Role and Responsibilities

Along with the Lead Agency and Cluster Coordinator, work together in the WASH Cluster to ensure a coherent and effective response by mobilising groups of agencies, organisations and NGOs to respond in a strategic manner to a humanitarian crisis.

Project Overview

In order to ensure consistent and clear terminology within the WASH Cluster, the following roles are defined as follows: UN Lead Agency - The UN agency that serves as the Global Cluster Lead is UNICEF; NGO Co-Lead Agency, the NGO agency which is selected to serve as the Co-Lead (Medair); Cluster Coordinator, recruited and funded by the Lead Agency to provide coordination of the cluster; Cluster Co-Coordinator (this role), recruited and funding by the Co-Lead Agency (Medair) to represent NGO cluster members in coordination, and assist the Coordinator.

Full time, 1 year contract (dependent on funding)

Key Activity Areas

Coordination

  • Committed to putting aside their NGO’s organisational interest and work on behalf of all cluster members equally.
  • If not full-time, be able to commit an adequate amount of time (as determined by the Cluster) to Cluster Coordination on a weekly basis.
  • Be technically competent in the Cluster and/or Sector.
  • Demonstrate personal and professional integrity in all interactions.
  • Maintain good relationships with all relevant stakeholder counterparts.
  • Be able to work with diverse stakeholders to develop consensus.
  • Understand and have experience in setting, chairing and preparing minutes of meetings.
  • Know how to present ideas effectively and clearly while listening and acknowledging others' perspectives and views.
  • Demonstrate an understanding of the international humanitarian response and coordination mechanisms, and humanitarian reform.
  • Have an understanding of CAP, CERF, CHF and Flash Appeals processes.
  • Have an understanding of humanitarian principles and how to apply these.
  • Able to develop a cluster strategy and to clarify complex strategies for operational implementation.
  • Understand the links between emergency response, recovery, and the transition to development.

Qualifications

  • Higher level qualification in a technical field, preferably in water and sanitation

Languages

  • Strong working knowledge of English (spoken and written)

Experience / Competencies

  • 2 years post-qualification professional experience in a relevant field
  • Management experience in a WASH context
  • Technical WASH skills within a humanitarian setting
  • Knowledge of humanitarian principles, Sphere and HAP Standards and other international humanitarian guidelines and protocols
  • Advanced planning, assessment and analytical skills
  • Good report and proposal writing skills
  • Networking and advocacy skills; maintain good relationships with all relevant stakeholder counterparts; able to work with diverse stakeholders to develop consensus
  • Able to develop a cluster strategy and to clarify complex strategies for operational implementation desirable
  • Team-player with good inter-personal skills
  • Capacity to work under pressure and manage personal stress levels

Medair Standard Working Requirements for the Field

  • Experienced professionals in a relevant field; Overseas intercultural experience
  • Committed Christians; commitment to the Medair values
  • Strong working knowledge of English, spoken and written
  • Working knowledge of French, spoken and written, for French-speaking field programmes
  • Single or married (with no children under 18). If married, your spouse must also apply.
  • Successful completion of Medair Relief & Recovery Orientation Course (ROC)

  • Reflect the vision and values of Medair with team members, local staff, beneficiaries, external contacts

  • Able to live and work in a multicultural team under difficult conditions
  • Strong character traits, including emotional stability, adaptability, ability to handle stress, cultural and gender sensitivity, honesty and physically fit

Working Conditions

  • This is a capital-based position. However, working and living conditions may be very different to that previously experienced.
