff and services adhere to GBV and CP best practices, professional standards and principles.
    • Provide support tools to monitor quality of program implementation and enable feedback from beneficiaries and other stakeholders.
    • Promote harmonization of project approaches and methodologies across the different implementation sites by developing and monitoring use of common guidelines and tools, as well as creating opportunities for experience sharing and learning.
    • Provide training material for different trainings and share within the protection team.
    • Contribute to produce high quality donor reports and supporting documents as required.
    • Participate in all proposals design that includes protection components.

    External and Internal Coordination:

    • Establish and maintain collaborative relations with relevant donors, local authorities, partners, project stakeholders and other organizations working in the project areas.
    • Proactively engage with donors, international NGOs and other actors participating at sectorial coordination meetings.
    • Maintain productive working relationships with Protection, GBV and CP Working Groups at the national level.
    • Ensure that key field concerns are brought to relevant stakeholders to advocate for standards that systematize how GBV and CP are implemented and promoting the delivery of inclusive and high quality GBV and CP services.
    • Brief all protection staff on discussions held during working groups.
    • Develop strategic partnerships with local organizations, wherever possible.

    Protection Programming:

    • Ensure that national Standard Operating Procedures (SOPs) and on case management and minimum standards are applied in all projects.
    • Advice Project Managers and Case Workers on complex protection cases as needed.
    • Ensure the correct functioning and use of the General Protection Information Management Systems, mainly GBVIMS and CPIMS.
    • Ensure that data protection protocols are respected in each location.
    • Promote harmonization of project approaches and methodologies across the different implementation sites by developing and monitoring use of common guidelines and tools, as well as creating opportunities for experience sharing and learning.
    • Monitor the work of Protection staff in the field, through regular field visits to ensure high quality protection responses.

    Protection Mainstreaming:

    • Ensure GBV and CP mainstreaming in new project and program proposal.
    • Brief Project Managers from other sectors about main GBV and CP issues, and updating them on a regular basis.
    • Ensure the collection of disaggregated data for reporting and analysis purposes in all projects.

    Other objectives and duties as requested by the Head of Mission for the effective implementation and quality of the protection activities.

    5. Required profile and experience

    Education

    • University degree in international relations/development, social science, law, psychology, or another related field; MA/S or other related advanced degree preferred.

    Professional Experience

    • Minimum of 5 years (of which at least 3 years in the field) of professional experience in humanitarian work, preferably in an emergency context.
    • Substantial experience in Protection, both overall Protection and in sub sectors of Child Protection, GBV, and/or MHPSS, including in conflict settings and with IDPs.
    • Demonstrable technical expertise in the assessment of, design, and delivery of relevant Protection programming.
    • Good knowledge and understanding of Humanitarian Principles and Protection frameworks, tools, and minimum standards.
    • Strong program management skills, with substantial experience managing large portfolios.
    • Excellent written and verbal communication skills in English.
    • Good knowledge of MS Office (Word, Excel, Outlook).
    • Professional, hard-working, and a self-motivated person.

    Hope Restoration received a grant from UNHCR and is currently implementing Protection and Assistance for Affected Population including Persons with Specific Needs in Leer and Mayendit, Unity State.

    1.JOB DESCRIPTION

    Overview

    The purpose of this post is to provide day to day management, psycho social support to individuals and/or groups of individuals affected by the conflict in Southern unity i.e. Leer, Mayendit and Touchriak in particular, you will be responsible for providing counseling services to SGBV survivors’ and maintaining daily contact with the community case workers/ GBV Volunteers. Work and liaise closely with the Project Officer, Project Specialist and Program Specialist on documentation of program activities as per the donor requirements.

    1. DUTIES AND RESPONSIBILITIES:

    Case Management

    • Provide comprehensive psycho-social counseling to SGBV survivors focused on the survivor centered case management approach.
    • Provide assessment and counseling both at individual and group level as the situation demands.
    • Ensure all work with SGBV survivors is confidential and that ethical practices are observed.
    • Document client data accurately in the intake forms and ensure they are under lock and key.
    • Ensure that the GBVIMS is accurately updated on a regular basis.
    • Participate in the interpretation of the analyzed data on trends and work with GBV Team Leader to disseminate information to all relevant stakeholders.
    • Participate in the development of the case management monitoring tools and systems and ensure that all staffs that are required to utilize it are trained on the correct way of handling the systems.
    • Participate in the preparation of accurate reports for all Psycho-social related activities.

    Coordination and networking

    • Maintain and strengthen existing networks through other service providers at the IDP sites , to ensure that survivors receive quality services and support both at the agency levels.
    • Actively participate in scheduled meetings such as the Case Conferences and SGBV inter-agency meetings.
    • Identify new networks to work with to ensure wholesome support to the clients.
    • Work in close collaboration with the GBV officer and GBV assistants to ensure ongoing needs of at-risk groups, women and girls are being met in the prevention related activities.
    • Strengthen existing referral systems and networks of psychosocial service providers
    • In collaboration with other partners, design psychosocial interventions within the IDPs and Host community focusing on the psychosocial needs of adults, youth and children.
    • Assist in development of referral networks between partners implementing GBV and implementation of referral pathways.
    • Participate in conducting trainings for partners on relevant organizational development areas and support peer learning between Hope Restoration.

