For Strengthening of Primary School Leadership Programme (PSLP) and School Inspection and Supervision

The United Nations Children’s Fund (UNICEF) works with Governments, National and International Organizations, to support child survival and development. The United Nations Children’s Fund, (UNICEF), is soliciting expressions of interested and qualified institutes to work on two sub components of South Sudan Global Partnership Programme to which UNICEF is a management entity. The purposes of this project are;

1) To develop and strengthen primary school leadership and management systems for the Ministry of Education Science and Technology (MoEST), and to empower school managers with leadership and management skills.

2) To review, validate, finalize, and implement the School Supervision and Inspection strategy and training programme

Companies who meet the following criteria are invited to express their interest in this project;

The Consulting Institution must have proven experience in education administration and management, education policy, planning and management, teacher training, strategic planning, human resource management and development, school Inspection and Supervision, education research and trainings. The consulting institution may partner with other consulting institutions with proven expertise and experience in school management, school leadership, school inspection, teacher training, education policy, planning and budgeting as well as qualitative and quantitative research.

  1. At least 10 years experience on school planning and management, policy, research and training and professional development.
  2. At least Master’s degree, PhD preferable, in Education Planning and Management, Primary Education, monitoring and evaluation, Social Sciences, International Studies in development and education with at least 10 years’ experience will be a desirable candidate to lead the team of consultants.
  3. High profile professionals with experience in primary school leadership and management. Experience in designing curricula and courses for training education managers; school inspectors/supervisiors; project planning and management skills
  4. Knowledge of South Sudan education systems and policies is fundmental
  5. Experience in working with government and development partners in a challenging environment is desirable
  6. Strong analytical (qualitative and quantitative) and conceptual skills for at least one of the core staff on the assignment
  7. Excellent writing, communication and presentation skills in English (oral and written) for at least one of the core staff on the assignment
  8. Ability to deliver highest quality products in the allotted period of time, under the guidance and supervision of the GPE team and MoEST
