  1. Background The Dutch Consortium for Rehabilitation planned to conduct a participatory video production exercise in Lainya county where its member organization ZOA operates. This is part of DCR advocacy and communication component vital for awareness creating by empowering the community members to identify and express issues they would like to change in their communities thus becoming active agents of change. This ToR stipulates the scope of the project as will be facilitated by a consultant. Since the start of its activities in 2011, DCR South Sudan has implemented interventions ranging from the access to quality education, health services, Water and Sanitation, Community Governance, Food Security and Livelihoods in three states within South Sudan. Of interest to this current proposal are activities in the livelihoods area. Specifically, the activities of the Village Saving and Lending Associations, farmer field schools, women knitting sweaters in Lainya County being supported by ZOA.

    1. Scope of Work DCR South Sudan intends to hire the service of a qualified individual film consultant capable of assisting beneficiaries in designing and producing a participatory video. The completed film is to show messages from DCR project beneficiaries and will be used as a source of community participation information. As programs are constantly changing and evolving, the consultant will be responsible for setting a meeting schedule with both DCR Secretariat and at field levels and the beneficiaries in order to ensure that the final outcome is a true reflection of the community activities as expressed by the beneficiaries themselves.

Technically, the successful consultant will have the equipment necessary to instruct participants to produce a film within the shortest time possible made by beneficiaries, with the consultants technical assistance. The consultant will be required to submit footages for approval to DCR South Sudan Secretariat before the final version of the film is produced and will be capable of completing revisions in an efficient manner. However it is noted this is not a professional production, this is to be lead by and filmed by beneficiaries. Thus the consultant will facilitate and help beneficiaries design what they want to show through development of a story board and planning the production.

The consultant should meet the following attributes: Technical Approach (40%): She/he shall detail how they would work with community that may have never worked on such a project before let alone get behind it. The bidder will provide a detailed plan of activities to be undertaken to ensure success over the two - week period. Personnel (15%): The consultant shall list and briefly describe his or her qualifications or any of the lead technical staff proposed to work on the assignment. (CVs to be included in annex) Consultant Experience (30%): The consultant shall submit a brief description of past or current grants/contracts for efforts similar in size, scope and complexity to this request. Cost/Justification (15%): The consultant shall propose a realistic cost estimate for this assignment, including a breakdown of the budget and justification of expenses. The budget shall include only those costs that can be directly attributed to the proposed activities. The budget should include the costs of production of materials, logistical and other direct expenses and, consultancy fee.

  1. Purpose of the Project: To equip the DCR beneficiaries with knowledge necessary in participatory video production and enable them come up with a video of themselves which will help raise awareness about issues they would like to change in their communities and become active agents of change.

  2. Specific objectives: • To enable community show their achievements with the livelihood program or any other program within their community in Lainya County. • To help the Lainya County community express what they feel and the knowledge they have. • To help community identify and emphasize their important needs. • To increase awareness that individuals in this area are in control of their own destinies.

Expected results The participatory video becomes a powerful means of documenting DCR beneficiaries experiences, needs and hopes from their own perspectives initiating a process of analysis and change that celebrates local knowledge and practice, while stimulating creativity both within and beyond the community.

    • The project is intended to be fast track and accomplished within a two week period in December 2013.

The SIA supports the work of the NGO Forum on issues relating to the safety and security of NGO staff and operations. Although the position will have an emphasis on information management and analysis, the SIA is expected to learn the tasks of the NGO Security Focal Point and provide coverage when s/he is travelling in the field or out of the country.

  1. GENERAL DESCRIPTION
    The Dutch organisation HealthNet TPO is a knowledge-driven, non-profit organization that works in areas disrupted by war, disasters and poverty. Working together with local populations it works on rehabilitation and sustainable health care development.

HealthNet TPO’s programme in South Sudan dates from 1996. HealthNet TPO aims to contribute to improving the overall health situation and supports the strengthening of health systems to ensure the provision of quality health care in Sudan. HealthNet TPO aims to include and build the capacity of Sudanese organisations, communities and authorities.

Currently HealthNet TPO implements health programmes in the Greater Bahr el Ghazal region. The programmes focus on delivering primary health care to the general population through the implementation of activities that range from building of institutional capacity to strengthening community structures. The programmes are currently funded by two main sources (Health Pooled Fund (HPF) and the Dutch Ministry of Foreign Affairs).

HealthNet TPO is seeking a project manager based in Nyamlell to lead its programming in NBeG.

  1. PURPOSE OF POSITION
    The project manager is responsible for HealthNet TPO’s operations in NBeG. This includes managing a primary health care delivery programme (Health Pool Fund - HPF) and a sexual and reproductive health programme (South Sudan Health Action and Research Project - SHARP)

  2. CORE RESPONSIBILITIES AND TASKS:
    • Be responsible for work plan implementation and budget expenditures of the HPF and SHARP projects.
    • Plan project activities against outputs and budgets. This includes being responsible for operational and financial planning, as well as human resources, logistics and procurement.
    • Establish and maintain good teamwork among all members of the team
    • Build and maintain good relationships with local government (SMOH/CHD), local communities and other stakeholders and ensure that implementation of project activities is done in close collaboration with all stakeholders involved.
    • Be responsible for all internal and external monitoring and reporting procedures including donor reporting
    • Be responsible for the security of the team (approximately 10 people) and assets in a changeable and volatile security environment, including initiating and organising evacuation if necessary
    • Be responsible for close monitoring of the local context developments (including attending regularly the NGO security meetings).
    • Represent HealthNet TPO and its activities in all required fora (meetings with government authorities, project partners, NGO health forum, community groups, donors, and other stakeholders)
    • Closely collaborate with MoH at state and county level ensuring that HealthNet TPO projects effectively contribute to MoH capacity building and comply with state MoH strategies.
    • Play an active role in the acquisition and development of new projects/programmes.

