South Sudan: Sudan - Health and Nutrition Exploratory mission / Needs assessment

Context

The ongoing economic crisis that started in 2018, characterized by spiraling inflation, bread, cash and fuel shortages, has exacerbated by months of civil unrest and political uncertainty and is making more people vulnerable. As the Government has been unable to mitigate the social impact, the crisis has highly impacted the poor and vulnerable populations. While the situation is getting more complex due to the continuous man-made and natural disasters, including conflict, floods, and drought, Sudan’s humanitarian needs has continued to grow. After an inter-sectoral vulnerability analysis, the UN has identified that over 8 million people are estimated to need humanitarian or protection assistance, about 1.86 million live in protracted displacement and nearly 27,000 people were newly displaced in areas experiencing localized armed conflict such as Jebel Marra, Blue Nile and South Kordofan. This has raised protection concerns as tensions between refugees and host communities continue to increase. IDPs and South Sudanese refugees are constantly seeking for safety in the big cities and in refugee camps, while host communities are struggling under the current economic situation and are increasingly seeking compensation and assistance support.

The economic and political crisis has also impacted negatively the delivery of and access to health services, especially for the most vulnerable communities, IDPs, returnees, and host communities. Health needs continue to grow as health services have been stretched to the breaking point due to lack of medicines, equipment, staff and inadequate infrastructure. The increasing cost of medicines and medical supplies has restricted the access to essential life-saving health care services, which has particularly impacted women, adolescents and children. The rainy season has already resulted in floods in several parts of the country and has particularly affected the areas where people have limited access to wash and sanitation facilities and with limited health infrastructure. In November 2019, a large scale of epidemiological events were reported across the country: 337 cholera cases, 2,569 dengue cases, 319 rift valley fever cases, and 128 chikungunya cases

Asseessment Justification

This first exploration phase will be done jointly with Triangle Generation Humanitaire (TGH). The purpose is to identify and assess the humanitarian situation as well as the health-related needs and gaps in South Kordofan, Sudan, and to draft a health intervention strategy for 2020. It will include meetings with key stakeholders, including national and local authorities, NGOs and potential donors, and visits to Kadugli and the surrounding cities and villages in order to assess the humanitarian and health indicators at field level.

The gathered information will be available in the mission’s report, which will also include an analysis of the health-related humanitarian needs as well as opportunities for humanitarian positioning for PUI and TGH. The partnership between these two organizations will be developed and structured both at HQ and field level, and complementarity will be found in the activities. For this exploratory mission PUI intend to cover the health and nutrition sector.

Assessment Objectives

The overall objective of the assessment is to enable PUI to provide an adapted response to health needs in collaboration with its partners.

The Specific Objective :

  • To identify and prioritize health and/or nutrition needs, including MHPSS.
  • To propose an adapted strategy of health intervention, taking into account PUI and its partner’s capacity of intervention, to answer the specific needs.

Tasks

1. Identify the main causes of mortality and morbidity

Collect key health indicators highlighting the main causes of mortality and morbidity and highlight the major health risks in the area: maternal mortality rate, ratio, infant mortality rate, children under 5 years mortality rate, crude mortality rate, etc.

2. Identify the determinants of health

Identify and analyze the determinants that could influence the health of the population: geographical and environmental determinants, demographic and health determinants; political, regulatory and security determinants; socio-economic and socio-cultural determinants.

3. Describe and analyze the health system

  • Describe the national health policies: Highlight the health priorities, plans and protocols implemented in this context of health.
  • Highlight the organization of the health system : Health pyramid and services offered by the different levels of care.
  • Describe the supply system for medicine and medical equipment in the country: Identify stakeholders (suppliers, purchasing centers); check for the absence or presence of quality policies of medicines in the country and who are the stakeholders involved; identify import procedures of drugs; highlighting the paperwork and find the possible existence of an informal drug market.
  • Evaluating healthcare services: describe the state of the structures and hygiene conditions: Describe the resources available for health systems by identifying health personnel , level of training and their geographical distribution; describe the relationship between healthcare workers and the public by highlighting their salary, motivations and the existence of potential conflicts; describe the use of healthcare services, their accessibility and coverage.
  • Describe the epidemiological monitoring system for population in the area : Identify the monitoring system, the data collection and diffusion methodology.
  • Describe the health financing in the country : Describe the price of drugs, the existence or not of exemption from costs and financial barriers to the use of health services.
    4. Identify stakeholders and potential partners

Using tables or maps (eg UN, SARC and Ministry of Health), list the different actors (civil society, governments, NGOs, UN agencies, donors) and classify them according to their degrees of interest and influence. The area of intervention of each actor, his mandate and the dynamics that exist between them should be summarized.

5. Analyze and prioritize health needs

Highlight health needs identified through the information gathered in the previous chapters and prioritize them by criteria (frequency, severity, consequences ... etc.) based on quantitative and qualitative data. Among the identified problems, list those on which PU-AMI could intervene in accordance with the organization’s health intervention framework.

6. Propose recommendations for action

Provide answers to every identified need/problem, mainly those where PUI could intervene.

7. Identify constraints, limitations and opportunities on the field

Describe security, institutional or logistical constraints that may cause difficulties in the implementation of the project. Identify opportunities and factors that promote the implementation of the project.

Methodology

PREPARATORY BRIEFING

One week of briefing with PUI HQ and potentially TGH HQ and of literature review research and analysis will be organized.

QUANTITATIVE AND QUALITATIVE METHODS

Data collection will be done through primary and secondary data collected with health authorities, different stakeholders and potentially communities, according to security and administrative authorization.

Standard PUI assessement tools will be shared with the consultant, the consultant can propose modification or additional.

PUI health framework.

ORGANISATION OF THE MISSION

COMPOSITION OF ASSESSMENT TEAM

The team will be composed of 1 head of exploratory mission and 1 health and nutrition evaluator.

LOGISTICS, SECURITY AND ADMINISTRATIVE ORGANISATION

  • Soudan entry Visa will be organized and managed by PUI.
  • The consultant will be responsible to organize his/her health insurance.
  • The consultant will follow up PUI security rules and policy in the field.
  • PUI will be responsible for consultant’s security during all period in Soudan, including security evacuation if necessary.
  • PUI will assure all movements and transportation in Soudan.
  • Accommodation in the field will be organized and assured by PUI.
  • Translation will be assured by PUI in the field.

FOLLOW-UP MANAGEMENT

  • Regular appointments will be organized with deputy head of mission to follow up the ongoing mission.
  • Weekly updates will be shared with health advisor at HQ level.

TIMETABLE

Preparatory phase: (literature review, briefings, meetings) --> 1 week

Field assessment: data collection -- > 2 weeks

Analysis phase and final report writing -- > 1 week

EXPECTED DELIVERABLES

Assessment / exploratory mission report

Following the established framework and a maximum of 25-30 pages, excluding appendixes.

  • A draft of the report must be presented on the 8 of February a week before the definite meeting date.
  • The health referent, Head of Mission, Emergency officer can request corrections or modifications after the report is released and the evaluator must ensure that he is available if necessary.
  • PPT summarizing main results and information collected.
    Concept PAPER

It will review:

  • Principal elements of the exploratory mission
  • Set out the intervention strategy, on the form of a concept note including a logical framework.
  • The principal elements of the project program (general objective, specific objective, results, indicators, resources).
  • An estimated budget description

Your purpose:

The Security Information Advisor (SIA) is required as a result of the growth of the NGO Forum and the needs of its members arising from the increasingly complex operating environment in South Sudan. The SIA supports the work of the NGO Forum on issues relating to context analysis and its effects on the safety and security of NGO staff and operations. A successful SIA will contribute to the improvement of the safety and security of humanitarian operations via the delivery of timely, accurate and relevant safety/security context information. Although the consultancy will have an emphasis on information management and analysis, the SIA is expected to provide a level of operational support for the NGO Security Focal Point and Deputy Security Focal Point when they are travelling in the field or out of the country.

