Context:

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs, and common transport services.

Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

As an integral member of the UN South Sudan team, IOM South Sudan works across the humanitarian, peacebuilding, and development access with a broad range of programming clustered in three areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development.

IOM South Sudan’s humanitarian coordination and support work includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), the management of WASH and Shelter/NFI core-pipelines, the management of humanitarian hubs, the management of common transport services and the management of a Rapid Response Fund providing funding to (mostly) national NGOs for emergency humanitarian assistance. IOM South Sudan’s humanitarian response and resilience work includes emergency infrastructure, CCCM, Water, Sanitation and Hygiene (WASH), Shelter & NFI, health, protection, gender equality and inclusion, and the provision of mental health and psychosocial support services. Under the peacebuilding, transition and development cluster, IOM South Sudan implements programming on climate change adaptation including water management, community development, housing, land and property issues, conflict prevention, community-based violence reduction and migration management support including the prevention of human trafficking. In all areas, IOM South Sudan’s work is supported and informed by its conflict analysis team operating from Juba and key field locations.

IOM South Sudan is an active member of the UN Country Team and Humanitarian Country Team. As the cluster coordinator for CCCM (co-lead with UNHCR) and the Shelter & NFI Cluster, IOM South Sudan is also a member of the Inter-Cluster Coordination Group (ICCG), the key coordination platform for humanitarian response. Within the RC-HC lead Partnership for Peacebuilding and Resilience Platform IOM co-leads the nexus working groups on climate change adaptation (with the UK) and durable solutions for internal displacement (with UNDP).

Under the overall guidance of the Head of Humanitarian Assistance and Operations and the direct supervision of the Programme Coordinator (CCCM)) and in close coordination with the relevant IOM thematic units and in particular the Project Support Unit, the Project Officer (Durable Solutions) will provide support in all aspects of the IOM work around durable solutions for the internally displaced persons (IDPs) including, but not limited to participation in UN coordination mechanisms; project implementation; project development and donor liaison and relationships. The Project Officer (Durable Solutions) will also support IOM’s ongoing efforts in operationalising the triple nexus (Humanitarian, Peacebuilding and Development) approach in South Sudan in the context of durable solutions for IDPs.

Core Functions / Responsibilities:

  1. Support the implementation of IOM South Sudan’s projects on durable solutions for IDPs including carrying out of project activities; monitoring of progress of implementation against project objectives; and identifying operational constraints and risks and recommending mitigation measures and corrective actions where required.
  2. Provide technical support for the development of IOM South Sudan’s strategy on durable solutions for IDPs and the triple nexus approach; contribute to building a strong durable solutions team.
  3. Provide technical inputs and information to support the development of area-based durable solutions roadmaps, based upon the triple nexus approach, in close coordination with the Chief of Mission and relevant Heads of Sub-Office and Program Managers in different thematic areas, including the organisation of and participation in stakeholders’ meetings, carrying out background research and drafting relevant documents.
  4. Maintain a relevant network of stakeholders in the thematic area of durable solutions; in close coordination with the Project Support Unit, provide technical and logistical support to the donor and stakeholder liaison efforts, including the organisation and support of donor field visits, in relation to IOM’s work on durable solutions for IDPs and the triple nexus approach.
  5. Participate in UN coordination mechanisms around durable solutions for IDPs, including, but not limited to, the Partnership for Peace, Recovery and Resilience on durable solutions for internal displacement (which IOM co-leads together with UNDP).
  6. Draft project concept notes and project proposals on durable solutions for IDPs that are based on solid context analysis, gaps and needs assessments, lessons learned, and contribute to the development of the overall strategy and approaches of IOM South Sudan in this regard.
  7. Draft and/or coordinate the preparation of timely analytical reports including donor progress reports, evaluation reports, good practices, publications, and a variety of information products or proposals for internal and external use in relation to IOM’s programming around durable solutions for IDPs.
  8. Provide technical, administrative and logistical support with internal coordination, facilitating the timely, proactive and meaningful engagement of different sector specialists in project design, implementation and reporting, at national and state level.
  9. Work closely with IOM conflict analysis team and Displacement Tracking Matrix (DTM) to facilitate evidence-based and conflict sensitive interventions respecting do no harm principle.
  10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s Degree from an accredited academic institution preferably in Law, Development Studies, Anthropology, Conflict and Peace Studies, Political Science or Business Administration with two years relevant experience; or
  • University Degree in the above fields with four years of relevant professional experience

Experience

  • Experience developing, implementing, monitoring and/or supporting durable solutions projects and programs in complex post-conflict and/or transitional settings;
  • Experience in project coordination with several stakeholders in politically complex and operationally challenging environments;
  • Experience in, and knowledge of, the application of the triple nexus approach in the context of durable solutions programming; and
  • Good experience in multi-stakeholder liaison, engagement and collaboration, including UN, NGO, civil society, Government institutions, local authorities and affected communities.

IsraAID is looking for a Country Director for the South Sudan Office, The Country Director will lead the organization’s projects in South Sudan proving oversight to all IsraAID operations in the country, playing a leading role in planning, designing, implementation, development and administration of all programs, supervision and capacity development of staff, and ensuring effective and efficient financial management, donor and legal compliance. The ideal candidate will combine experience in humanitarian aid and management/administration and have a passion for working with the population in the country.