4.PROFILE
• An advanced degree in a relevant field (development; management, etc.);
• A minimum of 4 years’ experience and proven skills in all aspects of Project Management including the utilization of tools such as logical framework, PCM, M&E framework and theory of change;
• Knowledge and experience managing programmes in fragile countries, preference is given it previous experience in South Sudan;
• Experience in working in health programming is an advantage;
• Leadership skills able to motive and guide a culturally diverse team;
• Proven problem solving and organizational skills, flexible and calm in a challenging environment;
• Excellent team player;
• Excellent interpersonal communication skills;
• Fluency in written and spoken English;

    This is an unaccompanied position based in Nyamlell, NBeG, South Sudan. The initial contract is pending donor approval and will be for 12 months, with the option to extend based on performance and donor funding.

JOB PURPOSE:

The programme development and fundraising role is based on collaborative work with the South Sudan programme team to develop strategy and project ideas, turn them into proposals and secure suitable donor funding. This involves facilitation of project design sessions and coordination of proposal development processes with colleagues and partners. Through this work, s/he leads on the conversion of programme concepts into feasible proposals which meet donor requirements. S/he also negotiates with donors on contract details, and ensures engagement of relevant colleagues in finance and programme departments in the review, sign-off and handover process. S/he proactively seeks new donor opportunities and helps ensure the team is kept up to date with donor trends and opportunities. Meanwhile s/he contributes to NP’s overall programme design and fundraising as a member of the programme design and fundraising team. S/he will have supervisory responsibilities of programme officers, communication officer and M&E officer.

KEY OBJECTIVES/RESPONSIBILITIES:

Support the South Sudan country team in defining strategy, preparing proposals for donors, and negotiating contracts
• Contribute substantively to strategy development, and help ensure that programme ideas are fundable within the donor opportunities available
• Coordinate the production of finalised proposals with the programme team
• Serve as the lead writer, contributing and soliciting ideas, text, editing and budget design to the programme proposals being created, and package them to meet the specific needs of different donors
• Submit concept papers and proposals to donors, and follow-up with the donors on a continuous basis to monitor progress and to answer questions and provide amendments as necessary
• Conduct and assist in the negotiations of donor contracts – within parameters agreed with the Country Director, Finance Manager and programme managers, and ensuring that costs including overheads are recovered, that NP systems are capable of generating the compliance information required by the contract, and that NP’s best interests are represented
• Help programme colleagues ensure that all project costs are included in budgets and funded – where necessary by submitting proposals to more than one donor

Lead the Grant Inception Process, ensuring that donor contracts are registered and well understood by colleagues who will be responsible for their implementation, and that budgets can be managed and monitored
• Maintain orderly files, and involve all internal stakeholders in communications on fundraising issues
• Prepare a hand-over file for programmes and finance staff following the successful negotiation of donor contracts, ensuring that salient information regarding grant management is clearly flagged and communicated, and that all relevant paperwork is made available
• Convert donor budgets into NP budgets, using internal budget formats and using budget lines which allow the NP accounting system to be used to generate donor finance reports
• Assist programmes in interpreting the terms of, and in re-negotiating ongoing donor contracts when requested

Contribute to NP’s knowledge of donor priorities, opportunities and special needs/interests• Be responsive to the leadership provided by the Country Director and the Director of Programming and play a proactive role as a member of the fund-raising team, working on specific tasks and internal projects as agreed
• Maintain a watching brief on donors and inform colleagues as necessary on specific funding opportunities appropriate for NP, and on changes in donor strategy or rules and guidelines
• Advise on decisions about which project ideas to submit for specific funding opportunities
• Keep NP’s global fundraising team informed about fundraising plans of his/her programmes dept., so as to anticipate any conflicts internally or confusion on the part of donors
• Proactively seek information on potential donor opportunities for the programmes within his/her dept., and help programme colleagues adapt their programming ideas to suit particular donor interests
• Stay alert to funding opportunities other than direct grants from donors, e.g. as a sub grantee or consortium member

Personnel Management
• S/he will be the line manager for the Programme Officer (s), Communication Officer and M&E Officer, providing leadership, motivation and coordination for this multifaceted team
• Coordinate division of tasks and priorities among Program Development and Fundraising Team, assuring overall priorities are met
• Guide reportees in developing workplans, mentor them in skills development and lead performance management process for them

Contribute to the organisation more broadly
• Take part in project design process for other NPSS programmes, or for cross organisational projects, from time to time as agreed
• Prepare monthly fundraising reports to be submitted to HQ
• Provide data from proposals and concept papers regularly, for the purposes of maintaining the organisational funding pipeline and individual programme funding pipelines
• Take part in organisational initiatives such as working groups to contribute to broader organization strategy
• Contribute to the promotion of cross-organisational work, e.g. by bringing colleagues from different programmes together on project design processes
• Contribute to team-wide communications and knowledge management, and participate in organisation-wide events and discussions on related topics/projects
• Undertake other tasks reasonably expected of her/him