You will be responsible for:

Information knowledge. (40%)

· Stay well informed with political, security, humanitarian and economic developments in South Sudan, as well as the broader region.

· Liaise and share information with NGO security officers, UN, donors, diplomatic corps, private sector and any other relevant external stakeholders observing good information sharing practices.

· Monitor security management and humanitarian-related research and publications.

· Support the facilitation of Security meetings, briefings or workshops as necessary and ensure information is disseminated to relevant stakeholders.

Information collection and management. (40%)

· Manage an incidents database as a high priority in order to produce regular security reports, document and analyse trends.

· Produce and disseminate Daily Updates, Weekly Security Reports and briefs, ad hoc analyses and monthly and annual trend analyses.

· Seek source confirmation and/or corroboration before publishing incidents.

· In conjunction with the Secretariat Information Manager collect and manage data for NGO mapping products and key contacts information.

· Maintain a security resource database of security manuals, and other practical tools and documents accessible to NGO Forum members

Communication. (10%)

· Facilitate NGO security meetings, briefings and workshops as often as necessary and ensure information is disseminated to relevant stakeholders.

· Represent the NGO Forum at meetings with UNMISS, UN AFPs, donors, diplomatic corps, and other external stakeholders and advocate NGO security challenges and needs.

Program quality and management. (10%)

· Support improved analysis of the overall security context.

Secondary tasks.

· Be prepared to provide 24/7 security assistance to NGO Forum members.

· Support the SFP / DSFP to represent the NGO Forum at meetings with the UN, donors, diplomatic corps, private sector and any other relevant external stakeholders.

· Be prepared to travel to field locations as and when required.

· Be prepared to conduct other tasks as and when required by the SFP or Director NGO Forum Secretariat.

Your skills and experience will include:

Essential:

· Master’s in conflict studies, risk or international relations preferred.

· Significant experience of working with NGOs, experience in insecure / post-conflict contexts preferred, or equivalent experience, including the UN, DPKO missions, diplomatic community, donors, national governments and others.

· Experience in fragile environments / post-conflict contexts is essential.

· Experience of South Sudan desirable.

· Flexible and able to multi-task and improvise.

· Solid understanding of the UN system, integrated missions, principled humanitarian assistance.

You will report to the NGO Forum Secretariat Director and will line manage the security team. You will work closely with other security actors in the country and with the member NGOs.

We would like you to start on 1st January 2020 as the current on 24th January 2020.

Your purpose:

The South Sudan NGO Secretariat coordinates the efforts of the NGO Steering Committee as voted representatives of the South Sudan NGO Forum, which has 116 international NGOs and 269 national NGOs in 2019. The NGO Secretariat exists for the purpose of coordination, information sharing, advocacy, policy/position paper production, government/donor/UN engagement and engagement

The NGO Security Focal Points leads the security team of the NGO Forum Secretariat comprising the Deputy Security Focal Point and Security Information Adviser. The purpose of the team is to support NGOs operations across South Sudan by providing security/safety advising and crisis management for continued delivery of aid assistance for purposes of saving lives and improving lives. This position is considered is part of the Secretariat’s senior management team.

The Security Focal Point also has a responsibility of streamlining the work of the security team through an action plan and producing a range of security information and communications products as well as leading on external engagements with relevant stakeholders as appropriate. The Security Focal Point is the custodian of established protocols for internal security information sharing systems within the NGO Forum and provide recommendations for internal Secretariat information and communications management.

You will be responsible for:

The NGO Security Focal Point supports the work of the NGO Forum through the following key tasks:

a. Corporate leadership and management.(10%)

  1. Lead and manage Security Team.

  2. Develop Security Team Standard Operating Procedures (SOPs).

  3. Attend Secretariat Senior Management Group meetings.

  4. As required integrate Security work strands into Secretariat long-term strategy under Director’s guidance.

  5. Coordinate linkages between NGO Forum and INSO and other organisations relevant to safety and security of NGOs.

  6. As required assist Director with corporate oversight of NGO Forum.

b. Information collection and management. (20%)

  1. Collect, manage and circulate pertinent security information.

  2. Quality assure security reports, analyses and incident database.

  3. Develop and standardise, good practice for priority threats and share relevant security resources.

  4. Establish and regularly update security protocols for information sharing platforms.

  5. Support the development of briefing papers / tools for sharing of information on common security concerns as required.

c. Communication. (20%)

  1. Facilitate NGO security meetings, briefings and workshops as often as necessary and ensure information is disseminated to relevant stakeholders.

  2. Help to ensure that all new NGOs are conversant with relevant security protocols and take security issues seriously.

  3. Represent the NGO Forum at meetings with UNMISS, UN AFPs, donors, diplomatic corps, and other external stakeholders and advocate NGO security challenges and needs.

  4. Support the Information Manager to expand and manage the security section of the NGO Forum website and mapping products.

  5. Strengthen NGO security coordination at the State-level.

d. Program quality and management. (15%)

a. Provide 24/7 security guidance and assistance to NGO Forum member organizations.

b. Support improved analysis of the overall security context.

c. Within resources provide education and training to enhance NGOs awareness of security and safety.

d. Assist NGO access to UN Security training.

e. Support the recruitment and cultivation of State-level volunteer security focal points.

e. Partnership. (15%)

  1. Ensure effective collaboration between the NGO Secretariat, UN, government, donors, national NGOs, and other in-country stakeholders on security-related issues.

  2. Engage with global-level NGO security consortia and other security coordination mechanisms for information sharing and best practice approaches.

You will report to the NGO Forum Secretariat Director. You will work closely with the member NGOs. We would like you to start on 1st January 2020.

Your purpose:

The South Sudan NGO Secretariat coordinates the efforts of the NGO Steering Committee as voted representatives of the South Sudan NGO Forum, which has 116 international NGOs and 269 national NGOs in 2019. The NGO Secretariat exists for the purpose of coordination, information sharing, advocacy, policy/position paper production, government/donor/UN engagement and engagement on other vital issues regarding humanitarian relief, recovery and development.

The NGO Secretariat External Engagement and Communications Advisor leads in giving visibility to work of the NGO Forum works well as support external engagements locally, regionally and internationally. This position is considered to be part of the senior management team with emphasis on improving the NGO Forum’s profile, cognisant of the changing operating environment in South Sudan.

The Advisor also has a responsibility of streamlining communications through an action plan and producing a range of information and communications products (e.g. press kits, press releases, feature articles, speeches, booklets, brochures, backgrounders, audio-visual materials, radio spot programmes etc.). The External Engagement and Communications Advisor will also work alongside the Information Manager to compile and design NGO Forum publications, such as the Annual Report and e-bulletins, establish internal information sharing systems and provide recommendations for internal Secretariat information and communications management.

Further, the External Engagement and Communications Adviser will represent the NGO Forum, as necessary, at programmatic platforms that bring together other stakeholders on behalf of membership.

You will be responsible for:

Strategy design, development and implementation

· Lead the design, development and implementation of the NGO Forum communications strategy including NGO Forum weekly and monthly bulletins, the social media strategy and the NGO Forum information management strategy based on membership priorities and feedback.

· Regularly track and evaluate matrices of success and adapt strategies to grow and improve outreach results over time.

