JOB CONTEXT: Sudan was the theatre of a violent civil war between the South (Christian) and the North (Muslim) which lasted for about 50 years, and completely destroyed the South’s infrastructures. In 2005, a Comprehensive Peace Agreement (CPA) was signed by both sides. The result was the creation of a federal government for the whole Sudan, which divided the country in 2 different authorities, one overseeing the north and the other one the south. In 2011, a referendum took place to decide on the independence of Southern Sudan who voted massively for the Independence. Relations are still tense between the two sides, with frequent disputes over borders and oil revenues. In addition to this, the on-going conflict in Darfur and the inter-tribal disputes in the South contribute to further complicate the context. Handicap International is working in South Sudan since 2006 and has progressively developed mid & long term actions in 3 sites (Juba, Bor and Yei). Three projects are currently implemented : A civic inclusion project with DPOs in Juba and Bor, a national Kap Survey on Mine risk education in collaboration with UNICEF and the post-related VA project. The four-year Victim Assistance Project in Yei County, Central Equatoria funded by Dutch MOFA Holland started in September 2012.
JOB DESCRIPTION: The Victim Assistance project aims to support the national Authorities in the implementation of the South Sudan National Mine Action Strategic Plan 2012-2016 and to increase the access to mainstream and specialized services at individual and community levels. As a Socioeconomic Inclusion Project Manager you will work under the direct supervision of the Field Program Director. You will supervise the following team: • 1 Rehabilitation trainer (international staff) • 1 Project officer (national staff) • 1 Community Educator (national staff)& 1 livelihhod officer (national staff) • 1 Community rehabilitation worker (national staff) • 1 finance/admin/log officer (national staff) in collaboration with the Administrator in Juba • 6 community workers (to be recruited) under the management of the Community Educator
Your Main Responsibilities: • implementation of the project on a result-based approach. • management of the team: in line with HI rules & formats provided by Juba, implement processes of job announcement, recruitment and validation for his/her team. Organize the team with responsabilities, Individual Plans of Action and Tasks, evaluation etc. Garantee the access for the team to methods, technical aspects useful for the project implementation (training, documentation...) Implement coordination systems (team meetings, interface with support departments, etc...) • assurance of the technical quality of the project and the capitalization of experiences. • supervision of the organisation and representation of HI in Yei towards the donors and relevant stakeholders by the Program Director.
Due to the environmental context and distance from Juba you will be also involved in the management and organisation of the Base in Yei. In coordination with Juba services you will supervise / facilitate the daily functionning of the base with the related team.
JOB ENVIRONMENT: The Republic of South Sudan became independent on the 9th of July 2011. The security situation in the country remains tense and volatile. There are conflicts at the border and militia clashes. The situation in Yei has been relatively stable this past year. The base in Yei is accessible by road (5 hours trip). the rainy season goes from May/June to September/october and might impact the road access HI is located in a proper compound in the town of Yei, including office and accomodation. The compound has beenrenovated and include access to electricity, water and internet, as well as staff for basic cleaning & cooking. Yei has some facilities and a social Life with other international organizations is available, altough quite limited. Accommodation: collective.

CANDIDATE PROFILE: • University diploma on project management and/or on social sciences, economic development. • A minimum of 3 years proven experience in project management. • Good experience in Social inclusion or/and Community Education, Income generating Activities/Livelihood and Mobilization • Experience with vulnerable population, for example persons with disabilities • Good organizational competencies, good approach of effectiveness. • Good ability to liaise with national authorities. • Field work oriented, flexible, diplomatic, patient and dynamic. • Creative and innovative. • Ability to work in difficult and remote areas
REQUIRED LANGUAGE SKILLS: English - fluent spoken and written level.
EMPLOYMENT CONDITIONS: Salary: 2100-2400€ gross salary/month + 457 Euros net/month expatriation allowance + 50% of the medical cover taken in charge by HI + repatriation insurance Or Volunteer: 750 or 850 Euros monthly indemnity + living allowance paid on the field + accommodation + 100% of the medical cover taken in charge by HI + repatriation insurance