QUALIFICATIONS AND COMPETENCIES:

A. Education, Knowledge and Experience

• A university degree in a relevant field • Experience of implementing programmes in the field, ideally in Africa • Demonstrable experience of designing project proposals for successful submission to donors, including narrative, logframes and budgets • Experience of tracking donor trends and opportunities, and matching these with project ideas • Significant experience negotiating contracts with donors • Experience working in a NGO dependent on restricted project funds • Has an ability to see and articulate a clear project idea within a broad strategic context • Excellent English writing skills and the ability to analyse and present a cogent argument both in writing and orally (face to face and on phone) • Significant experience in preparing project budgets, computer literate in Excel • Knowledge or demonstrable interest in protection, violence reduction and/or peacebuilding • Skilled in the facilitation of meetings and processes

Sightsavers is looking for external evaluators to conduct a Knowledge, Attitude and Practices (KAP) study on water, sanitation and facial hygiene in Malakal, Nasir, Fashoda and Panyikang counties of Upper Nile State.

This formative research is intended to collect information on what is known, believed & done in respect to trachoma face & hand-washing, toilet usage and garbage disposal. This information will lead to the design and execution of targeted community education campaigns aimed at influencing behaviour change to reduce trachoma transmission.

It is envisaged that the study will be carried out over 2 months, from January 2014 to the end of February 2014. Please find attached the TOR, and template for expression of interest and budget. Context: Under the overall Supervision of the Chief of Mission in Juba, and under the direct supervision of the Head of Operations, the successful candidate is responsible for organizing, managing and implementing all aspects of the Rapid Response Fund (RRF) cycle from receipt and review of applications from national and international NGOs, as well as needs assessment based requests from IOM field offices, ensuring adherence with RRF Guidelines, through to the approval, administering and monitoring of projects. These responsibilities include having a firm understanding of the narrative and financial content of each grant, as well as undertaking the overall monitoring of all RRF activities. Monitor the humanitarian situation and promote the Rapid Respond Fund through different forums (Cluster meeting, Emergency Preparedness and Response (EP&R), etc.) and by developing and maintaining a large network of non-governmental organizations (NGOs) to ensure a rapid humanitarian response in case of the occurrence of a natural or manmade disaster. 3. Coordinate delivery of relief funds provided by IOM/ Office of U.S. Foreign Disaster Assistance (OFDA). Ensure that disbursements are carried out in accordance with IOM standards and procedures, and relevant United States Agency for International Development/ (USAID/OFDA) rules and regulations. 4. Manage, modify, update and maintain the Fund Database to ensure that all hardcopy and electronic documents for all grants are completed, filed and in order. 5. Manage the overall quality of grants documentation, in English, and for the timely submission of all relevant grant applications that meet RRF criteria to OFDA; serve as a focal point for all changes made to grant records and grant approvals in the Database. 6. Develop, enhance and maintain strong communication channels with programme counterparts in the field offices in order for them to understand the criteria and availability of the RRF so that, should an emergency arise, the fund can quickly be activated to support IOM’s response activities. 7. Review the narrative components of all grants and reports closely while providing applicants with necessary support during the grant development process and throughout the project implementation cycle to ensure that approved grants successfully implement the goals and strategic objectives of the programme. 8. Coordinate Memoranda of Understanding with IOM’s Legal department in HQs when necessary. 9. Supervise the programme’s grant process including financial aspects to ensure appropriate standards of accounting and controls are met, and programmatic aspects to ensure that grant activities reflect the overall ‘intentionality’ and objectives of the programme.

  1. Conduct field visits in order to monitor and evaluate funded activities.
  2. Establish and maintain the reporting system of programmatic activity for donor and the Mission and IOM as required. Provide to the donor and relevant IOM departments with activity notes/grant updates on a regular basis.
  3. Manage and oversee the programme Database includes centralized financial tracking of all grants; liaise regularly and actively with financial, logistical and procurement units in order to further programme objectives and ensure that programme standards are followed.
  4. Liaise with the donor as needed to revise and update the Database, including submission of grant, budget and grant amendments, if required.
  5. Maintain an extensive information management system, produce reports and run queries on the database in a rapid fashion as requested by the Head of Operations, develop reporting templates and refine existing mechanisms as required to ensure appropriate institutional memory in the area of grants activities and management.
  6. Monitor and maintain a full inventory of costing for each specific grant; coordinate closely with the finance and procurement teams on grant and programme financial reporting.
  7. Perform such other duties as may be assigned.  Ensure to the extent possible that cluster partners use common standards and tools for information and data management, including in needs assessments and monitoring.

 In consultation with cluster partners, plan and participate in inter-agency needs assessments as required. Coordinate Shelter and NFI distributions with cluster partners as well as with other clusters involve in responding to the needs.

 Actively participate in the Inter Sector Working Group to ensure adequate consideration of the Shelter and NFI needs, and the coordination with other clusters with regards to the humanitarian strategy and response in South Sudan.

 Plan, coordinate and deliver training/capacity building opportunities to Shelter and NFI cluster partners, with a view to improving quality and efficiency of Shelter and NFI distributions across all 10 states, including support efforts to strengthen the capacity of the national authorities and civil society.

