BACKGROUND:

On December 16, 2013, heavy military exchanges occurred between rival SPLA factions in Juba (Central Equatoria State). The fighting and violence quickly spread to other states in South Sudan, trapping thousands of civilians in Unity, Lakes, Upper Nile, and Jonglei States in UN bases or makeshift IDP settlements. Despite the signing of a cessation of hostilities agreement, f ighting has continued between Government and opposition forces, resulting in mass displacement. OCHA estimates that 1.3 million South Sudanese have been displaced due to insecurity, of whom 950,000 are internally displaced. It is estimated that around 87,000 IDPs are being sheltered in UN bases around the country.

After an initial scale up phase immediately upon the start of the conflict, IRC South Sudan is now launching a second scale up phase to further strenghten its response to the ongoing crisis. In particular, IRC will open new offices in Nyal, Koch and Guit, Unity state and launch two multi – sectoral rapide response mobile teams deployable anywhere in South Sudan for emergency deployments. Each new location as well as the mobile teams aim to deliver emergency assistance in health, protection, nutrition and water and sanitation. The mobile teams are deployable for up to 2 months in each location based on the decision of the inter – cluster. De ployment will be done alongside other mobile team partners. Offices in Nyal, Koch and Guit are located in recently accessible locations and will implement emergency interventions with an eye to extending the presence of the program beyond the current grant.

SCOPE OF WORK:

The IRC seeks an Operations Manager for the rapid response mobile teams based in Juba with regular field deployment across South Sudan.

The Operations Manager will be in charge of all operational aspects of the deployment, and in particular supply chain activites at the field level. She / he will report directly to the Team Leader and actively liaise with the HR and Supply Chain coordinators in Juba. .

KEY RESPONSIBILITIES:

* During deployments

  • Lead field site set up, identifying proper location for the temporary office and accommodations, oversee facility construction / set up ;
  • Lead IT, HR and Supply Chain activities at the field site ;
  • Support contracting of short – term and temporary labor for activities at the field site ;
  • Support program teams in field level procurement, delivery and contracting. Ensure compliance with IRC guidelines and policies ;
  • Establisht and mainten an efficient storage and inventory system;
  • Work closely with partner organizations to ensure effective use of shared resources ;
  • Work closely with the juba office to ensure the timely procurement and delivery of program and support resources at the field level ;
  • Provide montly HR and Supply Chain reports and other reports as required
  • Support the team leader in compound management activities

* In between deployments

  • Works with the support departments, the other mobile team and the team leader to develop operational tools to maximize deployment quality and ensure adequate support from Juba to the field team.
  • Ensu res material and equipment for the field team is procured and dispatched
  • Work with the supply chain department to ensure availability of core pipeline supplies and support from the logsitcs cluster for deployments.
  • Reporting.

* Staff Management

  • Recruit all support staff for the mobile team in conjunction with the Human Resources Department
  • Maintain updated job descriptions, conduct interviews, orient new staff to the IRC and the rapid response team
  • Supervise the operations officer directly, providing ongoing leadership.

* Professional Standards

  • The IRC and IRC workers must adhere to the values and principles outlined in IRC Way - Standards for Professional Conduct. These are Integrity, Service, and Accountability. In accordance with these values, the IRC operates and enforces policies on Beneficiary Protection from Exploitation and Abuse, Child Safeguarding, Anti Workplace Harassm ent, Fiscal Integrity, and Anti-Retaliation.

REQUIREMENTS

* Academic level : Bachelor degree in related sector

* At least 3 years experience in Operations. Strong Supply chain/Logistics experience in a similar context an asset

* Demonstrated capacity to operate with minimum supervision

* Emergency experience. Experience in remote field site an asset

* Mobile team / office set up in the south sudan context or similar context an asset

* Proven experience in International procurement processes

* Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.

* Strong written and oral communication skills, effective in representation and liaison with external parties

* Well organized and self driven

* Ready to work in remote/unsafe areas

* Languages: English. Arabic a strong asset

WORK ENVIRONMENT:

* Security level orange/ red. The situation in Juba is calm at the moment but remains tense and unpredictable; concerns include criminality, presence of armed troops, and looting. There is active conflict in many parts of the country and a possibility for further expansion of the conflict and violence into other areas and other states.

HOUSING:

* This mobile team position is deployable up to 90% of the time in the field and when not deployed will be in Juba. Living conditions in the field are basic ( shared tents, limited facilities). These are emergency deployment.s Food is the individual’s responsibility. R&R is every three months.