    Community engagement and outreach

    • Conduct sensitization, dialogue and mediation sessions with the wider population about issues of trauma and SGBV.
    • Facilitate formation of support groups for survivors of SGBV and other vulnerable groups.
    • Identify and strengthen Community structures through engaging community leaders, camp management and other stakeholders to ensure that the survivors receive adequate support at the community level.
    • Support the GBV officer and GBV assistants, in dissemination of relevant information during the Community SGBV prevention forums and meetings.

    Monitoring and evaluation

    • Assist in preparing daily, monthly, quarterly and annual reports, progress notes, and treatment plans on time
    • Use appropriate data collection tools and submit assessments and reports in a timely and accurate manner
    • Work closely with the project staff and related protection partners to ensure quality reporting
    • Assist in the designing, planning, implementing and facilitating of external trainings for numerous target groups
    • Ensure CHS Principles are mainstreamed in the day to day project implementation
    • Attend relevant training forums relevant to the job
    • Assist with any other related activities as deemed necessary by the supervisor

    In addition, the consultant will work with the project team to:-

    · Establish GBV committees including male led ones in the project areas to assist survivors in accessing services.

    · Conduct refresher training to community based caseworkers and focal points

    · Utilize existing referral pathway to link survivors for help and also create awareness on the existing referral pathways in the project locations.

    · GBV advocacy and awareness creation session

    · Conduct men & Women engagement and dialogue sessions

    · GBV education material printing and distribution to strategic locations

    · conduct community based psycho-socio support sessions ( 1 per quarter per location)

    · Conduct training for community leaders and local authorities on SGBV prevention

    · Print and distribute GBV prevention IEC materials

    · Facilitate community based GBV prevention volunteers

    · Train and provide livelihood support to survivors of GBV based on the need and form Village Savings and Loan Association (VSLAs) for women including persons with special needs.

    · Compile and submit timely M&E reports; Conduct community dialogue meetings ; Conduct Community awareness and training on conflict mitigation; Support youth and women activities to promote peace at community level and Training of existing peace committees on conflict mitigation

    · Perform any other assigned duties from time to time.

    CONSULTANT PROFILE

    Knowledge, skills, abilities:

    • Attention to detail, and strong planning and organizational skills are necessary;
    • Excellent spoken and written English skills is essential; ability to speak local language is an asset
    • Excellent writing skills;
    • Strong knowledge of psychosocial and mental health issues.

    Education:

    · Diploma in Counseling with hands-on experience either from a refugee and /or IDP set up .Bachelor degree in counseling psychology and/ Master’s Degree in Counselling/ Clinical Psychology is an added advantage

    Experience:

    · Minimum 3-5 years’ experience in the field of psychosocial and mental health work in local and / or international organizations;

    · Extensive network with Practioners and institutions in the field;

    · Excellent communication skills and ability to understand and develop programmatic strategies on psychosocial support for organizations.

    ACTED operations in South Sudan aim to improve food security, ensure access to livelihoods and develop resilience and emergency programmes. Since the eruption of the South Sudanese conflict in December 2013, ACTED has been contributing to the delivery of humanitarian services to internally displaced persons, refugees and host communities. As camp manager ACTED continues to coordinate and provide camp management services in Protection of Civilian (POC) site in Juba and Bor, informal settlements in Wau and refugee camps in Maban.

    You will be in charge of

    1. Accounting and treasury Management

    Accounting management – supervise the accounting cycle for the mission :

    • Ensure timely and accurate data entries in cashbook, bankbook and SAGA following the standard descriptions defined in ACTED’s Global Finance Procedure Manual;
    • Verify and coordinate the monthly compilation accounts from each area;
    • Supervise cash and bank balance checking process when closing the monthly accounts;
    • Communicate accounts on a monthly basis to HQ, respecting SAGA procedures and deadlines in line with the monthly accounting schedule as per ACTED’s Finance Procedures;
    • Manage the presentation, circulation, filing of vouchers and archiving of accounting and financial documents in compliance with FLAT and Finance procedures (maintain an up-to-date filing follow-up: A8.01_Red Cell Game); Review on a random basis quality and compliance of documentation from areas when centralizing;
    • Supervise the Yearly and Midyear Accounting Closures for both General and Analytical Accountancy aspects (V1 and V2).

    Treasury management – ensure a controlled and smooth cash management :

    • Ensure justified bank selection process, open/close bank accounts under the authority of the CEO;
    • Oversee the management of bank accounts: control, follow and make sure flows are properly lettered (advances, transfers, etc.), check balances and justifications, authorised visas; Report to HQ through the flows reporting tool A1_PRATIC;
    • Supervise the management of safes and cash: available amount, balance checks, security instructions;
    • Assess monthly cash-flow needs for projects and areas, fill and share the form A4.01_Cash Request on the 15th of each month;
    • Manage money transfers, areas cash-supply and amounts in circulation, whilst defining payment procedures (bank transfer, cheque, cash etc.);
    • Make sure donors are invoiced on time and report it through the tool A4.04_ATROCE, comply with good practices described in the Money In Acted HOUse Plan (MIAHOU).