· Develop and implement, with the Information Manager, an “Information and Communications Pack” for the NGO Forum, for new members of the NGO Forum and relevant stakeholders in order to ensure that appropriate information and visibility is communicated about the NGO Forum.

· With the Secretariat Director, develop an annual budget and operation plan for communications initiatives.

External communications and engagement:

· Build strategic partnerships to maximize the NGO Forum’s communications impact, consolidating and building upon outreach efforts and manage NGO Forum’s proactive relations with global media.

· Ensure the consistency of the NGO Forum’s public position through communications across media and digital platforms including NGO Forum website, Relief web, Twitter, Facebook and others.

· Document and share lessons learnt and the best practices for humanitarian and development assistance delivery in South Sudan.

· Develop innovative solutions to enhance the NGO Forum’s visibility, online presence and impact on the humanitarian and development assistance delivery in South Sudan. This includes identifying and establishing relationships with actors relevant to NGO Forum activities (global and regional NGO Forum networks, training agencies, global humanitarian and development platforms etc.).

· Pro-actively reach out to, develop and manage linkages with other humanitarian networks including UNOCHA’s 5Ws, sectoral clusters, other capacity building organisations etc.

Media relations

· Establish and maintain relationships with key journalists

· Identify and create media opportunities

· As appropriate, respond to media enquiries in consultation with the Secretariat Director

· Support the Secretariat Director in writing media releases and undertake media monitoring

· Oversee the NGO Forum’s external messaging and key messages

· Provide media and communications advice to members

· Manage and maintain the media distribution list

Quality assurance and content management

· Working with Information Manager to ensure that information and communications products released by the NGO Secretariat maintain high-quality standards; that reports are clear, objective, based on comprehensive data and comply with relevant professional requirements.

·

· Monitor and analyse current events, public opinion and press, identify issues and trends and advise the Secretariat Director and the Steering Committees on appropriate action/responses.

· Working with Information Manager, produce specific types (e.g. print, broadcast, etc.) of information and communications products (e.g. press kits, press releases, feature articles, speeches, booklets, brochures, backgrounders, audio-visual materials, radio spot programs, newsletters etc.) appropriate to the NGO Forum’s work.

· Lead in promoting media coverage (e.g. press conferences, press releases, interviews, press seminars and other special activities) of priority issues and/or major events whenever required by the Secretariat, Forum Members or the Steering Committees.

· Manage the content development and communications outreach for NGO Forum annual events such as the Annual NNGO Expo, Annual Country Directors and National Directors meetings, World Humanitarian Day etc.

· Disseminate NGO Forum public information materials and consult with the press and public on approach/story angle and other information requests, undertake appropriate follow up action and report on the impact of coverage.

Internal communications coordination, capacity building, technical and programmatic support:

· Work with Secretariat Director and Programme Manager to draft the NGO Forum Proposals, donor reports and NGO Forum Annual Reports.

· Analyse the NGO Secretariat and the NGO Forum’s communications systems and institute relevant adjustments/changes to strengthen them.

· Represent the NGO Forum externally and provide programmatic and technical support as appropriate.

· Provide technical support and trainings to the NGO Secretariat team members within areas of specialisation as required e.g. effective team communications, client handling and customer care.

· Mentor and support the development of NGO Forum members’ communications and information team.

· Provide induction and briefing to all new staff and new directors of member organisations as required.

· Support the Programme Manager in developing new programs to support the strategic direction of the NGO Forum.

· Create and manage long-term goals together with the NGO Forum’s senior management team.

· Perform other related duties as requested by the NGO Secretariat Director.

· Co-chair the NGO Form Communication Working Group.

Your skills and experience will include:

  1. Minimum five years of progressive experience in public information, journalism, international relations, public administration, marketing or related area.

  2. Programme experience with the United Nations Agencies, NGOs and/or Donor agencies preferably including work in fragile environments is essential.

  3. Master’s degree in journalism, communications, information management, political or social sciences or related area.

  4. Demonstrated interpersonal, team working and management skills.

  5. Track record of producing various types of communications and information products including reviewing/editing reports, producing PowerPoint presentations, developing one-page memos, leaflets, web-based content, position papers, press statements and managing the production of web pages, particularly Drupal application.

Your purpose: Your role will oversee the grants management processes, working in collaboration with the Area Coordinators and M and E manager to produce high quality donor reporting, strong compliance with donor requirements. You will be responsible for:

Grants management

· Take responsibility for grant compliance for all of South Sudan country Programme.

· Manage the reporting schedule ensuring timely and accurate financial and narrative reporting. This will include editing reports and ensuring they are submitted in the correct formats.

· In coordination with the Programme Quality Coordinator, liaise with the Desk Officer and Country Finance Controller to file the contract documents for grants – both active and archived.

· Oversee the development of concept notes and proposals giving donor-specific advice to the programme staff.

· With the support of the PQC, ensure teams are aware of key donor compliance issues through grant start up workshops, sharing audit information, organization of trainings etc.

· With the Programme Quality Coordinator and the Programme Directors, support the organisation of kick off and close out meetings for all grants.

· Liaise with the finance department and ensure that invoices are submitted to the UN agencies.

Funding strategy implementation

Contribute to the country fundraising strategy through:

· Providing a desk-top analysis of the current donor and stakeholder profile in country: their priorities for investment, potential calls, Provide information to the HQ based Desk Officer and fundraising teams in Dublin, London and New York to identify opportunities for funding and information dissemination.

· Coordinate with the Desk Officer on funding opportunities that would fit with the country programme

· Represent Concern at cluster and government coordination meetings.

· Be aware of and engage in networking opportunities where there is likelihood to learn about/engage with new opportunities/priorities for the country, relevant to INGO work.

Reporting and quality management

· Edit and compile the monthly programme reports

· Edit and compile annual programme reports as per the dates agreed with Programme Directors/Dublin.

· Record and produce the minutes of management meetings or other relevant meetings. Ensure timely circulation.

Knowledge and information management

· Improve the storage and dissemination of information within the programme, including human-interest stories, learning papers, research documents, best practises etc.

ORGANIZATIONAL CONTEXT

The Physical Site Planner normally works under overall supervision of a Senior Programme Officer, Head of Office or Technical coordinator, and in coordination with other colleagues in the field, in particular working in shelter, protection, health, community services, water and sanitation.
The Physical Site Planner provides specialised support to emergency operations in designing and developing sustainable settlements to host people of concern to UNHCR. Within the context of UNHCR¿s Global Strategy for Settlement and Shelter (2014-18) , a settlement should take into consideration the spatial allocation of functions while addressing the needs of the population, the availability of resources, the amelioration of living conditions, the provision of services, enhancing transportation networks as well as recreational spaces.

FUNCTIONAL STATEMENT
Accountability

  • UNHCR¿s country operation is technically sound in the field of physical site planning and thus better able to meet the needs of persons of concern.