  3. PROGRAM BACKGROUND
    Upper Nile state in South Sudan has experienced an influx of refugees and/returnees since the start of 2012 due to renewed conflict in Sudan’s Blue Nile and South Kordofan states. There are currently 110,000 refugees living in four different camps in Maban County. The humanitarian response to the refugee crisis has been strong in the provision of basic services (Health, Nutrition, WASH etc.), and despite on-going challeges, the overall health and nutritional status of the refugee population has stabilised. As the refugee response shifts out of the emergency response phase, the lack of a comprehensive mental health and psychosocial support (MHPSS) project represents one of the key gaps in service provision.
  4. JOB SUMMARY
    The Mental Health Specialist will be responsible for starting and managing a comprehensive MHPSS project. The project aims to integrate mental health into primary health care service delivery in the refugee camps in Maban County line with the South Sudan Basic Package of Health Services (BPHS) and the WHO mhGAP Intervention Guidelines. International Medical Corps’s approach to mental health is heavily based on training and developing the capacity of local partners and national staff; the successful candidate should therefore have experience in training, on the job supervision and mentoring, coordination and in building referral links to other formal service providers and informal community supports. The mental health specialist will also train, supervise, coordinate and oversee a team of community outreach volunteers who will engage in outreach, follow-up and basic mental health and psychosocial support.
  5. ESSENTIAL RESPONSIBILITIES
  6. Actively lead or participate in coordination mechanisms (e.g. Health, general coordination, potential MHPSS coordination group) and advocate for principles of IASC MHPSS guidelines
  7. Provide training in the identification and management of priority mental health condition to general health staff in line with WHO mhGAP Intervention Guidelines
  8. Identify local and refugee staff/volunteers for training and capacity building in mental health and psychosocial support
  9. Engage trained staff and volunteers in on the job mentoring and supervision
  10. Provide mental health and psychosocial support services along with health staff as needed
  11. Ensure completion and analysis of pre post knowledge tests and on the job supervision checklists as well as IMC mental health PHC integration checklists
  12. Take responsibility for collection and reporting of mental health project data including HMIS reporting and patient outcomes (e.g. functioning, satisfaction with services)
  13. Provide training in other MHPSS topics as appropriate, depending on identified needs (e.g. key aspects of psychological first aid and relevant aspects of IASC guidelines) to IMC and staff from other agencies
  14. Implement social and recreational activities (e.g. youth friendly activities, sports, handicrafts etc.) involving consultation and active participation of local population (e.g. refugees and host population as appropriate)
  15. Assist with the development of new proposals
  16. Assist with hiring of national staff as needed
  17. Implement the project in line with IMC and global MHPSS standards and guidelines and closely coordinate with IMCs Health Technical Unit Global Mental Health Advisor for development and review of training materials and reports.
  18. Represent IMC in MHPSS related meetings and coordination groups
  19. Other duties as assigned.

Skills & Requirements:

  1. The qualified candidate will be a psychiatrist and a medical professional who can teach about pharmacological (and non-pharmacological) interventions for mental illness.
  2. 3+ years experience working on MHPSS programs, preferably in humanitarian settings
  3. Training and supervision experience required
  4. Strong organizational and supervisory skills
  5. Strong interpersonal skills and the ability to work within different cultural environments
  6. Ability to work in difficult environment under very basic living conditions (refugee camp setting)
  7. Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources
  8. A good command of verbal and written English, Arabic a plus

South Sudan: State Level Food Security Clusters Coordinator

Background and Justification:

On 15 December 2013 fighting broke out in South Sudan's capital Juba and rapidly spread to Jonglei, Unity and Upper Nile States, resulting in extensive displacement. Although peace talks between the parties of the conflict are ongoing, the rapid increase in displacement over a very short period and the lack of clarity on the outcome of the talks has led the humanitarian community to anticipate a further increase in displacement in early 2014. Furthermore, aside from the direct impact of the violence, the displacement will most likely disrupt livelihoods and institutional structures and increase risks to public health, creating a longer-term need for delivery of frontline services to affected populations.

With conflict ongoing in some areas, land and fluvial access is significantly impeded due to insecurity leaving humanitarians with limited options to deliver lifesaving cargo to the displaced populations scattered across the country. The IDPs countrywide are 708,900 and there are 222,000 displaced into neighboring countries (as per the OCHA Situation Report as of 13 March 2014). Humanitarians are concerned that the actual number of displaced is significantly higher than estimated and registered figures, as access continues to be constrained due to insecurity.

The crisis has also had a direct impact on the 228,000 refugees from neighboring Sudan who are seek refuge in South Sudan, the majority of whom live in states affected by high levels of violence. Many international aid workers were temporarily relocated from Unity and Upper Nife States, further deteriorating the humanitarian situation within the already established refugee settlements. Should the violence continue, many positive gains achieved since 2012 could be lost and the country couid experience a return to emergency situation for refugee populations.

According to this analysis, it is estimated that 3.7 million people are now at immediate risk of food insecurity, including 1.1 million people in the IPC emergency phase, 2.1 million in the acute IPC phase, and some 500,000 displaced people estimated to be at similarly high risk. Overall, up to 7 million people are at some risk of food insecurity. This compares to the pre-crisis estimate of 1 million people in acute and none in emergency phase classifications. Of those at immediate risk, some 2.5 million people are in Jonglei, Unity and Upper Nile states, (according to the South Sudan Crisis Response Plan, Jan-June 2014, prepared by the Humanitarian Country Team). Increasing access to food for people affected by displacement and food insecure households across the country is vital to combating malnutrition, disease and destitution. The current crisis has increased insecurity along commercial supply corridors, caused private sector actors to leave the country, and increased market fragmentation, food and fuel price inflation, risks of cattle raiding, limitations on mobility for migration related to livelihoods, and displacement. In addition, the crisis has directly affected the institutional capacity of food and livelihoods members and state institutions, as office, warehouses, vehicles and accommodation have been looted. The livestock disease control system has also been partially destroyed.