 Ensure adequate reporting and information sharing, both within the cluster and with other clusters and OCHA. Collect 4W (Who/What/When/Where) information from partners and provide information to relevant inter-agency coordination body so it can be processed and redistributed at the cluster level and to other stakeholders; ensure that updated and relevant cluster-specific information is included in general reports, common web platforms; OCHA Situation Reports, OCHA Humanitarian Dashboard, etc.

  1. Shelter and NFI Core Pipeline Management

 Ensure that the Core pipeline is constantly supplied according to the needs and the caseload pre-identified in the cluster strategy.  Secure and expand a network of warehouses across South Sudan to support the adequate prepositioning of Shelter and NFI items.

 Facilitate the dispatch process of NFIs from IOM NFI stocks (common stock) according to IOM and Cluster defined procedures/priorities and criteria; this includes processing Action Requests, entering and maintaining stock information in the database, approval/rejection and prioritization.

 Maintain close working relationships with partners that are storing common stocks of NFIs in order to ensure that implementing partners understand processes and provide accurate stock reports.

 Prepare and disseminate the monthly/annual pipeline report.

  1. Project Management: Emergency Operations, NFI/ES

 Ensure overall direction, coordination, implementation, control and completion of Shelter and NFI projects, ensuring consistency with IOM strategy.

BACKGROUND:

The Global Fund to Fight AIDS, Tuberculosis and Malaria was created to dramatically increase resources to fight three of the world’s most devastating diseases, and to direct those resources to areas of greatest need. Since the Global Fund was founded in 2002, it has changed the way the world is working to defeat the three diseases. The Global Fund has supported large-scale prevention, treatment and care programmes against the three diseases. The Global Fund attracts, manages and disburses resources in a public-private partnership that will make sustainable and significant contribution to the reduction of mortality and morbidity caused by the three major diseases and contributing to the achievement of millennium development goals. To date, more than 3 million people are receiving antiretroviral treatment, 7.7 million new cases of infectious tuberculosis detected and treated, and more than 160 million insecticide-treated nets were distributed to protect families from transmission

UNDP is a key partner to the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of GFATM grants in South Sudan for TB and HIV/AIDS. In its role as Principal Recipient, UNDP ensures quality financial management, timely procurement of supplies, and efficient monitoring and service delivery. UNDP’s management role consists of implementing grants, ensuring financial accountability, and training of national and international counterparts on programme management, financial accountability and timely programmatic reporting to the Country Coordinating Mechanism (CCM) and Global Fund (GF) Secretariat.

Round 5 TB/HIV and Round 7 TB grants are one of the projects managed by UNDP South Sudan with the overall goal of dramatically reducing the burden of tuberculosis in South Sudan, and as well decreasing the burden of TB amongst HIV patients and vise-versa.

One of the objectives of the Round 7 TB project is to detect multi-drug resistant (MDR) TB cases among patients on standard DOTS treatment. The accomplishment of this objective is ensured through rehabilitation of a TB Reference Laboratory that is capable of diagnosis of MDR TB and drug sensitivity testing (DST); strengthening the human capacities through training on culture and DST for TB and provision of quality assurance within and outside the country. The TB Reference Laboratory will be located within the premises and building of the Public Reference Laboratory of South Sudan. The main objective for the startup of the TB Reference Laboratory is to install ventilation system for the purpose of strengthening infection control measures in the tuberculosis reference laboratory.

The Round 5 TB/HIV project aims at establishing mechanisms for collaboration between TB and HIV/AIDS programmes, decreasing the burden of TB in people living with HIV/AIDS (PLWHA), and decreasing the burden of HIV/AIDS in TB patients. One of the key components of the project includes working with the MoH and other partners in strengthening laboratory services in South Sudan. One of the key task under this component is to set up the Virology/PCR Reference Laboratory through rehabilitation of the existing structure to ensure it meets minimum international standards for installation of a Polymerase Chain Reaction (PCR). The TB/HIV project envisage to install a PCR as part of improvement of virological diagnostics including Viral Load Testing, Early Infant Diagnosis of HIV, and as well as surveillance of other disease outbreaks such as influenza, etc. In order to maintain adequate infection control measures, the PCR Reference Laboratory needs rehabilitation and installation of a ventilation system.

  1. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK

Scope of work and description of proposed analytical work

UNDP South Sudan is seeking the services of an Expert on engineering design, specifications development for renovation and installation of the ventilation system in the TB & PCR Reference Laboratory to ensure level 2+ or 3 biosafety for TB culture and DST (TB), and as well as Viral Load Testing, Early Infant Diagnosis of HIV, and surveillance of other disease outbreaks such as influenza, etc (PCR). In addition, the Expert is expected to carry out a high level of professional capacity to supervise the whole process.

Objectives of the Consultancy

  1. To review the bidding documents for the mechanical and civil works for the TB & PCR Reference laboratory project;
  2. Oversee installation of TB Reference Laboratory & PCR Room Ventilation System, and
  3. Oversee Civil Works during renovation of a TB Reference Laboratory & PCR Reference Laboratory

A. Phase I: REVIEW OF ASSESSMENT & DESIGN WORKS

The Consultant will review previous assessments reports (by CDC, The Union and private consultants) done to establish a TB Reference Laboratory& PCR rooms. S/he will also review the design works including engineering designs of infrastructure rehabilitation for installation of the negative pressure ventilation system as well as the civil works required for adequate infection control and smooth work flow in TB culture and DST and the PCR.

