GENERAL FUNCTION

Internews Network is seeking an Operations Manager to be based in Juba, South Sudan. The OM will have management responsibilities over internal systems of Internews offices in South Sudan, and oversee operations of our Juba office and accommodation, as well as a minimum of five field sites across the country. Main duties are spread over administration, logistics, operations, procurement, and institutional capacity building. The OM takes on the following responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following; other duties may be assigned:

  • Overall senior logistics and procurement person on a large in-country team, directly supervising logistics, procurement, maintenance and various support staff, for Juba office and guesthouse; Abyei project; four community radio station sites; and any other sites that may be added.
  • Ensures compliance with relevant donor requirements, Internews internal regulations and development of good practice standards.
  • Ability to design, set-up and maintain tracking systems and formats.
  • Maintains and updates asset registry and overall inventory at all field sites, including liaising with Internews HQ as needed, and tracking allocation of assets to various staff.
  • In coordination with Country Risk Manager, supports vehicle repair, drivers’ schedules and movement of staff. Ensures all cars have proper plates, registration, log books, insurance, security compliance, etc.
  • Oversees all fuel usage (diesel and petrol) for all field sites. In charge of generator usage, repair and maintenance.
  • Works closely with expert engineer consultant and team on procurement and set up of national repeater roll-out project for Eye Radio.
  • Oversees grounds maintenance in Juba for guest house and office, including generators, air conditioners, electrical system, water systems, grounds keeper, storage etc. Supervises maintenance staff.
  • Oversees and provides support to community radio network (CRN) site manager and field activities, including construction, procurement and other activities at field sites, in close coordination with the CRN Project Director.
  • In charge of all procurement, including import clearances, tax exemptions, vendor analysis, updating vendor database, working with Finance Director and CoP on any needed donor waivers, and ensuring that all procurements are reasonable, allocable and allowable.
  • Oversees all logistical duties, including movement of staff and supplies, maintaining inventory, tracking usage of supplies, supervising logistics staff etc.
  • Oversees all staff travel, including booking of WFP and private airline in-country flights, ensuring flight account is up-to-date and reconciles with staff movements, ensuring accommodation, visas, airport pickups for all incoming staff and guests, etc.
  • Oversees compliance with all entry visas, work permits, registration for all staff.
  • Ensures all office registration, station licenses are all up to date and renewed on time.
  • Oversees ex-pat guest house accommodation, including negotiation of leases, security, water, security provisions, back-up supplies of food/water, and any/all needs of staff living in guest house compound.
  • Oversees all construction activities, including all necessary donor requirements, environmental impact regulations, etc. Keeps track of any/all repair, maintenance and minor construction, including for field site latrines, kitchens, guest houses etc. Supervises the construction process for the new office facilities in Agok/Abyei.
  • Ensures compliance with Environmental Impact Assessment.
  • Ensures that contractual commitments (e.g. for the rental of vehicles and/or premises) are expressed in forms appropriate for the circumstances of the program.
  • Oversees compliance with all relevant standards across all project locations; this includes ensuring conformity with relevant donors’ requirements, Internews internal regulations and development of good practice standards.
  • Mentors administrative staff to improve their skills and their ability to take on responsibilities.
  • Assist the Finance Director and Chief of Party in all matters as needed.
  • Participate as a member of the Country Management Team.
  • Provide support, training and advice to staff as required.
  • Performs other duties as assigned.

QUALIFICATIONS

  • International project management, procurement, logistics, experience required, ideally in developing countries.
  • Must be innovative, systematic, organized, efficient, calm and patient.
  • Understanding of, experience in, inventory control and asset management required.
  • Extensive experience living and working in challenging environments including conflict/post-conflict zones, specifically, experience living and working in African countries.
  • Experience with USAID-funded projects desired.
  • Practical knowledge of funders’ rules and regulations as they relate to procurement, etc.
  • Ability to handle multiple tasks efficiently and to work with a diverse staff.
  • Sensitivity to cross-cultural dynamics in the work place and experience supervising staff.
  • Experience in skills-building and training of other staff.