    2. Commitment of expenditures, budget control, & Financial Management

    Commitment of expenditure – guaranty budget availability and compliance to ACTED and donor’s procedures before releasing payments:

    • Collect visas of authorised staff members, set-up commitment ceiling in local currencies, define methods and timescales for payment;
    • Before commitment / payment of any expenditure, check authorization levels, budget availability, budget line on which the expense is to be allocated to, ensuring full compliance with ACTED and donors procedures:
    • In close coordination with the Country Logistics Manager (CLM) or equivalent, negotiate terms of contracts including payment schedule & taxes obligations; ensure that procurement procedures are adhered to; Follow-up commitments and payments through the tool A7.02_Contract Follow-Up (CFU); Ensure financial, compliance & budget control points during Purchase Committee meetings; review coherence between orders, quotations/offers, purchase orders, call for tender documentation, procurement memo, contract, invoices, receipts, works/services completion certificates; Check the receiver’s ability to endorse payment;
    • In close coordination with the Admin Team, ensure that staff contracts are in line with ACTED standard salary grid, available budgets and regulations; propose salary grids revisions based on benchmarks, national legislation and budget constraint; review and validate the payroll on the 25th of each month;
    • Validate partner’s accounting and documentation accuracy and compliance before payement.

    Project budget follow-up, mission’s cost control, internal & external audits – anticipate and mitigate financial risks ensuring operations are run in a compliant and cost-efficient manner :

    • Lead Budget Follow-Up (A7.01) and Allocation Tables (A5) consolidation process;
    • Analyse/report gaps between planned budgets and actual expenses; comply to the flexibility rule;
    • Anticipate financial risks, present budget updates and mitigation plans during FLAT meetings;
    • Analyse and report monthly running costs, fleet and communication of each area (A6.01-04)
    • Prevent and report any financial and operational loss (A6.01 ACT follow-up);
    • Submit to HQ all the annexes of the internal financial follow-up reporting tool (TITANIC) by the 15th of each month;
    • Follow-up Exit Forms for international staff and make sure they are sent to HQ once validated;
    • Take the lead on external audit preparation in support to the country compliance teams if any; Contribute to opening/closeout meetings, responses to audit reports, recommendations’ implementation plans.

    3. Project financial cycle management

    • Develop project budgets and reports – ensure the financial feasibility of projects, respecting ACTED and donors’ rules and deadlines :
    • Gather information from the relevant departments to consolidate budgets for project proposals according to project/mission needs and donor constraints; Propose sufficient programme and support budgets including mission’s investment plans in close link with country coordination;
    • Review and negotiate terms of grant contracts before signature (payment & financial reporting schedule, use of HQ cash-pooling system, etc.);
    • Plan, consolidate, draft & crosscheck with Project Development Department (PDD) financial reports when required (ad’hoc, interim and final), respecting contractual deadlines and rules such as flexibility, eligibility and liquidation period, etc.;
    • Follow-up payments from donors and financial project close-out (contract liquidation).

    4. Team leadership & other tasks

    • Update the organization chart and ToRs of the finance and administration departments (if applicable) according to the mission development;
    • Oversee the team, plan & conduct finance staff recruitments, undertake appraisals, follow career management, identify staff with potential and contribute to ACTED internal mobility policy; Ensure training and capacity building for finance team members of ACTED and Partners in order to increase the level of technical ability and skills;
    • Actively promote strong & structured articulations with all teams (Logistics & PDD in particular); Represent ACTED with relevant finance & admin networks at country level;
    • Improve information flows within the department and with other departments;
    • Plan field monitoring missions;
    • Perform any other related activities as assigned by immediate supervisor.

    Expected skills and qualifications

    • Master’s degree minimum in Finance or related area;
    • 1+ year of solid experience in financial management and monitoring systems, preferably of large development
    • programs, possibly complemented by academic expertise;
    • Excellent financial and analytical skills;
    • Excellent communication and drafting skills for effective reporting on programme financial performance;
    • Ability to manage a financial/monitoring team and demonstrate leadership;

    Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organization. We work to reduce violence and protect civilians in countries affected by violent conflict and its aftermath. NP implements programming through the deployment of civilian protection teams to the field.

    South Sudan’s civil war is nearing its second anniversary. The war has forced 2.27 million people to flee their homes and resulted in the loss of thousands of lives. The people of South Sudan are facing a humanitarian emergency and are in the midst of a conflict that is often described first and foremost as a protection crisis - hundreds of thousands of people have been separated from their families and lost their homes, livelihoods and access to basic services like food, medical care and education.

    NP is continuing to scale up to meet the growing needs. In South Sudan, NP has a mobile protection response team and 10 field teams providing emergency protection programme for communities affected by violent conflict. Programming is founded on unarmed civilian protection and is thematically focused on protection in displacement, child protection, gender based violence protection and inter-communal violence reduction.