The overall goal of the South Sudan FSLC is to be the primary source of information on the on-going humanitarian response to address food insecurity and facilitate the development of a strategic vision. At the field level, critical information is exchanged including constraints around operations and understanding of potential response gaps. The that end, sub-nationals or state level FSLC are established to allow food security actors to meet regularly and in a structured manner discuss the membership's operations to date, highlight operational challenges, develop contingency response plans to anticipated localised shocks, act as a locus for response planning in an sudden onset emergency, and seek to identify possible members that couid scale or revise the locations of their operations to address forecasted response gaps.

Responsibilities:

The purpose of the State Level Food Security Clusters is to provide a field level forum for the discussion, coordination and advocating the information/training needs of FSLC members’ activities at a local operations level, develop local level contingency plans around 'likely' localised emergencies and act as the locus for emergency response planning during sudden onset emergencies. The State Level FSL cluster coordinator will carry out the following duties:

• Be the national cluster cO-coordinator's main channel for disseminating and collecting information in the geographical area - particularly minutes of meetings, emergency alerts, contingency matrices and the FSLC Cluster Activity Map.

• Lead coordination meetings at either the district or regional level.

• Act as a mechanism for updating and encouraging FSLC members in needs assessments and other related activities within the geographical area.

• Act as the primary conduit for dissemination of strategic decisions undertaken by the SAG to food security agencies within the identified region

• Act as the focal point, for ensuring, with the FSLC Secretariat that the members monthly report and plans match with activities in the field

• Liaise with OCHA and other local level coordination mechanisms where available.

• Implement information sharing protocols between state and national-level.

• Any other tasks that may be required (within reason) to achieve the objective of this assignment

South Sudan: Site Surveyor

Site Surveyor

We are looking for a Site Surveyor for the following assignment:

· To guide the site clearance team in establishing the geographical location of the camp settlement within the official approved area;

· To develop settlement space units for refugees arriving in the camp;

· To help in allocation of space for communal facilities by demarcation and mapping in the camp area;

· To generate survey reference points to be used in the Camp Layout update using Global Positioning Systems (GPS).

Who are we?

Danish Refugee Council (DRC) commenced humanitarian operations in Ajuong Thok in April 2013. DRC offers services in Camp management, Shelter, NFI and community services to refugees arriving from Sudan. The camp is located in Jamjang Payam, Paryang County, Unity State, South Sudan. The camp is officially planned to accommodate a population of 20,000 refugees but there are future plans to extend it to accommodate additional refugees.

As part of the camp management responsibility, DRC is mandated by UNHCR to develop the camp settlement from the official allocated land area in Ajuong Thok. This entails clearing of the general camp area, and demarcation of family plots and communal facilities. Currently 75% of the camp area comprising of 45 blocks with a total of 4,320 family plots has been developed and 36 blocks have been fully occupied. DRC has secured funding for this exercise from UNHCR, and intends to utilise some of these funds to engage a surveyor to support on site planning.

About the job

Duties and Responsibilities

The Surveyor, in close consultation with the DRC Camp Manager will:

· Locate existing demarcation points and other reference points in the camp for the purpose of site planning for the new sites;

· Mark areas in ZONE G and H that will need to be cleared for purposes of camp development;

· Establish corner points and demarcate boundary areas for ZONE G and H in reference to the existing Zones with enough provision for reserve area and buffer zone;

· Establish corner location and demarcate settlement zones in each of the 25 blocks covering ZONE H and G;

· Demarcate family plots measuring twenty (20) by twenty (20) meters in both ZONE G and H

· Fix A4 laminated plot addresses in each of the family plots demarcated indicating the block, zone and plot number;

· Demarcate inter-zone access roads, inter block roads and internal roads between compounds between ZONE G and H and other existing Zones;

· Lead the clearance teams in opening up of existing road and communal spaces in ZONE F;

· Establish the co-ordinates, corner points and confirm dimensions of existing agency compounds, camp service facilities e.g. burial sites, clinics, schools, community centre, market area, child friendly spaces, religious sites and others that already exist and also establish new spaces as shall be required from time to time within the period of engagement;

· Assist the camp manager is developing and fixing of camp signs in the new sites in ZONE G and H.

Methodology

The Surveyor is expected to design his/her approach indicating the type of platform he/she will use in presentation of data collected from the field. Geospatial referencing techniques will be required. The surveyor must have GPS gadget, a working laptop, high-resolution camera, raincoat, gumboots and other site safety kit.