Responsibility

  • Provide technical guidance and support to Field Offices in all matters concerning Physical Planning (of camps and settlements), Shelter and related Engineering Infrastructures programmes/activities to ensure quality, cost-effectiveness, sustainability and environmental soundness in their implementation, and taking into account policy priorities of UNHCR. Upon requests from the Field, conducts technical assessments and provide recommendations, plan of action and verify compliance in the implementation of those activities.
  • Ensure that selection of sites for refugees and other persons of concern (POC) are based on approved technical guidelines, giving full consideration to relevant factors like land availability, accessibility, security, water resources and absorption capacity.
  • Conduct technical feasibility studies (site assessments) for identification of adequate sites in close coordination with Local Authorities at Provincial, District and Divisional levels, as well as with the concerned line Ministries and implementing partners.
  • Ensure that basic technical criteria of land availability/property, accessibility, security, topography, water resources, absorption capacity, and adequate terrain for proper sanitation facilities are taken into consideration while selecting potential sites. Other factors such as national reserves, migration corridor, and flooding, possible conflict with local population (grazing land) have also to be taken into consideration when identifying potential settlement solutions.
  • Within an urban context, assess the structural safety of public buildings, measure the absorption capacity within a community for host arrangements while ensuring that humanitarian standards are met to ensure dignified living conditions.
  • Develop, in close coordination with implementing partners and other concerned parties, settlement plans and their implementation modalities, including construction/rehabilitation of communal infrastructures (latrines, water points, etc.), taking into account the overall needs of target groups, their cultural preferences and the concerns of the local communities.
  • Ensure that settlement designs take into consideration protection oriented issues such as sexual and gender based violence and the specific needs of women, men, girls and boys. The security and privacy of all people of concern, the adequate location of sanitary/health/education facilities, communal services and distribution areas should also be addressed.
  • Coordinate with the affected committees, Local Authorities and other partners the identification of potential needs related to shelter and NFIs and ensure that NFI identification/distribution is coordinated among all the actors.
  • Advise on matters related to the procurement of sector related materials or equipment, including the development of technical specifications for bid documents, technical evaluation of bids, review/inspection of the quality of products/works.
  • Assist Programme colleagues in analysing budgetary implications of technical components, as well as ensuring the technical integrity of all sectoral interventions.
  • Work in close coordination with all functional Units in UNHCR (Protection, Programme, Community Services, Field, Administration, and Supply) for all issues related to protection, population of concern figures and assistance.
  • Ensure regular reporting and updating of plans as well as maintaining the settlement information portal (SIP) up to date.
  • Maintain regular contact with the Shelter and Settlement Section in Geneva regarding all technical matters.

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIRED

  • Ensure that monthly accounts are correct and approved, and ensure timely monthly bank reconciliations, including open items, review and clearance of unwanted requisitions and PO balances.

Background and context

1.1.Overall description

a)Background

Vétérinaires Sans Frontières (VSF) is an international Non-Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. VSF support is in animal health; livestock related agriculture, marketing, food safety, drought responses and mitigation, capacity development of communities and governmental institutions, peace and conflict resolution with the ultimate aim of food security and strengthened livelihoods of pastoralist communities.

In South Sudan VSF has been implementing a BMZ funded project - Reducing hunger and malnutrition and promoting resilient food production in Cueibet County / Gok State, (PROMISE). Implementation of the 34 month project started in September 2016 until June 2019 and a further 50 month extension phase is scheduled to end in August 2023. The project is being implemented in the former Cueibet County, now Gok State (in Lakes) of the Republic of South Sudan in a predominantly agro-pastoral community.

PROMISE supports activities are aimed at improving food security and reducing malnutrition within vulnerable populations. It addresses structural issues leading to hunger and malnutrition in a bid to resolve these in the medium or long term, with an emphasis on developing sustainable solutions. PROMISE aims to contribute to this global objective by building capacities of target households in innovative and sustainable agricultural practices as well as strengthened resilience against conflict and climatic risks.

b)The 3 key result areas of the project are:

Result 1: Contribution from 47 schools to intermediate and long-term nutritional security and resilient livelihoods of the population realized.

Result 2: Innovative, adaptable and sustainable agricultural and or livestock production practices are adopted to reduce the annual food gap.

Result 3: Contribution from socio-ecologically resilient productive natural resources management realised for improved livelihoods and decreased conflicts.

1.2.Project objectives and results

Overall Objective: To contribute to increased food security, reduced malnutrition and resilient livelihoods for vulnerable households in Lakes/Gok State, South Sudan

Component 1: School Feeding

Objective 1: 47 schools of Lakes/Gok State contribute to the immediate and long-term nutritional security and resilient livelihoods of the population.

Component 2: Innovative agricultural practices

Objective 2: Households have adopted innovative, adaptable and sustainable agricultural and/or livestock production practices which allow them to significantly reduce their average food gap per year.

Component 3: Promotion of sustainable Natural Resources Management (NRM)

Objective 3: Socio-ecologically resilient, productive Natural Resource Management (NRM) contributes to improved livelihoods and decreased conflicts amongst beneficiaries.

2.Assessment purpose and target audience

2.1.Purpose

The purpose of the assessment is to generate data and information on the types, trends, frequency, magnitude hazards prevalent and potential among the project beneficiaries; to analyse the results with the aim of developing action plans that will be used to build community resilience against identified and selected hazards.

3.Assessment objectives and scope

The overall objective is to develop DRR measures and plans for the beneficiaries and stakeholders to be implemented with support from the project with the secondary aim of achieving project objectives.

3.1.Assessment objectives

a. To carry out community profiling

Employ group work and group interaction and participatory techniques to collect data and information to develop a picture of the nature, needs, resources and structures of the community among others. This process will be preceded by review of secondary literature from the project documents and other relevant document and the process used to validate the matters arising. The community profile will inform which aspects in regard to hazards shall be interrogated and investigated in more details under the objectives below, and enable enrichment of the whole assessment.

b. To conduct hazard assessment

Identify the nature, location, intensity and likelihood of major hazards prevailing in the community through review and analysis of existing literatures; then augmented by the outcome of participatory hazard assessment. The process will further assess and identify populations and assets at risk and delineate disaster prone areas.

c. To carry out vulnerability and capacities assessment

Determine the capacity (or lack of it) of the elements at risk to withstand given hazard scenarios; estimate the potential losses of exposed populations, property, services, livelihoods and environment; and assess their potential impacts on the community.

d. To carry out subsequent Analysis & Community Action Planning

Profile and evaluate the important risks to identify cost-effective risk reduction options in terms of the socio-economic concerns of a society and its capacity for risk reduction; Formulate DRR strategies and action plans that include setting priorities, allocating resources (financial or human) and initiating DRR programmes.[1]

3.2.Scope of the assessment

The Community-based Disaster Risk Assessment will target project areas and schools in Gok State, formerly Cueibet County. Activities are spread in all zones of the state.

4.Approach and methodology

The assessment methodology proposed by the consultant(s) should include a mix of quantitative and qualitative data collection methods. The desired methodology is participatory and all the key stakeholders in the program including target beneficiaries, non-beneficiaries and staff from Government Technical and Service ministries.

The consultancy team will develop draft CBDRR Measures and Plans for review by the PROMISE programme personnel and partners. The report shall be validated by stakeholders in a workshop setting and feedback incorporated into the Measures and Plans document.

6.Assessment team composition and required competencies

The assessment team shall compose of members with a comprehensive mix of competencies in agro-pastoral production and social research methodologies. These will be complemented with at least five years’ experience in related programming and programme research with specialization in Disaster studies. Extensive experience in the specific fields in the Horn of Africa and South Sudan in particular will be required. Experience working in South Sudan will be an added advantage. Excellent communication skills and well as demonstrated writing and presentation skills are requisite.

7.Management arrangements

The consultant should be informed of some issues, situation and conditions as they are or may arise during the exercise.

a. *Travel:* VSF will cover the cost of all flights and transport.

b. Accommodation: Consultants will be housed in hotels in Juba and Rumbek whilst in Cueibet they will be housed at the organizations compound lodgings.

c. Data entry VSF will not supply data entry clerks or computers. Consultants are responsible for all data entry and management.