    We are looking for experienced protection officers to implement community-based violence reduction and prevention programming in various locations in South Sudan, in the context of an on-going civil conflict and extremely high levels of displacement. You will be a person with a genuine commitment to working at the community level, someone who is skilled at building trusting relationships in an extremely polarized political climate. You are someone who is not deterred by the complexity of conflict; you are able to analyze conflict dynamics; you are motivated and unendingly persistent in finding and implementing protection and prevention strategies. You will be responsible for working together with other international and national colleagues to directly implement the project and to participate in reporting and documentation. You are comfortable living and working in a remote, physically demanding environment, living full-time in a shared compound environment while enjoying a simple diet.

    Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organization. We work to reduce violence and protect civilians in countries affected by violent conflict and its aftermath. NP implements programming through the deployment of civilian protection teams to the field.

    South Sudan’s civil war is nearing its second anniversary. The war has forced 2.27 million people to flee their homes and resulted in the loss of thousands of lives. The people of South Sudan are facing a humanitarian emergency and are in the midst of a conflict that is often described first and foremost as a protection crisis - hundreds of thousands of people have been separated from their families and lost their homes, livelihoods and access to basic services like food, medical care and education.

    NP is continuing to scale up to meet the growing needs. In South Sudan, NP has a mobile protection response team and 10 field teams providing emergency protection programme for communities affected by violent conflict. Programming is founded on unarmed civilian protection and is thematically focused on protection in displacement, child protection, gender based violence protection and women’s empowerment and inter-communal violence reduction.

    The ongoing conflict and displacement in South Sudan is resulting in civilians experiencing escalated risk and exposure to violence. Women and girls particularly are experiencing increased sexual and gender-based violence. NP’s GBV protection and prevention programming focuses on 2 key areas: 1) women’s participation in peace and security and 2) direct protection for the prevention of and protection from GBV. NP’s programming focuses predominantly on prevention and protection, driven by the belief that there should be significantly more investment in protecting anyone from experiencing sexual and gender based violence at any point in their lives. NP does not provide post-incident health care, rather works with existing service providers to connect survivors with those services.

    We are looking for experienced Women’s Participation and Protection Officers, to fill a number of vacancies, who share an unshakeable commitment to prevention as the best possible form of protection. You will be someone who understands that women’s active participation in peace and security directly leads to safer women and in fact, safer communities. You are motivated by prevention and are ready to engage in creative, bold and persistent interventions that will enhance security and safety for at-risk women and girls in conflict affected areas.     KEY OBJECTIVES/RESPONSIBILITIES:

    Direct Programme Implementation: Women’s Participation in Peace and Security

    * Implementation of Women’s Peacekeeping Team (WPT) project activities. Establishing new WPTs where needed and supporting existing WPTs according to field site assignment and project directions

    * Provide trainings for WPTs in range of topics including but not necessarily limited to: GBV in Emergencies, Child Protection in Emergencies, conflict analysis, risk assessment and mitigation planning, case management, community mediation, basic human rights awareness. The WPTs training agenda is driven by the needs of the WPT and may expand or prioritize according to local needs.

    * Provide coaching and mentoring for WPTs as groups and members as individuals as they take on leadership roles in community peace and security issues

    * Facilitate confidence building between WPTs and relevant local stakeholders and authorities to encourage acceptance of WPT activities and to support WPTs to take on those relationships independently

    * Coordinate regularized women’s security meetings to allow broad range of women to express security concerns and to enhance local protection strategies

    * Conduct regularized meetings with WPTs to review interventions, challenges, cases and so forth.

    * Accompany WPTs engaging in higher risk interventions to facilitate the WPT’s security to encourage WPT activities

    * Document success stories, work with WPTs on storytelling of their experiences as women participating in peace and security and self-protection

    * Coordinate with other field locations to facilitate communication between WPTs in various locations and state and national level WPT events

    Direct Protection and Prevention of Sexual & Gender Based Violence

    * Provide protective presence and accompaniment to women and girls exposed to risk of harassment and sexual & gender based violence such as during firewood collection, movements to gardens/farms, in search of food, to access humanitarian services and to access protection of civilian locations

    * Engage full range of stakeholders (i.e. civil authorities, organized forces, non-state armed actors, humanitarian service providers, UN mission and agency personnel, community leaders and community members) to encourage as many as possible to take up active roles in preventing sexual and gender based violence, serving as protective agents and to avoid serving as aggressors.

    * Conduct daily information gathering, contextual analysis and risk mitigation planning for women and girls (and project staff). For example planning prevention interventions during increased tensions and periods of violent conflict, during aid distributions, when food becomes increasingly scarce etc.

    * Participate in referral pathway development and implementation in coordination with GBV post-incident care providers

    * Conduct case management for individual cases handled, at the wish of the survivor, outside of the WPTs

    * Develop and implement security plans for survivors or women and girls at ongoing risks

    * Coordinate with NP’s comprehensive and child protection colleagues to coordinate protection, prevention and response strategies

    * Train and mentor locally hired national WPP colleagues

    * Facilitate communications and relationships between communities in conflict, providing proactive engagement to mitigate potential conflict including facilitated dialogue, shuttle diplomacy and the development of specific implementable agreements

    * Monitor all SGBV protection issues and coordinate with concerned local authorities and NGOs to ensure that relevant protection partners are fully informed on the situation;

    Support to Administration and Operation:

    * Produce activity, field and training reports and support the Team Leader in internal and external reporting as needed

    * Support team-level finance reports as requested and support monitoring of team cash, spending and financial documentation

    * Support team-level logistics and operations, including completing procurement requests, supporting asset management and compound management

    QUALIFICATIONS AND COMPETENCIES:

    A. Education, Knowledge and Experience

    * 3 -5 years’ work experience in SGBV protection and prevention, women’s participation in peace and security programming.

