Context:

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and standard transport services. Humanitarian response and resilience include CCCM, WASH, Shelter & NFI, Health, Protection, Mental Health and Psychosocial Support (MHPSS) and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

IOM’s Mental Health and Psychosocial Support programme in South Sudan includes capacity building for IOM staff, government partners and other international and national actors on areas such as family and community supports including socio-recreational and cultural activities, as well as focused supports including the establishment of peer support groups for vulnerable displaced people, individual and group psychosocial counselling.

Under the overall guidance of the Emergency Response Coordinator and the direct supervision of the Programme Coordinator (Protection, Gender Equality and Inclusion), the Mental Health and Psychosocial Support (MHPSS) Officer will be responsible for supervising and coordinating the work of relevant MHPSS team members and for facilitating the planning, implementation and monitoring of the MHPSS portfolio in South Sudan in line with relevant international guidelines and standards.

Core Functions / Responsibilities:

  1. Provide technical inputs and information to support the development and implementation of a holistic and systemic MHPSS strategy for IOM in South Sudan, in line with global IOM MHPSS approaches and the Inter-Agency Standing Committee (IASC) guidelines for MHPSS in emergencies.
  2. Research potential programme development opportunities for MHPSS for Internally Displaced Persons (IDPs) and host communities and provide technical inputs to support the development of project proposals.
  3. Contribute to knowledge management and capacity building by providing technical inputs and guidance in the field of MHPSS to IOM MHPSS staff, psychosocial mobile teams and other relevant actors, including line ministries, IDPs and host community members. Topics would include basic psychosocial support skills, psychological first aid (PFA), and MHPSS guidelines.
  4. Monitor the quality of the IOM psychosocial mobile teams, composed of counsellors and animators/facilitators who provide multi-layered MHPSS services in target communities, recommend qualified personnel, and provide ongoing training and supervision.
  5. Check that the programme has adequate referral pathways in place for access to multi-layered MHPSS services, especially for services that IOM cannot directly provide. Bring issues to the prompt attention of the supervisor.
  6. Encourage and facilitate the integration of MHPSS elements into IOM’s transition and recovery programming, including in processes geared towards social cohesion and reconciliation, and the establishment of support groups.
  7. In close coordination with M&E colleagues, contribute to the development and maintenance of the MHPSS Monitoring and Evaluation framework and the database with clinical/casework undertaken. Collect and collate statistics for analysis and sharing of information for weekly, monthly, and/or quarterly reports.
  8. Draft reports covering MHPSS related activities, including weekly and monthly reports, briefing and background notes and specific information requested by IOM or other entities.
  9. Closely coordinate and liaise with other agencies and key actors, and participate in Inter-Cluster Working Group (ICWG), cluster meetings, working groups, and mapping, planning and reporting exercises.
  10. In close coordination with the National Technical Working Group Co-Lead (Ministry of Health), provide technical, administrative and logistical assistance to the MHPSS Technical Working Group in Juba, and to the IOM MHPSS Project Assistants in Bentiu for MHPSS TWGs.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Psychiatry, Psychology, Social Work, Counselling, Pedagogy or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in mental health and/or scalable psychological interventions in emergencies;
  • Experience in working in large scale complex humanitarian emergencies (previous working experience in South Sudan is an advantage);
  • Experience in providing or supporting community-based MHPSS services to displaced populations, migrants, refugees or conflict affected populations;
  • Experience supervising the implementation of MHPSS projects and supervising and training MHPSS staff;
  • Experience in protection related programming in emergency, including GBV and Child protection is an advantage;
  • Experience and/or knowledge of UN and international agencies structures;
  • Experience in capacity building activities and curriculum development is an advantage;
  • Experience in designing and implementing problem management and projects is desirable; and,
  • Experience in community engagement, dialogue and conflict transformation is desirable.

Skills

  • Theoretical and practical knowledge of the IASC MHPSS in Emergency Settings Guidelines and associated products;
  • Strong networking capacities for constructive relationships with all humanitarian actors, donors and relevant government line ministries;
  • Familiarity with the humanitarian architecture (cluster system), humanitarian appeals, humanitarian response plans and common humanitarian funds;
  • Advocacy and negotiation skills;
  • Ability to maintain confidentiality and discretion in appropriate areas of work;
  • Ability to develop and/or implement culturally relevant psychotherapeutic interventions and knowledge of the psychosocial impact of forced displacement; and,
  • Knowledge of mental health Gap action program (mhGAP) for supporting the Ministry of Health in implementation of holistic psychiatric care, in coordination with WHO and other partners.

Context:

IOM in South Sudan is engaged in transition and recovery programmes, addressing root causes of instability and conflict through support to returnees and local communities to establish sustainable livelihoods, create dialogue between communities to reduce tensions and develop foundations for peaceful co-existence. This programming focuses on three main areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development.

Under peacebuilding, transition and development, an integral part of programming is supporting localized governance and peacebuilding efforts, including through accessible and fair dispute resolution pathways. Among others, this programming addresses inclusive community development, community-based violence reduction, housing, land and property issues, transhumance conflict prevention, and migration management on national, state, and community levels.

Under the overall guidance of the Head of Humanitarian Assistance and Operations and the direct supervision of the Programme Coordinator (Transition and Recovery), and in close coordination with the Program Support Unit and the relevant IOM thematic units, the Peacebuilding Project Officer (Conflict Resolution) will be responsible for providing technical support for the development, implementation and reporting on transition and recovery projects relating to conflict and dispute resolution, with a special focus on peacebuilding and customary law-related activities.

Core Functions / Responsibilities:

  1. Provide technical support for the development, implementation, and monitoring of Transition and Recovery Unit’s (TRU) peacebuilding/dialogue/mediation, conflict/dispute resolution, and customary law review activities in project implementation areas.
  2. Provide technical support and inputs for rule of law programming to contribute to TRU’s overall development portfolio and provide technical support for national and state-level actors in establishing accessible and sustainable access to statutory and customary justice pathways, security sector reform (SSR) initiatives, as well as disarmament, demobilization, and reintegration (DDR) efforts. A strong focus shall be maintained on empowerment of communities’ most vulnerable members’ access to rights and inclusive development.
  3. Provide technical support for the development of sustainable accountability mechanisms within dispute resolution pathways, with a focus on traditional authorities. This will include technical support for the empowered establishment and restructuring of traditional dispute resolution governance infrastructure, as well as for supporting national and state-level authorities in fulfilling their monitoring duties.
  4. Facilitate the mainstreaming of national and international legal frameworks (e.g., women's rights, gender equality, human rights, principles of the laws of armed conflict [International Humanitarian Law]) and best practices into customary law review processes as well as encourage ownership of processes, especially by communities’ most vulnerable members.
  5. Provide technical assistance to government counterparts for the preparation, review and updating of statutory laws, including key legislation on local governance and land matters, and stakeholder engagement.
  6. Undertake regular quality assurance activities, including through monitoring implementation of project activities, proposing corrective actions and cyclical learning, and checking if targets are met and sustainability of results is achieved.
  7. Maintain strong and regular liaison and coordination with the project/programme partners, such as governmental and community-level authorities, UN agencies, national non-governmental organizations (NGOs) and other concerned agencies, technical fora, and working groups, aiming at coordinating and encouraging new activities and facilitating the implementation of ongoing activities in the assigned locations.
  8. Conduct regular field visits to project sites and provide on-site technical information and guidance.
  9. Draft progress reports, workshop reports, knowledge products, and training materials in a timely manner, and document lessons learned for relevant project/programmes.
  10. Provide technical inputs and support for further programming opportunities in project locations and the development of concept notes and project proposals that address the identified gaps.
  11. Provide information and recommendations to the Programme Coordinator on possible corrective actions, project reviews, strategic programming opportunities and partnerships.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Acted operations in South Sudan aim to improve food security, ensure access to livelihoods and develop resilience and emergency programmes. What we are looking for: The Protection Specialist is responsible for the design, development, and implementation of the NRC Protection from Violence programme in South Sudan and leads NRC Protection position vis-à-vis relevant coordination and decision-making fora. Specific Responsibilities:

Programme development

  • Oversee and lead the start-up of Protection from Violence programme in South Sudan Country Office including leading the development, update, and dissemination of Protection from Violence strategy.
  • Lead the expansion of NRC’s Protection from Violence portfolio in South Sudan through the development of sound and evidence-based concept notes, proposals and budgets for new and existing projects in close coordination with relevant programme and support staff.

Programme Management and technical quality

  • Provide overall technical leadership and management to the Protection portfolio in line with the South Sudan Country strategy and Protection from Violence strategy.
  • Responsible for providing technical and implementation support and guidance to field-based Protection staff in implementing NRC project(s), including but not limited to providing instructions on work plans, approving expenses/procurement, recruitments, reporting, etc.
  • Ensure monitoring data is collected, analysed, included in NRC’s M&E systems, and used to adapt programmes as required.

Technical oversight and capacity building

  • Ensure all Protection interventions are compliant with international protection standards, Protection strategy and NRC minimum standards, policies and strategies.

Logistics, Finance, and Human Resource

Coordination and Representation

What you will bring:

Generic professional competencies:

  • At least five years in humanitarian Protection programming environment, including three years’ experience in a senior level project or programme management position.

Over two-thirds of South Sudan’s 8.9 million people need humanitarian assistance. Deteriorating humanitarian conditions have been worsened by climate, conflict and economic shocks, the effects of Covid-19, and gender-based violence. Protection concerns remain high, with people impacted by violence having limited access to justice and the rule of law.

Continued conflict and instability in the country combined with flooding have resulted in large-scale internal and cross-border displacement. Over two million people are internally displaced (55 per cent of whom are women and girls). An additional 2.3 million South Sudanese remain refugees hosted in neighbouring countries.

Context:

IOM in South Sudan has a broad range of programming centred around three broad areas: humanitarian coordination and support, humanitarian response and resilience, and peacebuilding, transition, and development. Humanitarian coordination and support include leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH), and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and standard transport services. IOM’s Mental Health and Psychosocial Support programme in South Sudan includes capacity building for IOM staff, government partners and other international and national actors on areas such as family and community supports including socio-recreational and cultural activities, as well as focused supports including the establishment of peer support groups for vulnerable displaced people, individual and group psychosocial counselling.

Under the overall guidance of the Emergency Response Coordinator and the direct supervision of the Programme Coordinator (Protection, Gender Equality and Inclusion), the Mental Health and Psychosocial Support (MHPSS) Officer will be responsible for supervising and coordinating the work of relevant MHPSS team members and for facilitating the planning, implementation and monitoring of the MHPSS portfolio in South Sudan in line with relevant international guidelines and standards.

Core Functions / Responsibilities:

  1. Provide technical inputs and information to support the development and implementation of a holistic and systemic MHPSS strategy for IOM in South Sudan, in line with global IOM MHPSS approaches and the Inter-Agency Standing Committee (IASC) guidelines for MHPSS in emergencies.
  2. Research potential programme development opportunities for MHPSS for Internally Displaced Persons (IDPs) and host communities and provide technical inputs to support the development of project proposals.
  3. Contribute to knowledge management and capacity building by providing technical inputs and guidance in the field of MHPSS to IOM MHPSS staff, psychosocial mobile teams and other relevant actors, including line ministries, IDPs and host community members. Topics would include basic psychosocial support skills, psychological first aid (PFA), and MHPSS guidelines.
  4. Monitor the quality of the IOM psychosocial mobile teams, composed of counsellors and animators/facilitators who provide multi-layered MHPSS services in target communities, recommend qualified personnel, and provide ongoing training and supervision.
  5. Check that the programme has adequate referral pathways in place for access to multi-layered MHPSS services, especially for services that IOM cannot directly provide. Bring issues to the prompt attention of the supervisor.
  6. Encourage and facilitate the integration of MHPSS elements into IOM’s transition and recovery programming, including in processes geared towards social cohesion and reconciliation, and the establishment of support groups.
  7. In close coordination with M&E colleagues, contribute to the development and maintenance of the MHPSS Monitoring and Evaluation framework and the database with clinical/casework undertaken. Collect and collate statistics for analysis and sharing of information for weekly, monthly, and/or quarterly reports.
  8. Draft reports covering MHPSS related activities, including weekly and monthly reports, briefing and background notes and specific information requested by IOM or other entities.
  9. Closely coordinate and liaise with other agencies and key actors, and participate in Inter-Cluster Working Group (ICWG), cluster meetings, working groups, and mapping, planning and reporting exercises.
  10. In close coordination with the National Technical Working Group Co-Lead (Ministry of Health), provide technical, administrative and logistical assistance to the MHPSS Technical Working Group in Juba, and to the IOM MHPSS Project Assistants in Bentiu for MHPSS TWGs.

Required Qualifications and Experience:

Education

  • Master’s degree in Psychiatry, Psychology, Social Work, Counselling, Pedagogy or a related field from an accredited academic institution with two years of relevant professional experience; or,

Experience

  • Experience in mental health and/or scalable psychological interventions in emergencies;
  • Experience in working in large scale complex humanitarian emergencies (previous working experience in South Sudan is an advantage);

Context:

IOM in South Sudan is engaged in transition and recovery programmes, addressing root causes of instability and conflict through support to returnees and local communities to establish sustainable livelihoods, create dialogue between communities to reduce tensions and develop foundations for peaceful co-existence. This programming focuses on three main areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development.

Under peacebuilding, transition and development, an integral part of programming is supporting localized governance and peacebuilding efforts, including through accessible and fair dispute resolution pathways. Among others, this programming addresses inclusive community development, community-based violence reduction, housing, land and property issues, transhumance conflict prevention, and migration management on national, state, and community levels.

Under the overall guidance of the Head of Humanitarian Assistance and Operations and the direct supervision of the Programme Coordinator (Transition and Recovery), and in close coordination with the Program Support Unit and the relevant IOM thematic units, the Peacebuilding Project Officer (Conflict Resolution) will be responsible for providing technical support for the development, implementation and reporting on transition and recovery projects relating to conflict and dispute resolution, with a special focus on peacebuilding and customary law-related activities.