Data will in most instances be collected from non-English speakers. However, tools will not be translated into the local language. A way around this matter will be developed in discussion with project staff, VSF program staff and the consultant.

d.Reference materials

Relevant documents will be availed for the consultant to support during the secondary information desk reviews. The consultant will be encouraged to identify any other sources for appropriate additional information that may be required to supplement what is provided by the project.

Background

Danish Refugee Council main program objectives (2018-2020) in South Sudan are:

DRC primarily operates across Upper Nile and Unity states, both of which are heavily affected by conflict and experience high numbers of internally displaced populations as well as refugees in need of humanitarian assistance. DRC has operational bases in Maban, Malakal, Kodok and Aburoc in Upper Nile and in Bentiu, Mayom, and Ajuong Thok in Unity state, supported by a country-office in Juba.

Responsibilities

The Area Manager for Maban has overall responsibility for the implementation and strategic direction of DRC’s projects in Maban, one of DRC’s largest bases in the country. A highly qualified Area Manager will be responsible for leading relationship building and coordination with major UN agencies and other partners in the area and leading DRC’s overall programmes and operations across the area, working with a highly skilled and diverse team.

Reporting to the Country Director based in Juba, the Area Manager is the direct supervisor of an international team of Project Managers and Support Services experts who in turn oversee large teams of international and national program and support staff.

The Area Manager provides routine support and guidance to project teams on strategy, project cycle management, budgeting, proposal development and operational functions, including finance, logistics and procurement. In addition, the Area Manager provides oversight to ensure the successful implementation of all projects, with the support of the Technical Coordinators and constantly monitors the context to ensure programing is relevant and responsive to priority needs. In this capacity, the AM is also responsible for representing DRC publicly at the site level, including in coordination fora, with other agencies and with UNHCR, and for providing the direct link in communications between DRC's Maban and Juba offices, seeking Juba program direction and input on important programmatic and operational issues in a timely manner.

Finally, it is essential that the Team Leader provides strong security management of the Maban team and ensures all safety and security measures, including contingency plans and standard operating procedures, are in place and well understood and observed by all staff.

Roles

To achieve the objectives of the position, the Area Manager will perform the following tasks and undertake the following responsibilities:

Coordination/Representation

  • Actively participate and represent DRC in coordination meetings with UNHCR and coordination meetings with NGO colleagues, meetings conducted by local and state authorities, UN agencies and stakeholders
  • Liaise with partners, local authorities, and local communities whenever it serves the objectives of the programs
  • Identify gaps in service provision to refugees and host communities, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support

Programme Management

  • Contribute to the strategic direction of the DRC programmes, in close collaboration with the Technical Coordinators in Juba, including development of an area level strategic plan.
  • Work with the Technical Coordinators, Grants Management Coordinator, Head of Programmes and Finance Manager to contribute to new project development, including both narratives and budgets

Logistics and Procurement

  • Effective supervision of the Logistics Manager
  • Guide the Logistics staff, technical managers, program coordinator, support staff and Juba-based logistics and procurement team to develop and track the implementation of site-specific procurement plans

Safety and Security

  • Assume overall responsibility for staff safety in the area of operation

Responsibilities

The Camp Manager is responsible for leading DRC’s camp management activities in Ajuong Thok and Pamir refugee camps. S/he will lead a team of contracted national staff as well as community outreach workers. In Ajuong Thok and Pamir (Unity State), the refugee response consists of a multi-sectorial program in camp coordination and management (CCCM), shelter and infrastructure, food security and livelihoods, and the distribution of NFIs. The camp manager liaises closely with other managers within DRC for synergy and integration of activities across all departments, while guaranteeing protection mainstreaming and the respect of humanitarian principles. S/he develops and sustains strong partnerships with all stakeholders operating in the camp, including refugee populations, humanitarian partners, local communities, and government authorities

Management:

  • Responsible for supervision and management of all CCCM staff and DRC activities in the refugee sites, including site governance and community engagement, service delivery, coordination, site planning care and maintenance, and population monitoring.
  • Ensure that adequate staffing is in place for the activities, including an appropriate gender balance within the staff group.
  • Ensure all staff and community outreach workers are trained on the skills and values required to perform their job and develop their competencies.
  • Coordination of camp-level HR, finance and administration in link with support services department.
  • Monitor financial commitments and expenditures against assigned budget lines.
  • Ensure that the organization's financial, logistics, security and human resources policies and procedures are fully implemented.
  • Contribute to the strategic direction of the country operation through participation in strategy planning meetings and documents.
  • Adapt or update the CCCM area-based strategy in coordination with the area manager and the CCCM technical coordinator to reflect any changes in the context and on the ground.
  • To maintain emergency preparedness and response capacity for DRC in area of operation in case of influx or other risks/hazards.
  • To monitor the safety and security situation in the site with a specific focus on potential impact of insecurity on staff, humanitarian access and accountability and program delivery.

Program Implementation:

  • Identify gaps in service provision to refugees, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support.
  • Monitor and coordinate all activities of humanitarian partners in the camp to avoid duplication and identify gaps, whilst ensuring that protection considerations are mainstreamed across all sectors.
  • Maintain and develop governance and community participation mechanisms in the camp, ensuring that the voices of different genders, ages and those with specific needs are heard and represented.
  • Seek to ensure that the camp population participates in decision making processes and that camp coordination forums are representative and inclusive of refugees.
  • Coordinate with Shelter team to ensure that shelters and communal facilities are provided for refugees in line with applicable standards, and that the infrastructure is maintained/upgraded as per needs and donor guidelines.
  • Oversee and ensure that NFI distributions are conducted in an accessible and accountable manner.
  • Adapt camp activities, as applicable, in close coordination with the Area Manager, Head of Programs and Country Director in South Sudan, if/as the context changes. In particular, the camp manager must be able to scale up camp activities in the case of a large refugee/IDP influx.
  • Maintain an open dialogue with the camp population as well as host communities.

Administrative, Finance and Procurement Functions

  • Supervise camp management team of contracted staff, refugee incentives and casuals, ensuring effective staff deployment, performance planning and appraisals for supervisees.
  • Disburse and track expenditure of camp management budget component, flagging any over- or under-expenditures in a timely manner.
  • Prepare project procurement plans and reports and order materials in a timely manner.
  • Manage casual staff contracts and camp service contracts.
  • Coordination with counterparts in other humanitarian agencies and UNHCR
  • Update the organogram for the department with revised job descriptions according to roles and responsibilities of department staff
  • Make sure the project activities and procedures respect and comply with the internal policies & procedures, donor contractual agreements, grant documents and implementation plans.

  • Develop and/or implement a Complaints and Response Mechanism Standard Operating Procedure.

Job Summary**

The Field Site Manager (FSM) provides daily field-level operational and programmatic oversight and support to ensure optimal program delivery. The FSM functions as the primary public and professional representative of IMC in the service area and is responsible for following the political and humanitarian situation in the region of coverage. S/he develops and maintains contact with partners (civil society, local authorities, Ministries of Health and Gender, and other humanitarian agencies) operating in the region for regular exchange of information and to provide regular updates on IMC program activities. In addition, the FSM is responsible for:

  • Coordination of IMC programs on the ground: evaluating needs and humanitarian situation, overseeing project planning, and ensuring regular monitoring of activities.
  • Lead the site team: managing site support and technical leads, providing on-the-job coaching and mentoring, and organizing work of the site team.
  • Financial management for site level expenditures of all programs
  • Security management for the field site

The FSM liaises with the Program Coordinator at country level on all facets of project implementation and service delivery, including logistics and supply procedures, security mechanisms and analysis, finance and budget management, monitoring and evaluation tools, and capacity-building and training. To this end, the FSM will also regularly liaise with country level focal points across all domains (logistics, HR, finance, security, compliance, etc.). The FSM will embody core humanitarian principles and represent those principles in all aspects of his/her role.