  1. The proposed infrastructure rehabilitation and installation of ventilation system will necessitate optimal utilization of available indoor space, including culture and DST, protecting workers, and specimens.

The areas for renovation for the TB Laboratory are:

• Store
• Sample reception / Microscopy
• Culture lab - (containment space) BSL 2+ or BSL 3
• Staff and Meeting room
• Microscopy training room, sterilization and media preparation rooms

  1. With regards to the PCR Laboratory, the proposed infrastructure rehabilitation and installation of ventilation system will necessitate optimal utilization of available indoor space and include demolition/breaking of walls in an existing structure; concrete works; masonry works; floor and wall finishes; painting; doors and windows; water supply, sewerage and drainage works; electrical works; heating, ventilation and air conditioning (HVAC); and fire fighting system.

The areas for renovation for the PCR Laboratory are:

• Pre-PCR room
• Post-PCR room
• Reagent storage room

The Consultant will review the previous recommendations as a part of the engineering design, provide specification for mechanical engineering equipment and means of personal protection, as well as develop a maintenance plan of the ventilation system for the Reference Laboratory (TB Culture & PCR). The maintenance plans will adopt appropriate actions for different high-risk areas of the facility and identify the workers responsible for the maintenance and monitoring of the ventilation system and infection control equipment, as well as provide recommendations for staff need to be educated about use, safety and maintenance of the equipment

B. Phase II: PREPARATION & REVIEW OF BIDDING DOCUMENTATION

The Consultant will work in cooperation with experts from the Ministry of Health and members of the MDR-TB Working Group and the HIV/AIDS Surveillance Team in consultation with the specialists on TB and Virology, and construction issues to develop the bidding documentation for initiating a tender process for selection of a construction company to implement planned rehabilitation of the TB and PCR Reference Laboratory, including installation of negative pressure ventilation system. The following will be documents to be developed or reviewed:

• Technical description and scope of work of Constructor for TB and TCR Reference Laboratory;
• Review of the Bill of quantities already prepared;
• Review of the Technical specifications of the ventilation equipment;
• Review of Construction drawings.

C. Phase III: SUPERVISION OF INSTALLATION OF MECHANICAL SYSTEM AND CIVIL WORKS

The consultant, in collaboration with the technical team from MOH and UNDP, will supervise all engineering works from beginning to the end of the project. The civil works entail demolition of some walls, closure of some windows, changing ceilings, floor and wall tiles in some rooms, and installation of emergency equipment at certain points. The consultant will supervise the installation of internationally approved ventilation system to create negative pressure in the recommended rooms to attain biosafety level 2+.

I. Academic Qualifications:

University Degree in Biomedical engineering or related field (as a minimum requirement); Advanced university degree in ventilation systems designing (desirable);

II. Years of experience:

The Consultant must have proven consultancy experience in similar projects;
At least 5 years of professional experience in inspection or supervision of construction works on health care sites; experience in design of ventilations systems for health care facilities requiring implication of infection control measures;
Effective verbal and written communication, multi-tasking, organizational and prioritization skills are necessary;
Proficiency in AutoCad;
Knowledge of English language.

III. Competencies:
Experience in conducting and drawing designs of TB Culture Reference Laboratory and PCR Laboratory;
Knowledge of WHO standards and recommendations associated with construction works at the Reference Laboratory requiring implication of infection control measures;

Contracts based on daily fee - Payments shall be made to the Individual Consultant based on the number of days worked at the agreed daily fee.

Travel

Responsible for any financial authorization of the expenses done on the base in compliance with the monthly treasury forecast Responsible for the monthly cashbook in order to ensure that all items are charged to correct budgets (SAGA); assist with update of SAGA when necessary; cash counts once per month per base. Participation in the financial management of the base in collaboration with the Country Administrator and Finance Manager to ensure the financial visibility and compliance of the base. Prepare and finalize the accountancy and sent to the administrator on a monthly base, not later than the 10th of each month. Adhere to specific donor requirements, ensure all accountancy is copied, ensure for all invoices / receipts the required internal authorization documents are attached (IOF, AF, AT, Contract , PO, DN, etc ) Objective 3: Support for the logistics of the base

Responsible for correct ACF KitLog3 procedures are followed, in consultation with LogCo at all times. To ensure ACF procedures and donor guidelines for procurement and equipment/asset management are enforced, and understood by all relevant staff. To contribute to/provide regular feedback to Project Procurement Plans as well as Supply Plan and to contribute to mission logistics strategy and equipment planning. To review, together with Log, Admin, and Program all PRs, ensure that they are correctly recorded into the PFU and that Upper base PRs are communicated to the capital. To ensure supply chain management on base (PFU, stock report, transport planning, etc dissemination, timeliness and clarity) is organized and monitored. To ensure correct, transparent selection of supply, services, works and rental contracts. To ensure the setup and monitoring of correct stock management (storage conditions, stock movements, stock reports, expiration dates, etc.) To ensure transportation and movement procedures for staff, activities and deliveries from/to Base are organized and monitored. To ensure that logistics files (including Purchase Dossiers) are correctly filed and sent to capital on monthly basis. In coordination with the Wash PM, to monitor the construction, maintenance and rehabilitation of all structures relating to the base (offices, GHs etc), and ensure proper functioning and support of all bases premises (power, water etc). JOB SUMMARY The Logistics Manager will support the Logistics Coordinator in the management of IMC logistics operations across South Sudan. The Logistics Manager will oversee procurement of program equipment and supplies including communication equipement and security devices, transport of goods to field sites (nine across the country), management and control of inventories, and all other functions of logistics.