Core Functions / Responsibilities:

  1. Provide technical support for the development, implementation, and monitoring of Transition and Recovery Unit’s (TRU) peacebuilding/dialogue/mediation, conflict/dispute resolution, and customary law review activities in project implementation areas.
  2. Provide technical support and inputs for rule of law programming to contribute to TRU’s overall development portfolio and provide technical support for national and state-level actors in establishing accessible and sustainable access to statutory and customary justice pathways, security sector reform (SSR) initiatives, as well as disarmament, demobilization, and reintegration (DDR) efforts. A strong focus shall be maintained on empowerment of communities’ most vulnerable members’ access to rights and inclusive development.
  3. Provide technical support for the development of sustainable accountability mechanisms within dispute resolution pathways, with a focus on traditional authorities. This will include technical support for the empowered establishment and restructuring of traditional dispute resolution governance infrastructure, as well as for supporting national and state-level authorities in fulfilling their monitoring duties.
  4. Facilitate the mainstreaming of national and international legal frameworks (e.g., women's rights, gender equality, human rights, principles of the laws of armed conflict [International Humanitarian Law]) and best practices into customary law review processes as well as encourage ownership of processes, especially by communities’ most vulnerable members.
  5. Provide technical assistance to government counterparts for the preparation, review and updating of statutory laws, including key legislation on local governance and land matters, and stakeholder engagement.
  6. Undertake regular quality assurance activities, including through monitoring implementation of project activities, proposing corrective actions and cyclical learning, and checking if targets are met and sustainability of results is achieved.
  7. Maintain strong and regular liaison and coordination with the project/programme partners, such as governmental and community-level authorities, UN agencies, national non-governmental organizations (NGOs) and other concerned agencies, technical fora, and working groups, aiming at coordinating and encouraging new activities and facilitating the implementation of ongoing activities in the assigned locations.
  8. Conduct regular field visits to project sites and provide on-site technical information and guidance.
  9. Draft progress reports, workshop reports, knowledge products, and training materials in a timely manner, and document lessons learned for relevant project/programmes.
  10. Provide technical inputs and support for further programming opportunities in project locations and the development of concept notes and project proposals that address the identified gaps.

What we are looking for: The Protection Specialist is responsible for the design, development, and implementation of the NRC Protection from Violence programme in South Sudan and leads NRC Protection position vis-à-vis relevant coordination and decision-making fora. Key objectives for this role include:

Programme development

  • Lead the expansion of NRC’s Protection from Violence portfolio in South Sudan through the development of sound and evidence-based concept notes, proposals and budgets for new and existing projects in close coordination with relevant programme and support staff.

Programme Management and technical quality

  • Provide overall technical leadership and management to the Protection portfolio in line with the South Sudan Country strategy and Protection from Violence strategy.
  • Responsible for providing technical and implementation support and guidance to field-based Protection staff in implementing NRC project(s), including but not limited to providing instructions on work plans, approving expenses/procurement, recruitments, reporting, etc.
  • Ensure monitoring data is collected, analysed, included in NRC’s M&E systems, and used to adapt programmes as required.

Technical oversight and capacity building

What you will bring:

Generic professional competencies:

About the project

Project objectives

The project aims at improving access to Neglected Tropical Diseases (NTDs) prevention services and Eye Care services in a 3-year time span in Central Equatoria, Eastern Equatoria and Lakes States, South Sudan, in line with targets 3.3 and 3.8 of Sustainable Development Goal no. 3.

The proposal is aimed particularly at the most vulnerable categories of the population, such as people with disabilities, women, and children, and it has been agreed upon directly with the States’ Ministries of Health, partners of the project, thanks to the long-standing presence and expertise of CBM Italy, CUAMM and CORDAID in the country. These preconditions guarantee the full endorsement of the proposal by government authorities, its alignment with the country's thematic and geographical priorities, and its response to the needs of the area of intervention.

During the 3 years of implementation foreseen by the project proposal, the leading organization CBM Italy, in collaboration with CUAMM and CORDAID and the State Ministries of Health, partners of the project, intend to strengthen the South Sudanese health system, working on 3 strategic pillars to fight NTDs and promote eye health:

  • Health education, strengthening inclusive NTDs prevention practices in local communities, training, raising awareness and promoting COVID-19 pandemic prevention and containment interventions, under the conviction that health promotion is key to monitoring and containment.
  • Strengthening community health services with continued decentralization and dissemination of inclusive and accessible Eye Care and prevention services. The diffusion of proximity health services is in continuity with the strengthening of the South Sudanese health system initiated by CBM Italy in previous years and continued with CUAMM and CORDAID in the project co-funded by AICS (AID11448), improving the quality of the already existing services and extending them to new areas of the country.
  • The treatment of symptoms and complex pathologies and the rehabilitation of patients with disabilities, continuing the improvement of health excellence in the field of ophthalmology carried out by the South Sudanese Ministry of Health, CBM and the Italian Cooperation.

Each partner will have a precise role related to their specific expertise, knowledge of the needs in the reference territory and the collaborations already in being with the local Ministries of Health: basic health services in Eye Care and NTDs will be strengthened in the two government hospitals of Rumbek (Lakes State) and Torit (Eastern Equatoria State), where respectively CUAMM and CORDAID support the State Ministries of Health in the delivery of health services. Eye care services will be integrated into the prevention, screening, diagnosis and treatment programmes of the two hospitals, thanks to the expertise and coordination with the programmes in each partner's area (maternal and child services for CUAMM and NTDs for CORDAID).

CBM and the Ministry of Health will widen the range of specialist eye care services available at the Buluk Eye Centre (BEC) in Juba, the only advanced secondary level centre in the entire country, to incorporate the provision of pediatric eye care services, carried out by adequately trained specialist staff. BEC will become the first pediatric eye centre in the country equipped and capable of providing specialized pediatric care (congenital cataracts, glaucoma, specialized operations requiring anaesthesia). At the same time, BEC will be strengthened to provide rehabilitation services for persons with disabilities and support for inclusion in social and community life.

By upgrading the 3 identified health facilities in Juba, Rumbek and Torit and training a total of 326 medical, health and educational staff in the target areas, eye care services will be provided to 88,440 patients over the 3-year period of project implementation.

The overall objective of the project is to ensure health and well-being for all and for all ages in South Sudan, with particular attention to treatment and prevention in Eye Health and Neglected Tropical Diseases (NTDs), in line with targets 3.3.5 and 3.8.1 SDG 3.

The specific objectives of the project are: Improve access to tropical neglected disease prevention (NTDs) and vision care services in Central Equatoria, Eastern Equatoria and Lakes, South Sudan, with a focus on people with disabilities and the most vulnerable, over 3 years.