Main Responsibilities

Program quality and management

  • Serve as primary representative of IMC at the field level, develop and maintain contact with partners (local authorities, Ministries of Health and Gender, other humanitarian agencies, etc.) operating in the region for regular exchange of information
  • Provide routine humanitarian context analysis to identify needs, actors, political and security environment, access, risks, etc. at site level to inform senior management decision-making

  • Ensure that field staff has a solid understanding of the objectives and activities in each of the projects with kick-off and close-out meetings held for field level activities.

Financial management

  • Coordinate site budgets with finance/admin unit to ensure adequate for support for program operations
  • Complete the field level budget monitoring tool and control budget expenses to prevent over and under spending
  • Participate in monthly pipeline and procurement review with relevant budget holder, updating spending forecast for the coming months, ensuring it is in line with project and site workplans and providing explanation for any major variances from the previous month
  • Submit the monthly forecasted cash requests based on activity needs every month before the 25th
  • Review of daily cash transaction journal to ensure it is in line with program activities being implemented
  • Oversee routine and surprise cash counts
  • Ensure that field finance/admin team receives training and technical support from roving finance/admin on accounting, cash management, salary payments, HR procedures and other administrative issues
  • Ensure regular coordination between program, finance, HR and logistics teams at site level

Procurement & logistics

  • Ensure the logistic system is functioning well at site level through regular review and updating of the procurement tracker, identifying bottlenecks and providing timely solutions
  • Monitor and lead on spending and procurement planning of operational costs, including leading on the procurement of operational supplies
  • Oversee warehouse management and organization, ensuring monthly spot checks are conducted by delegated program staff and reported to Juba
  • Take overall responsibility for fuel control system, ensuring proper control, utilization, reporting and accountability for fuel stocks at the site level, including conducting random spot check and reviewing/signing off on all monthly fuel reports
  • Designate qualified individuals to conduct at least one offer verification quarterly at site level.Oversee and validate verification process and share results with Logistics & Supply Chain Director
  • With the technical program managers, develop, monitor and adjust site level procurement plans to ensure all procurements are completed timely and in line with the program work plan
  • Oversee the receipt of goods and ensure invoices are received and payment requests are delivered to finance within two days to ensure timely payment to the vendors

People management (HR)

  • Manage direct reports towards high standards of performance through clear roles and responsibilities, on-going feedback and appraisals. Proactively address performance issues through timely constructive feedback and coaching.
  • Foster accountability, leadership, gender, diversity, and transparency of operations with the Senior Management Team
  • Ensure appropriate workplace policies including to ensure fairness and equity are in place and used (e.g. policies related to staff security, sexual harassment, and sexual exploitation, etc.)
  • Routinely monitor staff performance according to their job description and set objectives and conduct evaluation and appraisal of staff through the IMC Performance Management System.
  • With HR Officer, review completed payroll and timesheets for accuracy, as required, ensuring both are submitted timely to Juba team
  • Actively promote staff wellness by monitoring staff morale and taking action as needed.

Security and risk management

  • In coordination with Program Managers, ensure strong contextual monitoring of the ongoing humanitarian situation, keeping close track of security trends along with the security department in Juba to take measures as/when needed to minimize risk for IMC staff, partners and consultants.
  • Evaluate and monitor the risks in the area if coverage in line with an agreed risk management framework for field site that focusses on key aspects: (1) Safety & security (2) Duty of Care (3) Fraud (4) donor compliance (5) legal compliance (6) organizational ability to deliver
  • In coordination with the Security Manager, ensure necessary security measures are put in place to ensure site and staff safety in line with the security Standard Operating Procedures (SOP) and Security Risk Assessment (SRA)
  • Develop and update a site specific programmatic contingency plan
  • Report any incident that occurs at the project site to the country office and submit an online report through the Incident Management System in a timely manner
  • Provide security briefing for all new staff and site visitors and ensure they provide written acknowledgement of the briefing

Compliance

  • Maintain strong accountability systems for IMCs programming, to minimize risk of divergence of assistance, as well as prevention of sexual exploitation and abuse and other do no harm aspects.
  • Ensure compliance with IMC & donor policies, anti-terrorism regulations, and other legal requirements in close consultation with Program Coordinators and HR team.

Job Description

• Oversee the delivery of the Third Party Monitoring (TPM) on DFID’s HARISS portfolio;

1.Supply chain management

  • Communications & IT management: Deploy an efficient IT plan across the country based on ACTED global standards.

  • Anticipate communication & IT needs and liaise with (Deputy) Country Director & Country Finance Manager to anticipate budgets accordingly.

3.Compliance & transparency

  • Ensure ACTED logistics manual is applied across the country and donors’ specific requirements for logistics & procurement are met.
  • Enforce a zero-tolerance policy regarding corruption and ensure adherence to ACTED Code of Conduct and Anti-Fraud policy.
  • Coordinate logistics TITANIC reporting on a monthly basis, and ensure checking the reliability & relevance of data reported.
  • Organize a 6-month planning for field visits with clear ToRs, including ad hoc checks and written report following each visit.
  • Organize regular logistics staff training & refreshers internally about ACTED procedures, lessons learnt, FAQ, etc. across workshops or field visits.
  • Capitalize on lessons learnt through memos, training module, etc. for continuous improvements of logistics compliance in country.
  • Follow-up & update internal & external audit report for logistics.
  • Ensure a timely and accurate logistics document flow in liaison with other FLAT departments.

4.Leadership

  • Update the organigram of the logistics department according to the mission development;
  • Plan & conduct logistics staff recruitments & appraisals; train & build capacities of logistics staff in country; identify staff with potential, and contribute to internal mobility strategy;
  • Always actively promote strong & structured articulations with all teams for all logistics operations (program & finance in particular).
  • Manage Implementing Partners relationship on logistics aspects such as procurement, stock & asset management, logistics reporting. In particular, ensure the timely & exhaustive review of IPs logistics documentation.
  • Represent ACTED with relevant logistics and communication networks, actively building relevant relationships (logistics cluster, etc.)
  • Actively participate in country level coordination meetings by reporting on progress, and risks.
  • Contribute to donor proposals, budgets and reports.
  • Contribute to Emergency Response planning and Contingency Planning efforts for logistics and procurement needs and execution.

Expected skills and qualifications

Background

DRC is operational in South Sudan since 2005, working with the overall aim of achieving durable solutions for displaced populations. The Danish Demining Group (DDG) started Humanitarian Mine Action in 2006.

Danish Refugee Council main program objectives (2018-2020) in South Sudan are:

  1. To save lives and alleviate suffering among displaced people and their hosts

DRC primarily operates across Upper Nile and Unity states, both of which are heavily affected by conflict and experience high numbers of internally displaced populations as well as refugees in need of humanitarian assistance. DRC has operational bases in Maban, Malakal, Kodok and Aburoc in Upper Nile and in Bentiu, Mayom, and Ajuong Thok in Unity state, supported by a country-office in Juba.