SPECIFIC RESPONSIBILITIES:

Country vision and Strategy

  • Provide leadership in the development and implementation of IsraAID’s programming in line with the country’s strategic plan and develop sound methodological and technical support to ensure use of participatory methodologies, human rights, and social exclusion frameworks.
  • Identify, reach out and create collaboration with partners in line with the country’s vision, such as academies and international platforms.
  • Oversee the dissemination of IsraAID’s mission, core values and principles at the country level and lead, coordinate and mentor the country program and its staff in line with the country strategy and philosophy.
  • Stay up to date on socio-economic and political changes in the country related to IsraAID South Sudan’s mandate, undertake a timely strategic review of IsraAID South Sudan’s program strategy to respond to a rapidly changing environment.
  • Provide on-going support, monitoring and evaluation of IsraAID South Sudan programs and existing projects, coordinate program reviews, evaluations, and follow up on the implementation of evaluation findings.
  • Coordinate the production of timely quality program reports in line with IsraAID’s established policy.

Human Resource Management and Staff Development

  • Provide leadership support to country staff and promote best practices in human resources management.
  • Maintain effective and appropriate staff recruitment, orientation, appraisal, remuneration, and development practice at all levels to ensure the optimum utilization and development of IsraAID’s human resources.
  • Provide coaching and mentoring advice to staff when necessary and lead initiatives to develop staff capacity

Funding and Grants Management

  • Develop networks and partnerships with national/regional/international institutions in the country and promote collaboration and funding.
  • Spearhead a funding strategy that maximizes and increases the external funding base, staying up to date on donor trends, and ensures adherence to funding and donor requirements.
  • Oversee the production of quality proposals and respond to call for proposals
  • Facilitate and coordinate donor visits, donor meetings, discussions, and evaluations as necessary

Financial and Administrative Management

  • Ensure that all financial and administrative procedures are in accordance with IsraAID’s established policies and maintain the financial and legal integrity of the organization.
  • Prepare and implementation and review of the annual country budget.
  • Provide progress and financial reports as required by the government and IsraAID HQ, as well as accountability procedures as required by other organizations.
  • Ensure the preparation, accuracy and timely submission of financial reports that comply with grant or contract agreements.
  • Check and verify all inventories and promote efficient and effective management of organizational assets.

Security and Risk Management

  • Be fully accountable at country level for security and risk management, keeping abreast of all relevant developments in the country, and maintain regular communication with national and international security institutions.
  • Develop and maintain appropriate security plans, and contingency plans when needed.
  • Carry overall responsibility for country security planning in collaboration with HQ.

Corporate leadership

  • Act as guardian of the IsraAID brand in South Sudan.

Acted operations in South Sudan aim to improve food security, ensure access to livelihoods and develop resilience and emergency programmes. Since the eruption of the South Sudanese conflict in December 2013, Acted has been contributing to the delivery of humanitarian services to internally displaced persons, refugees and host communities. As camp manager Acted continues to coordinate and provide camp management services in Protection of Civilian (POC) site in Juba and Bor, informal settlements in Wau and refugee camps in Maban.

You will be in charge of

The Country Logistics Manager (CLM) is a key member of the Management Team at country level. Under the authority of the Country Director/Representative, the CLM is responsible for supply chain management intended to program implementation, as well as for logistical transversal management such as fleet, fuel, premises, assets & communication management. S/He should ensure compliance of all logistics operations in country with Acted logistics & donors’ procedures, best practices & national regulations, with an emphasis given to the value for money principle. He/She will also lead, provide technical support and capacity building to the country logistics staff.

Main duties

Supply chain management

  • Procurement: Ensure that any need should be delivered according to the defined chronogram, requested quality standards, and proper procurement scenario
  • Stocks & deliveries: Ensure appropriate storage network & stock management standards across the country

Transversal logistical management

  • Fleet & transportation: Deploy efficient transportation means across the country
  • Fuel: Manage fuel supply across the country; anticipate & mitigate fuel supply risks, including quality requirements
  • Asset: Deploy an efficient asset allocation & maintenance plan across the country

Expected skills and qualifications

Coordinator (Reconciliation, Stabilization and Resilience Trust Fund (RSRTF), the Project Officer (Transition and Recovery (T&R)) will be responsible and accountable for supporting and coordinating the implementation of Transition & Recovery (T&R) programme activities of South Sudan CO.

Core Functions / Responsibilities:

  1. Coordinate the implementation of project activities required for the successful completion of Transition & Recovery (T&R) Programmes, following closely the donor(s) requirements and the guidance of the Program Coordinator (RSRTF). Inform the Program Coordinator of any deviations from project work plans and budgets or delays.
  2. On close coordination with Program Support Unit (PSU), draft technical components for concept notes, proposals, work plans and budgets for IOM interventions in the areas of livelihoods, community stabilization, resilience-building and social cohesion.
  3. Monitor project budgets, expenditures and burn rates according to internal and donor requirements.
  4. Plan and oversee community engagement processes; recommend the establishment of criteria and mechanisms for beneficiary selection; facilitate adherence with principles of conflict sensitivity and accountability to affected populations across all Transition & Recovery (T&R) activities.
  5. Undertake regular on-site monitoring and field travel to evaluate programme performance, including monitoring the project activities of Implementing Partners.
  6. Follow up on the schedule with contractors and Implementing Partners, verify results and deliverables, and prepare completion certificates. Follow up with the administrative units of the CO regarding close-out procedures and final payments to contractors and Implementing Partners.