As the project has now reached the half way point, a mid-term evaluation is being commissioned to assess the project progress toward achieving its objectives. The study will identify lessons learnt and provide concrete recommendations in line with the given structure of the project and the donor procedures for the refinement of the project approach, if necessary, and to inform subsequent implementation phases of the project.

Objectives and Evaluation Questions

The objective of the mid-term evaluation is to understand progress of the actions, processes and methodologies used in the project so far towards achieving project objectives and outcomes and draw out lessons for how the Bright Sight project can be improved during the rest of its implementation for more positive impacts.

Specifically, the mid-term evaluation will be assessing the following:

Relevance: To what extent did the project addresses issues of accessand quality of Eye Health Services delivery in Central Equatoria, Eastern Equatoria and Lakes States with particular attention to children and vulnerable people

  • Efficiency: Were the financial resources and other inputs used efficiently to achieve outputs? Are there opportunities to improve efficiency?
  • Effectiveness: To what extent is the project on track to achieve its objective and outcomes? What progress has been made so far? What factors may be limiting the achievement of intended results?
  • Sustainability: To what extent are the project’s positive actions likely to continue after the end of the project? In particular, what institutional changes are likely to be sustained beyond the project lifetime? What actions need to be taken to increase the likelihood of the project results being sustainable? To what extent will the target communities continue to benefit from the results achieved through project interventions? The extent of continued institutional support by the government. Could the project survive and continue providing service by its own income & government support when the CBMIT-AICS funding ends? What are the best options to overcome such an eventuality?
  • Key areas to cover:

  1. As presently designed, is the intervention logic holding true?
  2. Is the current design sufficiently supported by all stakeholders?

    5. Is there a plan to develop low vision service to promote inclusion at least in BEC?
  5. Focus on quality of service-Cataract surgical outcome monitoring is now mandatory in CBM. Do the all the partners implement CSOM regularly with their cataract surgical service? If not, what is the challenge?

    2. Is data collected on people with disability? Is it disaggregated?

Approach and methodology

The project implements a routine monitoring system based on a Log Frame developed at the beginning of the project and corresponding data collection plan to collect data against key outcome indicators. The evaluation methodology is expected to review this data and, as far as possible, allow comparability considering any issues around data collection for the first half of the project.

The consultant is to visit all the three partners both at Country Office and field (Implementation office) levels and expected to employ a variety of data collection and analysis techniques for both quantitative and qualitative data to ensure a comprehensive evaluation exercise. This will likely include, at a minimum:

  • Document and systems review: Review of existing documentations, including project reports, project log frame and monitoring and evaluation data.
  • Surveys: Application of structured survey questionnaires with a representative, random sample of target population to quantitatively assess outcomes. This will be in greater in scope, breadth and depth compared to standard routine project monitoring.
  • Focus Group Discussions: With target groups and other stakeholders to assess implementation experiences and effectiveness, document successes, challenges and lessons learned, and develop recommendations for improvement.
  • Key Informant Interviews: Consultations with key project stakeholders, including staff and partners. Guidance on appropriate stakeholders will be provided by Country Office staff.

The consultant will be expected to:

  • Review relevant project documents, including but not limited to project reports, project log frame, household survey reports and data and baseline surveys.
  • Collect and review relevant government policy/guideline document, relevant secondary data etc.
  • Develop, test, and apply survey questionnaires. A representative random sample of the target population should be interviewed to assess outcomes and establish impact of the project interventions in line with log frame indicators. The project is putting a strong emphasis on the need to collect information’s on outcome indicators
  • Design and conduct focus group discussions with relevant community members, both male and female, to assess implementation experiences and effectiveness, document successes, challenges and lessons learned, and develop recommendations for improvement.
  • Carry out key informant interviews i.e. consultations with key project stakeholders, including field staff and partners. Guidance on appropriate stakeholders will be provided by project and Country Office staff.
  • Collate and analyze data.
  • Present findings to CBM key stakeholders and staff and invite comments at a one-day workshop in Juba town.
  • Draft report and submit to CBM for comments
  • Incorporate comments and produce final report

Expected Deliverables and Timeline

All written documentation is to be submitted in English using Microsoft Word in both soft and hard copy. The main body of all reports should be written in simple, non-technical language (i.e. plain English), with any technical material to be presented in annexes. All primary data collected, and analysis conducted for the purpose of the evaluation will remain the property of CBM and must be submitted electronically and in a clear and comprehensible format in Excel.

The midterm evaluation should begin no later than between the 8th of July 2024, with the evaluator(s) expected to take a total of 45 days from the day of contracting to complete the assignment.

The final evaluation, covering the requests described in the present TOR and with a focus on the implementation of the recommendations listed in the midterm evaluation and to the adaptation capacity of the implementation strategies, in order to incorporate the lessons learned, will be happening between the 30th and the 32nd month of implementation, with flexibility according to the progress of the activities.

The consultant will provide the following deliverables to CBM within the timeframe stated:

  1. Inception Report: within 5 working days of evaluation launch, a detailed report on the evaluator’s proposed approach to the evaluation will be submitted for approval. This will provide preliminary findings/understandings based on document review, rationale and a detailed description of the methodology and tools, research questions, analytical methods, budget with a breakdown of costs and detailed work plan for the entire exercise. Any draft questionnaires or interview forms will also be submitted for review at this stage.
  2. Data collection: testing questionnaires, refining data collection tools and administer data collection within 7 working days of the evaluation launch.
  3. Data analysis and reporting: Preliminary Report and Presentation: within 25 working days of evaluation launch, the consultant will present the preliminary findings for discussion at a stakeholders’ workshop. This should include a draft set of recommendations and lessons learnt. At the end of the workshop, a report incorporating comments by stakeholders and, where necessary, responses will be submitted to the Country Director of CBM South Sudan.
  4. Final Report: within 40 days of evaluation launch, a detailed report of the overall findings of the mid- term evaluation will be submitted to the Country Liaison and CBMIT for approval. This report should incorporate specific, practical and feasible recommendations for improving project delivery and impact based on learning from project design, implementation, and delivery. The main body of the report will include an Executive Summary of no more than 3 pages, outline and rationale for methodology, the main findings, lessons learnt, conclusions and recommendations. Any data collection tools used should be included as Annexes.
  5. A Power point presentation outlining key findings and implications, and recommendation for future implementation to be presented at a Stakeholders’ Workshop or steering committee meeting.

Management and Implementation Responsibilities

The consultant will report directly to the Programme Development and Delivery Specialist in CBM South Sudan and the project Focal Person based in Italy. However, s/he will also be expected to work closely with the field staff. Any proposed changes to the personnel listed in the application must be explained in the inception report and approved by CBM.

CBM will provide:

  • Relevant project documents
  • Guidance and technical support as required throughout the evaluation;
  • Logistical arrangements for all field travel;
  • Copies of all key background resources identified
  • Introductory meetings with key stakeholders
  • Comments and feedback on, and approval of, all deliverables within agreed timeline.