Responsibilities

The Camp Manager is responsible for leading DRC’s camp management activities in Ajuong Thok and Pamir refugee camps. S/he will lead a team of contracted national staff as well as community outreach workers. In Ajuong Thok and Pamir (Unity State), the refugee response consists of a multi-sectorial program in camp coordination and management (CCCM), shelter and infrastructure, food security and livelihoods, and the distribution of NFIs. The camp manager liaises closely with other managers within DRC for synergy and integration of activities across all departments, while guaranteeing protection mainstreaming and the respect of humanitarian principles. S/he develops and sustains strong partnerships with all stakeholders operating in the camp, including refugee populations, humanitarian partners, local communities, and government authorities

Management:

  • Responsible for supervision and management of all CCCM staff and DRC activities in the refugee sites, including site governance and community engagement, service delivery, coordination, site planning care and maintenance, and population monitoring.
  • Ensure that adequate staffing is in place for the activities, including an appropriate gender balance within the staff group.
  • Ensure all staff and community outreach workers are trained on the skills and values required to perform their job and develop their competencies.
  • Coordination of camp-level HR, finance and administration in link with support services department.
  • Monitor financial commitments and expenditures against assigned budget lines.
  • Ensure that the organization's financial, logistics, security and human resources policies and procedures are fully implemented.
  • Contribute to the strategic direction of the country operation through participation in strategy planning meetings and documents.
  • Adapt or update the CCCM area-based strategy in coordination with the area manager and the CCCM technical coordinator to reflect any changes in the context and on the ground.
  • To maintain emergency preparedness and response capacity for DRC in area of operation in case of influx or other risks/hazards.
  • To monitor the safety and security situation in the site with a specific focus on potential impact of insecurity on staff, humanitarian access and accountability and program delivery.

Program Implementation:

  • Identify gaps in service provision to refugees, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support.
  • Monitor and coordinate all activities of humanitarian partners in the camp to avoid duplication and identify gaps, whilst ensuring that protection considerations are mainstreamed across all sectors.
  • Maintain and develop governance and community participation mechanisms in the camp, ensuring that the voices of different genders, ages and those with specific needs are heard and represented.
  • Seek to ensure that the camp population participates in decision making processes and that camp coordination forums are representative and inclusive of refugees.
  • Coordinate with Shelter team to ensure that shelters and communal facilities are provided for refugees in line with applicable standards, and that the infrastructure is maintained/upgraded as per needs and donor guidelines.
  • Oversee and ensure that NFI distributions are conducted in an accessible and accountable manner.
  • Adapt camp activities, as applicable, in close coordination with the Area Manager, Head of Programs and Country Director in South Sudan, if/as the context changes. In particular, the camp manager must be able to scale up camp activities in the case of a large refugee/IDP influx.
  • Maintain an open dialogue with the camp population as well as host communities.

Administrative, Finance and Procurement Functions

  • Supervise camp management team of contracted staff, refugee incentives and casuals, ensuring effective staff deployment, performance planning and appraisals for supervisees.
  • Disburse and track expenditure of camp management budget component, flagging any over- or under-expenditures in a timely manner.
  • Prepare project procurement plans and reports and order materials in a timely manner.
  • Manage casual staff contracts and camp service contracts.
  • Coordination with counterparts in other humanitarian agencies and UNHCR
  • Update the organogram for the department with revised job descriptions according to roles and responsibilities of department staff
  • Make sure the project activities and procedures respect and comply with the internal policies & procedures, donor contractual agreements, grant documents and implementation plans.

Monitoring, Evaluation, Accountability and Learning and Reporting:

  • Develop and/or implement a Complaints and Response Mechanism Standard Operating Procedure.
  • Develop and follow up on the program’s MEAL plan and relevant tools.
  • Take appropriate decisions based on a continuous monitoring of program’s indicators, with the participation of other relevant internal and external stakeholders.
  • Contribute to the internal and external accountability mechanisms by elaborating quality donor reports.
  • Ensure accountability to the affected populations in all project activities.
  • Contribute to continuous learning by organizing project reviews, and by consolidating success stories and lessons learnt from the field.

Proposal and Budget Development:

  • Identify gaps with a view to generating ideas for future projects with strong beneficiary impact.
  • Develop concept notes and/or proposals and budgets in close cooperation with the Area Manager and the grants department in South Sudan.
  • Develop budgets for operational camp management and program staff lines in conjunction with the CCCM Technical Coordinator

Representation:

  • Chair weekly camp coordination meetings as well as meetings with refugee leadership committees.
  • Facilitate/chair other coordination meetings related to the camps, in consultation with the Area Manager.
  • Maintain open dialogue with local authorities, UN agencies and other NGOs working in the site

Background on IMPACT and REACH

REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organization manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.

Position: REACH Assessment Officer

Country Profile

IMPACT, through its own activities, or through REACH, has been implementing programming in South Sudan since 2012. Responding to the Sudan Border Crisis, REACH initially engaged through coordinated information management support – in the form of refugee camp mapping and service provision analyses, thematic assessments, and multi-sectorial needs assessments – in Maban County, Upper Nile State and Pariang County, Unity State. IMPACT was engaged by DFID to provide a series of impact evaluations of their BRACE programming across Greater Bahr el Ghazal and Upper Nile States in 2013; a programme with run for two years, included 5 total assessments, and touched a total of more than 20,000 households. Immediately following the conflict of December 2013, REACH expanded its programming to include the IDP response, participating in Initial Rapid Needs Assessments of conflict affected areas, providing mapping and monthly service provision analyses for major IDP sites around the country, and running large-scale IDP return intentions assessments.

2018 has seen the expansions of both IMPACT and REACH programming to 10 out of 10 states, spanning the refugee, IDP and development responses, and covering diverse activities such as cross-border port monitoring, assessments of hard to reach areas, flood mapping and vulnerability analysis, market monitoring and supply chain analysis, analysis of tensions and conflicts over access to natural resources, and third party monitoring of humanitarian and development programming.

The Project

The FSL Assessment Officer will be responsible for continued development and maintenance of the Integrated Needs Tracking (INT) system, a multi-sectoral information management and analytical framework developed by REACH with technical input from multiple agencies and clusters, and the Shocks Monitoring Index. In addition, the FSL Assessment Officer will be responsible for analyzing REACH FSL data and collaborate with FSL partners on standardized tool development and analysis. This will be used to inform the prioritization and understanding of the food security situation in South Sudan, specifically ensuring regular and reliable data is fed into the IPC process in-country. When requested by the Needs Analysis Working Group (NAWG), the assessment officer will be expected to conduct rapid assessment in priority “hot spot” food security areas. Further the assessment officer will be expected to conduct trainings on assessment methodology and ODK mobile phone data collection to FSL cluster partners.

Functions

Under the supervision of, and in close coordination with, the assessment manager for the FSL, WASH, Health and Nutrition Unit, IMPACT Country Coordinator and IMPACT HQ in Geneva, the REACH FSL Assessment Officer will be responsible for the management and implementation of South-Sudan wide food security analysis using the REACH Area of Knowledge data collected on a monthly basis. He/she will be responsible for the implementation and completion of the Integrated Needs Tracks system and Shocks Monitoring Index. Moreover, he/she will be responsible for the implementation and completion of all REACH activities requested by the NAWG, including designing, planning, data collection and analysis of rapid food security assessments. He/she will be responsible for engaging with cluster partners, assisting in FSL related tool design, and provide technical support in validating and analyzing FSL data during the IPC. He/she will also be responsible for related logistics, partner coordination, reporting and finance requirements and will be required to provide input to the strategic development of REACH in country and region.