    * Demonstrated successful experience in working in complex security

    environments

    * Demonstrated experience working with state and local authorities, negotiation and mediation

    * Demonstrated ability to live, work and solve problems independently and effectively in remote, highly challenging locations

    1. BACKGROUND

    Nonviolent Peaceforce (NP) has been implementing a project with the overall goal to alleviate suffering and increase the safety and security of disaster affected and vulnerable communities in the Greater Upper Nile and Jonglei regions of South Sudanby reducing the frequency and impact of violence and conflict in target communities. In order to achieve this goal,the project combined extensive community engagement and capacity building activities to promote collective action and promote broad based support for locally led protection efforts. Programming is designed so as to best respond to the protection needs in both locations, focusing on three key areas; GBV prevention and response, Child protection and Protection coordination, advocacy and information. Activities within each will consist of three interrelated components: 1.) Direct protection, prevention and response, 2.) Positive messaging and awareness raising and 3.) Capacity building & community-based protection. The project objectives include:

    Project Objectives

    Primary Objective: Increase the safety and security of vulnerable civilians in conflict-affected areas of South Sudan.

    Objective (1) Prevent, reduce and effectively respond to child protection concerns.

    Objective (2) Prevent and reduce the incidence and impact of GBV.

    Objective (3) Develop a safe environment for civilians through capacity building, community based protection activities and improved protection mainstreaming, advocacy and coordination in humanitarian response. .

    1. PURPOSE OF THE EVALUATION

    Monitoring and evaluation is an integral part of the overall project management cycle to ensure effective oversight of the project. The evaluation is intended to assess the progress made by the project in fulfilling its agreed objectives through the planned activities; to evaluate the relevance of the project to the implementation areas; and to assess the efficiency and effectiveness with which resources have been used to generate results and achieve project objectives.The end line evaluation findings will be used as a baseline for the next phase of the project.

    Specific Objectives include:

    * To assess the extent to which the project outputs have been achieved taking into account the indicators given in the project document.

    * To evaluate the level of contribution of the outputs towards the achievement of the expected project objectives, goal and impact.

    * To assess the relevance, effectiveness, and efficiency of interventions as well as, the sustainability of the results, and the degree of satisfaction of the beneficiaries.

    * To evaluate the appropriateness of the strategies and approaches used for implementing the project;

    * To identify major external factors that influenced or impacted on the implementation of the project and evaluate their implication on future interventions.

    * To highlight lessons learned from the project and make recommendations for futurestrategies.

    1. EVALUATION DESIGN AND METHODS

    A cross sectional study will be conducted in project implementation areas. The external evaluator is expected to conduct a participatory evaluation providing for meaningful involvement by project partners, beneficiaries and other interested parties. Primary and secondary data is expected to be gathered using a mixed method to evaluate program implementation. Thus, evaluation will involve collecting the following data:

    Quantitative data: It will be used to measure indicators of the project expressed in terms of numbers/percentages (quantitative indicators). Information will be collected using questionnaire survey which will be administered to a sample of households. The consultant is expected to determine the sampling technique and size which would be representative, and adequate to detect the changes observed and do basic descriptive statistics.

    Qualitative data:Qualitative information will be collected through Focus Group Discussions (FGDs), Key Informant Interviews KIIs)and In-depth Interviews (IDIs) with key stakeholders including beneficiaries, community leaders, community/traditional leaders, local government offices, civil societies, donors, local implementing partners and others to complement the information collected through quantitative approaches.

    Secondary documentation: Review of related documents will also be important to establish key insights relevant to the effective implementation of the project.

    1. ROLES AND RESPONSIBILITES OF THE CONSULTANT

    The consultant will be expected to:

    * Design methodology for the collection of quantitative and qualitative data for the assessment.

    * Revise the baseline tools and create any new tools necessary to answer the evaluation questions.

    * Organize and facilitate training workshop for data collectors(NPSS will hire the data collectors) and other evaluation team members on evaluation implementation, including the evaluation protocol and tools to be used and pilot testing of the tool.

    * Plan and coordinate the necessary logistics to collect the data in accordance with the selected methodology.

    * Conduct the evaluation at the project location to measure key indicators as defined in the project log frame.

    * Develop the data entry template and ensures data entry clerks are trained adequately

    * Collect and analyze available secondary data to augment the evaluation findings.

    * Based upon a reading of the program documents, propose any additional topics or issues for analysis in the final evaluation.

    * Analyze and interpret data to develop a comprehensive evaluation report;

    * Share key findings and insights from the evaluation with relevant staff through consultations.