The consultant will be responsible for:

  • Review documents and submit inception report
  • Developing the detailed evaluation methodology
  • Recruitment and payment of data collectors
  • Conducting all data collection
  • Analysis of data and reporting in a clear and accessible format preferably paperless data collection data collection system.
  • Regular progress reporting to the evaluation manager, including responding to any comments or technical inputs wherever reasonable.
  • Production of deliverables within agreed timeline and in accordance with quality requirements of evaluation manager
  • Seeking comments and feedback from CBM regularly, through the evaluation manager, in sufficient time to discuss and incorporate these into the final report.
  • Production of two reports:
    • the midterm evaluation report containing data against all indicators in the project log frame, evidence-based responses to the key evaluation questions, summary of lessons learnt and recommendations for future implementation.;
    • The final evaluation report, containing all information and data related to the indicators present in the logical framework of the project, the responses based on concrete data to the key questions of the evaluation with a focus on the recommendations and lessons learned present in the midterm evaluation.

Qualification and Desirable Competencies:

Applications from individuals or teams are welcome and will be assessed on their ability to demonstrate the following qualifications and competencies:

Essential

  • A minimum of 7 years’ experience in carrying out impact evaluations, demonstrable academic and practical experience in qualitative and quantitative research methodology, evaluation design and implementation with a focus or previous experience on eye health in South Sudan.
  • Master’s degree in sectors with relevance to the evaluation (Social Sciences, Public Health, International Cooperation, and development or similar).
  • Strong analytical, facilitation and communication skills.
  • Experience of the health-related research and development and participatory research at the community level including the undertaking health programme evaluation with institutional donors such as IADC, EU, UN agencies.
  • Excellent reporting and presentation skills.
  • Good knowledge of the Disability Inclusive Development framework and rights of persons with disabilities.

UCP is based on relationship building, acceptance and trust by the community that utilizes a mix of strategies to prevent violence, enhance the safety and security of civilians, build and strengthen local peace infrastructures, and create an enabling environment for communities to devise and implement locally led peace and protection strategies. UCP provides a framework for NP to work uniquely on the spectrum of protection and peacebuilding, especially with the most vulnerable such as women, youth and children. NP’s activities include direct protection activities such a protective presence and patrolling, inter-communal peace dialogues, early warning and early response, rumor control, strengthening of local conflict mitigation capacities, and community security meetings, focusing on hard-to- reach hot spot areas where there is inadequate humanitarian presence or significant need for protection programming, including areas of return and where displacement occurs because of violence.

ABOUT THE MISSION

Since 2006, SOLIDARITÉS INTERNATIONAL provides an immediate, integrated, multi-sector and front-line response to the acute needs of the most vulnerable populations affected by severe crises in South Sudan. This is done while restoring access to basic services to increase resilience through medium-term projects.

In partnership with other humanitarian actors such as Nonviolent Peaceforce (NP), SOLIDARITÉS INTERNATIONAL implements emergency response activities in different areas of the country. Key WASH activities include water trucking, Surface Water Treatment (SWAT) systems operation, borehole rehabilitation, latrine construction, mobile sanitation, distribution of kits. To fight the severe food security crisis the country is facing, Food Security & Livelihoods activities are implemented to reinforce food production (fishing kits, vegetable gardening) and ensure access to markets. To respond to the Sudan crisis, shelter activities are implemented for people on the move. These activities are delivered through both cash and in-kind modalities. These activities are developed through the main office of SI in Juba and the 2 offices based in Unity state (Bentiu) and Upper Nile (Malakal with sub-bases in Kodok and Renk).

Under its double nexus strategy, SOLIDARITÉS INTERNATIONAL, together with NP, implements a multisectoral project with WASH and FSL activities for IDPs and host communities looking at reducing tension around access to natural resources. This entails to implement WASH and FSL activities with a conflict sensitivity lens and to include communities and Local NGOs in the development of plans to ensure this outcome. This is the project targeted by this evaluation

NP has had extensive experience and presence across South Sudan since 2010. Currently, NP’s program in South Sudan is comprised of 11 static field teams in six states and one administrative area: Upper Nile, Jonglei, Greater Pibor Administrative Area, Central Equatoria, Western Equatoria, Unity and Warrap. NP also operates a mobile response team in Upper Nile and Unity States in response to the April 2023 Sudan crisis. These complement NP’s broader protection programming with mobile response teams that cover areas where there is either a lack of static protection partners or that require immediate protection response.

NP’s programming in South Sudan includes peacebuilding, social cohesion, protection, gender-based violence prevention and response, child protection, youth engagement, and reconciliation with a particular emphasis on the prevention of violence. NP works closely with different partners through protection mainstreaming and other interventions to ensure the centrality of protection so that material aid and services are safely provided to communities. NP utilizes its constant and in-depth community engagement to support effective and coordinated multi-sectoral response that is relevant, holistic, conflict sensitive, and ensures the centrality of protection. NP has continued to maintain a deep field presence and serves as a co-lead for the Protection Cluster in several parts of the country, serving as an important partner with reliable information on the local context which helps partners improve program implementation and demonstrates NP’s ability to coordinate response in a variety of context.

PURPOSE OF THE CONSULTATION – ABOUT THE MARKET

The purpose of this final evaluation is to indicate to key stakeholders: the donors, implementing partners, local authorities, as well as humanitarian sector in general regarding the extent to which the project has achieved its aims and objectives. It will further determine the relevance and fulfilment of objectives, developmental efficiency, effectiveness, impact and sustainability. The knowledge generated by the evaluation will subsequently feeds in the design of relevant future intervention and contribute to documenting management and delivery approaches.

In general, this final evaluation serves the following main purposes:

  1. To analyse the performance of the project in relation to the objectives set, the delivery of results; strategies and implementation modalities chosen; partnership arrangements, constraints, and opportunities; and
  2. To provide recommendations for follow-up on what worked, what did not and how performance could be improved and notably on how the 2 partners worked together. Those recommendations should be taken into account by key stakeholders in terms of strategies, institutional arrangements, and specifically on mainstreaming the learning into country level operations and any other area

This evaluation could be a conducted by a consultant or by a team of consultants.

The required qualifications and experience are:

  • University Degree in International Relations, Social Sciences, Humanitarian Studies, Development Studies; Information Management, or a related field
  • At least 5-7 years professional experience working on evaluation in the humanitarian sector or for development projects.
  • Knowledge of peacebuilding and protection (preferably), WASH & Livelihood Projects/programming with relevant experience for multi-sectorial and integrated approaches
  • Previous evaluation/research experience in the region more specifically in South Sudan is preferred.
  • Experience in using participatory methodologies and developing equality and gender-sensitive evaluation methodologies.
  • Strong data collection tools development capacity and capacity in conducting Focus Group Discussion

Role & Responsibilities

Provide technical advice and support to field management and the health / nutrition staff. Develop, lead, monitor, and evaluate the nutrition aspects of the country programme. Coordinate and network at a senior level with national and regional health / nutrition authorities and other NGOs. Lead on all nutrition elements of proposals and reports, providing capacity building for national and international staff, promote best practice in the nutrition programmes as well as contributing to the overall management of the country programme.