The position is to be based in Bentiu or Malakal with frequent roving support to other field offices across South Sudan.

Core Functions / Responsibilities:

  1. Provide technical inputs to contribute to the development and operationalization of the emergency and durable WASH strategy and response plan for IOM in alignment with the overall emergency, durable solutions and HDP Nexus response plan of the organization.
  2. Check that the project(s) activities under responsibility are on track to meet their intended scope, time, and budget as per the project’s work plan as designed by the Programme Coordinator and inform of any delay or possible workaround required for timely completion of activities.
  3. Draft and/or review technical specifications, Bills of Quantities (BoQs), and drawings of emergency and durable WASH infrastructure. Monitor and evaluate the progress of the project(s) under supervision to facilitate compliance of outputs to planned targets. Coordinate the technical assessment, identification of technical alternatives, design, implementation, and monitoring of the activities required for the successful completion for the Infrastructure Components. Check that the infrastructure adheres to scope, time, and budget. Check that activities are performed in accordance to the specifications in the project proposal and notify the supervisor of any pertinent change requests in a timely manner.
  4. Monitor project(s) budget according to internal and donor requirements. Adhere to the guidelines provided by the WASH programme manager regarding the use of budget lines for the project(s) activities.
  5. Supervise relevant staff, provide technical and procedural guidance, and help resolve team conflicts.
  6. Schedule and supervise the project(s) procurements in line with approved specifications orBoQs, working in close coordination with the procurement and logistics unit to help ensure that the required materials and items are procured and delivered to the respective sites in a timely manner. Follow up the schedule with contractors and prepare and sign completion certificates. Work closely with the administrative units of IOM to facilitate adequate contract management, close-out procedures and final payments to the contractors.
  7. Provide necessary information and documentation to the WASH Programme Manager for the preparation of project proposals and/or for IOM to contact potential donors. Actively assist in the coordination of donor visits. Contribute to contingency planning for possible WASH emergency response if required.
  8. In close coordination with the WASH Programme Manager, actively liaise with the WASHCluster, other WASH agencies, government authorities/entities and other relevant stakeholders to help ensure that IOM’s emergency and durable WASH infrastructure and services are coordinated to avoid duplication, violation of national regulations or contravention of operational agreements set by the humanitarian community at the country level. Check that all relevant permits and authorizations are obtained from the local authorities for project stability and good relations with the local government.
  9. Monitor the project implementation by performing regular visits to the areas of operation and submit regular progress reports to the WASH Programme Coordinator indicating progress, constraints and requirements for project completion.

Project Background

The Monitoring, Evaluation, and Learning Support (MELS) serves as USAID/South Sudan’s primary mechanism for monitoring, evaluation, learning, and adaptive management services for ongoing activities and programs. In a dynamic operating environment, MELS provides USAID/South Sudan with flexible, demand-driven technical, analytic, and advisory support to strengthen collaboration, learning, and adapting (CLA); promote institutional memory; produce monitoring, evaluation, and learning products as appropriate; strengthen knowledge management and organizational learning (KMOL), organizational effectiveness and operational efficiency; and strengthen data-driven decision-making through efficient use of GIS and other innovative spatial analysis.

USAID/South Sudan’s Democracy and Governance (DG) Office has requested that MELS conduct a political economy analysis (PEA) that:

  • Summarize the power dynamics and economic and social forces that influence community resilience and why they generate economies that are failing communities.
  • Examine the influences and motivations of local stakeholders and how these shape risks and opportunities for programming, including to increase or broaden the impact of marginalized groups.
  • Make strategic recommendations and identify levers or entry points which USAID could use to help inform the adjusting of activities and the strategic framework.

The PEA will be conducted in two phases:

  1. Phase One (October – November 2023): Desk review of literature focusing on political and economic dynamics in specific sub-national areas contextualized within an overarching national frame. The MELS PEA team will then facilitate a co-creation exercise in November 2023 with USAID to develop a PEA design describing the lines of inquiry and methods to address these.
  2. Phase Two (December – April 2024): MELS will launch Phase Two following the conclusion of the co-creation process, implementing data collection, analysis, and reporting. Timelines for Phase Two will be confirmed during co-creation.

DG has proposed that the PEA focus on one USAID/South Sudan target county in each of three regions - Equatoria, Upper Nile, and Greater Bahr el Ghazal – as indicative of the region's political, economic features and dynamics. Initial suggestions for consideration were Kapoeta North (Equatoria), Akobo and Leer (Upper Nile), and Wau (Greater Bahr el Ghazal) counties. However, the selection of target counties will be finalized following the co-creation process.