    1. EXPECTED DELIVERABLES:

    * Submit an inception report/proposal which responds to the scope of work by adding any further detail or clarification regarding the study approach, method, or implementation arrangements

    * Field work implementation plan (to be submitted before field work begins). This field work plan should be presented to NP-SS for comment, and revised as necessary prior to commencing field work

    * Overall report that outlines the field work and the data cleaning

    * Cleaned data files (including Questionnaires) in SPSS format with data correctly organized, variables named and labeled.

    * A comprehensive evaluation report that meets agreed formats

    * High quality validation of the information collected through a validation workshop of the findings.

    1. TIMEFRAME

    The evaluation is anticipated to last between 3-4 weeks, with submission of final deliverables before the end of the project.

    1. RESOURCES

    NPSS will facilitate all visa requirements, transport to South Sudan and to all field sites. In addition, NPSS will provide accommodationwhile in country. All necessary logistical arrangements for the assessment will be coordinated through the NPSS logistics department. The chosen consultant will coordinate with the Research Monitoring and Evaluation Adviser, Research,Monitoring and Evaluation Officer, Program Manager and field staff in the planning and implementation of the evaluation.

    1. SKILLS & EXPERIENCE

    Education:

    * Master’s degree in International and Political Affairs, Law, Development Studies, Social Sciences or related field.

    Required Experience and Skills

    * At least 7 years’ experience in the design and implementation of evaluations, assessments or baseline surveys including qualitative and quantitative data collection.

    * Previous work experience in the area of human rights, civic engagement, and/or protection of civilians.

    * Excellent knowledge and understanding of research methodologies and processes.

    * Experience in the development of Monitoring and Evaluation frameworks and log-frames.

    * Experience in gathering and systematizing large amounts of data.

    * Experience managing a diverse team and providing capacity building and training support.

    * Experience developing protection projects in war and/or emergency settings.

    * Proven ability to manage highly confidential and sensitive information through a protection lens.

The focus is also on Education in Emergencies (EiE) and building the capacity of teachers and other key partners to deliver quality education. Under right to peace, the country programme focuses on conflict transformation and peacebuilding on community and national levels, working with traditional and religious leaders and youth as key agents of peace.

    Responsibilities: The Education Advisor will provide technical expertise to the strategic planning of Right to Education in SSUCO (e.g. writing annual plan, participating in developing FCA’s R2E thematic strategy, linking SSUCO’s education program with R2E global impact plans and grow long-term education programs). She/he will be FCA South Sudan main R2E interlocutor for local and international actors in this sector. The Education Adviser will also be primarily responsible for the implementation of EU funded TVET (Technical and Vocational Education and Training) project. She/He will be based in Juba and report to South Sudan Country Director. Also her/his main duties include:

    • Lead the implementation and the quality assurance of the EU funded TVET Project. This inludes managing the project staff, budget and ensuring operational support for the EU-TVET project.
    • Lead the various consultants who will be recruited to carry out consultancies such as curriculum development consultancy
    • Provide support and technical advice for the co-implementing partner(s), including the preparation of narrative and financial reports

    Humanitarian situation and needs:

    In the Republic of South Sudan (SSD), more than 4 years of armed conflict have shattered the lives of millions of people. As of December 2017, there are 1.9 million people Internally Displaced (IDPs) out. Among IDPs, about 200,000 people have found refuge in UNMIS PoCs. There are 2 million refugees in neighbouring countries.

    More than three quarter (76 percent) of the households across the country are facing moderate to severe food insecurity, related to poor economy, high food prices and insecurity. Malnutrition rates are persistently high. Health service delivery is depending on NGOs and in areas with increased number of IDPs and insecurity it remains a challenge with increased risks to epidemic prone diseases.

    Previous Northern Bahr el Ghazal (NBeG) (where PUI is operating since Feb. 2015) is largely neglected by humanitarian assistance because of their peripheral situation with regards to the armed conflict. However, malnutrition rates have been persistently high and available health care is limited.

    Our actions in the field:

    PUI has been implementing different activities in Northern Bhar El Ghazal State since its arrival in the country:

    • PUI took over a Primary Health Care Centre (PHCC) that used to be run by MSF-Spain. Since the beginning of the activities PUI has served a high number of beneficiaries. In 2017 alone, PUI has provided around 125,000 consultations serving beneficiaries from the whole state. PUI is delivering a full PHC package that includes health as well as sexual and reproductive health, with a special attention on children under 15 and pregnant and lactating women. This project is supported by ECHO.
    • Nutrition activities in 11 nutrition sites. PUI started with one Nutrition site in April 2015 in the PHCC and has now extended to 11 sites, the last 7 have been added in 2017. PUI is in the process of opening more nutrition sites. The nutrition activities include treatment of acute malnutrition for children from 6 to 59 months and Pregnant and lactating women through OTP, TSFP and Stabilization Centre activities.
    • Community outreach activities that are intertwined in every aspect of the activities. Our network of Community Volunteers are actively involved in active malnutrition screening within the communities, referral of cases to the PHCC and PHCUs; they also deliver health and IYCF (Infant and Young Child Feeding) education sessions.
    • PUI aims at saving lives through an integrated approach. Therefore, in 2018 PUI also started to add an FSL program, integrating health, nutrition and FSL and targeting the most at risk populations according.

