PROGRAM BACKGROUND
International Medical Corps is currently implementing approximately 15 programs across nine sites in South Sudan. Through nearly 50 health facilities in urban and rural areas, International Medical Corps provides basic health care and integrated service provision, from preventative care to emergency surgery. International Medical Corps also runs programs in HIV/AIDS, nutrition, food security, and water and sanitation projects. To address South Sudan’s acute health worker shortage, and foster self-reliance, International Medical Corps trains health professionals and community volunteers.
International Medical Corps has been active in South Sudan since 1994, working across five states: Upper Nile, Western Equatoria, Central Equatoria, Western Bahr el Ghazal, and Jonglei, implementing health, nutrition and WASH programmes. In response to the current crisis in South Sudan, International Medical Corps has been awarded funding by ECHO & OFDA to deliver a health and nutrition intervention in Awerial, in the Lakes State and Malakal, in Upper Nile State.
JOB DESCRIPTION
The Logistics Manager has responsibility for the co-ordination and support of logistics activities for the Minkaman in Awerial County of operations of South Sudan program. The post holder is responsible for effectively managing Emergency Logistic staff, assets and stocks, warehouse, fleet, transport ensuring effective and accountable logistics support to the Minkaman programs.
To ensure that International Medical Corps’ commitment to improving quality and accountability in humanitarian work is upheld, through reference to the Sphere Charter, International Medical Corps Minimum Standards and the Code of Conduct.
Key Accountabilities
• Co-ordination of all emergency program logistics activities in Minkaman with the Site Manager and Logistics Coordinator.
• Ensure that the International Medical Corps minimum standards of procurement and logistics procedures and country policies are adhered to, briefing and training all relevant staff as required.
• Work in close collaboration with Site Manager and other programme teams of Minkaman for timely and effective program supply, procurement planning and delivery.
• Ensure management of stocks and supplies is in line with International Medical Corps’ standards; proper records exist and reports are sent out regularly.
• Ensure appropriate allocation and safe use of vehicles and ensure that all fleet related issues with rented vehicles are dealt with, amicably.
• Provide guidance and support for managing communication systems ensuring that Minkaman has appropriate and reliable means of communication, ensure standardisation of all communication equipment.
• Ensure that all assets procured under emergency grants are accounted for and reflected in asset register;
• Ensure the practical and effective implementation of the country security guidelines, in all aspects of logistics. Security has to be central to the planning of all logistics operation in Minkaman. Due advice may be sought from Security Manager, when necessary.
• Work in close collaboration with other members of the team sharing information on the assessments and proposed interventions, providing overviews of logistics requirements for the development of project proposals and subsequent projects.
• In consultation with Site Manager, program management teams and Logistics Coordinator, helps develop the logistical aspects of the emergency preparedness plan.
• Ensure that logistics reports are produced and disseminated in a timely manner and solutions to the emerging issues are found in consultation with team members.
• Liaise with government, UN and other agencies as necessary.
• Comply with all relevant International Medical Corps policies and procedures with respect to child protection, health and safety, equal opportunities and other relevant policies.
Skills & Requirements:
• Five years international experience in humanitarian logistics management covering.
• Experience in vehicle and fleet management.
• Experience in the set up and use of HF and VHF radio systems, satellite phones and development of communications procedures.
• Experience in NFI’s, GIKs, Food and Health Projects.
• Experience of building and developing the capacity of logistics staff through the use of training, performance management frameworks and development plans.
• Experience of developing and maintaining personal security and evacuation plans.
• Excellent interpersonal and team skills.
• Excellent IT skills;
• Fluency in written and spoken English;
• Commitment to and understanding of International Medical Corps’ aims, values and principles