Expected Outputs

At the end of the contract the surveyor will be expected to provide the following outputs:

· Updated camp layout in acceptable format both in hard copy (A0) and soft copy in a readable format of JPEG or PDF. All documents will be in colour copy and reproducible for general sharing.

· A final report indicating the activities covered as per the scope of works.

· Avail all GPS coordinate readings for main reference points for Blocks in ZONE G and H and all the communal facilities in the camp. All GIS data and files must also be shared, preferably in ArcGIS formats.

· Provide useful demarcation photos that can be used for reference works.

Commitments

DDG DRC has a Humanitarian Accountability Framework, outlining its global accountability commitments towards beneficiaries, staff and donors. About you

The Surveyor should have a degree from a recognised Institution in Survey or Geospatial Engineering or GIS training with a minimum work experience in a camp setup of not less than 3 years. The Surveyor must be eligible to travel and work in South Sudan.

Required competencies

· University degree in Survey or Geospatial Engineering, or GIS training with a minimum work experience in a camp setup of not less than 3 years at the international level;

· Experience of humanitarian work in deep field locations;

· Excellent analytical and communication skills;

· Strong interpersonal skills and demonstrated ability to establish effective working relations with local staff and other stakeholders;

· Proven ability to work and live in very basic living conditions in deep field locations;

· Ability to work under pressure, with minimal supervision, and in a culturally diverse team;

· Fluency in English, ability to speak basic Arabic an asset.

We offer

Currently 1.4 million people have been displaced from their homes and tens of thousands killed. 95,000 civilians are currently seeking refuge inside UNMISS bases across the country.

DRC has been working, since the start of the crisis, providing emergency response in three locations, Bentiu in Unity State, Malakal and Melut in Upper Nile states. The sectors of intervention have been to date lifesaving coordination through camp management (county level CCCM coordination and site management), shelter/NFI, and protection.

About the job

Reporting to the DRC Head of Programmes, the Team Leader has overall responsibility for the implementation of DRC’s projects in their given location. The Team Leader is the direct supervisor of both international and national staff including but not limited to camp manager(s), shelter manager(s) site planner(s), protection officers and Logistics, finance and admin assistants. As Camp Coordination and Camp Management county focal point, the position is responsible for co-leading the CCCM Cluster meetings and relevant working groups and is responsible for the coordination of assistance and services at camp level. This entails building effective partnerships with a diversity of stakeholders, ranging from IDPs/refugees to humanitarian partners, local communities, and government authorities.

Duties and Responsibilities

Management

· Oversight of camp management programs, protection programs, shelter and NFI, food security and livelihoods

· Oversight of logistics, administration, human resources, finances

· Contribute to the strategic direction of the country operation through participation in strategy planning meetings and developing strategic documents.

· Overall responsible for managing the office, including the overall financial budgeting and expenditures, staff management, administrative issues, security, logistics and other aspects pertaining to running of DRC offices, and adhering to DRC and our donors rules and guidelines

· Assess staff capacity and provide/recommend training and coaching to increase technical skills for improved project implementation as necessary.

Programmes

· Identify gaps in service provision to refugees/IDPs, proactively referring those gaps to relevant forums or advocating with government authorities or humanitarian partners for additional support

· Seek to ensure that the camp population participates in decision making processes and that camp coordination forums are representative and inclusive of refugees/IDPs

· Advocate on all appropriate platforms that project implementation meet Sphere Standards and high standards of quality and accountability to persons of concern.

· Responsible for the programmatic and organisational development of DRC Emergency IDP Response in given county

· Ensure synergy between different programmatic units, including a coherent camp management approach across camps (where multiple camps or PoCs are present in a county) and a strong integration with between protection, SGBV, livelihoods, shelter, community services, and camp management activities

· Continuously monitor programme quality and develop relevant accountability initiatives in the field as well as strengthen the effort to document the impact of activities and DRC presence.

Finance, Administration, Human Resources, Logistics

· Ensure that adequate staffing is in place, including an appropriate gender balance, and that all staff are trained on skills and values required, with particular attention to accountability, respectful dialogue with the IDPs, and prevention of sexual exploitation and abuse.

· Ensure that the organisations’ financial, logistics, security and human resources policies and procedures are fully implemented.

Coordination

· Coordination and good collaboration with all actors involved, including local partners and authorities, as well as other donors and humanitarian actors in the area

· Represent DRC in the area of operation

· Chair weekly CCCM meetings as well as meetings with refugee/IDP leadership committees

· Facilitate/chair other coordination meetings related to the camp.

Monitoring and Reporting

· Accounting for progress toward project objectives and the overall goals of DRC in given counties

· Ensure that timely narrative and financial reports are provided to the head of Program

· Responsibility for preparing outgoing public reports in close collaboration with the DRC Head of Programmes.

Staff Safety

· Ensure that appropriate information regarding security in the area is collected and shared

· Security planning, including development and regular updating of security and evacuation plans and measures for the area, as well as implementation of contingency plan

· Take appropriate action in case of security incidents, e.g. medical evacuations, in consultation with the Country Director and the Staff Safety Advisor.

