Background

The NGO Forum is an independent coordinating body of national and international NGOs that serves and facilitates the work of its members to address the humanitarian and development needs in South Sudan.

National NGO capacity development is one of the principle objectives of the South Sudan NGO Forum and this is channeled through the National NGO Capacity Development Working Group (CDWG). The CDWG exists to encourage dialogue among both national and international NGOs on best and practical ideas on enhancing the capacity of national NGOs in South Sudan. One of the ideas born from the CDWG is the National NGO (NNGO) Capacity Assessment Tool (CAT).

The purpose of the NNGO capacity assessment tool is to help national organizations vet themselves and identify the areas of their institution that need development and support as well as determine what level of organizational growth they have attained and need to attain within the currently existing and constantly changing South Sudan operating environment.

Through a review of several versions of capacity assessment tools from Uganda, Kenya and some international organisations like PACT and CARE, a draft tool was developed along with a guide document. The CAT drafts were reviewed in three round table sessions at three different stages to produce the current version. The CAT exists both in word and excel versions for purposes of ease in verification.

In order to produce a thorough and high quality document, it was agreed by the CDWG that the tool should be tested on volunteer national NGOs, therefore the NGO Secretariat is issuing this call for quotations in order to identify a consultant who will test the tool, identify its gaps, review and polish the CAT as well as write a report documenting the testing process and findings.

SCOPE OF ASSIGNMENT

The consultant is expected to undertake the following specific activities;

  • Develop a 2 week work plan
  • Visit the NNGO volunteer organisations and assess their capacity using the CAT and guide book.
  • Review the strengths, weaknesses and gaps the CAT and guide book contain.
  • Edit the CAT and guide book as per the findings from the assessment visits
  • Present the findings and edited version to the CDWG.
  • Draft a report summarizing the findings and changes adopted to the CAT