Scope of Work

The Conflict Specialist will provide expert knowledge and technical expertise for the PEA design, data collection, analysis, and dissemination. S/he will play an integral role in the drafting, editing, and overall quality control of the PEA and will report directly to the Team Lead. This is a Short-Term Technical Assistance (STTA) position based in Juba.

Terms of Reference

  • Provide key inputs into the PEA design by identifying/reviewing key desk review materials, reviewing design draft materials, providing feedback, and drafting key sections of the PEA design.
  • Take part in co-creation discussions in November 2023 with USAID to finalize the PEA design and data collection plan.
  • Identify data sources (documents, individuals, etc.) for the PEA and lead Key Informant Interviews and other limited data collection as appropriate.
  • Provide expertise in interpreting draft results and other contributions to the analysis of findings.
  • Provide reviews of the draft final report with possible drafting of key sections.
  • Facilitate dissemination of the final report by participating in dissemination events as needed.

Your Experience and Expertise

  • Master's degree required, advanced degree preferred, in a field relevant to economics, statistics, international development, or related studies.
  • At least ten years of progressively responsible experience in the humanitarian or international development field.
  • Demonstrated experience implementing South Sudan-specific conflict research, evaluation, or learning development projects.
  • Strong writing/organizational skills and a demonstrated ability to deliver written products (reports and PowerPoint) required.
  • Experience in leading conflict research, evaluations, or surveys; experience on past USAID evaluations or surveys is preferred.

This position will report directly to the Team Leader.

Terms of Reference

Women’s Integrated Sexual Health (WISH)

WISH 2 is one of three components of the overarching WISH Dividend programme that is being procured by the UK Foreign, Commonwealth, and Development Office (FCDO). The Role

The Country Manager is responsible for the implementation of WISH 2 activities in their respective country and reports to the IPPF Senior Programme Manager who is based at the IPPF Africa Regional Office in Nairobi.

The Country Manager is responsible for the implementation of WISH 2 activities in their respective country. They will lead the coordination of in-country partners (physical and remote) and are responsible for putting together coordinated annual work plans and assessing progress against milestones. The Country Manager will be the focal person and programme representative to the Ministry of Health and other key stakeholders such as UNFPA, other agencies involved in the SRHR sector and to the donor.

The Country Manager will act as the focal point for communication with the UK Embassy in country as well as key focal points within the Ministry of Health, and relay discussion with key hub team members as needed.

They will possess significant experience in working in global health or development programmes in their respective country with preference given to directly implementing SRHR/FP programmes. Project implementation and management:

Requirements

What you will do

  • Responsible for the development, maintenance, implementation and use of NPA logistic management systems in the country programme.

  • Coordinate with Finance Manager on crosscutting themes related to logistic operations, such as tax, import/export, VAT refund, payment to vendors etc.

Role & Responsibilities

The Wash Project Manager has a vital role to play in community mobilisation as well as access to safe water and sanitation for the target population. Medair’s goal in Leer County is to reduce morbidity and mortality in vulnerable populations by providing emergency psychosocial support, health, nutrition and WASH (water, sanitation and hygiene) services and improving the psychosocial well-being of affected populations.

Key Activity Areas

WASH Project Management

  • Develop & implement an effective WASH strategy, setting clear objectives & indicators.
  • Develop new proposals including log frame, human resource need, budget and BoQs.
  • Manage the assigned WASH projects to meet the project objectives and activities within budget and allotted timeframe, particularly factoring in seasonal access limitations.
  • Continuously monitor and supervise WASH activities, overseeing the technical design,
  • execution and evaluation of progress through outputs and impacts using both quantitative and qualitative data.
  • Represent Medair at coordination meetings and through relationships with external partners (eg community leaders, government officials, UN agencies, and other NGOs).

Technical Design & Oversight

  • Ensure the project is in line with Sphere standard and other international standards.
  • Ensure protection, AAP, people with disability & gender are mainstreamed in the WASH project implementation. Adapt and evaluate appropriate (such as culturally acceptable, environmentally friendly, and cost effective) technologies to achieve project goals and maximize impact.

Staff management

  • Line manage WASH team: providing support, constructive feedback, coaching.
  • Conduct formal staff appraisals and performance monitoring.
  • Lead regular WASH team meetings, reviewing project progress and planning.
  • Provide updates on the broader humanitarian and political context.
  • Recruit new staff (with support from HR and Advisor) and provide training as needed.

Financial Management

  • Assess the cost of activities concerning scope, schedule and logistics to plan and forecast spending.
  • Manage the WASH budget, tracking expenditure against planned.
  • Authorization for procurement of items. Provide input to monthly Cash Needs Forecast, to ensure adequate cash reserves are kept in the field to cover foreseen and unforeseen activities.

Communication and Coordination

  • Develop and maintain appropriate, regular, transparent and supportive communication structures with the assigned WASH team, Medair in-country and GSO WASH managers and advisors and other relevant stakeholders to ensure good cooperation and partnerships.
  • Participate in state and county level WASH coordination meetings, Medair internal training, and other working groups or meetings, representing Medair and feedback to the WASH staff and field managers.

