CCM (Comitato Collaborazione Medica) is an Italian NGO operating in Burundi, Ethiopia, Kenya, Mali, South Sudan, Somalia and implementing a variety of health-related projects. CCM has just been granted a project focused on the support of primary health services in Awerial & Yirol East Counties (Lakes State).
Closing date:31/03/2014 Location: Awerial & Yirol East Counties (Lakes State) and Tonj East/Tonj South (Warrap State) - South Sudan with short periods in Juba and State Capital (80% field based, 20% Juba based). Contract duration: 12 months (possible extension). Start date: 30th April 2014
Job description The State Coordinator is responsible of the whole supervision of a wide programme meant at enforcing maternal and child health and nutrition service provision in 2 counties of the assigned State. The State Coordinator shall ensure proper harmonization of project activities, through close coordination, supervision and collaboration with the Project Managers appointed to each county. In particular: 1) He/she ensures the management of the project budget, including cash flow, monthly fund requests, budget amendments, narrative report and revision of financial report; 2) He/she supervises the administration and the project procurement, following the organization and donor guidelines. 3) He/she is responsible of the supervision and coordination of regional human resources appointed to the project, including the project managers; 4) He/she revises periodic official reports according to donor guidelines to be submitted to the Country Representative and Desk Officer for editing and final approval; 5) He/she monitors the proper implementation of the project, according to the workplan; 6) He/she ensures the development of new project proposals through assessment and data collection according to CCM strategy; 7) He/she manages liaisons with the main institutional and/or international actors in the assigned area and ensures a constant support to all concerned stakeholders; 8) He/she will attend meetings with local representatives of South Sudan State Government and local concerned authorities, as well as other stakeholders, whenever required; 9) He/she ensures the elaboration of monthly internal report to be submitted to the Country Representative on achievements, projects activities, problems encountered, pertinent developments, and strategic needs; 10) He/she will be involved in visibility actions taken locally and at HQ level;
Requirements • Relevant academic background University degree in any of the following:
- Medicine, Political Sciences, Development Economics, Engineering.
- Nursing/midwifery degree with relevant management experience will be also considered.
- Post-graduate qualification in Development Cooperation or related fields is an asset. • Experience in relevant Health sectors (e.g. Public health, Reproductive health, Health System Management) will constitute an added value. • Minimum 2-3 years experience in less developed countries and/or emergency projects. • Proven high level skills in program coordination, management and supervision; • Good administration skills with proven experience in budget management and basic accounting; • Previous experience and understanding of South Sudan is advisable; • Excellent communication and negotiation skills; • Proven ability to work in a multidisciplinary team and availability to stay in a remote context; • Proven leadership, problem solving and organizational skills with flexibility and patience; • Strong computer skills including Microsoft Word, Excel, • Fluency of both written and spoken English; • Knowledge of the Italian language is advisable;