Project Overview

Medair is currently implementing three projects within South Sudan, providing emergency primary health care based on the basic package of health services as well as CMAM for conflict affected populations, and running a Stabilisation Centre and implementing nutrition activities in health facilities in Leer county and Greater Pibor Administrative Area. Medair also maintains a health and nutrition emergency response team that is able to respond to health or nutrition emergencies within any of the 10 states of South Sudan, such as disease outbreaks, population displacement or emergency levels of global acute malnutrition.

Key Activity Areas

Nutrition Project Technical Oversight

  • Maintain an overview of country nutrition programme and of regional context, with a view to strategically developing new projects in current sites and/or in surrounding regions, and proactively planning for responsible exit.
  • Give technical advice to field managers and GSO on potential involvement in new nutrition interventions and internal nutrition capacity for implementation.
  • Define appropriate policies, guidelines and protocols for nutritional aspects of Medair’s work in country.
  • Provide technical support to nutrition teams in all project sites, including evaluation and impact analysis of current projects.
  • Carry out regular monitoring visits in conjunction with other field managers, ensuring that project objectives are met with recognised international standards.
  • Supervise and monitor the development of reporting systems for data collection (qualitative and quantitative), analysis and follow-up. Maintain an oversight of medicines and nutrition supplies.
  • Ensure the continuous presence of active PCA with Unicef and FLA with WFP in a way to secure the uninterrupted delivery of key food commodities (GIKs) for the different nutrition projects
  • Provide input into the integration of beneficiary participation and accountability.
  • Oversee selection, development and piloting of IEC materials (as needed).
  • Ensure integration of key HHP and IYCF messages in each health and nutrition project location.

Representation

  • Develop and maintain relationships with Ministry of Health, Department of Nutrition, UN, NGOs, donors, partners and other stakeholders, with the objective of raising public awareness of Medair and ensuring good co-operation and partnerships. Accompany donors on field trips.
  • Represent Medair at nutrition cluster coordination, sector and bilateral meetings and with national and / or local government departments and any other relevant meetings or events.
  • Support the nutrition cluster in identifying priority areas for nutrition response.

Staff Management

  • Be involved in the recruitment of nutrition staff for the country programme. Support line managers in inductions and appraisals of nutrition staff. Ensure that all nutrition staff are adequately trained and, if necessary, create possibilities for capacity building, mentoring and coaching, within budget constraints.

Financial Management

  • Work with the relevant field managers and GSO staff to plan and construct nutrition budgets.
  • Support fundraising effort by sharing information of priorities area of need through different networks and coordination bodies.

Quality Management

  • Ensure nutrition projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards.
  • Regularly assess and provide feedback and recommendations on the quality of nutrition programmes and interventions during field visits and at other relevant times to GSO advisors as well as field staff.
  • Maintain resource library for the nutrition team and keep up-to-date with the latest trends and updates within the sector. Provide guidance on routine nutrition monitoring and evaluation activities.

For more than 40 years, it has been providing humanitarian aid to populations affected by armed conflicts and natural disasters by meeting their vital needs (water, food, shelter) and strengthening their resilience. Nonviolent Peaceforce (NP) is a global civilian protection agency that utilizes the methodology of Unarmed Civilian Protection (UCP), an innovative, evidence-based approach with a demonstrated track record of reducing violence against civilians across the world. UCP is based on relationship building, acceptance and trust by the community that utilizes a mix of strategies to prevent violence, enhance the safety and security of civilians, build and strengthen local peace infrastructures, and create an enabling environment for communities to devise and implement locally led peace and protection strategies. UCP provides a framework for NP to work uniquely on the spectrum of protection and peacebuilding, especially with the most vulnerable such as women, youth and children. NP’s activities include direct protection activities such a protective presence and patrolling, inter-communal peace dialogues, early warning and early response, rumor control, strengthening of local conflict mitigation capacities, and community security meetings, focusing on hard-to- reach hot spot areas where there is inadequate humanitarian presence or significant need for protection programming, including areas of return and where displacement occurs because of violence.

ABOUT THE MISSION

Since 2006, SOLIDARITÉS INTERNATIONAL provides an immediate, integrated, multi-sector and front-line response to the acute needs of the most vulnerable populations affected by severe crises in South Sudan. This is done while restoring access to basic services to increase resilience through medium-term projects.

In partnership with other humanitarian actors such as Nonviolent Peaceforce (NP), SOLIDARITÉS INTERNATIONAL implements emergency response activities in different areas of the country. Key WASH activities include water trucking, Surface Water Treatment (SWAT) systems operation, borehole rehabilitation, latrine construction, mobile sanitation, distribution of kits. To fight the severe food security crisis the country is facing, Food Security & Livelihoods activities are implemented to reinforce food production (fishing kits, vegetable gardening) and ensure access to markets. To respond to the Sudan crisis, shelter activities are implemented for people on the move. These activities are delivered through both cash and in-kind modalities. These activities are developed through the main office of SI in Juba and the 2 offices based in Unity state (Bentiu) and Upper Nile (Malakal with sub-bases in Kodok and Renk).

Under its double nexus strategy, SOLIDARITÉS INTERNATIONAL, together with NP, implements a multisectoral project with WASH and FSL activities for IDPs and host communities looking at reducing tension around access to natural resources. This entails to implement WASH and FSL activities with a conflict sensitivity lens and to include communities and Local NGOs in the development of plans to ensure this outcome. This is the project targeted by this evaluation

NP has had extensive experience and presence across South Sudan since 2010. Currently, NP’s program in South Sudan is comprised of 11 static field teams in six states and one administrative area: Upper Nile, Jonglei, Greater Pibor Administrative Area, Central Equatoria, Western Equatoria, Unity and Warrap. NP also operates a mobile response team in Upper Nile and Unity States in response to the April 2023 Sudan crisis. These complement NP’s broader protection programming with mobile response teams that cover areas where there is either a lack of static protection partners or that require immediate protection response.

NP’s programming in South Sudan includes peacebuilding, social cohesion, protection, gender-based violence prevention and response, child protection, youth engagement, and reconciliation with a particular emphasis on the prevention of violence. NP works closely with different partners through protection mainstreaming and other interventions to ensure the centrality of protection so that material aid and services are safely provided to communities. NP utilizes its constant and in-depth community engagement to support effective and coordinated multi-sectoral response that is relevant, holistic, conflict sensitive, and ensures the centrality of protection. NP has continued to maintain a deep field presence and serves as a co-lead for the Protection Cluster in several parts of the country, serving as an important partner with reliable information on the local context which helps partners improve program implementation and demonstrates NP’s ability to coordinate response in a variety of context.

PURPOSE OF THE CONSULTATION – ABOUT THE MARKET

The purpose of this final evaluation is to indicate to key stakeholders: the donors, implementing partners, local authorities, as well as humanitarian sector in general regarding the extent to which the project has achieved its aims and objectives. It will further determine the relevance and fulfilment of objectives, developmental efficiency, effectiveness, impact and sustainability. The knowledge generated by the evaluation will subsequently feeds in the design of relevant future intervention and contribute to documenting management and delivery approaches.