Fundraising

· As the majority of the fundraising is done locally, the Team Leader will, under the leadership of the Country Director and Head of Program, take part in applying for funding and broadening of the funding base for DRC given county

· Hosting regular donor and diplomatic missions to given county.

About you

To be successful in this role you must have:

Mandatory qualifications:

· At least 8 years’ proven and successful track record of project management experience. Preferably this includes a minimum of 3-4 years professional work experience in camp management, community mobilization and distributions in a leadership position, and solid understanding of camp dynamics.

· Direct experience and/or broad knowledge of themes relevant to conflict-affected or post-conflict countries, and specific operational experience with Emergency Response

· Ability to work effectively as an integral part of multi-disciplinary, multi-cultural team and to work with a wide range of government and civil society counterparts, and other partners

· Experience with budget management, navigating financial systems and payments, and contracts management

· Experience familiarity with systems and concepts for monitoring and evaluating project performance

· Post-graduate degree in Political/Social Sciences, Management, Economics, International Development or equivalent

· Demonstrated experience delivering programs to tight deadlines

· Fluency in written and spoken English with excellent writing skills is essential

· Excellent human resource management skills, interpersonal skills, cross-cultural communication and ease in managing a multi-ethnic team.

Preferable qualifications:

· Demonstrated ability for rapid analysis of very complex issues, strong decision-making, and translation of programmatic learning and priorities into operational strategies

· Knowledge of local governance in post-conflict contexts, and of gender and inclusion strategies

· Prior experience in South Sudan a plus

· Self-motivated and able to work with a minimum of guidance

· Very strong computer skills (Excel, Word, PowerPoint, and Outlook)

We offer

Financial Reporting

  • Responsible for the overall management and supervision of the accounts function, ensuring that it produces relevant, timely and accurate reports for field management, Dublin Head Office and for external agencies.

  • Recruit and manage national finance staff, with an emphasis on their development and capacity building.
  • Undertake performance appraisals of finance staff and develop their skills in finance functions.
  • Conduct financial systems assessments with partner organizations (‘CLOFATs’). Identify areas of finance where capacity building work is required with partner organizations and directly or indirectly help to address these capacity gaps (training, mentoring, etc.).

Other Financial Duties

  • Reviewing and updating accounting and finance manuals as required.
  • Liaise closely with systems/logistics staff on purchases, stock control, insurance, transport costs management etc.

Under the overall guidance of the IOM South Sudan Chief of Mission, under the health/technical guidance of the International Migration Health Officer, and the direct supervision of the Multi-sector Mobile Team Programme Manager, the incumbent will be accountable for supporting the implementation of the emergency health response activities for conflict affected and hard-to-reach IDPs in South Sudan III. Technical ****Specific Functions and Duties:****

  1. Support the Multi-Sector Mobile Programme Manager and on-site team leader in the implementation of the rapid response activities by ensuring coordination of the health team as well as raising issues and potential operational and staff concerns, and be available for short-notice deployment to field locations in South Sudan as part of a rapid response team;
  2. Lead the overall coordination, implementation and monitoring of IOM’s mobile health team operations including, but not limited to:

o Conduct rapid health and nutritional assessments to identify key and urgent needs

o Coordinate emergency health care services including mass and routine vaccination campaigns and reproductive health care in the field locations.

o Provide overall coordination for activities and schedules of a mobile health team

o Ensure that all related health activities deliver quality services and ongoing quality control mechanisms and confidentiality/ data protection are built into the systems.

o Identify any unmet gaps and needs and adjust as necessary

o Facilitate training of mobile health team members in coordination with International Health Officer, community health volunteers and if applicable, local Primary Health Care workers as needed.

  1. Conduct patient consultations for early diagnosis and treatment of some medications under primary health care services and facilitate timely referrals of patients in need of acute care or continuity of care for those with chronic health conditions to the nearest hospitals or health agencies providing the needed services.
  2. Represent IOM at relevant coordination meetings, and maintain coordination and cooperation with local health authorities and partners, WHO, UNICEF, UNFPA and other partners in the field.
  3. Supervise the maintenance of medical/confidential documentation and records of all consultations done by the mobile team; ensure proper collection and review of data for weekly Infectious Disease Surveillance Report (IDSR) and morbidity reports using sex and age disaggregated data (e.g. 0-5 years, 6-17 years, 18-59 years and over 60 years of age). Relevant information is shared with IOM Juba Health Unit for weekly review and consolidation and sharing of data with MOH and health cluster partners.
  4. Provide regular reports on all activities including achievements and challenges encountered through established channels of communication within the IOM Multi-sector Team (WASH & Health) and the IOM Juba health unit for health/technical matters; ensure photo-documentation of all health and related activities;