Summary

The REACH FSL Assessment Officer shall be responsible for:

  • Under the guidance of the assessment manager for the FSL, WASH, Nutrition, and health unit, compile and analyze available REACH data related to food security to produce countrywide food security situation
  • In collaboration with the REACH GIS officer, continued development, implementation and dissemination of the Integrated Needs Tracking system, including engaging with technical experts for feedback.
  • Development and implementation of the Shocks Monitoring Index.
  • Actively advocate for the establishment of a community of practice around common methodologies, tools and analysis.
  • Actively participate in regular FSL cluster and FSL Analysis working group meetings.
  • Responsible for food security rapid assessments - including assessment design and execution, mobile data collection, and IM best-practices - which focus on building FSL partner capacity to fill information gaps for IPC analysis.
  • Working in close collaboration with South Sudan Food Security and Nutrition Monitoring System partners in the design, implementation, data cleaning and analysis survey.
  • Engage and provide technical support during IPC workshops, including training, planning and preparing REACH teams for the workshop.
  • Provide technical backstop for other REACH Assessment officers regarding correct FSL terminology and analysis.
  • Ensuring that assessment strategies are implemented in a structured and coherent manner in line with project and strategic objectives
  • Coordinate logistical aspects of assessments with partner organizations; manage and direct data collection teams in the field
  • Provide oversight of data analysis and reporting from the collaborative assessments
  • Ensure the writing of timely and accurate assessment reports and factsheets from collaborative assessments
  • Work to ensure the harmonization of FSL-related indicators between the FSL Cluster common tool and other critical, nation-wide assessments (REACH AoK, IOM VAS, ICWG IRNA, FSNMS, SMART).
  • Supporting the development/revision of assessment / programme strategies, reports or new proposals;
  • In coordination with the Country Coordinator external representation of REACH with Donors, Partners and the wider Aid Community through clusters and sectoral working groups;
  • Coordinate timely and accurate reporting to IMPACT Headquarters.

1. REACH Assessment Management and Coordination

  • Objective 1.1: Technical support for Activity 3 and 4 of the Humanitarian Information Systems – Strengthening evidence-based decision making in South Sudan - HARISS Programme
    The Assessment Officer, in close collaboration with the assessment manager and GIS officer, is responsible for the continued development and implementation of both the Integrated Needs Tracking system and the Shocks Monitoring Index. The Assessment Officer will have to work closely with technical partners to acquire the data, update the system, and disseminate the information to NAWG and partners. He/she will also need to continuously monitor the system to ensure it is successfully performing its designed function and field feedback from technical partners for adjustments. He/she will also be required to coordinate, design and conduct verification assessments in locations identified at being of risk of high levels of food insecurity or experienced a recent shock.

  • Objective 1.2: Analysis of monthly REACH food security data

The Assessment Officer, in close coordination with FSL Cluster Partners, assessment manager, and IMPACT Global team, is responsible for aggregating monthly food security data into South Sudan wide food security profiles sharable with external partners and according to REACH reporting and formatting guidelines.

  • Objective 1.3: Support at IPC workshops

The Assessment Officer, in close coordination with the assessment manager, is responsible for regular attendance and participation in IPC workshop, providing support for the group in analysing South Sudan wide food security, including REACH AoK data, market data, and FSNMS data to provide a joint FSL cluster understanding of priority areas for FSL responses. He/she will also be responsible for planning and providing guidance to other REACH Assessment and field officers for the IPC workshops.

  • Objective 1.4: Provide technical support to FSL partners on tool design, implementation and analysis

The Assessment officer will work closely with the FSL cluster and partners to continue to streamline the FSL modules used in data collection, including but not limited to ad-hoc rapid assessments, IRNAs, FSNMS, and SMART surveys. In collaboration with the assessment manager, the FSL Assessment officer will provide support to agencies on analysing FSL data.

  • Objective 1.5: Design and facilitate partner training workshops

The Assessment Officer, in close coordination with the IMPACT Country Coordinator, is responsible for design and facilitating partner training workshops which will be used to build the capacity of FSL partners of data collection and methodology. Workshop will cover topics including, but not limited to: identifying assessment locations; sample selection; collecting data using ODK; cleaning and managing quantitative data; analysing, visualising and reporting on quantitative data.

  • Objective 1.6: Conduct rapid food security assessments (as requested by FSL cluster or NAWG)

The Assessment Officer, in close coordination with the assessment manager, is responsible for coordinating rapid assessment logistics with partner organisations, identifying assessment areas, managing the data collection and cleaning processes, analysing and reporting on findings, and managing assessment budgets.

2. REACH Reporting

The Assessment Officer is responsible for consolidating all analyses and conclusions from each assessment into IMPACT products such as factsheets, reports and briefs using standard formats. The Assessment Officer is responsible for following the designated timeline of reports to be submitted to project partners and donors. He/she must ensure the writing of timely and accurate assessment reports and factsheets, ensuring the quality and accuracy of technical information provided as well as the confidentiality and protection of collected information. He/she will ensure that assessment reports contribute to aid coordination and planning and add to the general base of field knowledge in the country for all organisations working in the areas.

He/she will also manage the drafting of narrative reports and contribute to the development of financial reports through regular budgetary follow-up.
The assessment officer will also store, organize and disseminate assessments, project documents and best practices among partners and potential partners. He/she will coordinate timely and accurate reporting to impact.

3. REACH HR Management

The Assessment Officer is responsible for day-to-day management of project and field staff both directly and remotely. He/she is expected to guide and direct IMPACT staff and prepare and follow up workplans with each staff member that directly reports to him/her. The Assessment Officer will be required to take the lead in the recruitment of IMPACT assessment staff in coordination with the ACTED HR Officer. This will include the preparation of ToRs, observation of recruitment procedures by planning recruitment needs in advance, and undertake interviews.

The Assessment Officer will ensure that all field teams are comprehensively briefed on the objective, expected outputs and that the overall implementation strategy of any given activity is clearly understood. He/she will ensure that project/field staff are given training and complete all the necessary documentation in line with program requirements set by IMPACT.

4. Representation

Representation of IMPACT in cluster and multi-sector meetings/ technical working groups in country and follow up on technical issues identified in cluster meetings in other parts of the country. This specifically will include liaising with external partners to identify potential for data sets to be integrated into existing databases and mapped to support the coordination of the broader humanitarian community.

The Assessment Officer will further represent IMPACT vis-a-vis current and potential donors and communicate relevant information to the IMPACT Country Coordinator. He/she will participate in inter-NGO meetings and those of UN agencies and any other relevant inter-governmental institutions at the national or provincial level.

More generally, the Assessment Officer is expected to contribute to the creation of a positive image and overall credibility of the organisation, notably through the application of IMPACT’s mandate, ethics, values and stand-point with regard to other actors.

Accountability to Communities and Beneficiaries

The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about REACH programme objectives, activities, beneficiary selection criteria, and methodologies. This is the responsibility of every REACH staff member.

Requirements

  • A good sense of humour about bugs and bucket showers required;
  • Excellent academic qualifications, including a Master degree in relevant discipline;
  • Excellent analytical skills;
  • At least 2 years of relevant working experience in humanitarian settings;
  • At least 6 months experience leading FSL related assessment required
  • Excellent communication and drafting skills for effective reporting;
  • Excellent team management skills;
  • Ability to operate in a cross-cultural environment requiring flexibility;
  • Familiarity with the aid system, and understanding of donor and governmental requirements;
  • Familiarity with early warning systems
  • Familiarity with the IPC – level 1 certification is an asset
  • Prior knowledge of the region an asset
  • Fluency in English required;
  • Ability to operate Microsoft Word, Excel and Project Management Software
  • Ability to operate SPSS, related statistical programming
  • Ability to operate R is an asset
  • Ability to work independently
  • Ability to operate GIS is an asset
  • High level of autonomy and willingness to spend time in deep field locations during rapid assessments away from IMPACT/ ACTED support

Conditions

  • Salary defined by the IMPACT salary grid; educational level, expertise, hardship, security, and performance are considered for pay bonus

  • Additional monthly living allowance