In general, this final evaluation serves the following main purposes:

  1. To analyse the performance of the project in relation to the objectives set, the delivery of results; strategies and implementation modalities chosen; partnership arrangements, constraints, and opportunities; and
  2. To provide recommendations for follow-up on what worked, what did not and how performance could be improved and notably on how the 2 partners worked together. Those recommendations should be taken into account by key stakeholders in terms of strategies, institutional arrangements, and specifically on mainstreaming the learning into country level operations and any other area

This evaluation could be a conducted by a consultant or by a team of consultants.

The required qualifications and experience are:

  • University Degree in International Relations, Social Sciences, Humanitarian Studies, Development Studies; Information Management, or a related field
  • At least 5-7 years professional experience working on evaluation in the humanitarian sector or for development projects.
  • Knowledge of peacebuilding and protection (preferably), WASH & Livelihood Projects/programming with relevant experience for multi-sectorial and integrated approaches
  • Previous evaluation/research experience in the region more specifically in South Sudan is preferred.
  • Experience in using participatory methodologies and developing equality and gender-sensitive evaluation methodologies.
  • Strong data collection tools development capacity and capacity in conducting Focus Group Discussion
  • Experience providing result-oriented conclusions and recommendations to local, national and international stakeholders.

Overview of position:
The Network Equipment Support will be working under the direct supervision of the Network Management Unit Supervisor in the Republic of South Sudan.
The contracted personnel will be required to maintain & ensure maximum uptime of the United Nations Mission’s LAN, WAN & wireless network.

Role objectives:

Provide technical advice and support to field management and the health / nutrition staff. Develop, lead, monitor, and evaluate the nutrition aspects of the country programme. Medair is currently implementing three projects within South Sudan, providing emergency primary health care based on the basic package of health services as well as CMAM for conflict affected populations, and running a Stabilisation Centre and implementing nutrition activities in health facilities in Leer county and Greater Pibor Administrative Area. Medair also maintains a health and nutrition emergency response team that is able to respond to health or nutrition emergencies within any of the 10 states of South Sudan, such as disease outbreaks, population displacement or emergency levels of global acute malnutrition.

Key Activity Areas

Nutrition Project Technical Oversight

  • Maintain an overview of country nutrition programme and of regional context, with a view to strategically developing new projects in current sites and/or in surrounding regions, and proactively planning for responsible exit.

Project Management

ABOUT SOLIDARITES INTERNATIONAL

Nonviolent Peaceforce (NP) is a global civilian protection agency that utilizes the methodology of Unarmed Civilian Protection (UCP), an innovative, evidence-based approach with a demonstrated track record of reducing violence against civilians across the world. UCP is based on relationship building, acceptance and trust by the community that utilizes a mix of strategies to prevent violence, enhance the safety and security of civilians, build and strengthen local peace infrastructures, and create an enabling environment for communities to devise and implement locally led peace and protection strategies. UCP provides a framework for NP to work uniquely on the spectrum of protection and peacebuilding, especially with the most vulnerable such as women, youth and children. NP’s activities include direct protection activities such a protective presence and patrolling, inter-communal peace dialogues, early warning and early response, rumor control, strengthening of local conflict mitigation capacities, and community security meetings, focusing on hard-to- reach hot spot areas where there is inadequate humanitarian presence or significant need for protection programming, including areas of return and where displacement occurs because of violence.

ABOUT THE MISSION

Since 2006, SOLIDARITÉS INTERNATIONAL provides an immediate, integrated, multi-sector and front-line response to the acute needs of the most vulnerable populations affected by severe crises in South Sudan. This is done while restoring access to basic services to increase resilience through medium-term projects.

In partnership with other humanitarian actors such as Nonviolent Peaceforce (NP), SOLIDARITÉS INTERNATIONAL implements emergency response activities in different areas of the country. Key WASH activities include water trucking, Surface Water Treatment (SWAT) systems operation, borehole rehabilitation, latrine construction, mobile sanitation, distribution of kits. To fight the severe food security crisis the country is facing, Food Security & Livelihoods activities are implemented to reinforce food production (fishing kits, vegetable gardening) and ensure access to markets. To respond to the Sudan crisis, shelter activities are implemented for people on the move. These activities are delivered through both cash and in-kind modalities. These activities are developed through the main office of SI in Juba and the 2 offices based in Unity state (Bentiu) and Upper Nile (Malakal with sub-bases in Kodok and Renk).

Under its double nexus strategy, SOLIDARITÉS INTERNATIONAL, together with NP, implements a multisectoral project with WASH and FSL activities for IDPs and host communities looking at reducing tension around access to natural resources. This entails to implement WASH and FSL activities with a conflict sensitivity lens and to include communities and Local NGOs in the development of plans to ensure this outcome. This is the project targeted by this evaluation

NP has had extensive experience and presence across South Sudan since 2010. Currently, NP’s program in South Sudan is comprised of 11 static field teams in six states and one administrative area: Upper Nile, Jonglei, Greater Pibor Administrative Area, Central Equatoria, Western Equatoria, Unity and Warrap. NP also operates a mobile response team in Upper Nile and Unity States in response to the April 2023 Sudan crisis. These complement NP’s broader protection programming with mobile response teams that cover areas where there is either a lack of static protection partners or that require immediate protection response.

NP’s programming in South Sudan includes peacebuilding, social cohesion, protection, gender-based violence prevention and response, child protection, youth engagement, and reconciliation with a particular emphasis on the prevention of violence. NP works closely with different partners through protection mainstreaming and other interventions to ensure the centrality of protection so that material aid and services are safely provided to communities. NP utilizes its constant and in-depth community engagement to support effective and coordinated multi-sectoral response that is relevant, holistic, conflict sensitive, and ensures the centrality of protection. NP has continued to maintain a deep field presence and serves as a co-lead for the Protection Cluster in several parts of the country, serving as an important partner with reliable information on the local context which helps partners improve program implementation and demonstrates NP’s ability to coordinate response in a variety of context.

PURPOSE OF THE CONSULTATION – ABOUT THE MARKET

The purpose of this final evaluation is to indicate to key stakeholders: the donors, implementing partners, local authorities, as well as humanitarian sector in general regarding the extent to which the project has achieved its aims and objectives. It will further determine the relevance and fulfilment of objectives, developmental efficiency, effectiveness, impact and sustainability. The knowledge generated by the evaluation will subsequently feeds in the design of relevant future intervention and contribute to documenting management and delivery approaches.

In general, this final evaluation serves the following main purposes:

  1. To analyse the performance of the project in relation to the objectives set, the delivery of results; strategies and implementation modalities chosen; partnership arrangements, constraints, and opportunities; and
  2. To provide recommendations for follow-up on what worked, what did not and how performance could be improved and notably on how the 2 partners worked together. Those recommendations should be taken into account by key stakeholders in terms of strategies, institutional arrangements, and specifically on mainstreaming the learning into country level operations and any other area

REQUIRED PROFILE

This evaluation could be a conducted by a consultant or by a team of consultants.