Conduct patient consultations for early diagnosis and treatment of some medications under primary health care services and facilitate timely referrals of patients in need of acute care or continuity of care for those with chronic health conditions to the nearest hospitals or health agencies providing the needed services;
  4. Supervise the day-to-day health team activities and prepare weekly schedule of activities in coordination with the IOM Health Operations Mobile Team Coordinator;
  5. Supervise and guide Medical Assistants, Nurses and Midwives on clinical duties and assigned tasks and ensure that the Mobile Team is functioning and flagging issues of concern immediately and providing possible solutions, including health promotion outreach activities; conduct further on the job trainings
  6. Assist the Health Operations Mobile Team Coordinator to conduct health and nutritional assessments, vaccination campaigns, and coordination of medical evacuation as needed.
  7. Work with Medical Assistants to liaise with local village authorities, community leaders and provide advice on key information messages for dissemination to the IDPs community before or after mobile clinic schedules, etc.
  8. Ensure maintenance of medical/confidential documentation and records of all consultations done by the mobile team;
  9. Consolidate and review mobile clinic team collected data particularly for the weekly Infectious Disease Surveillance Report (IDSR) and morbidity reports using sex and age disaggregated data (e.g. 0-5 years, 6-17 years, 18-59 years and over 60 years of age); Forward relevant information to the Health Operations Mobile Team Coordinator;
  10. Support information sharing and coordination mechanisms between and among other Multi-Sector units (e.g. Water, Sanitation and Hygiene (WASH) and Non Food Items (NFIs) as well as with other programme units such as Logistics , Security, Human Resource and Finance units; and with IOM Juba Health Unit;
  11. Represent IOM at relevant coordination meetings, and maintain coordination and cooperation with local health authorities and partners, WHO, UNICEF, UNFPA and other partners on-site where needed;
  12. Contribute to regular reports on all activities including achievements and challenges encountered through established channels of communication within the IOM Multi-sector Team (WASH & Health); ensure photo-documentation of all health related activities.
  13. Establish and maintain good working relationships with the IDP communities and be a team player with other health partners and with IOM teams working on-site.

The Nutritionist will be responsible for the nutrition interventions of COSV in Ayod, Jonglei State.

  1. Manage the effective and efficient implementation of the Community Management of Moderate Acute Malnutrition (MAM) and severe acute malnutrition (SAM) programs in COSV project site in Ayod.
  2. Ensure that nutrition protocols, guidelines are respected and adhered to and correctly implemented in the project site.
  3. Coordinate and manage the nutrition surveillance and active screening systems for children Under 5 years , Kala Azar patients and pregnant and lactating women in the project site.
  4. Request timely the nutrition supplies to the office in Juba, for the PHCC, and ensure that requisitioned are properly utilized.
  5. Design and undertake emergency nutrition assessments and surveys if required.
  6. Provide capacity building training, supervision, management and mentoring of nutrition staff, health staff.
  7. Provide capacity building for CHWs for the correct screening of malnutrition in all the Ayod PHCC departments
  8. Monitor that Malnourished diagnosed patients are referred to the nutrition department.
  9. Support the preparation of nutrition budget needs and monitor departmental expenditures
  10. Ensure proper communication, coordination and harmonization of UNICEF and WFP tools with the different stakeholders involved in food/nutrition activities in the project sites.
  11. Ensure regular reporting system in place including the verification and compilation of Nutrition reports and health reports in general which are done weekly, monthly, biannually and annually
  12. Monitor the indicators of the project in the Nutrition component
  13. Evaluate and register the number and the type of beneficiaries of the nutrition activity
  14. Collaborate with the health coordinator and the project manager to the writing of projects concerning the nutrition.
  15. Assess and identify potential new nutrition interventions in Ayod or in other location if needed.

South Sudan: 2 DVFP Project Managers - Awerial + Juba (South Sudan)

Sudan was the theatre of a violent civil war between the South (Christian) and the North (Muslim) which lasted for about 50 years, and completely destroyed the South’s infrastructures. In 2005, a Comprehensive Peace Agreement (CPA) was signed by both sides. The result was the creation of a federal government for the whole Sudan, which divided the country in 2 different authorities, one overseeing the north and the other one the south. In 2011, a referendum took place to decide on the independence of Southern Sudan who voted massively for the Independence. Relations are still tense between the two sides, with frequent disputes over borders and oil revenues.

In December 2013, a political power struggle broke out between President Kiir and his ex-deputy Riek Machar, accused of attempting a coup d’etat. Although both men have supporters from across South Sudan's ethnic divides, subsequent fighting has been communal, with rebels targeting members of Mr Kiir's Dinka ethnic group and government soldiers attacking Nuers (Machar ethnic group). More than 800,000 people have been displaced inside South Sudan and more than 250,000 people have fled to neighbouring countries, especially Kenya, Sudan, and Uganda, as a result of the conflict.

Awerial is an informal IDP site located around 15 km from Bor, a town heavily hit by the violence, across the Nile. Around 85,000 IDPs are estimated to have sought refuge in the area. Only limited registration has so far taken place. In the absence of a permanent camp, IDPs are scattered throughout a vast area and IDPs, chiefly heads of households, have recently started to move to Bor during the day to assess the damage in their properties.