    Project Background

    Save the children has been implementing a one-year NORAD funded education project from August 2017 through July 2018 on Enhancing equality education & Peace Building - phase II in Jonglei (Bor) and Lakes state (Rumbek). The project was designed to provide support to 32 schools (15 in Bor and 17 in Rumbek) to reach a total of 23,846 (14,308 M & 9,538 F) children through various activities. The project further supported 20 County Education Department (CED) and MoGEI officials, 400 teachers and 320 (198 M & 128 F) PTA members. In Bor this project supported 9,375 (5,812 M & 3,563 F) students of which 6,625 are in primary school and 2,750 in ALP while in Rumbek, it supported 14,471 (8,972 M & 5,499 F) students of which 11,721 are in primary and 2,750 in ALP. Integrated within the project are also elements of peacebuilding to promote peaceful coexistence between people of various ethnic groups and clans, and also build resilience of communities to cope with conflict. The main goal of the project was: Girls and boys have access to and participate in quality, safe and inclusive primary education

    The project specific objectives were:

    1 Increased access to quality, inclusive primary education 2 Safe and protective learning environment for girls and boys is promoted and improved 3 PTA, Community members and local authorities have increased participation in school management and support 4 Increased awareness of protection issues with schools to promote peacebuilding

    Purpose of the final evaluation

    The purpose for this evaluation is twofold. On the one hand, the evaluation report will assess the performance of the Enhancing equality education & Peace Building - phase II in Jonglei (Bor) and Lakes state (Rumbek) and ensures accountability towards NORAD as a donor and the beneficiaries of the program. On the other hand, it offers a learning aspect for all stakeholders. The evaluation should identify key lessons learned from implementation of project in South Sudan and substantial evidence of the value of collaboration for the delivery of project activities and contribution made towards the achievement of the principal objective

    The evaluation will have three objectives:

    Objective 1: Evaluate to what extent the save the children South Sudan Enhancing equality education & Peace Building - phase II project has delivered effective, efficient, relevant and timely activities to beneficiaries as set in the project log frame.

    Objective 2: Evaluate and assess whether the collaboration between save the children and line ministry (MoED) has added value to the interventions with a positive effect on beneficiaries and other stakeholders (local partners, local NGO sector, INGOs) What has contributed to this added value and what has not

    Objective 3: Assess the key lessons learned and establish recommendations for future projects/response

    • Methodology

    The methodology will be developed by the consultant, as well as all relevant tools and presented in the inception report. The three strategic objectives mentioned in chapter 2 should be assessed, including all research questions under each objective.

    The data collection should include the use of a number of approaches to gain a deeper understanding of the outcomes of the project, including:

    • Desk review of background documents (project document, project monitoring data, progress report, mid-term review report, field visit reports etc).
    • Evaluation survey with beneficiaries in project implementation sites (host community)
    • Key informant interviews (e.g. with save the children project staff members, i.e. program manager, technical field staff, field coordinator and key community members/beneficiaries) to gather substantial anecdotal evidence on the effectiveness, efficiency, relevance and timeliness of the project activities implementation and delivery
    • Focus group discussions (e.g. with Education stakeholders, head teachers, community members, Parent Teacher Association (PTA), members from Child Activity Centers (CACs), Child Rights Committees (CRCs), Foster parents, social workers, Community Site Management Committee (Local authorities) representatives, Child Resilience Clubs members etc). The FGD will serve as input for the narrative anecdotal evidence.
    • A learning event in Juba, Bor and Rumbek to disseminate lessons learned through a presentation and a workshop facilitated by the consultant

    Next to the data collection method, an appropriate and strategic sampling method should be selected e.g. snowball sampling, purposeful random sampling or mixed purposeful sampling methods.

    The consultant is expected to lead, accomplish and submit the following deliverables within the agreed timeframe and budget:

    • An inception report, which will serve as an agreement between parties on how the evaluation will be conducted. Items to address:
    • Understanding of the issues and questions raised in the ToR
    • Data sources; how to assess the questions in the ToR
    • Research methodology, including suggested sample and size
    • Schedule of activities and traveling (timeline)

    • Provide all required background materials to the consultant in a timely manner.
    • Read and provide comments on the inception report including the proposed research methodology, the information gathering techniques and the suggested target sites.

    Holds the overall management responsibility of the review, including designing and carrying out the evaluation, drafting the final report and debriefing the project team and key stakeholders.

    • Support logistics for the evaluation team where necessary
    • Facilitate contacts with key beneficiaries and MoED Arrange logistics and planning of the field research, supporting the review team during field work and bring research team to the beneficiaries
    • Oversee the service provider by managing the consultancy contract; monitor adherence to specified deadlines; facilitating access to required information; review and comment on deliverables

    Liaise with Save the Children NORWAY staff throughout the process, providing weekly updates and seeking their input and advice where necessary. Request approval in case of deviation from budget, and for miscellaneous costs.

    • Provide guidance throughout all phases of execution, facilitation of the field work, including interviews with local government, communities, etc.
    • Review and provide feedback to the project evaluation report
    • Review and comment on draft report submitted by the evaluator i.e. preliminary reports and the final report, providing feedback to draft data collection tools and reports
    • Approving all deliverables, and facilitating access to any documentation (or any person) deemed relevant to the evaluation process.