The required qualifications and experience are:

  • University Degree in International Relations, Social Sciences, Humanitarian Studies, Development Studies; Information Management, or a related field
  • At least 5-7 years professional experience working on evaluation in the humanitarian sector or for development projects.
  • Knowledge of peacebuilding and protection (preferably), WASH & Livelihood Projects/programming with relevant experience for multi-sectorial and integrated approaches
  • Previous evaluation/research experience in the region more specifically in South Sudan is preferred.
  • Experience in using participatory methodologies and developing equality and gender-sensitive evaluation methodologies.
  • Strong data collection tools development capacity and capacity in conducting Focus Group Discussion
  • Experience providing result-oriented conclusions and recommendations to local, national and international stakeholders.
  • Excellent oral and written communication skills in English (particularly report writing)

Overview of position:
The Network Equipment Support will be working under the direct supervision of the Network Management Unit Supervisor in the Republic of South Sudan.
The contracted personnel will be required to maintain & ensure maximum uptime of the United Nations Mission’s LAN, WAN & wireless network.

Role objectives:
The contracted personnel would be required to test, install & maintain CISCO network equipment in the mission’s area of operations.
The contractor must be able to implement & maintain a complete mission wide / metropolitan area network in various regions / offices & administration of these networks once installed.
Knowledgeable of protocols – Wi-Fi protocols 802.11a,b,g,n,ac, HDLC, Frame Relay, RIP, EIGRP, OSPF, TCP / IP, VoIP.
Thorough knowledge of CISCO IOS, Stratacom OS, WAN, WMN’s & routing concepts is essential.
The contractor must be able to design & troubleshoot IP addressing schemes, subnetting & route summarization.
The ICT systems includes but are not limited to the following equipment namely CISCO routers, networking switches, that are in the core of the existing LAN / WAN; satellite modems, multiplexer, microwave modems, HP servers, SAN storage, backup equipment, workstations, laptops, tablets & smartphones; multifunction printers, scanners; CISCO wireless access points, wireless bridge & mesh wireless network.
The technician’s work experience should include knowledge of intra & internetworking concepts as it applies to data communications.
S / he must have professional experience with CISCO networking equipment which requires applicable CISCO & other IT industry certifications.
Maintain technical documentation on system configurations & update as & when necessary.
Provide product specific training whenever required.
Be on call & provide 24 x 7 support to troubleshoot issues or problems when required especially during crisis & emergency situations.

Application support:

Nutrition Advisor

Role & Responsibilities

Provide technical advice and support to field management and the health / nutrition staff. Develop, lead, monitor, and evaluate the nutrition aspects of the country programme. Coordinate and network at a senior level with national and regional health / nutrition authorities and other NGOs. Lead on all nutrition elements of proposals and reports, providing capacity building for national and international staff, promote best practice in the nutrition programmes as well as contributing to the overall management of the country programme.

Project Overview

Medair is currently implementing three projects within South Sudan, providing emergency primary health care based on the basic package of health services as well as CMAM for conflict affected populations, and running a Stabilisation Centre and implementing nutrition activities in health facilities in Leer county and Greater Pibor Administrative Area. Medair also maintains a health and nutrition emergency response team that is able to respond to health or nutrition emergencies within any of the 10 states of South Sudan, such as disease outbreaks, population displacement or emergency levels of global acute malnutrition.

Key Activity Areas

Nutrition Project Technical Oversight

  • Maintain an overview of country nutrition programme and of regional context, with a view to strategically developing new projects in current sites and/or in surrounding regions, and proactively planning for responsible exit.
  • Give technical advice to field managers and GSO on potential involvement in new nutrition interventions and internal nutrition capacity for implementation.
  • Define appropriate policies, guidelines and protocols for nutritional aspects of Medair’s work in country.
  • Provide technical support to nutrition teams in all project sites, including evaluation and impact analysis of current projects.
  • Carry out regular monitoring visits in conjunction with other field managers, ensuring that project objectives are met with recognised international standards.
  • Supervise and monitor the development of reporting systems for data collection (qualitative and quantitative), analysis and follow-up. Maintain an oversight of medicines and nutrition supplies.
  • Ensure the continuous presence of active PCA with Unicef and FLA with WFP in a way to secure the uninterrupted delivery of key food commodities (GIKs) for the different nutrition projects
  • Provide input into the integration of beneficiary participation and accountability.
  • Oversee selection, development and piloting of IEC materials (as needed).
  • Ensure integration of key HHP and IYCF messages in each health and nutrition project location.

Representation

  • Develop and maintain relationships with Ministry of Health, Department of Nutrition, UN, NGOs, donors, partners and other stakeholders, with the objective of raising public awareness of Medair and ensuring good co-operation and partnerships. Accompany donors on field trips.
  • Represent Medair at nutrition cluster coordination, sector and bilateral meetings and with national and / or local government departments and any other relevant meetings or events.
  • Support the nutrition cluster in identifying priority areas for nutrition response.

Staff Management

  • Be involved in the recruitment of nutrition staff for the country programme. Support line managers in inductions and appraisals of nutrition staff. Ensure that all nutrition staff are adequately trained and, if necessary, create possibilities for capacity building, mentoring and coaching, within budget constraints.

Financial Management

  • Work with the relevant field managers and GSO staff to plan and construct nutrition budgets.
  • Support fundraising effort by sharing information of priorities area of need through different networks and coordination bodies.

Quality Management

  • Ensure nutrition projects are implemented in line with donor proposals and requirements and in accordance with Medair, donor, country and international standards.
  • Regularly assess and provide feedback and recommendations on the quality of nutrition programmes and interventions during field visits and at other relevant times to GSO advisors as well as field staff.
  • Maintain resource library for the nutrition team and keep up-to-date with the latest trends and updates within the sector. Provide guidance on routine nutrition monitoring and evaluation activities.

Qualifications

  • University degree in nutrition or in another relevant field such as medicine or nursing
  • Strong working knowledge of English (spoken and written)

Experience

  • Relevant post-qualification professional experience in a management position
  • At least 2 years of international experience managing and implementing an emergency nutrition intervention with CMAM and IYCF components
  • Experience overseeing projects specifically participatory mothers’ groups including IYCF in emergencies desirable; Experience and willingness in training/mentoring staff
  • Experience in the design, monitoring of implementation and evaluation of CMAM programmes
  • Knowledge of humanitarian principles, Sphere, CHS and HAP Standards and other international humanitarian guidelines and protocols
  • Advanced planning, assessment, analytical, leadership and project management skills
  • Experienced professionals in a relevant field; Overseas intercultural experience
  • Committed Christian; commitment to the Medair values
  • Strong working knowledge of English, spoken and written
  • Working knowledge of French, spoken and written, for French-speaking field programmes
  • Able to live and work in a multicultural team under difficult conditions
  • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty, and physically fit

All new deploying international staff to Medair’s country programmes (and other roles which require field travel) should be fully vaccinated with a WHO-approved COVID vaccine, supported with a COVID vaccination certificate as evidence.