Prior to the current emergency, Handicap International was implementing projects on victim assistance (Yei, Southern Central Equatoria) and on DPOs strengthening and mainstreaming amongst governmental actors (Juba, Central Equatoria and Bor, Jonglei State).

To respond to the current crisis, Handicap International is providing an immediate humanitarian response to the most vulnerable people located in Juba a vulnerability and disability focal point (provision of core relief items (wound, protection kits), mobility devices/aid, emergency physiotherapy and psychosocial support to IDPs in the camps and health facilities. In parallel, a range of technical support, information and promotion of inclusive services is provided among emergency actors.

A similar structure of activities is being established in Awerial, in close coordination with health service providers and protection actors. This structure will now be strengthened with new activities, including psychosocial support for persons with disability, their families and caregivers, and vulnerable persons in disabling situations and psychomotor stimulation for children with development delays.

As Disability & Vulnerability Focal Point Project Manager, your general mission will be:

General mission:

Awerial: The siecurity situation in Awerial is stable, and the road from Juba has been fully cleared. Movement is done either by road or by UNHAS helicopter, running three times a week from Juba to the site. Aid agencies have set up a Humanitarian hub with basic common services HI has a space in the Humanitarian hub, and basic tents are used for local and expatriate staff. Internet connection and mobile phone coverage are sufficient although not permanently reliable.

Juba: Juba is the capital of South Sudan, and accessible by commercial flights and by road. Road movement is generally unadvisable, due to general security situation and poor road conditions. Internal flights operated by UNHAS connect Juba with major cities and key sites across the country for development and humanitarian activities. The rainy season severely limites movement from may/June to September/October, including internal flights, and severely hampers most road connections. The office and the Guesthouse are separated in Juba. Both premises are in the center of Town. The accomodation in Juba is simple but comfortable. Each staff has his/her own self-contained room with Air Conditioner. City Power is hechtic but a generator is runned in the morning and at the evening time. There is a TV in the dinning room with DSTV (cable) and the Guesthouse has internet/wireless facility. Juba offers some facilities as bars, restaurants, gym,swimming pools

To plan, direct and advise on the human resource, capacity development and legal functions in line with AAHI strategic framework and Labour Laws of South Sudan.

Job Summary

The HR Coordinator as the head of Human Resources in AAH South Sudan, will be providing overall (technical) HR support to senior management in South Sudan, in leading the HR/Admin team, workforce planning, benefits administration, training and development, and HR administrative services. He will direct in attracting, developing and retaining high calibre staff, and ensuring the consistent and efficient implementation of AAH-I HR policies and procedures and best practices across the country program.

Duties and responsibilities

HR strategy and objectives:

  • Linking HR key objectives and priorities to country strategic objectives; developing HR key performance indicators in order to develop an informed and accountable HR management.
  • Coordinating HR practices and priorities across the country program in order to provide and reinforce the recruitment and ongoing development of a competent and efficient workforce.

HR support to senior management:

  • Advising senior management regarding legal, staff development and performance management issues; participating in discussions about structure and organizational development and change

HR planning, monitoring and reporting:

  • Reinforcing HR planning with all AAH SS programmes;
  • Monitoring all Human resource activities in alignment with the HR strategic objectives;

Human Resources Information Systems HRIS:

Training and Development:

  • Defines all Human Resources training programs, and assigns the authority / responsibility of Human Resources and managers within those programs. Provides necessary career development guides and materials to managers and employees including workshops, manuals, and standardized reports.
  • Leads the implementation of the performance management system that includes performance development plans (PDPs) and employee development programs.
  • Establishes an in-house employee training system that addresses Organizations’ training needs including; training needs assessment, new employee orientation, management development, maximized output cross-training, the measurement of training impact, and knowledge transfer.
  • Assists managers with the selection and contracting of external training programs and consultants.
  • Assists with the development of and monitors the spending of the corporate training budget.

Employment and Consultancy:

  • Establishes and leads the standard recruiting and hiring practices and procedures necessary to recruit and hire AAH SS workforce in compliance with the legal provisions of the country.

Background:

Capacity building at human resource, organizational and institutional levels remains an urgent priority in South Sudan. It is central to restoring core institutions - both in terms of physical infrastructure and technical ability - and providing basic services to citizens. The Government of the Republic of South Sudan (RSS) has, together with its international partners, developed a Medium Capacity Development Strategy (MTCDS) as an Action Plan for Rapid Capacity Building. The MTCDS is derived directly from the objectives of the South Sudan Development Plan (SSDP) 2011 – 2016, and aims to provide a strategic framework for organizing capacity development efforts in support of these objectives, as well as the peace-building and state-building objectives of the RSS in the post-independence period

UNDP South Sudan seeks to contribute to this capacity building process by targeting the right functional and technical capacities at national, state and county levels, in order to increase the prospect of stability in South Sudan. Improving the capacity of government is both urgent and important, given the enormous development challenges facing the new state.