S/He will be responsible also for reporting to HQ and donors. The Logistics Manager will be responsible for implementing IMC logistics policies, strengthening internal controls, developing improved procurement and inventory systems, and assuring accurate reporting on a monthly basis. The Logistics Manager will oversee the Warehouse Manager, Procurement Manager, Asset & GIK (Gift-In-Kind) Manager, Facilities & Travel Manager.

The Logistics Manager will also maintain close contact with Field Site Managers, field Logistics Officers, Project Managers and the Juba-based Program, Finance and HR teams.

ESSENTIAL RESPONSIBILITIES

Oversee all the Logistics and procurement within the IMC-SS mission, including bidding/quotation processes, receipt of good, and compliance of all required paperwork and supporting documentation, storing and transporting of all received goods to their final destination. MISSION

Solidarités International is operating in South Sudan since 2006, and it developed activities in emergency and post emergency context, particularly in rural and semi-urban areas. Its expertise in running emergency WaSH intervention is highly acknowledged by all WaSH actors and donors.

SI’s South Sudan mission grew very quickly in 2012 and the trend continued in 2013 as a consequence of the emergency interventions launched in response to Sudanese refugees influxes into South Sudan in April and May 2012. The first 9 months of 2013 have been extremely challenging due to the workload in the 3 bases working on refugees assistance programs, including the opening of a new base where SI was the first NGO settling there. The budget for 2014 should be of about 5 M€, with 4 operational bases + the coordination team in capital, and the team should be made of around 20 expats and 200 national staff.

The main challenges for 2014 will be:

  • To implement the refugee camps exit strategy that is part of the mission strategy
  • To ensure the development of other emergency interventions in the country (short term intervention through the Emergency Preparedness and Response (EP&R) project, or longer term if more than 3 months intervention)
  • To initiate the development of livelihoods emergency and/or longer term programs in South Sudan

In addition, the key tasks for the country director will be: - To maintain and continue the improvement of efficient, productive and appropriate communications within the members of the SI team (particularly between Juba and the bases) and between the mission and the HQ - To actively represent SI in NGO forums, clusters, and other coordination bodies, and to encourage the coordination team to do so in their own sector of activity.

Goal/purpose:

  • The HoM is in charge of the smooth operation of all mission activities.
  • S/He is responsible for the safety and security of all staff and assets on the mission.
  • S/He proposes mission strategies, according to the geopolitical and humanitarian context and ensures implementation once it has been validated.

PROFILE

Experience:

  • Masters’ degree or equivalent in law, political science, international organization management or project management or a relevant field
  • 8-10 years of professional experience, including 4-5 years in the humanitarian environment
  • Minimum of 2 years of experience as Country Director or equivalent, developing and managing sustainable relief programs (conflict and post-conflict settings), with specific skills in strategic planning, assessment, program design and development, and monitoring and evaluation+ 2-3 years as coordinator of humanitarian actions
  • Proven experience in conflict/post-conflict contexts and insecure environments, with consequent experience in supporting emergency response

Skills:

CONDITION

  • Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks.   • Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. Justification: There have been recent discussions on narrowing the nexus between humanitarian and development paradigms through “Resilience” by development and humanitarian actors, national governments and donors. UNICEF supports the premise to champion the resilience agenda and has embraked on country specific and global dialogue to position the resilience approach with an objective of transforming ways to address vulnerability with an objective of strengthening human and institutional capacities to better anticipate, withstand and positively transform in the wake of adversity and shocks.

Parrallel to ongoing global resilience discussions, in ESARO; FAO, UNICEF and WFP are initiating discussions of resilience programming in selected countries (Ethiopia, Somalia, South Sudan and Kenya) on household and community resilience of which UNICEF South Sudan has participated in a regional inter-agency workshop and continues in-country dialogue with FAO and WFP.

UNICEF South Sudan country programme proposes to initiate an internal resilience learning mechanism and subsequent resilinece strategic framework development that will strengthen contributions from country programme components towards the resilience agenda.

This country initiative will contribute towards a wider office wide resilience-building agenda in South Sudan and contributing towards regional (ESARO) and global resilinec discussions-by defining programming adapted to local realities, addressing specific vulnerabilities, shocks and stress and how they link towards institutional, community and individual capacity development-in the wake of adversity, shocks and stresses.

Specific Tasks.

The objective of the consultancy is to: • Review overall programme interventions against a resilience lens • Conduct a mapping of programme activities to develop a collaboration plan towards a common resilience framework • Conduct a mapping of UNICEF’s Convergence Counties to determine which partners (UN, other DPs and NGOs) providing support related to resilience building (incl. Counties/Payams being supported, programmatic areas of support, length of support, any lessons learned, etc). • Facilitate learning sessions/ dialogue (internally and externally) to improve the direction of interventions towards adaptive programming and management. It is envisaged that discussions with FAO and WFP will continue with an objective of developing a collaborative framework. Main duties and deliverables will be:

  1. Country Literature review

This will involve reviewing literature to determine what resilience programming has been implemented in SS by various partners, and what the effect has been. The review will also involve identifying and working closely with relevant programme sections for analysis of current country programme design and interventions that may/ contribute towards resilience agenda

UNICEF South Sudan is implementing a variety of resilience start up analysis that are intended to go beyond analyses, research and learning –the long term objective is to positively influence current and future programming and policy interventions of UNICEF, counterparts and partners.