Logistics

  • Develop procurement plans at the start of the project cycle to forecast procurement needs.
  • Coordinate with support and logistics managers to facilitate procurement of supplies in Juba, Nairobi, or GSO. Note: most supplies cannot be procured locally and are delivered via air or river transport.
  • Coordinate, request, and report utilization of WASH NFIs from the WASH core pipeline when needed.
  • Ensure adequate stock of critical supplies, particularly in seasonal access limitations (wet season).

Security

  • Support the security focal person with security management when needed.

Quality Management

1.0 PROJECTS OVERVIEW

The Strengthening Capacity of Governments to Address Child Labour and/or Forced Labour, and Violations of Acceptable Conditions of Work in Sub-Saharan Africa, (CAPSA) is a three-year project funded by the U.S. Department of Labour (USDOL) to enhance enforcement of the legal framework and policies pertaining Child Labour and/or Forced Labour/Trafficking in Persons, and Violations of Acceptable Conditions of Work. This includes improvement of assistance services for victims of child labour and forced labour and strengthening partnerships to accelerate progress in addressing child labour, forced labour and violations of acceptable forms of work.

The project-level objective is to strengthen the capacity of the Governments of Kenya and Uganda and the East African Community (EAC) to address child labour, forced labour/human trafficking and violations of acceptable conditions of work. In support of achieving this objective, the project has three outcomes, which are:

  • Outcome 1: Improved enforcement of the legal framework and policies pertaining to child labour, forced labour, and violations of acceptable conditions of work.
  • Outcome 2: Improved assistance services for victims of child labour and forced labour.
  • Outcome 3: Strengthened partnerships to accelerate progress in addressing child labour, forced labour, and violations of acceptable conditions of work.

Better Regional Migration Management is a project funded by the Foreign Commonwealth & Development Office of the United Kingdom Government. The programme focuses on strengthening the capacities of countries in East and Horn of Africa to govern labour migration by using evidence-based policies, enhancing migrant workers’ qualifications and skills, and actively engaging the social partners. The BRMM programme covers 3 inter-related components of intervention, namely:

  1. Labour migration policies and programmes that support fair and productive migration in East Africa and Horn of Africa are evidence-based and gender sensitive;
  2. Labour migration governance is fair, equitable and effective recognizing skills and facilitating social inclusion and decent work;
  3. Labour migration governance is strengthened through being more inclusive of social partners.

Terms of Reference for the consultancy to develop a draft EAC Policy on Social Protection

  1. BACKGROUND

The development of an EAC policy on social protection draws the mandate from Article 120 of the Treaty Establishing the East African Community where the Partner States undertake to closely co-operate amongst themselves in the field of social welfare with respect to (a) employment, poverty alleviation programmes and working conditions; (b) vocational training and the eradication of adult illiteracy in the community; and (c) the development and adoption of a common approach towards the disadvantaged and marginalised groups, including children, the youth, the elderly and persons with disabilities through rehabilitation and provision of, among others, foster homes, health care education and training.

Further,Partner States, in Article 39 of the Protocol on the Establishment of the East African Community Common Market undertake to coordinate and harmonise their social policies to promote and protect decent work and improve the living conditions of the citizens of the Partner States for the development of the Common Market.

The Partner States commit to coordinate and harmonise their social policies relating to (a) good governance, the rule of law and social justice; (b) promotion and protection of human and peoples’ rights; (c) promotion of equal opportunities and gender equality; (d) promotion and protection of the rights of marginalised and vulnerable groups; (e) promotion of African moral values, social values and ethics; and (f) promotion of unity and cohesion among the people in the Community.[1]

As such the Partner States undertake to implement programmes to: (a) promote employment creation; (b) strengthen labour laws and improve working conditions; (c) eliminate compulsory and forced labour; (d) promote occupational safety and health at the work places; (e) abolish child labour in particular the worst forms of child labour; (f) promote formal education to advance social development; (g) promote vocational and technical training; (h) expand and improve social protection; (i) promote social dialogue between the social partners and other stakeholders; (j) promote the right of persons with disabilities; (k) promote sports; (l) prevent and manage HIV and AIDS, malaria and tuberculosis; (m) prevent and manage the outbreak of epidemics and other diseases in order to improve the general hygiene and health of the people; (n) prevent social vices such as alcoholism, drug abuse or substance abuse and perverse behaviour; (o) eliminate human smuggling and trafficking; and (p) eliminate ignorance, diseases and poverty.[2]

The Partner States shall, in implementing the above programmes: (a) promote, preserve, and mainstream cultural activities and heritage in development initiatives; and (b) adopt measures and programmes aimed at promoting the welfare of the vulnerable groups.

Social Protection and Welfare is further provided for in the EAC development agenda and was defined in the 1st Strategic Plan for Gender, Youth, Children, Persons with Disabilities, Social Protection and Community Development as; “ a range of public actions carried out by the state and others in response to unacceptable levels of vulnerability and poverty, which seek to guarantee relief from destitution for those sections of the population who for some reasons beyond their control are not able to provide for themselves”.

The strategic plan (updated to the 2nd edition) recognises the centrality of social protection for social policy enhancement, illustrates the various preventive, promotive, protective, and transformative actions and proposes various recommendations for implementation through policy and programming.

The 2nd Strategic Plan which is to be implemented in line with the 6th EAC Development Strategy considers the following priority actions.

