JOB SUMMARY The Logistics Manager will support the Logistics Coordinator in the management of IMC logistics operations across South Sudan. The Logistics Manager will oversee procurement of program equipment and supplies including communication equipement and security devices, transport of goods to field sites (nine across the country), management and control of inventories, and all other functions of logistics.

S/He will be responsible also for reporting to HQ and donors. The Logistics Manager will be responsible for implementing IMC logistics policies, strengthening internal controls, developing improved procurement and inventory systems, and assuring accurate reporting on a monthly basis. The Logistics Manager will oversee the Warehouse Manager, Procurement Manager, Asset & GIK (Gift-In-Kind) Manager, Facilities & Travel Manager.

The Logistics Manager will also maintain close contact with Field Site Managers, field Logistics Officers, Project Managers and the Juba-based Program, Finance and HR teams.

ESSENTIAL RESPONSIBILITIES

Oversee all the Logistics and procurement within the IMC-SS mission, including bidding/quotation processes, receipt of good, and compliance of all required paperwork and supporting documentation, storing and transporting of all received goods to their final destination. Specific responsibilities of the position include but not limited to the following: •Strengthen procurement systems to increase efficiency and ensure ‘Value-for-money’ •Ensure that all procurement processes and goods inventories are properly documented and filed; •Ensure that all procurement and inventory systems are in line with global IMC Logistics Manual; •Closely monitor procurement tracking and communicate regularly with field sites on procurement progress and timelines; •Oversee transport of all equipment, supplies and materials to field sites in a timely fashion; •Follow up with field sites on receipt of goods from Juba office and ensure accurate inventories are maintained at field sites; •Train Field Logistics staff in warehouse and inventory management and reporting; •Oversee management and reporting on GIK requests and donations; •Oversee physical monthly inventory, tagging and tracking of assets (in Juba and at all field sites); •Follow up on action points from requests sent from different departments and colleagues at the field sites; •Assure accurate reporting on a monthly basis and provide support when necessary. •Oversee preparation and dissemination of the monthly and weekly Logistics report to senior management; •Participate in drafting monthly logistics cash projections; •Participate with/without logistics coordinator in logistics cluster coordination meetings; •While working with national team, assess and determine training needs for the staff and work with Logistics Coordinator to develop professional development plans for national staff; •Manage compliance with US Export Regulations whenever overseeing or implementing procurement activity or when facilitating donations to 3rd parties; •Oversee preparation and dissemination of fuel consumption reports for the vehicles and generators both in Juba and at the field sites, •Other duties as assigned by the supervisor or Country Director.

QUALIFICATIONS 1.Experience in humanitarian logistics – procurement, Transport/Fleet, asset/inventory & GIK management; 2.Academic degree in a relevant subject; 3. A clear understanding and firm commitment to adhere to the compliance requirements while striving towards prompt results, 4.Experience managing logistics staff, particularly in low-capacity contexts; willingness and strong capability to build the capacity of national logistics team. 5.Strong attention to detail and an ability to manage heavy paperwork flow without compromising accuracy; 6.Strong organizational and problem-solving skills; 7.Strong interpersonal, management and leadership skills; 8.Ability to work in participatory manner with staff to assess needs, implement and monitor activities; 9.Ability to integrate and work well with a diverse multicultural team; 10.Ability to work in a highly demanding context with many demands (often urgent) arising simultaneously on a regular basis; 11.Ability to work in harsh condition, often in remote areas for extended periods; 12.Proficiency with MS Word and Excel (minimum requirement).

Languages Skills: 1.Ability to read, analyze and interpret technical and non-technical English language documents and manuals; 2.Proven writing skills – particularly proposals and donor reports, as well as external communications; 3.Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, NGO/donor counterparts, government officials, etc.