Deliverables • “Snap shot” Reports of strategic programme dialogue sessions/ meetings on resilience (featuring UN agencies and within UNICEF programmes). • UNICEF South Sudan resilience strategic framework including recommendations for activation, opportunities to test resilience approach, as well as identifying areas that UNICEF can work closely with other UN agencies and other partners.

Reporting

• The consultant will report to the Youth LEAD programme manager (Adolescent/ youth specialist) with additional technical support provided by Planning Monitoring and Evaluation specialist.

Minimum Qualifications and Experience: • Advanced university degree in related, social sciences, humanitarian/ development issues in developing country settings. Proven understanding of socio-economic and development issues including contemporary discussion on resilience building • At least 7 years’ experience in reviews and strategy development with proof of past undertakings particularly in conflict settings, preferable in the Horn, East or Central Africa. • Credible knowledge of participatory methods and capacity development • Should have good communication and analytical skills. • Knowledge and experience of South Sudan is an added asset.

Policy both parties should be aware of - The consultant is not entitled to payment of overtime. All remuneration must be within the contract agreement. - No contract may commence unless the contract is signed by both UNICEF and the consultant. - No travel in lieu of the contract will be undertaken by the consultant to the duty station without prior submission of insurance cover and waiver in the event of injury while executing the duty. - The consultant will not have supervisory responsibilities or authority on UNICEF budget. - Consultant will be required to sign the Health statement for consultants/Individual contractor prior to taking up the assignment, and to document that they have appropriate health insurance, including Medical Evacuation. - The Form 'Designation, change or revocation of beneficiary' must be completed by the consultant upon arrival, at the HR Section

Description of Saferworld and South Sudan programme:

Saferworld is an independent non-governmental organisation that works to prevent and reduce violent conflict and promote cooperative approaches to security. We work with civil society, governments and international organisations to encourage and support effective policies and practices through advocacy, research and policy development, and through supporting the actions of others.

Saferworld has been working in Africa since 1997, with a primary focus upon East Africa and the Horn region. We have well-established programmes in Kenya, Uganda, Somalia and South Sudan. A Country Manager based at the main office in Juba manages the South Sudan Programme.

Saferworld’s South Sudan programme aims to develop and implement community-focused and integrated responses to the complex mix of security, conflict and development challenges faced by the people, the state and international partners. The programme improves:  security sector governance and community-focused security responses, focusing on policing service delivery, the role of informal security providers, civil society oversight, and linkages between security, conflict and development responses.  small arms control through policy and legislative framework and implementation support  multi-sectoral national and international responses to conflict and insecurity addressing Aid & Conflict issues through conflict sensitivity, monitoring and sharing lessons from practical programming.

The programme seeks to achieve change in these three areas through working with national and state-level government and civil society stakeholders, and international actors.

Job Purpose:

The Policy Advocacy and Communications (PAC) Manager is primarily responsible for coordinating the programmatic delivery of Saferworld’s work on Aid and Conflict, as well as work on legislative support for Small Arms and Light Weapons Control, activities supporting the New Deal and Saferworld’s work with the Raising Powers, such as the projects funded to work with China’s investment interests in RSS as well as other private sector investor development. The PAC Manager will have a crosscutting programmatic responsibility for championing the country programme’s advocacy & communications strategy and will be a member of the Country Management Team.

Key areas of responsibility:

  1. Lead on Saferworld’s policy, advocacy and communications work in South Sudan and contribute to global policy, advocacy and communications work.
  2. Lead the successful implementation, planning, monitoring and reporting of Saferworld’s Aid & Conflict work.

Duties:

  1. Lead on Saferworld’s policy, advocacy and communications work in South Sudan and contribute to global policy advocacy and communications work.

Detailed Actions: • Identify opportunities for advocacy and policy work in South Sudan and internationally, drawing on work at state level. • Researching and writing original articles, option papers and reviews related to security and conflict for publication by Saferworld, in collaboration with, and with the support of, the HQ PAC team. • Define terms of reference and supervise consultants performing technical reviews to be published by Saferworld in collaboration with, and with the support of, the HQ PAC team. • Assist with the coordination of field research conducted in South Sudan led by the UK PAC team. • Collaborate with other Saferworld staff in HQ and South Sudan on communication programmes using media including radio, Internet, TV and print. • Developing and maintaining key external relationships at the national and international level for the purposes of advocacy, fundraising and programme implementation. • Remain updated on the context in South Sudan and ensure that project/programme activities remain relevant and responsive to the context and are mindful of Saferworld’s Change Model. • Contribute to identifying and developing – together with the South Sudan Country Manager – fundraising opportunities for the South Sudan programme. • Ensure effective management of any formal partnerships between Saferworld and government, civil society and international partners as part of programme implementation. • Represent Saferworld in relevant high-level and coordination meetings at the state level. • Provide technical expertise to staff as relevant and/or assist in ensuring that the correct technical expertise is available to staff