  1. Undertaking a study on institutional bottlenecks that infringe on the rights of the poor and the marginalized to access social services;
  2. Conducting baseline analysis of existing policies on Social Protection and Social Welfare in Partner States;
  3. Developing and adopting the EAC Policy on Social Protection;
  4. Adopting inclusive social protection frameworks (Child, HIV sensitive and consideration of marginalized groups and populations on the move);
  5. Establishing and supporting regional and national social protection forums;
  6. Assessing portability of social security benefits among EAC Partner States;
  7. Conducting regional South-South cooperation and international exchange visits on social protection; and
  8. Establishing partnerships for supporting social protection mechanisms.

2.0 RATIONALE FOR DEVELOPING THE REGIONAL POLICY ON SOCIAL PROTECTION

Various meetings of the Sectoral Council for Gender, Youth, Children, Social Protection and Community have observed that there is a need for the EAC to fast-track policy and programming on social protection given that:

  1. Accountability is required for the different strategies and commitments on Social Protection at different levels i.e., at the regional level regarding the provisions of the EAC Treaty, the Common Market Protocol and the EAC Vision 2050, continental level under the African Union Social Policy Framework and globally in the implementation of the Sustainable Development Goals. The Sectoral Council has called for the establishment of a Forum on Social Protection to be convened every two years for learning and sharing good practices- and to be linked to annual national social policy conferences. There is no reference to the Durban Call to Action or any of the areas of focus on the ILO on issues of Social Protection, decent work agenda, ILO principles of social justice and Social Protection Floors Recommendation and ILO Conventions/standards that pertain to the right to social protection.
  2. There is no budgetary support for social protection programming at the regional level. For good policy frameworks and protocols to come into force, they need to be supported by adequate budget–resource allocation to operationalize the policies.
  3. Unregulated Labour Migration is becoming a challenge in the region: there is a need to amplify policies to respond to the changing dynamics of labour migration (such as diaspora engagement, remittances, and trafficking in persons)- There is also a need for accountability of remittances, better monitoring of recruitment agencies, lobbying for minimum wage laws.
  4. EAC needs to strengthen the monitoring role, especially conducting midterm assessments and summative evaluations of the strategic frameworks in the social sectors (gender, youth, children, social protection, education, labour, health etc.).
  5. There is a need for harmonization of regional policies and national plans of action in the various related sectors (health, labour and social development, gender, education, youth and children, HIV, education etc.)
  6. There is a need for the promotion of Social Dialogue, massive sensitization, awareness promotion and capacity building on beneficiary rights and the importance of social security for all citizens of EAC Partner States.
  7. There is a need to integrate and revise African traditional social protection systems in existing structures*.*

3.0 OBJECTIVES to the assessment

The aim of the consultancy is to undertake a comprehensive review of existing literature (published, programme documents and other literature) of current policies, practices, and knowledge on social protection in the EAC Partner States and regionally (including similar economic and social institutions in Africa); and use the review in a consultative process to draft a policy guidance document that will facilitate the development of a regional policy on social protection.

4.0 SCOPE OF WORK AND DELIVERABLES

The tasks required to achieve the above aims, and the expected deliverables involve the following main activities:

  1. Preparation of a detailed inception report underlining the proposed methodology, clear action plan for the study and timelines. The inception report should include a list of major sources of literature that will be covered as well as a list of experts to be interviewed. Literature should include ILO publications (standards, reports, recent project activities) that are relevant to social policies, particularly the coverage of vulnerable groups including migrant workers. Updated quantitative information about social protection programmes and schemes in concerned countries reflecting legal and effective coverage with social protection collected for the ILO’s World Social Protection Data Base will be made available in the process of drafting and for further evidence-building and consultations with EAC in the process of policy drafting.
  2. A desk-top document and literature review to highlight current policies, practices and knowledge on social protection and inclusive social protection mechanisms in the EAC Partner States**.** The focus will mainly be on how social protection is conceptualized using ILO’s framework of comprehensive social protection systems based on international social security standards highlighting the extent to which Social Protection programmes in the EAC are effectively reaching all populations including those in the informal sector, the most vulnerable particularly children, young people, persons with disabilities and those affected by HIV and AIDS. The section will also highlight the implementation of legal and effective coverage gaps and challenges that will constitute a rationale.
  3. A mapping of social protection mechanisms in each Partner State to determine the requirements for effective coordination and capacity building needs for enhanced coordination of social protection provision. This phase of the study will largely entail the development of a detailed 4W (Who is Where, doing What, When) matrix as a basis for the development of an integrated regional social protection policy. This will include a review of the principal social protection programmes in the Partner States; the lead agencies; the population covered and target beneficiaries; as well as opportunities for extension of legal and effective coverage; opportunities for progressive extension of coverage; and an outline of financing options.
  4. Development of a draft regional social protection policy. Drawing largely from activities (ii) and (iii) above, the consultant will develop a draft regional social protection policy. The draft policy will include proposed priority actions for integrated social protection at national and regional levels. This entails drafting test guidelines and standardsfor (i) delegation from regional to national to subnational governments; and (ii) coordination of social protection interventions at local levels, and linkages between these levels of coordination.