To meet the urgent capacity building gap, an initiative for capacity enhancement has been developed where member states of the IGAD community have committed to support the RSS both with human resources and financial assistance. The initiative supports the RSS to second and place 200 civil servants from IGAD Member States. These men and women will be deployed in strategic functions within national ministries, commissions and state-level local government. They will serve as rapid capacity enhancement support and be “twinned” with South Sudanese civil servants to ensure the direct transfer of skills and on-the-job training.

This project rapidly recruits and places highly qualified Civil Servants, designated as Civil Service Support Officers (CSSOs), to work within the RSS. All 200 are assigned to government structures and operate as civil servants with a contract signed with the RSS. The beneficiaries are principally key RSS and State ministries and agencies responsible for strategic areas essential for finance; local government; health, education and vocational training, aviation, access to justice and rule-of-law; infrastructure, trade and industry, among others.

In this regard, capacity development is be addressed in three ways:

  1. Support capacity placement in government agencies through deployment of civil servants.
  2. Strengthen South-South linkages between public sector agencies and think tanks in IGAD countries.
  3. Strengthen Government capacity to recruit and sustain required technical assistance. IGAD Civil Servants are contracted by RSS and deployed in strategic functions within national ministries, commissions and state-level local government as a form of technical assistance to strengthen institutional capacity to deliver services. These Civil Servants are identified and recruited by the RSS with the support of UNDP; and are embedded in positions that serve to provide the impetus for enhanced service delivery.

Description of Responsibilities :

Under the direct supervision of the IGAD Project Manager, the Project Associate will provide support to all aspects of project management including administration, procurement and asset management and financial management.

Function / Expected Results

Administration

  • Assist in preparing for conferences, workshops, training, and any other project related events. This includes organizing travel and accommodations for workshop/training participants, coordinating with hotels/facilities that provide venues, arranging for supplies, processing payments and responding to any other needs that are under the responsibility of the project. Perform Atlas management duties attached to these coordination tasks;
  • Manage travel arrangements for staff. Prepare and ensure the processing of travel authorizations, security clearance, flight reservations, and payment requests (for DSA, reimbursement claims and working advances), etc.
  • Maintain staff attendance sheets and monitor their leave. Ensure the timely payment of salaries and allowances to the staff holding SCs or ICs;
  • Maintain CSSO attendance sheets and monitor their leave; and ensure the timely payment monthly Consolidated Technical Allowance (CTA);
  • Maintain electronic and hard copy filing systems;
  • Ensure proper physical arrangements of the project office, including functioning of computers, printers and peripherals and photocopiers, availability of office supplies and appropriate locations of various office objects.
  • Prepare documents and materials necessary for meetings/workshops;
  • Undertake other tasks as requested by Project Manager, Project Officer or other project staff or the Human Development and Inclusive Growth (HDIG) Unit. Procurement and Asset Management
  • Assist in the recruitment and management of consultants and experts through the advertisement of ToRs, preparation of IC requests, setting up vendors in Atlas, preparing attendance sheets, making travel arrangements in South Sudan, processing payment requests, etc., liaising closely with responsible officers of the Human Development and Inclusive Growth Unit and the Procurement Unit;
  • Assisting in the procurement of goods and services, liaising closely with responsible officers of the Human Development and Inclusive Growth Unit, the Procurement Unit and other relevant Units and in compliance with UNDP rules and regulations (that are based on the principles of transparency, accuracy and cost-effectiveness). The tasks include: preparing procurement requests; creating requisitions in Atlas; ensuring the accuracy of information contained in the procurement-related documents such as RFQs, evaluation results, Purchase Orders (PO) and PO vouchers; ensuring the timeliness of actions by the Procurement Unit as well as suppliers; confirming the quantity and quality of received goods or service; and preparing payment requests;
  • Maintain and regularly update inventories of durable items (assets) and non-durable items (consumables) procured under the Project including those delivered to CSSOs in the states and counties. Ensure timely maintenance or repair works necessary for the assets. Budget Management
  • Support in managing and monitoring project budgets in Atlas, liaising with Finance Specialist of the Human Development and Inclusive Growth Unit. Duties include but are not limited to: preparing budget revisions, maintaining project shadow budgets, following-up and answering queries on project expenditures, commitments and cash balances; and generating project financial reports;
  • Timely actions on preparing and following up on requests for payments to various vendors including staff, CSSOs, suppliers, consultants, government counterparts, etc.;
  • Support in maintaining the internal expenditures control system, ensuring the accuracy of documents, proper recording of transactions and posting in Atlas. The functions described in (IV) above and expected results will support the work of the RSS/IGAD team in generating the following project outputs
  • Policies and guidelines with respect to the organization and administration of capacity building are formulated and implemented for improved service delivery;
  • Sustainable capacity building systems and mechanism piloted and identified, enabling all levels of government to implement their plans; and
  • Capacity building in South Sudan is strengthened institutionally to perform mandate functions.