  1. Lead the successful implementation, planning, monitoring and reporting of Saferworld’s Aid & Conflict work.

Detailed Actions: • Lead and manage the design and implementation of activities in accordance with funded programme obligations and in fulfilment of Saferworld’s South Sudan strategy. • Lead on Saferworld’s work in South Sudan on the New Deal for Engagement in Fragile States and the Post-2015 architecture; • Support national and international actors to take a conflict sensitive approach to their work through training and practical support, in collaboration with Saferworld colleagues. • Support Saferworld HQ’s Rising Powers programme which currently looks at Chinese engagement in South Sudan in relation to resource extraction and arms control. • Maintain good relationships and regular contacts with the relevant Ministries within the Government of the Republic of South Sudan (particularly the Ministry of Finance and the Ministry of Petroleum and Mining), key donors (particularly the Netherlands, Danida and DfID), UN Agencies, and national and international civil society organisations working on issues surrounding the New Deal, resource extraction or other issues relating to aid and conflict.

  1. Lead the successful implementation, planning, monitoring and reporting of Saferworld’s SALW Work.

Detailed Actions: • Lead and manage the design and implementation of activities in accordance with funded programme obligations and in fulfilment of Saferworld’s South Sudan strategy. • Support the Ministry of Interior to create and implement laws and regulations to control SALW; • Design and implement public awareness campaigns to address demand-side issues around SALW usage; • Support the Ministry of Interior and other government agencies to develop their knowledge and capacity regarding SALW control and disarmament issues. • Maintain good relationships and regular contacts with: project implementing partners; the Government of the Republic of South Sudan, particularly state-level government officials, and state-level representatives from the Ministry of Interior, The Committee of Defence, Security and Public Order, The South Sudan National Police Service, the Bureau for Community Security and Small Arms Control, international partners (particularly UNDP CSAC, Safety and Access to Justice Programme, UNPOL and UNMISS SSR), and stakeholders; and civil society organisations that Saferworld works with and/or supports.

  1. Ensuring the appropriate linkages are made between national level policy work and Saferworld’s work at State level and Saferworld global programmes.

Detailed Actions:

• Ensure that lessons learned from state level work on community security, arms control, non-state security actors, New Deal implementation and other relevant issues are fed back into national processes at Juba level through public lectures, workshops, national-level coordination meetings and bilateral meetings with key stakeholders including donors, government and civil society. • Participate in global and regional Saferworld learning and lesson sharing initiatives. • Attend regular national-level coordination meetings including the NGO Forum Policy Working Group, the GBV Sub-Cluster, the Security Sector Reform Working Group, The Rule of Law Forum and other meetings as appropriate and feedback information in both directions between the Saferworld team and these meetings.

  1. Oversee effective financial and programme management of the project activities being undertaken in the PAC Managers area of responsibility.

Detailed Actions: • Lead in ensuring effective planning, implementation, monitoring, financial accountability and reporting for programme activities undertaken in the PAC Manager’s area of responsibility while working to ensure overall program quality. • Work with Saferworld colleagues to design and implement programmes according to Saferworld’s strategy, funding commitments and change model. • Ensure project activities in the PAC Manager’s area of responsibility are in compliance with local legislation, donor regulation and Saferworld policies and procedures. • Ensure all accounting and finance functions relating to the project activities in the area of responsibility are complied with by staff and partners at all times. • Ensure submission of timely, accurate financial reports and other data to Finance staff in Juba by the project staff in the area of responsibility. • Undertake timely and accurate budgeting and forecasting to ensure expenditure is realistic across the life span of the grants. • Manage the assigned budget lines to ensure that spending is on target according to the forecast and that costs are being booked to the appropriate lines. • Closely coordinate with the Program Manager, Area Project Managers to develop and administer an integrative Grants Management system that is responsive to donor and SFW requirements. • Lead on donor reporting for the SIDA grant.

  1. Development and championing of the Country Programme’s Policy, Advocacy and Communications Strategy.

Detail Actions: • Work with colleagues in South Sudan and HQ to define and implement a strategy for policy, advocacy and communications activities, which contributes towards Saferworld overall national and global strategy. • Review and update the PAC strategy as appropriate in response to an evolving context and programme

  1. Ensure effective communication is maintained with the rest of the South Sudan team and with relevant Saferworld colleagues based outside of South Sudan, particularly relevant PAC personnel and the Gender, Peace and Security Adviser based in London.

Detailed Actions: • Lead on regular communications and consultations with other South Sudan staff working in different states on the same issues or in Juba on policy, advocacy and communications; • To ensure that programme activities are well documented and that analysis and reports are shared with the rest of the South Sudan team, and the organisation more widely as relevant. • Attend and present on behalf of the area of responsibility at regular weekly/quarterly/CMT meetings, sharing and feeding back information as necessary • Act as a clearinghouse for HQ staff wishing to interact with project activities or otherwise operate in the area of responsibility, also feeding information back to HQ for advocacy and other purposes as necessary. • Act as focal point for certain issues (e.g. gender, policy, New Deal, SALW, conflict sensitivity, HQ Helpdesk services, Karacel intranet implementation etc.) as required

The Finance Coordinator will support the Finance Manager to deliver efficient and compliant financial management support to Saferworld’s South Sudan Programme. The Finance Coordinator will play a key role in overseeing Saferworld’s financial relationships with partner organisations, as well as having significant delegated responsibility for financial management within Saferworld’s South Sudan programme