5.0 PROPOSED TIMEFRAME AND WORK PLAN

The contract stipulates that the study should be undertaken and completed over 30 days in the period between October and November 2023.

PAYMENT SCHEDULE

  1. 30% upon submission of inception report including his/her understanding of the assignment, detailed methodology notes, research and analysis tools and a realistic and detailed work plan
  2. 30% upon submission of a comprehensive review document which encompasses the examination of current policies and practices related to social protection in the EAC Partner States, assess their alignment with the ILO's comprehensive framework, analyze the effectiveness of programs reaching diverse populations, especially vulnerable groups in the informal sector, and identify gaps and challenges in legal and practical coverage
  3. 20% upon delivery of a detailed mapping report which includes a comprehensive mapping of social protection mechanisms in each Partner State

ASSIGNMENT SUPERVISION

The consultant will work under the supervision of the ILO BRMM project Chief Technical Advisor, the ILO CAPSA Project Manager and the EAC Principal Gender and Community Development Officer. The EAC will ensure leadership and coordination of the policy’s design process.

The Enhancing Community Resilience and Local Governance Project (ECRP) is a World Bank funded project implemented by the International Organization for Migration (IOM) under the leadership of the Government of the Republic of South Sudan. The ECRP aims to address immediate needs for basic services in selected areas of the country, while strengthening local institutions' capacity to manage their development and inter communal tensions over services. The project maximizes its impacts and sustainability through a strong focus on operation and maintenance (O&M) of the social infrastructure and local institution strengthening.

ECRP is focusing on strengthening social structures and the community’s ownership of the services, through working on community participatory approach, including the O&M system through a bottom-up and top-down approach. As part of bottom-up approach the program strengthens communities’ capacity to better manage and maintain the social infrastructure.

Under the direct supervision of the O&M technical lead, in close collaboration with the relevant ECRP Coordination and Advisory Team, and under the overall supervision of Program Coordinator (ECRP); the successful candidate will provide technical guidance and support to the O&M component of the Enhancing Community Resilience Project (ECRP).

II. Responsibilities and Accountabilities

The O&M community infrastructure trainer should have a strong understanding and experience of working with the government departments in the Republic of South Sudan. S/he should be able to work with the government ministries at national and state level to implement the top-down approach of O&M.

  • Support in developing and implementing ECRP O&M strategy system in the 12 counties under ECRP.
  • Support the O&M specialist in coordinating with PMU (Ministry of Finance and Planning) and other relevant departments to integrate O&M within their policy and processes.
  • Support the formation of the O&M committees, through assisting and facilitating community awareness and mobilization to elect/nominate operation and maintenance committees.
  • Assist community mobilization and provide training for O&M committees and other relevant stakeholders to ensure long term sustainability of social services infrastructure.
  • Support the operation and maintenance committees in developing O&M management plans for social services infrastructure facilities.

Women’s Integrated Sexual Health (WISH)

WISH 2 is one of three components of the overarching WISH Dividend programme that is being procured by the UK Foreign, Commonwealth, and Development Office (FCDO). The Role

The Country Manager is responsible for the implementation of WISH 2 activities in their respective country and reports to the IPPF Senior Programme Manager who is based at the IPPF Africa Regional Office in Nairobi.

The Country Manager is responsible for the implementation of WISH 2 activities in their respective country. They will lead the coordination of in-country partners (physical and remote) and are responsible for putting together coordinated annual work plans and assessing progress against milestones. The Country Manager will be the focal person and programme representative to the Ministry of Health and other key stakeholders such as UNFPA, other agencies involved in the SRHR sector and to the donor.

The Country Manager will act as the focal point for communication with the UK Embassy in country as well as key focal points within the Ministry of Health, and relay discussion with key hub team members as needed.

They will possess significant experience in working in global health or development programmes in their respective country with preference given to directly implementing SRHR/FP programmes. An estimated 9.4 million people in South Sudan need humanitarian assistance and protection services in 2023, reflecting 76 per cent of the population. Disrupted supply chains, weakening currency, and rising cost, diminishes the purchasing power of the population, exacerbating existing malnutrition and food insecurity. Terms of Reference for the EAT Programme Victim Assistance (Mine Action) consultant.

1. Overview

Assisting the victims of a particular weapon system, or victim assistance (VA), was first included in the 1997 Anti-Personnel Mine Ban Convention (APMBC). Subsequently, VA provisions were included in the Convention on Certain Conventional Weapons (CCW) and the Convention on Cluster Munitions (CCM). The 2006 Convention on the Rights of Persons with Disabilities (CRPD) provides an overarching framework for implementing VA regarding survivors. States that have ratified or acceded to these treaties have the obligation to comply with their specific provisions. VA is regarded as one of the five “complementary groups of activities” or “pillars” of Humanitarian Mine Action (HMA).

Meeting the short-, medium- and long-term needs of persons who have been injured by explosive ordnance (EO) and have suffered physical, mental and/or sensory trauma as a result, whilst also addressing affected families and communities, requires a rights-based holistic and integrated multi-sector approach. The vast majority of VA, including emergency and ongoing medical care, rehabilitation, psychological and social support, facilitation of access to education social and economic inclusion, and related laws and policies, is managed outside of the mine action sector, although the sector provides important linkages. This support should be delivered according to norms and standards that exist within the health, rehabilitation, disability, education, employment, social protection and development sectors. Because of the multifaceted and complex needs of victims, much of the HMA sector’s role includes identification and referral to the appropriate authorities and institutions.

