Objective 1: To ensure implementation of integrated ACF-USA WASH Strategy :

The WASH Programme Manager is responsible for :

a) Management of the project cycle for WASH projects b) Plan and implement the WASH M & E c) Control the quality of the programme for which he/she is responsible

Key activities & responsibilities to achieve this objective:

Ensure the quality of the need assessment and technical assessment Ensure appropriate design, construction and implementation of WASH construction activities according to technical standards, as well as proper maintenance and use of WASH equipment Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training Ensure contractual activities are completed on time, within budget and with acceptable quality Identify and monitor risks, constraints or escalating issues relating to the management of the program, and inform the hierarchy accordingly Ensure post-implementation monitoring of ACF WASH structures Plan and manage emergency responses; and prioritize activities according to humanitarian needs Objective 2: To supervise and build the capacity WASH program staff at field bases:

The WASH Programme Manager is responsible for :

a) Plan and manage the activities of the WASH team

b) Evaluation of the skill level and technical competence of the ACF WASH teams

c) Identification of training needs

d) Skills development for ACF colleagues in his/her programme

Key activities & responsibilities to achieve this objective:

Supervision of the WASH program staff: induction, follow up, evaluation, and promotion of positive team dynamics and motivation Capacity building of WASH staff and mentoring of WASH Program Officers and Deputy PMs: developing training plan, 1 on 1 mentoring, providing periodic trainings for staff. Recruitment of new WASH staff as needs arise. Overseeing the work of WASH program staff in order to ensure good compliance of activities within the objectives of the mission and of proposals - this includes regular visits to the field sites in order to evaluate achievements; to discuss the constraints encountered, the possible solutions and to make recommendations for current and future programs Evaluation of WASH program staff as per the defined schedule Objective 3: To ensure proper reporting of the programs:

The WASH Programme Manager is responsible for:

a) Weekly, monthly and quarterly internal and external reports

b) Submitting inputs for donors reports on time

c) Completion of quality monitoring and evaluation reports

Key activities & responsibilities to achieve this objective:

Reporting on attended meetings or training to share with program staff and WASH Coordinator Track the progress of activities, ensure the collecting of program indicators Monthly ACF WASH report to be sent to the WASH Coordinator – which includes an overview of the WASH situation , external coordination update, achievements for the past month and objectives for the following month Weekly base level reporting to the Head of Base Organize the M & E activities (KAP, baseline surveys, etc) and submit the quality report on time Prepare handover report as necessary to replacement End of mission report to be sent to WASH Coordinator Objective 4: Lead the State WASH cluster (Focal Point)

The WASH Programme Manager is responsible for:

a) Co chair the stare WASH cluster meetings.

b) Coordinate the WASH actors implementing of WASH activities in Warrap State

Key activities & responsibilities to achieve this objective:

Represent the state WASH cluster in Humanitarian Coordination Forum meetings. In-depth analysis of emergency situation in the state and liaise with South Sudan WASH cluster Leads at the national level. Coordinate with WASH actors to ensure WASH representation during emergency assessments. Updating state WASH cluster contact list Represent the WASH cluster with local and state authorities Internal & External relationships

Internal

Participation in weekly base team meetings and any other general team or strategy meetings Follow up of WASH program budgets in liaison with the WASH coordinator, Admin and HoB to ensure budget expenditure is inline with program objectives and timeline Follow up of logistics requirements for WASH programs in liaison with the Head of Base Ensure program integration through regular meetings and joint planning with other program departments. External

Participate in WASH Coordination meeting held at county and state levels Maintain ACFs position as a leader within the state and county WASH sector. Develop WASH contacts with other NGOs and technical bodies Assess feasibility of ACF technical support and guidance to partner agencies and relevant governmental bodies, specifically the Ministry of Water and Resources and Irrigation. REPORTING RESPONSIBILITIES

Monthly field activity reports Monthly & quarterly donor reports as required by each grant Weekly contribution to project sitreps Participate in donor reports Monitoring and evaluation reports POSITION REQUIREMENTS

QUALIFICATIONS

Degree in Water Engineering/Construction Engineering/Public Health with experience in water, sanitation, hygiene and health education projects. OR

Relevant degree with at least 3 years experience in project management, preferably in a humanitarian context. SKILLS & EXPERIENCE

ESSENTIAL

Interest and/or experience in hygiene education and training and/or community led methodologies Demonstrated experience in proposal writing and donor reporting. Demonstrated experience in financial management and preparation of budgets for programming. Proficient in MS Office Applications Good management and representation competencies. Excellent influencing and negotiation skills Experience in developing world context This person should have a strong understanding of project cycle management and monitoring and evaluation. PREFERRED

Prior ACF WASH experience or at least 2 years with a humanitarian organization carrying out WASH activities. Familiarity with donor reporting and regulations (ECHO , OFDA, and others ) Prior experience in EP&R