    Sign the SCI Child Safeguarding Policy and abide by the terms and conditions thereof.

    • Manage the evaluation budget and communication around costs and requests from evaluator for miscellaneous expenditure.

    • Qualifications and experience

    Required

    • At least Master's degree in Education, International Development Studies, Humanitarian Leadership Program, or a related field. A Master's degree in educational measurements and standards or monitoring and evaluation is desirable.
    • At least 7 years' experience in working with humanitarian sectoral programs relating to education program
    • Demonstrated experience with quantitative and qualitative research, data base management and statistical data analysis
    • Experience of working in South Sudan/East Africa
    • Experience of evaluating emergency response programs
    • Proven record of communicating with beneficiaries, also with children using child friendly methods
    • Ability to assess and further develop a conceptual evaluation tool
    • Relevant subject matter knowledge and experience regarding the thematic areas of the project
    • Ability to deal with hardship and remote area field work

    • Strong understanding of humanitarian and evaluation ethics and a commitment to ethical working practices

    1. Selection process

    Save the Children Norway and NORAD, in line with internal procedures, will use Approved Quality Proforma humanitarian evaluations guidelines for select the successful consultant. The guidelines require consultant to submit a proposal explaining their comprehension of the ToR and how they would approach this assignment with a summary of their methodology especially in terms of how they plan to meet the objectives, including a time planning and budget. This should include a team composition with a lead consultant and at least one other experienced evaluator and a cv of each person to be involved in the assignment, including relevant experience, a detailed budget and time availability

The security situation remains fragile and significant operational challenges are there. Currently, IRC South Sudan implements programs in primary health care, community case management, environmental health, women's protection and empowerment, protection and access to justice and livelihoods. JOB OVERVIEW The Senior Health Manager (Lot Manager) will support the County Officers with the implementation of the quality primary healthcare program in the target counties through supporting and capacity building of the County Health Departments (CHDs). S/he will be responsible for maintaining regular contact with the State Ministries of Health and the County Health Departments. The position is based in the field and report to the Maternal and Child Health (MCH) Coordinator. MAJOR RESPONSIBILITIES Program Management

    • In collaboration with the County Officers, the Senior Health Manager (Lot Manager) with support from MCH Coordinator, oversee the implementation of the HPF funded projects and ensure that the goals and objectives are met in time maintaining standard quality as of the agreed project documents.
    • Together with the CHD Directors, develop PHCC development work plans ensuring that that the health committees are functional in each PHCC. Technical support- HPF:
    • Provide technical support to the County Health Departments in program design, proposal development, reporting, monitoring and evaluation and other aspects of programming and operations.
    • Provide supportive supervision to the County Officers and other program staff to develop work plans for implementation and monitoring of the project activities as of the agreed project documents.
    • Ensure training and ongoing capacity building opportunities for staff on primary and reproductive health care related and project management skills with a focus on building the capacity of South Sudanese health staff.
    • Support the establishment a smooth functioning of supply chain for the health related items. Grants Management:
    • In collaboration with the MCH Coordinator, Senior Health Coordinator and the County Officers, develop expenditure plans, review Budget vs. Actual expenditure for the HPF grants on a monthly basis and take necessary actions.
    • In collaboration with the Maternal and Child Health Coordinator and Senior Health Coordinator, ensure the set data collection, data compilation, timely preparation and submission of all external and internal reports including weekly DHIS, donor's reports and other associated weekly, biweekly, monthly, quarterly, final and special reports.
    • Contribute to proposal development and donors' reporting.
    • Participate in grant opening meetings, mid-term and closing meetings Representation and Advocacy:
    • In coordination with the MCH Coordinator and Senior Health Coordinator actively develop and maintain effective working relationships with key stakeholders in South Sudan including donors, government actors, UN agencies, international and local NGOs, and other relevant actors.
    • Attend all relevant meetings in relation to the HPF programme at the state level.
    • Regularly attend Health Coordination meetings and feed in IRC priorities at Juba-level meetings.

    • Participate in emergency preparedness and response meetings at the state level KEY WORKING RELATIONSHIPS The Senior Health Manager (Lot Manager) will supervise/provide technical support to the County Health Officers and the PHCC I/C, and reports directly to the MCH Coordinator. The main external relations sit with the CHDs, State MoH and state-level HPF officials. JOB REQUIREMENTS Required:
    • Health professional (MD with a MPH is preferred) with strong public health background.
    • At least 5 years experience in coordinating, implementing and managing primary and secondary health programs in developing countries and/or refugee settings.
    • Experience in writing project proposals, concept notes, budgeting and donors' reports.
    • Have experience in general management including financial and budget management, HR and logistics management.
    • Background in situation analysis, health assessments M&E and program implementation.
    • Skills and experience of remote management and willingness to travel extensively.
    • Flexible, diplomatic and have ability and willingness live and work under pressure of workloads and in potentially insecure environment.
    • Fluent in English in every way. Arabic in South Sudanese dialect is a plus.