Since 2017 DCA’s Explosive Ordinance Risk Education (EORE) has been the only pillar of HMA implemented in the programme areas. Given mine action is still not possible in the programme locations due to various constraints, DCA is looking to initiate on the 2nd pillar of HMA. As an ongoing effort to support vulnerable communities for the EAT programme, DanchurchAid (DCA) is proposing to start engaging in a new pillar of HMA in the programme area. To pilot this activity, DCA intends to engage support of a technical consultant for a period of 3 months under UNOCHA funded project. The consultant will lead the development of strategy, sensitisation of stakeholders and mapping of the victim assistance service providers to guide future interventions.

2. Responsibilities of the Victim Assistance consultant

The overall responsibility of the consultant will be to support piloting of the Victim Assistance project activities in the programme, coordinate with different humanitarian actors and provide capacity support to DCA local partners. As DCA EAT programme does not currently have in-house technical personnel, the consultant support building capacity of DCA, partners and local authorities in VA and build a foundation upon which future interventions will be referenced to and anchored.

The primary responsibilities of the Victim Assistance consultant:

  1. Mapping of available service providers
    1. Meet and seek input from local partner protection staff teams and relevant authorities to discuss current status and explore opportunities to the pilot the VA activities.
    2. Develop monitoring and mapping tools for the VA pilot.
    3. Train volunteers, local partners, local authorities and other stakeholders on the monitoring and mapping tools
    4. Conduct field testing, revise and adapt, and supervise the VA mapping exercise.
    5. Collect and compile all data generated into a one-stop database.
    6. Make an overview presentation of the available service providers to various stakeholders from the exercise.
    7. Prepare an activity report for exercise with clear professional observations and recommendations.
  2. Coordinate with local authorities and partners to develop victims’ assistance strategy- and workplan.
    1. Organize and conduct an introductory stakeholder’s workshop to introduce the concept of the VA activity.

3. Office base and movement

This is a full-time consultancy position to be based in field office with logistics including transport, office space, accommodation and feeding facilitated by DCA and partners.

The travel costs to and from Juba to field base is covered by DCA. Travel costs within the field locations is covered by DCA.

The consultant will be required to move in field visiting remote field locations depending on the needs of the project. Such movements will be facilitated by DCA and partner organisations.

The consultant will be responsible for the rest of requirements such as medical care and insurance during the period of engagement and deployment.

4. Reporting lines

The VA consultant will work closely with EORE consultant, DCA and partners organization protection teams to pilot VA activities in the field.

The consultant will report to DCA Programme Manager who will provide overall oversight but expected as well to work closely with the rest of the EAT programme team as well as partner staff.

5. Contract Timeline

The consultant is to be contracted within the UNOCHA project funding period between 1 April 2023- 30 June 2023.

All contract terms for the engagement will follow DCA consultant hire guidelines as the contracting agency Payment will be made into 2 instalments to the consultant, 30% upon signing of the contract and before deployment and 70% after finalizing the assignment and submission of the final deliverables. All the required statutory deductions will be made from the gross pay and remitted by DCA as per South Sudan regulation & requirements.

Together with partners, we support women, youth and community groups in their efforts to build peace, by identifying and addressing safety and peacebuilding priorities that are specific to different communities.

Job purpose:

The Peacebuilding Manager will lead the development, implementation, coordination, management and representation of the various Saferworld projects in line with the country programme’s strategic framework. The main objective of the role is to provide overall leadership for Saferworld projects, ensuring strong systems for programme and financial management and monitoring evaluation and learning are in place. The post-holder will support partners to lead implementation in South Sudan, in ways that reflect the principles of power-sharing and accompaniment.

Programme development and leadership:

The post-holder will ensure strong systems for project management and MEL are in place, and support and guide project staff and partners to lead in implementation. They will support the effective implementation of South Sudan’s grants in accordance with contractual obligations, by managing donor reporting and compliance through developing and refining processes and workflows to ensure high quality and timely financial and narrative reporting.

The Partnerships Development Manager, in coordination with the Country Director and country senior management team, will provide leadership to project staff and partners in designing and supporting the implementation of peace, security and justice programmes, and in strengthening the team’s capacity to work in partnership in ways that reflect the principles of power-sharing and accompaniment.

Roles and responsibilities:

Grants management systems and processes

  • Ensure systems, processes and workflows for grant management and compliance are in place –including developing or updating them when required.
  • Manage the reporting process on a portfolio of grants relating to the South Sudan programme – including working with the project and finance teams to produce and write timely and accurate narrative and financial reports.
  • Manage donor relations in relation to contract compliance, for existing and new grants, including working with the funding team regarding responses on grant contracts and contractual compliance.
  • Work with the funding team to manage the process of the grant set up, working with relevant teams in South Sudan, in the region and globally to ensure staff are aware of their roles and responsibilities in relation to compliance, budgets and deadlines.
